The meeting was called to order by Mayor VanDeVoorde at 6 : 30
p.m. Members present : Councilmen Fox, Gilliam, Moylan,
Popple, Shales , Walters and Mayor VanDeVoorde. Absent : None.
Consideration of petition for four-way stop at Lyle and Valley
Creek.
Council reviewed petitions containing over 200 signatures
from the residents of Valley Creek requesting a four-way
stop at Lyle and Valley Creek Drive.
Steve Marinske , 625 Yellowstone Drive, representing the petitioners ,
stated the subdivision is full of small children and there
is a car through this intersection every 12 seconds . A lot
of people are using :North Lyle and Valley Creek Drive as
a short-cut to Royal Boulevard and McLean Boulevard.
Mayor VanDeVoorde confirmed that he too used this as a short
cut and supported the petition.
Mr. Cook stated staff could not support because Lyle has
been designed as a collector street and the City could be
setting a precedence that they may regret later.
Councilman Fox made a motion, seconded by Councilwoman Shales
to approve the subject petition. Yeas : Councilmen Fox, Moylan,
Popple, Shales , Walters and Mayor VanDeVoorde. Nays : Councilman
Gilliam.
Consideration of petition for parking privileges for senior
citizens .
Council reviewed petitions containing 112 singatures requesting
senior citizens unlimited parking in the metered parking
lot downtown.
Jim stated state the staff would recommend forwarding this
request to the Greater Elgin Downtown Commission.
Councilman Fox made a motion, seconded by Councilwoman Moylan
to approve the staff' s recommendation. Yeas : Councilmen Fox,
Gilliam, Moylan, Popple , Shales , Walters and Mayor VanDeVoorde.
Nays : None.
Consideration of a report the the Elgin Jaycees .
Rhonda Brandes , representing the Elgin Jaycees , stated the
S .O.S . program began one year with the assistance of Mike
Baker from the Elgin Fire Department . Todate approximately
250 smoke detectors which were donated by local merchants
have been distributed and installed.

A recent donation from Safeco Insurance Company to the Elgin
Fire Department in the sum of $4 , 000 will enable the program
to continue servicing Elgin' s seniors . This program will
distribute and install over 1,000 smoke detectors in homes
and apartments of senior citizens over the age of 62 .
The Council exptended their appreciation to the Jaycees for
their involvement in this worthwhile project . Councilwoman
Mayor requested that a letter be sent to Safeco thanking
them for their support .
Consideration of annexation of planned unit development on
the south side of Highland east of Randall. ( Roger Burnidge )
Charles Burnidge stated he had discussed with the Sanitary
District and City Engineering Department regarding the installation
of a lift station to serve the proposed development . Both
the Sanitary District and Engineering Department concur that
is a feasible alternative to provide sewer service to the
proposed project .
Jim Cook stated that if the City makes a decision to extend
the sewer line later on, Burnidge would not have to make
any contribution to that line.
Greg Besinger stated he has not seen anything in the last
two weeks and he would like to meet with the staff to see
what options are available.
Mr. Burnidge stated they will work with Mr. Besinger, but
they were asking consideration of the lift station concept
tonight .
Councilwoman Popple stated she would like to see the two
parties meet with staff and we what can be worked out .
Councilman Fox stated both sides should go into negotiations
equally, and he was not prepared to make a decision tonight .
Councilwoman Popple made a motion, seconded by Councilman
Fox forr staff to meet with the parties and bring the matter
back to Council, Yeas : Councilmen Fox, Gilliam, Moylan, Popple,
Shales , Walters and Mayor VanDeVoorde. Nays : None.
Consideration of security lighting controls .
Councilwoman Popple made a motion, seconded by Councilman
Gilliam to remove this matter from the table . Yeas : Councilmen
Fox, Gilliam, Moylan, and Popple. Nays : Councilmen Shales ,
Walters and Mayor VanDeVoorde.

The Bureau of Inspection Services demonstrated exterior lighting
with regard to its impact on neighboring properties .
Councilwoman Popple thanked the staff for their efforts .
Consideration of regulation of fence construction.
Councilman Fox requested considerations be given to establishing
rules and regulations governing the construction of fences
so that the "good side is out to the public/neighbors and
the "bad" side (with the poles and cross pieces , is on the
inside facing the person erecting the fence.
Councilman Fox made a motion, seconded by Councilwoman Popple
for staff to prepare an amendment to the zoning ordinance.
Yeas : Councilmen Fox, Moylan, Popple and Mayor VanDeVoorde.
Nays : Councilmen Gilliam, Shales and Walters .
Consideration of Public Works foreman positions .
Councilman Gilliam made a motion, seconded by Councilman
Walters to approve the creation of the position of Public
Works Assistant Superintendent at Salary Range 39C in the
Management Group Salary Schedule. Yeas : Councilmen Fox,
Gilliam, Moylan, Popple, Shales , Walters and Mayor VanDeVoorde.
Nays : None.
Consideration of 1989 radio purchases .
Councilman Walters made a motion, seconded by Councilwoman
Popple to award a contract to Motorola Inc. , for the negotiated
amount of $29 , 752 .00 . Yeas : Councilmen Fox, Gilliam, Moylan,
Popple, Shales , Walters and Mayor VanDeVoorde. Nays : None.
Consideration of a report on Fox River cleanup costs .
Staff submitted a report covering hours and costs for employees
participating in the river cleanup project .
Councilwoman Shales requested that a summary be prepared
for the next city newsletter.
Consideration of capital projects report for the month of
June.
Status report .
Consideration of a report on an emergency expenditure associated
with the Route 58 improvements .
The City Manager advised the Council of a sidewalk collapse
on North Grove at Highland Avenue. The cost to repair is
estimated at $2 , 500 and this will be brought to the Council
in the form of a change order.

Council meeting dates .
The Council Meeting regularly scheduled for August 9th is
to be rescheduled for August 14 , 1989 .
Adjournment
Councilwoman Shales made a motion, seconded by Councilwoman
Moylan to adjourn the Committee of the Whole Meeting to go
into Executive Session to discuss personnel, litigation and
land acquisition. Yeas : Councilmen Fox, Gilliam, Moylan,
Popple, Shales , Walters and Mayor VanDeVoorde. Nays : None.
The meeting adjourned at 7 : 50 p.m.
