HomeMy WebLinkAboutFebuary 22, 1989 COW Committee of the Whole Meeting February 22 , 1989 The Mayor called to meeting to order at 6 : 30 p.m. , in the Council Conference Room of City Hall. Members present : Councilmen Fox, Gilliam, Moylan , Popple, Shales , Walters and Mayor VanDeVoorde. Absent : None. Consideration of a renewal of the lease with the CENC. Councilman Walters made a motion, seconded by Councilman Gilliam to approve the request from The Central Elgin Neighborhood Councilto renew the lease for 355 Dundee Avenue for a one year period. Said is approval is subject to CENC providing proof of insurance. Yeas : Councilmen Fox, Gilliam, Moylan, Popple, Shales , Walters and Mayor VanDeVoorde . Nays : None . Consideration of change order on improvements on CENC Center. Change Order No. 1 is for five additional storm windows that needed replacement and were not included in the original contract . Change Order No. 2 is to replace the one-half inch domestic water service supply line with a two inch water service supply line in order to accomodate the required basement sprinkler system. The existing water line is of insufficient size to connect to the required basement system. The two Change Orders total $3 ,235 . If the Charge Orders are approved approximately $5 ,000 would remain to continue rehabilitation work. Councilman Gilliam made a motion, seconded by Councilman Walters to approve the subject Change Orders . Yeas : Councilmen Fox, Gilliam, Moylan, Popple, Shales , Walters and Mayor VanDeVoorde . Nays : None . HEC II Analysis for the Tyler Creek Tributary at Highland Avenue 100 Year Floodway. Council reviewed engineering proposals for the subject study. Staff recommended that the proposal from Hampton, Lenzini and Renwick, in the amount of $11,000 be accepted. The cost of this study would be shared equally by the City and the County of Kane pursuant to the existing agreement dated June 9 , 1981. Councilman Walters made a motion, seconded by Councilwoman Popple to approve the staff ' s recommendation. Yeas: Councilmen Fox, Gilliam, Moylan, Popple , Shales , Walters and Mayor VanDeVoorde. Nays: None. Committee of the Whole Meeting February 22 , 1989 Page 2 Consideration of a recommendation for repairs to Well 2A. Councilwoman Shales made a motion, seconded by Councilwoman Moylan to approve staff' s recommendation to authorize Layne- Western, Inc. , to proceed with pump repair and reinstallation of pump and motor at a cost of $11, 800 , and that Magney Electric Motors , Inc. , be authorized to proceed with motor repairs totalling $14 , 630 .20 . Yeas : Councilmen Fox, Gilliam, Moylan , Popple , Shales, Walters and Mayor VanDeVoorde. Nays : None. Consideration of a recommendation for a crossing guard for the intersection of Lovell and Spring. Analysis of the intersection of Lovell and Spring indicates that this intersection is heavily travelled by the children from McKinley Elementary School. The cost of providing this adult crossing guard for a school year is approximately $3 ,400 . Staff is recommending approval for the funding of an adult crossing guard at this intersection. This will provide a safe and protected crossing for the students from McKinley School. Councilwoman Popple made a motion, seconded by Councilman Gilliam to approve staff ' s request . Yeas : Councilmen Fox, Gilliam, Moylan, Popple, Shales , Walters and Mayor VanDeVoorde. Nays : None. Consideration of a report on the options for the Michigan area redevelopment . Staff presented three alternative designs for the proposed redevelopment of the Michigan Street Triangle. This area is located between Villa Street , Wellington Avenue and National Street . The area contains a mixture of land uses , including a number of single and multiple family structures , the Daily Courier News building and the National Guard Armory, a commercial node near Raymond and National Streets , as well as a large vacant parcel of land. This area also experiences deficient building conditions and environmental problems. The Greater Downtown Commission determined that the two preferred designs were ( 1) the large triangular shaped parking area with Michigan Street relocated, and ( 2 ) the design that adds parking to the current parking area south of the Courier with Michigan Street becomming a cul-de-sac. Roger Dahlstrom stated that both the Courier News and the Armory have expressed a desire for additional parking. Committee of the Whole Meeting February 22 , 1989 Page 3 Councilmen Fox, Moylan, Popple, Shales and Walters indicated they preferred concept No. 3 , which would remove 30 structure and provide 300 parking spaces. The Mayor stated he was not ready to make a choice at this time . The City Manager stated staff would need something definite from Council within the next couple of weeks . Consideration of a report on population analysis from the 1988 census. Staff reported to Council the results of Special Census of 1988. The census indicated the following: 1. The overall population increased by 9 . 3% from 63 , 668 in 1980 to 69 , 618 in 1988 . 2 . The number of housing units in the city increased from 24 , 892 in 1980 to 26, 928 in 1988. 3 . The housing vacancy rate decreased from 5 . 7% in 1980 to 4 .2% in 1988. 4 . Contrary to indications from early special census figures , the average household size for Elgin continued to decline . After adjustments for those living in group quarters and for vacancy rates, the average household size showed a decline from 2 .69 in 1980 to 2 . 63 in 1988. 5 . The Kane County/Cook County population distribution changed from 82 .70/ 17 . 3% in 1980 to 80 .2%/ 19 .8% in 1988 respectively. 6 . The Black population percentage increased from 6 .4% to 7 .2%. 7. The Spanish population percentage increased from 10.2% to 14 .1% . Consideration of a report on video rental stores . The Police Department inspected all video rental estblishments within the City to determine if the establishments rented adult videos and, if so, how they were displayed. The survey furnished to the Council indicated that most of the video establishments who have adult videos have them kept in a separate room. Most of them have signage restricting access to persons under 18 years of age. Councilman Fox stated he would like to have the City Ordinance provide that all of the video stores renting adult films be required to display signage . Committee of the Whole Meeting February 22 , 1989 Page 4 Corporation Counsel Jentsch stated he would review the ordinance and if need be revise it to provide for the signage. Consideration of an Ordinance prohibiting package liquor from sale on the Mall Area. The Liquor Commission presently has a request before it for a Class B (package Goods ) Liquor License on the south end of the Fountain Square Plaza. Councilwoman Popple stated the Mall area has been designated as an office and service area and she had a real problem with issuance of the requested license. Frank Holze ( Fountain Square Business Center) stated he had contacted 13 people on the Mall and they were all against having a liquor store in the Mall area. Harry Block and Al Berg also protested a liquor store in the Mall area. Councilwoman Popple stated she would like to see the Ordinance amended to allow only a Class J (Beer and Wine for Restaurants ) in the Mall area. Councilman Walters stated he would like to see some public imput on this matter. Councilman Walters stated further that the timing was bad because ' the Liquor Commission presently has an applicant for a Class B license and this matter has been tabled to the next Liquor Commission Meeting. Councilwoman Moylan suggested that any action be deferred until after the Greater Downtown Elgin Commission meeting on Tuesday so they will be in a position to give their imput . Councilwoman Shales stated she was against a liquor store in the Mall, people would be double parking and it is a terrible place for that kind of use. Councilman Fox stated he would not have believed someone would want to put a liquor store there. Councilman Fox further stated he would not support a liquor or grocery store there and he urged the Liquor Commission not to approve this license. Councilwoman Moylan made a motion, seconded by Councilman Gilliam to table this matter to the next meeting, after having received imput from the Greater Downtown Commission. Councilman Gilliam made a motion, seconded by Councilman Fox to allow the Elgin Police Department to participate in Spring Hill Mall' s Law Enforcement Appreciation Day on Saturday, May 6, 1989. Yeas: Councilmen Fox, Gilliam, Moylan, Popple, Shales , Walters and Mayor VanDeVoorde. Nays : None. Adjournment Councilman Gilliam made a motion, seconded by Councilwoman Shales to adjourn the Committee of the Whole Meeting to go into Executive Session to discuss personnel, land acquisition and litigation.
