HomeMy WebLinkAboutMarch 06, 1989 COW Public Hearing Community Development Block Grants - 1989-1990 March 6 , 1989 Mayor VanDeVoorde called the Public Hearing to order at 7: 00 p.m. , in the Council Chambers of City Hall. Members present : Councilmen Fox, Gilliam, Moylan, Popple, Shales , Walters and Mayor VanDeVoorde. Absent : None. The City Manager advised the Council the purpose of the Community Block Grant Hearing is two fold: ( 1) To present a summary of the CDBG Program and community development needs; and ( 2 ) To hear CDBG funding proposals for the 1989- 1990 Community Development Block Grant Program. The 1989-1990 allocation is $675 , 000 . Additionally, an estimated $10 ,000 is available for budgeting from the CDBG Program Income. Therefore, it is estimated that $685 , 000 is available for the 1989-1990 CDBG Program. Projects funded previous to the current CDBG Program year may be considered for rebudgeting. Since the CDBG Program year runs from June to June, projects funded in the current Program year ( 1988-1989 ) generally are not considered for rebudgeting. Pat Andrews stated the primary goal of the Community Development Block Grant Program is the development of viable urban communities through the provision of decent housing and a suitable living environment and the expansion of economic opportunities , principally for persons of low and moderate income. Consistent with this primary goal, not less than 60 percent of the aggregate of CDBG funds shall be used for activities that benefit persons of low and moderate income . j Presentation of Funding Proposals Neighborhood Housing Services . Marianne Nelson presented the following proposal on behalf of NHS: 1. $2 , 005 requested for the continuation of the NHS Tool Lending Program. 2 . $10 , 000 requested for the continuation and expansion of the Rental Rehabilitation Program. 3 . $90,000 requested for the implementation of the Purchase and Rehab Program. Fox Valley Center for Independent Living Lori Clark presented the following proposal on behalf of Fox Valley Center for Independent Living. 1. $16,000 to cover the installation cost of tactile curb cuts . i Public Hearing CDBG Grants - 1989-1990 Mach 6 , 1989 Page 2 Planning Department - Residential Rehab Rebate Program. Bobby Richardson presented the following proposal on behalf of the Elgin Residential Rehabilitation Program: 1. $180 ,000 to cover the substantial increase in program participation. Fox River Valley Center for Independent Living. Lori Clark presented the following proposal on behalf of Fox Valley Center for Independent Living. 1. $16 , 500 for the purchase and installation of 33 Telecommunication Devices for the Deaf. Public Works - Street Reconstruction Pat Andrews presented the following proposal on behalf of the Public Works Department . 1. $144 ,200 to accomplish street reconstruction in the Neighborhood Strategy Area. Planning Department - Planning and Management . Pat Andrews presented the following proposal on behalf of the Planning Department : 1. $80 ,000 for the continued funding of the Planning and Management function through the CDBG program as referenced in the adopted City of Elgin Budget for 1989 . Housing Authority of Elgin - Public Housing Improvements . Sandra Freeman presented the following proposal on behalf of the Housing Authority of Elgin: 1. $35 , 329 . 00 to repair or to replace the parking lots in the elderly and family units . 2 . $7 , 376.00 for sidewalk replacement in Family Courts . 3 . $6,060 .00 for replacement of stoops in Family Courts . 4 . $500 - $1000 to remove basketball backstops located at the Observatory Park on the corner of Villa and St . Charles streets . Public Hearing CDBG Grants - 1989-1990 March 6 , 1989 Page 3 Barbara Marquardt - Open Space Mrs . Marquardt of 1130-K Yew Court presented a proposal which suggested relatively inexpensive ways to transform unoccupied land into a recreational area much needed by residents of the public housing on Route 19 . No dollar amount accompanied this proposal. Huntington Park Co-Op. Michael D. Miller, V.P. of Property Dynamics , Inc. , presented the following proposal on behalf of Huntington Park Co-Op: 1. $75 , 900 for new doors , including two coats of paint . 2 . $44 , 000 to upgrade the ceiling insulation. 3 . $111,100 to replace all exterior rotted and deteriorated wood trim. Additionally all gutters and downspouts would be repaired or replaced. Crestwood of Elgin. Michael D. Miller, V.P. of Property Dynamics , Inc. , presented the following proposal on behalf of Poplar Creek Townhouse Cooperative, Inc, a/k/a Crestwood of Elgin: 1. $91, 684 . 00 for new flooring and appliances . 2 . $18,500 for playground equipment . 3. $31, 815 for additional ceiling insulation. Parks Department - Observatory Park Ross Ricks , Director of Parks and Recreation presented the following proposal: 1. $40 , 000 for two Observatory Park playgrounds . Planning Department - Acquisition Pat Andrews on behalf of the Planning Department presented the following proposal: In 1987 one activity funded by the CDBG Program was an unspecified acquisition for the Wellington/Michigan Street area. This unspecified acquisition was funded at the $50 , 000 level. Since that time both federal regulations regarding relocation payments and local property values have changed. This proposal is to consider adding an additional $50 , 000 to $75, 000 to the approved acquisition activity. Public Hearing CDBG Grants - 1989-1990 March 6 , 1989 Page 4 Parks Department - Walton Island. Ross Ricks on behalf of the Parks Department presented the following proposal: 1. A renovation program to insure the structural integrity along with public safeth and enjoyment as it pertains to the Islands ' physical features . The funding level for this project is recommended to be $100 ,000 . Central Elgin Neighborooh Council. Bob Johnson on behalf of the Central Elgin Neighborhood presented the following proposal: 1. $24 ,255 to complete the rehabilitation work in the Community Center Rehabilitation Building, located at 355 Dundee Avenue. Ina Dewes Mrs . Dewes presented a proposal for a recreational program for the summer of 1989 , for the low and moderate income children. A portable program which would move from neighborhood to neighborhood to offer the program to the children. Mrs . Dewes estimated the cost of this program to be $22 ,000 to cover the cost of director and staff salaries , equipment and transportation for field trips . Gifford Park Association. Mark Herzog, Paul Bednar and Bill Eitsenhoefer addressed the following proposals submitted by the Gifford Park Association. Model Street Project for Gifford Street ( From Park to Villa) . To paint Historic District intersections . Eight brick intersections , handicapped accessible and safety planned along Gifford Street from to Villa. Total cost $170 ,000 to $216 ,000 . For stop sign on Gifford at Fulton. For concentrated tree planting along Gifford from Villa to Park to be paid for out of existing City budget for planting. Extension of existing City allocation of $50 ,000 from 1985 funds for acquisition/demolition in the Michigan area to include acquisition, demolition, renewal in the Historic District . Public Hearing CDBG Grants - 1989-1990 March 6 , 1989 Page 5 For $10 , 000 of City Staff time our of 20o CDBG funds already allocated for Planning to create the Historic District Community Development Corporation. Seed money for renewal of Block 2 ( J.T. Gifford' s Original Plat ) For $100 ,000 seed money to begin concentrated renewal effort of Block 2 , including acquisition and restoration of what is thought to be Elgin ' s oldest building into a meeting hall and neighborhood tourism center. The City Manager stated the above and foregoing proposals amount to $1, 550 ,000. Staff will review said proposals for eligibility and report their findings to the Council. Mayor VanDeVoorde stated the Council will meet again on April 5 , 1989 to consider the proposals which have been submitted. Adjournment Councilwoman Popple made a motion, seconded by Councilwoman Shales to close the Public Hearing. Yeas: Councilmen Fox, Gilliam, Moylan, Popple, Shales, Walters and Mayor VanDeVoorde .
