The Committee of the Whole Meeting was called to order
at 6 : 15 p.m. , in the Council Conference Room. Members
present : Councilmen Fox, Gilliam, Moylan, Popple, Walters
and Mayor VanDeVoorde. Absent : None.
Meeting with the Board of Fire and Police Commissioners .
Members present : Eugene Ericson, Mary Camacho, Kay Diamond,
Ron O'Neal and Bruce Trego.
Mr. Ericson reviewed the Board' s past year activities ,
which included: Review of Testing, Psychological Testing
Firm, Assessment Center for Promotional Examinations ,
and Commissioner Training.
Mr.Ericson stated the Board is committed to hiring quality
candidates with a firm desire to have the very best Fire
and Police Department possible.
Meeting with the Civil Service Commission
Members present : Bill Lovell, Sherman Blair, Harvey Saxe ,
Fern Risley and Jane Gomez .
Mr. Lovell summarized this Commission ' s activities for the
past year. Nine meetings were held and in addition fifteen
evening meetings were held for oral interviews . The Commission
certified 23 employees in 1989 , developed a career ladder for
Civil Service employees , and adopted several rul changes .
The Council expressed their appreciation to both Commissions
for their service to the City of Elgin.
Consideration of a presentation by the Elgin Express Youth
Soccer League.
Council was previously furnished with a packet of information
from the subject League with reference to the lack of
facilities in Elgin for this program.
Frank Manola, representing the Soccer League, stated that
currently there is not an official sized soccer field in
the City. Makeshift fields are set up at the Sports Complex
for Saturday morning games for younger players . Practices
are at School District fields , which are not equipped
with goals and are not lined.
City Staff reported that this League had two or three
teams within the City' s traveling soccer program through
the 1989 Fall season. The League then made their requests
for special fields , equipment , etc. , during the latter
part of 1989 and early 1990 in order to prepare for their
own 1990 Spring season.

At present the League has one team (under fourteen years )
remaining in the Spring season program, while the two
other teams (under 19 and 16 ages ) are the foundation
for their new league.
Mr. Ricks stated the major problem is the lack of enough
regulation fields and areas that lend themselves to regulation
fields .
Mr. Manola stated the long term complex plans will still
fall short and he felt there was a geographic problem
with putting all the fields in one location.
Councilman Gilliam stated these fields should be available
to all youngsters within the City.
The Mayor stated there is a growing interest in Soccer
and it would appear the City has not met the needs .
Councilwoman Moylan made a motion, seconded by Councilman
Fox for the City Manager and staff work with the League
to develop temporary fields and to have the Parks and
Reclamation Commission look to future needs for additional
fields . Yeas : Councilmen Fox, Gilliam, Moylan, Popple,
Walters and Mayor VanDeVoorde. Nays : None.
Consideration of the selection of the design for 1991
City Vehicle Stickers .
Councilman Gilliam made a motion, seconded by Councilman
Walters to table this matter to the April 25th meeting. Yeas :
Councilman Fox, Gilliam, Moylan, Popple, Walters and Mayor
VanDeVoorde. Nays : None.
Consideration of a Recommendation from the Traffic Committee
for Parking Restrictions on Ann Street .
Councilman Gilliam made a motion, seconded by Councilman
Walters to approve "no parking on the north side of Ann
Street between Dundee Avenue and Gifford Street . Yeas :
Councilmen Fox, Gilliam, Moylan, Popple, Walters and Mayor
VanDeVoorde. Nays : None.
Consideration of a contract with the Jayne Shover Easter
Seal Center for special recreation services .
Councilman Gilliam made a motion, seconded by Councilwoman
Moylan to approve the proposed contract for the period
January 1, 1990 through December 31, 1990 . Yeas : Councilmen
Fox, Gilliam, Moylan, Popple, Walters and Mayor VanDeVoorde.

Consideration of a request from the Teener League for
the use of Trout Park.
Council reviewed a request from the Parks and Recreation
Board that the Elgin Teener Babe Ruth Baseball League
be permitted the following: ( 1 ) exclusive use of Trout
Park from August 3 through August 6 , 1990 ; ( 2 ) charge
admission for games ; ( 3 ) sale of concessions ; and ( 4 )
one hour curfew extension on the field lights from 11: 00
p.m. to 12 :00 p.m.
Revenues collected will help cover part of the tournament
costs , which are projected between $4 , 000 and $5 , 000 .
Councilwoman Moylan suggested that a letter be sent to
all the immediate neighbors regarding this event , and
that the League contact Diane Ramsey of the Elgin Convention
Bureau, making her office aware of these activities .
Councilman Walters made a motion, seconded by Councilwoman
Popple to approve this request . Yeas : Councilmen Fox,
Gilliam, Moylan, Popple, Walters and Mayor VanDeVoorde .
Nays : None .
Consideration of an agreement for engineering services
for the Tyler Creek detention facility.
Councilman Gilliam made a motion, seconded by Councilman
Walters to approve the contract with Guillou & Associates
in an amount not to exceed $91, 600 . 00 for the design of
the Tyler Creek Detention. Yeas : Councilmen Fox, Gilliam,
Moylan, Popple , Walters and Mayor VanDeVoorde. Nays : None.
Consideration of the selection of an engineering firm
for Area II .
Councilwoman Moylan made a motion, seconded by Councilman
Gilliam to select the engineering firm of WVP Corporation
of Oak Brook to prepare the necessary preliminary plans ,
specifications and cost estimate for the Area II Special
Assessment Improvements at a cost not to exceed $68 , 740 . 00 .

and Mayor VanDeVoorde. Nays : None.
Consideration of a proposed MFT resolution for street
maintenance for 1990 .
Councilman Gilliam made a motion, seconded by Councilwoman
Popple to approve a resolution appropriating $936 , 000
of Motor Fuel Tax Funds for street maintenance and other
related work. Yeas : Councilmen Fox, Gilliam, Moylan,
Popple , Walters and Mayor VanDeVoorde. Nays : None.

Consideration of the acceptance of an easement for the
Travis Medial Center sanitary sewer.
Councilman Walters made a motion, seconded by Councilwoman
Moylan to approve the acceptance of the subject easement .
Yeas : Councilmen Fox, Gilliam, Moylan, Popple, Walters
and Mayor VanDeVoorde. Nays : None.
Consideration of a concession agreement for the City' s
swimming pools .
Councilman Fox made a motion, seconded by Councilwoman
Popple to approve a pool concession stand agreement with
The Kernel. Yeas : Councilmen Fox, Gilliam, Moylan, Popple,
Walters and Mayor VanDeVoorde. Nays : None.
Consideration of an Amendment to the present Ordinance
Prohibiting Sales in the Parks .
The Parks and Recreation Board requested the following
changes to the present Code:
That Chapter 12 .08 , Section 12 .08 . 010( x ) be amended to
read: "No person shall be permitted to play any game of
baseball or football or other game except in areas provided
therefor. "
That Chapter 12 . 08 , Section 12 .08 . 010 be amended by adding:
"No person shall be permitted to sell any article whatsoever
on any city park property, except when an event is sponsored
or co-sponsored by the Elgin Parks and Recreation Department .
A co-sponsor may apply in writing to obtain a permit to
sell articles at and during the event . Upon granting of
such permit , the co-sponsor may sell permitted articles
at and during the event .
Councilwoman Popple made a motion, seconded by Councilman
Walters to approve the requested changes to the Municipal
Code. Yeas : Councilmen Fox, Gilliam, Moylan, Popple,
Walters and Mayor VanDeVoorde. Nays : None.
Consideration of the Parade Route for the Youth Fest .
Councilman Fox made a motion, seconded by Councilwoman
Moylan to approve the request to close State Route 31
( State Street ) at Highland Avenue for the Elgin Youth
Fest . Yeas : Councilmen Fox, Gilliam, Moylan, Popple ,
Walters and Mayor VanDeVoorde. Nays : None.

Consideration of a computer system upgrade RFP
Councilwoman Popple made a motion, seconded by Councilman
Fox to authorize the adoption of the City' s Management
Information Strategic Plan , and the issuance of a Request
for Proposals for upgrading our computer hardware/software
system. Yeas : Councilmen Fox, Gilliam, Moylan, Popple,
Walters and Mayor VanDeVoorde. Nays : None.
Status Report on Safety Kleen Project
Corporation Counsel Jentsch gave the Council a current
state report and noted that an amended siting application
had not been filed to date.
Adjournment
Councilwoman Popple made a motion, seconded by Councilwoman
Moylan to adjourn the Committee of the Whole Meeting to
go into the regular Council Meeting. Yeas :
