September 28 , 1988
The meeting was called to order by Mayor VanDeVoorde in the
Council Conference Room at 6 : 04 p.m. Members present : Councilmen
Fox, Gilliam, Moylan, Popple , Shales , Walters and Mayor VanDeVoorde.
Absent : None.
Joint meeting with the Land Use and Planning Committees to
discuss the new zoning ordinance.
Roger Dahlstrom introduced members of the Land Use and Planning
Committees and Bill James and Les Pollock, consultants with
Camiros and Ross and Hardies .
The Mayor asked that members of the committees give their re-
action to the comprehensive amendment process and alternatives
for the administration chapter of the ordinance .
Councilman Fox asked if the committees feel they are overworked
or underworked at this time, and if the present structure
is satisfactory, why is there a proposal to change it .
Board Member Hallock stated he was opposed to the hearing
officer system because it takes away from citizen imput .

He did not feel overworked, and he was satisfied with the
present system.
Mayor VanDeVoorde: You are the arm of the Council, and we
all read the transcripts . Is there a serious problem for
developers coming to the City.
Roger Dahlstrom: There may be a small problem coming in for
the first time in meeting the deadlines of the committee meetings .

Jack Peterson stated he thought there was a need for some
revisions in the present system, but he was opposed to the
hearing officer process for the reasons stated by Mr. Hallock.
Councilwoman Moylan stated the names and work loads of the
committees could be changed.
The Mayor stated the Council needs imput from the Committees
and their reasons therefor. Staff should also ive imput and

recommendations .
Councilman Walters concurred with the Mayor and stated they
need major imput from the committees .
Joan Rich stated the Planning Committee is underworked and
the Land Use Committee is overworked, and there is a need
to have something else for the Planning Committee other than
the Comprehensive Plan.

Robert Siljestrom stated the present work load is manageable
and the committees should be retained because of the expertise
of its members. In addition the hearings should be kept open
to the public.
Councilman Fox stated he would like to have the committees
tell us if developers are being treated expeditiously.
The Mayor requested a report from each committee member giving
their recommendations and the reasons for such recommendations .
Consideration of an Agreement with the Illinois Department
of Transportation concerning roadway improvements on Route
25 .
Councilman Walters made a motion, seconded by Councilwoman
Popple to approve the proposed Agreement . Yeas : Councilmen
Fox, Gilliam, Moylan, Popple, Shales , Walters and Mayor VanDeVoorde.
Nays: None.
Consideration of an Agreement with Testing Services for employment
examinations .
Councilwoman Moylan made a motion, seconded by Councilwoman
Popple to approve the proposed Agreement . Yeas : Councilmen
Fox, Gilliam, Moylan, Popple, Shales , Walters and Mayor VanDeV000rde.
Nays : None.
Consideration of a request from the Postmaster concerning postal
employee parking in the public lot .
The City Manager advised the Council the Postmaster had withdrawn
his request .
Consideration of a recommendation to demolish and sell the
St . Charles Street water site .
Staff recommended that the Council authorize transferrinq
funds intended for the Schuler Street tank and well project
for the demolition and abandonment of the St . Charles Street
water facility. It was also recommended that the Council
direct the Water Department to prepare plans and specifications
for the plugging and abandonment of the St . Charles Street
wells , demolition of the facilities , and proceed with the
public sale of this property.
Councilwoman Popple made a motion, seconded by Councilman
Fox to approve staff ' s recommendation. Yeas : Councilmen Fox,
Gilliam, Moylan, Popple , Shales , Walters and Mayor VanDeVoorde.

Consideration of the acceptance of the sanitary sewer on Robey
Street .
Staff advised the Council the Illinois Environmental Protection
Agency requires that any sewer which serves more than one
use be a public facility. A crew from the Sewer Division and
a representative of S.D.E. have inspected the sanitary line
and found it to be acceptable and clean.
Councilman Gilliam made a motion , seconded by Councilwoman
Popple to accept the subject sewer. Yeas : Councilmen Fox,
Gilliam, Moylan, Popple, Shales and Mayor VanDeVoorde . Nays:
None. Abstained: Councilman Walters .
Consideration of a recommendation for a program for the Performing
Arts for Young People Series at Hemmens Auditorium.
Councilman Gilliam made a motion, seconded by Councilman Walters
to approve this recommendation for two additional performances
of T'Was The Night Before Christmas on December 13 , 1988.
Yeas : Councilmen Fox, Gilliam, Moylan, Popple, Shales , Walters
and Mayor VanDeVoorde. Nays : None .
Consideration of a recommendation for employment of engineering
services on the sizing of the culvert under Highland Avenue .
The cost of a Hec-2 study to assure FEMA that the enlaraement
of the culvert would not impact any property owners downstream
is estimated to cost $5 , 000 . The cost of the culvery replacement ,
if approved, would be approximately $50 ,000. The cost of all
this work would be split 50% for the City and 50% for Kane
County under the intergovernmental agreement between the City
and Kane County, and some participation might be obtained
from the Besinger Development , if it proceeds .
Councilwoman Shales made a motion, seconded by Councilwoman
Popple to approve staff ' s recommendation. Yeas : Councilmen
Fox, Gilliam, Moylan, Popple, Shales , Walters and Mayor VanDeVoorde.
Nays: None.
Consideration of playground plans for 1988 park site improvements .
Ross Ricks reviewed with the Council a display of renderings
for the proposed playgrounds at Wing Park, Burnidge Woods ,
Lowrie and Huff Schools .
Councilman Gilliam asked if there was anything proposed for
Lord' s Park.
Mr. Ross stated no, it is not in the capital budget now, but
staff would be coming back to the Council on this .

Mr. Cook stated this was in the 1989 capital budget .
Councilman Fox asked if there were any plans for Francis Park.
Mr. Ricks stated they would be making equipment replacement
and this would be done in house.
The Mayor asked if these renderings had been approved by the
Parks and Recreation Board.
Mr. Ricks stated yes.
Councilwoman Moylan made a motion, seconded by Councilwoman
Shales to send this project out for bids as presented. Yeas :
Councilmen Fox, Gilliam, Moylan, Popple, Shales , Walters and
Mayor VanDeVoorde. Nays: None.
Consideration of a report regarding the shelter operations
for the evacuees from Casa Linda.
Councilman Gilliam requested that resolutions of appreciation
be prepared for all the volunteers who assisted in this emergency
situation.
Consideration of a report regarding the Bureau of Inspection
Services examination of property files .
Council was provided with a report on control of special use
and temporary occupancy permits .
The City Manager stated past methods of handling special use
and temporary occupancy permits have not been entirely satisfactory.
Steps are being taken to prevent this from continuting and
studying alternatives to streamline our record system for
the future.
Consideration of a report regarding questions raised at the
rental property licensing public hearing.
This report consists of responses to questions which were
raised at the Public Hearing on the proposed Rental Property
Registration Program, together with staff recommendations.
The City Manager stated a meeting with the realtors will be
scheduled to advise them of any revisions to the original
concept .
Councilman Fox stated he would like this matter pursued.
Councilwoman Moylan requested this matter be placed on the
next Committee of the Whole Meeting.

Consideration of a report regarding the Kane County bike path
south of Elgin.
Status report .
Consideration of a report regarding signal delays at McLean
and Big Timber.
Status report .
Consideration of letter from the Elgin Sanitary District requesting
waiver of fees for permits.
Councilman Walters made a motion, seconded by Councilwoman
Moylan to have this placed on the next Council Agenda for
formal approval. Yeas : Councilmen Fox, Gilliam, Moylan, Popple ,
Shales , Walters and Mayor VanDeVoorde. Nays : None.
Integrated Capital Budget
Councilwoman Popple made a motion, seconded by Councilman
Fox to schedule a meeting on the ICB project on next Wednesday
at 7 :00 p.m. Yeas : Councilmen Fox, Gilliam, Moylan, Popple,
Shales , Walters and Mayor VanDeVoorde. Nays : None.
South Grove Development - Harris Properties , Inc.
The City Manager advised the Council staff had met with Harris
yesterday and another meeting is scheduled for next Thursday.
Harris is aware they need to reach a position to go ahead,
and Council is looking for some definite decision so they
may determine alternatives should this project not move ahead.
Council expressed a desire to meet with Marianne Harris .
Adjournment
Councilwoman Shalea made a motion, seconded by Councilman
Fox to adjourn the Committee of the Whole Meeting to go into
the Council Meeting. Yeas : Councilmen Fox, Gilliam, Moylan,
Popple, Shales , Walters and Mayor VanDeVoorde. Nays : None.
The meeting was adjourned at 7 :55 p.m.
