HomeMy WebLinkAboutApril 17, 1990 COW i Special Committee of the Whole Meeting April 17, 1990 Mayor VanDeVoorde called the meeting to order at 7:00 p.m. in the Council Conference Room. Members present: Councilmen Fox, Gilliam, Moylan, Popple, Walters and Mayor VanDeVoorde. Absent: None. Consideration of Staff Report on Block Grant Proposals The City Council considered the proposals submitted and approved the following for funding: Planning Department - Planning and Management $ 80,000.00 Neighborhood Housing Services - Revolving Loan Fund $ 46,000.00 Neighborhood Housing Services - Downpayment Program $ 30,000.00 Housing Authority of Elgin - Refrigerators $ 56,000.00 Housing Authority of Elgin - Walkway Lights $ 61,056.00 Fox River Center for Independent Living - Curb Cuts $ 20,000.00 Parks Department - St. Francis Park $ 30,000.00 Planning Department - Residential Rehabilitation Program $ 180,000.00 Elgin Public Museum $ 23,900.00 Gifford Park - Historic District Lighting $ 45,000.00 Neighborhood Homeownership Program $ 150,000.00 Administration $ 50,000.00 $ 771,956.00 Two funding requests were withdrawn; the Zayre Park proposal in the sum of $50,000.00 and the Fair Housing Assistant in the sum of $20,000.00. The Elgin National Little League's request for $68,000.00 does not appear to qualify under the federal guidelines governing block grant funds as the area is not considered blighted and only 40% of the surrounding households are of low and moderate income. If the City Council desires a tree preservation ordinance, staff will be directed to prepare an ordinance without the use of $10,000.00 in block grant funds. The Fox River Center for Independent Living will explore other avenues for funding and will submit a home renovation proposal next year, thereby deleting $50,000.00 from the 199011991 requests. The Walton Island Renovation ($50,000.00) and Riverwalk Plan ($40,000.00) will be considered in conjunction with the downtown study. The remaining $26,456.00 which exceeds the $745,000.00 of available funds will be recaptured from the sale of the Neighborhood Housing Services property located on East Chicago Street. Councilman Walters made a motion, seconded by Councilman Fox, to approve the afore- mentioned funding. Yeas: Councilmen Fox, Gilliam, Moylan, Popple, Walters and Mayor VanDeVoorde. Nays: None.
