HomeMy WebLinkAboutApril 25, 1990 COW Committee of the Whole Minutes April 25 , 1990 Page 1 The meeting was called to order at 6 :10 p.m. , by Mayor VanDeVoorde. Members present : Councilmen Fox, Moylan, Popple, Walters and Mayor VanDeVoorde. Absent : Councilmen Gilliam. Meeting with the Hemmens Advisory Board Council reviewed and discussed the activities of the Hemmens Advisory Board which related to the past , present and future. Board Members discussed future plans for parking, marketing and their Auxiliary members giving support services . Presentation by the neighbors in the surrounding Lord' s Park area. Chris Bailey addressed the Council on behalf of the Lord' s Park Association. Mrs . Bailey pointed out the concern for for the safety of residents living on the edge of the park as well as families using the park in view of the recent occurrences in the park. The Council thanked Mrs . Bailey and the citizens for coming to the meeting and assured them steps were going to be taken to address their concerns . Chief Danielson stated that starting immediately patrols would be concentrated within the park area. Consideration of a remote meter reading trail period. Councilman Walters made a motion, seconded by Councilwoman Moylan to direct the Water Department to proceed with the trial period using the Badger Access Plus meter reading system and supply the department with three volunteers to provide three test sites . Yeas : Councilmen Fox, Moyaln, Popple, Walters and Mayor VanDeVoorde. Nays : None. Continued discussion of the 1991 City Vehicle Sticker Design. Councilwoman Moylan made a motion, seconded by Councilman Fox to share the 1991 logo with the two establishments celebrating an anniversey, and to use the City Logo thereafter, using different colors for each year. Yeas : Councilmen Fox, Moylan, Walters and Mayor VanDeVoorde . Nays : Councilwoman Popple . Consideration of Police Special Detail Rates Councilwoman Popple made a motion, seconded by Councilman Walters to increase the fee for users of special detail officer time from $20 .00/hr. to $25.00/hr. , effective July 1, 1990 . The fee of $14 . 00/hr. as set for reserve office time to remain as established January 1, 1990 . Yeas : Councilmen Fox, Moylan, Popple, Walters and Mayor VanDeVoorde. Nays : None . Councilwoman Popple made a motion, seconded by Councilman Walters to approve travel and conference expenses for Peggy Bradford and Don Westphal for attendance at the Fair Housing Training Conference in Kansas City, Missouri. Yeas : Councilmen Fox, Moylan, Popple, Walters and Mayor VanDeVoorde. Nays : None. Consideration of Water Department Master Plan. Councilman Walters made a motion, seconded by Councilwoman Popple for staff to negotiate a fee basis arrangement with Black & Veatch to develop a Water Department Master Plan and return to the Council for authorization to execute the contract and to proceed with the work. Yeas : Councilmen Fox, Moylan, Popple, Walters and Mayor VanDeVoorde. Nays : None. Consideration of a Tyler Creek detention basic topographical survey and aerial photograph. Councilwoman Moylan made a motion, seconded by Councilman Walters to authorize the survey services for the Tyler Creek Detention Basin by Burnidge Westphal, Inc. , for a not to exceed cost of $5 , 000 , and to execute a contract with Aero- Metric Engineering to complete the necessary aerial photography at a not to exceed cost of $9 , 980 . 00 . Yeas : Councilmen Fox, Moylan, Popple, Walters and Mayor VanDeVoorde. Nays : None . Center City Plan Councilwoman Popple made a motion, seconded by Councilwoman Moylan to approve the Center City Redevelopment Committee recommendation to negotiate a contract with Sasaki Associates in the amount of $279 , 228 .00 . Yeas : Councilmen Fox, Moylan, Popple, Walters and Mayor VanDeVoorde. Nays : None. Adjournment Councilman Walters made a motion, seconded by Councilwoman Popple to adjourn the Committee of the Whole to go into the regular Council Meeting.
