Committee of the Whole Meeting
March 22 , 1989
The meeting was called to order by Mayor VanDeVoorde at
6 : 30 p.m. . Members present : Councilmen Fox, Moylan,
Popple , Shales , Walters and Mayor VanDeVoorde. Absent :
Councilman Gilliam.
Consideration of a Demonstration by the Police Department
of Improved Mapping Capability.
The City Manager advised the Council the Police Department
has recently finalized its geographic mapping capability.
This program allows computer generated maps to be printed
which reflect current and past crime trends in any area
of the City. The mapping capability is an adjunct to
our existing PIMS ( Police Information Management System)
computer system.
Lt . Call reviewed sample maps for the Council, which indicated
violent crime areas ,and offense and service call areas .
1989 Youth Fest
Jennifer Ford, of the League of Women Voters has been
appointed a Chairman for the 1989 Youth Fest , which will
be held from April 30th to May 7th. The Youth Fest will
will commence on April 30th, with a ceremony in the Mall.
May 7th will be designated Government Day, which will
be concluded with a dinner with the Council. This dinner
may be held in the Hemmens Building.
On May 7th, a parade is being planned together with picnics
and entertainment .
Mrs . Ford stated she will keep the Council advised as
to the planned events .
Consideration of a recommendation to approve a procedure
for watermain installation by private developers .
During last summer' s construction season, it was noted
that on a couple of occasions area contractors did not
follow proper procedures in installing new watermains.
Fortunately, no contamination of the existing system resulted.
To prevent similar situations from reoccuring, staff has
developed written procedures for watermain installations .
Councilman Walters made a motion, seconded by Councilwoman
Moylan to adopt the proposed procedures for watermain
installation and to direct staff to mail such to area
developers . Yeas: Councilmen Fox, Moylan, Popple, Shales ,
Walters and Mayor VanDeVoorde. Nays: None.

Consideration of a change order in the design of the North
McLean paving project .
Councilwoman Popple made a motion, seconded by Councilwoman
Moylan to approve the proposed change order, with a not
to exceed amount of $9 , 000 . Yeas : Councilmen Fox, Moylan,
Popple , Shales , Walters and Mayor VanDeVoorde. Nays: None.
Consideration of a recommendation to award an engineering
contract for modifications at Riverside Water Treatment
Plant .
Councilwoman Popple made a motion, seconded by Councilman
Fox to award this contract to Consoer, Townsend & Associates
for an amount not to exceed $13 , 900. Yeas : Councilmen
Fox, Moylan, Popple, Shales , Walters and Mayor VanDeVoorde.
Nays : None.
Consideration of modifications to the City bus routes.
The changes include improved service on the eastside to
Clock Tower Plaza, and extending service to new residential
areas east of Stonehurst in Parkwood and the area east
of Elgin High School, west of Lovell Road.
on the westside changes will be made on the McLean route
to provide peak service to the industrial park development
on Fox Lane , and service to the Valley Creek Subdivision
in the area of Trinity and Valley Creek Drive and North
Airlite. Service on the McLean Route will be removed
from the area of Forest Drive and Parkview in order to
provide time for the extension of service to Fox Lane
and Valley Creek.
Consideration of a proposed contract between the Elgin
Development Corporation and the City of Elgin.
This contract provides that the Development Corporation
will pay the City the full costs that the City experiences
both in payments to U-46 and in necessary survey closing
costs, etc. Thus there will be no net expense for the
City in this project . Any long range profits made from
this project would be used by the Development Corporation
in other projects to benefit the City and the school district ,
as called for in the charter of the Corporation.
Councilman Fox made a motion, seconded by Councilman Walters
to approve the proposed contract . Yeas: Councilmen Fox,
Moylan, Popple , Shales , Walters and Mayor VanDeVoorde .

Consideration of a recommenation to accept a grant of
easement for utilities .
The development at the Leslie Oaks Business Center involves
the construction of four separate buildings on two existing
lots . In order to serve each of the buildings with sanitary
sewer and water, the developer proposed the extension
of the sewer and water lines down the existing property
line. Since the utilities will serve more than one building,
they will need to be owned and maintained by the City.
There will be no cost to the City for filing this easement
with Kane County. All costs involved with the recording
will be paid by the owners . The ownership of the utilities
will not be taken over until each utility has been properly
tested and all permits secured.
Councilwoman Moylan made a motion, seconded by Councilman
Walters to approve the proposed easement . Yeas: Councilmen
Fox, Moylan, Popple, Shales , Walters and Mayor VanDeVoorde.
Nays: None .
Consideration of a recommendation for concession agreements
for the PARC area and the swimming pools for 1989.
The City Manager reviewed proposed agreements from The
Kernel for the 1989 operation of both pool concession
stands and a three-year agreement for the operation of
the Sports Complex concession stand.
Councilwoman Moylan made a motion, seconded by Councilwoman
Popple to approve the proposed agreements . Yeas : Councilmen
Fox, Moylan, Popple, Shales , Walters and Mayor VanDeVoorde.
Nays : None.
Consideration of a recommendation to approve the gravel
mining plan for 1989 .
The 1989 plan requests to continue mining in Area C and
maintaining the berm separating the mining operation from
the Burnham Mill Apartments . It is anticipated that mining
in area C will continue throughout the years , but that
there is a possitbility that mining in Area G may begin
prior to 1990 . The reclaiming of area F will be completed
during 1989 and reclaimation of area C will begin at the
completion of the mining.
Councilwoman Moylan made a motion, seconded by Councilman
Walters to approve the Gravel Mining Plan for 1989 . Yeas :
Councilmen Fox, Moylan, Popple , Shales , Walters and Mayor
VanDeVoorde. Nays: None.

Consideration of an Agreement with the Elgin Children ' s
Theater for a Workshop.
The proposed agreement includes two workshops for 1989 ,
one this Spring, with the second scheduled for Fall. The
total cost of the two children ' s theatre workshops at
the Hemmens , with a conservative estimate of 30 children
participating in each event , is estimated to be $1,200 ,
with revenues estimated at $1,800.
Councilwoman Popple stated this program should be made
available to the parochial schools also.
Councilwoman Shales made a motion, seconded by Councilman
Walters to approve the proposed Agreement . Yeas: Councilmen
Fox, Moylan, Popple, Shales , Walters and Mayor VanDeVoorde.
Nays : None.
Consideration of an Agreement with the Elgin Children' s
Theater for a summer musical.
A theatrical arts workship program, co-sponsored by the
Hemmens and the Children ' s Theatre, has already been implemented.
To complete the year round schedule and provide children
with a performance opportunity, The Hemmens Advisory Board
is recommending the inclusion of the summer theatre children's
production as part of the established programming at the
Hemmens .
If this program revenues exceed the $3 , 500 , profit would
be split equally between the Hemmens and the Children ' s
Theatre. Any financial loss would be covered by the Children' s
Theatre.
Councilman Walters made a motion, seconded by Councilwoman
Popple to approve the proposed agreement . Yeas: Councilmen
Fox, Moylan, Popple , Shales , Walters and Mayor VanDeVoorde.
Nays : None.
Consideration of an Agreement with the Elgin Community
College for the Elgin Summer Theater Programs .
Councilwoman Moylan made a motion, seconded by Councilwoman
Popple to approve an Agreement with Elgin Community College
to co-sponser the production of two shows , Tin Types and
West Side Story, for the 1989 Elgin Summer Theatre. Yeas:
Councilmen Fox, Moylan, Popple, Shales , Walters and Mayor
VanDeVoorde. Nays : None.

Consideration of a Proposed Office Modifications for the
Department of Human Resources .
Councilman Walters made a motion, seconded by Councilwoman
Popple to award a contract to Midwest Publishers Supply,
for a total amount of $5072 . 00 for a Westinghouse wood
paneling system for the Human Resources Department, Yeas :
Councilmen Fox, Moylan, Popple , Shales , Walters and Mayor
VanDeVoorde. Nays: None.
Consideration of a date for the Committee of the Whole
Retreat for goal setting for 1989 .
Council agreed to meet on April 29th in the Council Conference
Room.
Councilman Fox requested that the format be changed to
reduce the number of staff reports . Councilman Fox stated
that a lot of the information given by staff has already
been contained in reports given to the Council throughout
the year. If a shorter report by staff is given, it may
give the Council more time for questions and answers .
Councilwoman Popple stated that if the Council could receive
the staff presentations prior to the meeting, they would
be in a position to ask questions .
Consideration of a recommendation of a Engine Replacement
in a Sanitation Vehicle.
Councilman Fox made a motion, seconded by Councilwoman
Moylan to approve Option A, providing for the purchase
of a remanufactured engine and perform the engine exchange
with City Mechanics. The cost of this alternative is
estimated to be $4 , 830 .00. Yeas: Councilmen Fox, Moylan,
Popple , Shales , Walters and Mayor VanDeVoorde. Nays: None.
Adjournment
Councilwoman Popple made a motion , seconded by Councilwoman
Shales to adjourn the meeting to go into the Council Meeting.
