September 22 1988
The meeting was called to order by Mayor VanDeVoorde in the
Council Conference Room at 4 :00 p.m. Members present : Councilmen
Fox, Gilliam, Moylan, Popple, Shales , Walters and Mayor VanDeV000rde.
Nays: None.
Consideration of staff presentation regarding present conditions
and ownership of riverfront properties .
Jennifer Becker reviewed with the Council the location of
riverfront properties under public or institutional ownership.
The total acreage of this property is 418.50. Council was also
shown the location of private riverfront properties , which
total 192 .5 acreage.
Mayor VanDeVoorde stated the riverfront project should be
referred to a committee for a comprehensive riverfront plan.
This plan should provide for the cleaning, beautification
and recreational use.
The City Manager statedthere is a need to hire someone to do

the technical work and to work with our staff.
Councilman Fox stated he would like the Council to look at
all the problems and attempt to get rid of them.
The Mayor stated there is a need for a comprehensive plan
because this is the greatest natural resource that we have.
Councilwoman Shales stated there is a lot of work to be done
before hiring a consultant , and she would like a look at all
the property the city owned on the riverfront .
Councilwoman Moylan stated there is a need for a short and
long range plan.
Councilwoman Popple stated she did not feel we have the expertise,
and we should be able to use a consultant in a restrictive
manner.
Councilman Fox stated the Council should hold a public hearing
to get public imput on what they want .

Pat Reese stated the city should plan on a 100 year picture,
and there should be public access to the entire riverfront .
Mr. Reese also stated there is a need to develop a format ,
get public imput , and establish the need for a consultant .
Mr. Reese said he could arrange to have a slide presentation
for the Council.

Steve Byers stated he was glad to see the Council looking
at the riverfront . Mr. Byers thought it was important to tie
together the segments of the bike trails. Mr. Byers further
stated that Kane County has developed some beautiful plans
for the river with screening and some very simple techniques .
Mr. Byers assured the Council of his support in this project .
Councilman Gilliam stated the public hearing should be funneled
to the Parks and Recreation Board and the Land Use Committee.
Councilman Fox felt the Council should conduct the hearing
because it would give people the chance to talk directly to
the Council.
The City Manager stated both Commission could be invited to
attend the public hearing because they should be involved
with this .
The Mayor stated that perhaps a committee similar to the Solid
Waste Task Force should be formed.
Councilman Fox re-stated that he wanted a public hearing because
there is a need to hear from the people.
Councilwoman Popple stated she did not feel the Council had
enough data for a public hearing.
Councilwoman Moylan stated each Council member should think
about their concerns and bring them back to a meeting.
Mr. Reese suggested the Council have one more informational
meeting and invite someone from the National Park Association
to be present .
The Mayor asked the Council to try and digest what has been
discussed tonight and then decide where we want to go with it .
Adjournment
Councilman Gilliam made a motion, seconded by Councilman Walters
to adjourn the meeting. Yeas : Councilmen Fox, Gilliam, Moylan,
Popple, Shales , Walters and Mayor VanDeVoorde. Nays : None.
The meeting was adjourned at 6 :15 p.m.
