HomeMy WebLinkAboutAugust 08, 1990 COW COMMITTEE OF THE WHOLE MEETING August 8, 1990 The meeting was called to order by Mayor VanDeVoorde at 6 : 15 p.m. in the Council Conference Room. Members present : Councilmembers Gilliam, Popple, Walters , Yearman, and Mayor VanDeVoorde. Absent : Councilmembers Fox and Moylan. Meeting with Greater Downtown Elgin Commission Robyn Reilly of the Greater Downtown Elgin Commission advised the Council that the Commission has discussed a number of topics affecting the Central Business District including downtown directional signage, holiday decorations , lighting on Fountain Square Plaza, downtown banners , noise problems on Fountain Square Plaza, downtown parking, overnight parking at Spring Street Deck, and Michigan Street redevelopment project . During 1989 and the first six months of 1990 , the Commission granted five temporary licenses for use of Fountain Square Plaza. The Commission anticipates taking an active role in the Center City Master Plan process and in the implementation of its recommendations . Meeting with Elgin Metropolitan Exposition Auditorium and Office Building Authority Del Johnston, Chairman, stated that the primary activity of the of the Authority has been to explore expansion of exhibition and other civic facilities for the community. The Authority believes there is a need for expanded exhibition space, banquet space, recreation facilities , and expanded parking at Hemmens . However, currently there are no funds available from the State' s Civic Center Support Program for new projects , although it is anticipated that funds will be available soon. The Authority feels it is very important to wait until the Center City Master Plan process is complete, at which time it can pursue projects identified in the plan. Ron Pavlik, a member of the Authority, also stated that he believes it is extremely important that there be coordination between the various entities , such as Elgin Community College, and the City with reference to projects of this nature. The Mayor and Council expressed their appreciation to members of the Commission and Authority for their many contributions to the community. Committee of the Whole Meeting August 8 , 1990 Page 2 Consideration of inspection services for Woodruff and Edwards storm sewer improvements Councilwoman Popple made a motion, seconded by Councilman Gilliam, to award this contract to Hampton, Lenzini and Renwick in an amount not to exceed $13 ,950 . Yeas : Councilmembers Gilliam, Popple , Walters , Yearman, and Mayor VanDeVoorde. Nays : None. Authorization to proceed with contract for water distribution system improvements Councilman Gilliam made a motion, seconded by Councilwoman Popple, to authorize the execution of agreements for engineering services with Howard Needles Tammen & Bergendoff for design and construction services for the Shales Parkway elevated water tower and with Clark Dietz , Inc. for design and engineering services for the four water main projects . Yeas : Councilmembers Gilliam, Popple , Walters , Yearman, and Mayor VanDeVoorde. Nays : None. Consideration of a request from the Sister Cities Program to sign a letter of support Councilman Gilliam made a motion, seconded by Councilwoman Yearman, to authorize the Mayor to sign a letter of support to be endorsed by the entire Council and to approve a Sister City affiliation with Belgorod, USSR. Yeas : Councilmembers Gilliam, Popple, Walters , Yearman, and Mayor VanDeVoorde. Nays : None. Consideration of a memorandum regarding school system capital improvement contributions Councilman Walters made a motion, seconded by Councilwoman Popple, to approve the recommendation to direct staff to prepare an amendment to the Elgin Municipal Code creating a Development Contributions title including a school system capital improvement contribution requirement for residential development , and providing for a 5% phase-in formula per year beginning at 500 of the true fee. Yeas : Councilmembers Popple , Walters , Yearman, and Mayor VanDeVoorde. Nays : None. Abstain: Councilman Gilliam. Consideration of engineering proposals for IEPA yardwaste composting permit application Councilman Gilliam made a motion, seconded by Councilman Walters , to approve the recommendation that Roy F. Estern, Inc. be retained for the lump sum amount of $3 , 300 to prepare and secure the yard waste composting site permit . Yeas : Councilmembers Gilliam, Popple, Walters , Yearman, and Mayor VanDeVoorde. Nays : None. Committee of the Whole Meeting August 8 , 1990 Page 3 Consideration of an agreement with Private Industry Council of Northern Cook County for job site Councilwoman Yearman made a motion, seconded by Councilwoman Popple, for approval of an agreement between the Private Industry Council and the Parks and Recreation Department. Yeas : Councilmembers Gilliam, Popple, Walters , Yearman, and Mayor VanDeVoorde. Nays : None. Consideration of Lords Park Pavilion phasing Councilman Walters made a motion, seconded by Councilwoman Yearman, to approve the recommendation that the work commence as part of the 1991 budget program. Yeas : Councilmembers Gilliam, Popple, Walters , Yearman, and Mayor VanDeVoorde. Nays : None. Consideration of civilianizing Police Department positions Councilman Walters made a motion, seconded by Councilwoman Yearman, to approve the recommendation for mid-year addition of two entry level officer positions and five civilian positions to move three uniformed personnel to line responsibilities . Yeas: Council- members Gilliam, Popple, Walters , Yearman, and Mayor VanDeVoorde. Nays: None. Consideration of renegotiating a contract for a School Liaison Program with School District U-46 Councilwoman Popple made a motion, seconded by Councilman Walters , to approve the recommendation to continue the School Liaison Program with shared funding on the part of U-46 and the City of Elgin. Yeas : Councilmembers Popple, Walters , Yearman, and Mayor VanDeVoorde. Nays : None. Abstain: Councilman Gilliam. Consideration of retaining Donahue and Associates for Lyle Avenue grade crossing Councilman Walters made a motion, seconded by Councilman Gilliam, to approve the recommendation for payment to Joseph A. Schudt and Associates of $2 ,648 .21 and to accept the proposal of Donahue and Associates . Yeas : Councilmembers Gilliam, Popple, Walters , Yearman, and Mayor VanDeVoorde. Nays : None. Announcements The City Manager advised the Council that "Gertie" ( the new computer system) is up and running. Donahue and Associates has completed the transportation study. The City Manager requested that a special Committee of the Whole meeting be held on August 29 , 1990 , at 6 :30 p.m. for presentation of the transportation study. Committee of the Whole Meeting August 8 , 1990 Page 4 Adjournment Councilwoman Yearman made a motion, seconded by Councilwoman Popple, to adjourn the Committee of the Whole meeting to go into the regular Council Meeting. Yeas.: Councilmembers Gilliam, Popple , Walters , Yearman, and Mayor VanDeVoorde. Nays : None. Committee of the Whole meeting resumed at 9 :20 p.m. Miscellaneous Mayor VanDeVoorde asked the City Manager when the recommendation from the Fox River Task Force will be brought before the Council. Mr. Rice advised that it will be on the next Committee of the Whole agenda, August 22 , 1990 . Mayor VanDeVoorde advised the Council that the NTN Corporation had presented a check for $20 , 000 to the City to use in any way the City wishes. The Mayor had told the President of NTN that we would tell him how the City is using the money and invite him to attend, if there is a special ceremony. The Mayor requested that a resolution be prepared and adopted at the next Council Meeting in appreciation of this generous gift . The City Manager stated that he would like to see gifts of this type used to purchase works of art to be displayed in prominent places in the City. A representative of Safety-Kleen approached the Mayor about displaying the works from the original Elgin Watch Factory clock, which is currently in storage and owned by the City of Elgin, in the lobby of their new corporate headquarters to be built on Randall Road. Concern was expressed by Councilwoman Popple about relinquishing possession of the clock works . Other councilmembers felt that it might be beneficial to lend the works to Safety Kleen for a specific period of time, particularly if they are willing to invest in having it renovated. The City Manager was directed to pursue further discussions with Safety- Kleen regarding the clock works . Councilwoman Popple requested that a letter be sent to the Elgin Symphony Orchestra advising them of the many letters and comments received about the July 22 , 1990 , concert in Wing Park. The City Manager advised the Council that he has had preliminary discussions with a representative of ESO regarding future concerts . Adjournment Councilwoman Yearman made a motion, seconded by Councilman Gilliam, to adjourn the Committee of the Whole meeting to go into Executive Session to discuss personnel, land acquisition, and litigation.
