HomeMy WebLinkAboutApril 05, 1989 COW Special Committee of the Whole Meeting April 5 , 1989 Page 1 Mayor VanDeVoorde called the meeting together at 7 :00 p.m. , in the Council Conference Room. Members present : Councilmen Fox, Gilliam, Moylan, Popple , Shales , Walters and Mayor VanDeVoorde. Absent : None. Consideration of staff report on Block Grant Proposals . The City Manager reviewed a summary statement of revenues and expenditures relative to the Community Development Block Grant Funding. Council approved the following proposals for funding: NHS Tool Purchase $ 1, 505 Rental Rehab. Administration 5 , 000 NHS Acquisition and Rehabilitation 30 ,000 Ramped Curb Cuts 8 ,000 Rebate Program 160 ,000 Telecommunications Devises 2 , 500 Street Construction 144 ,200 Planning and Management 80 , 000 Housing Authority of Elgin ( Stoops ) 6 , 060 Housing Authority of Elgin ( Sidewalks ) 7 , 376 Housing Authority of Elgin ( Parking Lots ) 35 , 329 Observatory Playgrounds 40 , 000 Acquisition on Wellington Street 75 , 000 Walton Island Renovation 42 , 207 CENC Center Rehabilitation 24 , 251 Administration 50 , 000 $ 711,428 Staff advised the Council the Basketball Standards would be removed by the Park' s employees . Sandy Freeman stated letters would be sent to to the HAE tenants advising them of the removal of the basketball standards . Mrs . Freeman further stated her staff is currently looking into a year round recreational program. A Youth Committee is currently being created to assist with this project . The Historic District request for Save Brick Pavers and Street Fixtures Painting will be looked into by staff. Special Committee of the Whole Meeting April 5 , 1989 Page 2 The Stop Sign at S. Gifford and Fulton Streets will be forwarded to the Traffic Committee for their evaluation. The Gifford Street Targeted Tree Planting request will be developed on a fifty-fifty basis between the City and the residents . The NHS Office Zoning will be placed on a City Council Agenda. Adjournment Councilman Gilliam made a motion, seconded by Councilman Fox to adjourn the meeting. Yeas : Councilmen Fox, Gilliam, Moylan, Popple, Shales, Walters and Mayor VanDeVoorde. Nays: None .
