September 1, 1988
The meeting was called to order by Mayor VanDeVoorde
at 4 : 00 p.m. Members present : Councilmen Fox, Gilliam,
Moylan, Popple, Shales , Walters and Mayor VanDeVoorde.
Absent : None.
Jim Cook stated the purpose of this meeting was to
discuss proposed projects with the Integrated Capital
Budget Steering Committee.
Terry Jones , Chairman of the Steering Committee advised
the Council the committees appointed to evaluate City
of Elgin capital requirements have reviewed $106 , 018,560
in projects . These projects were identified by City
staff, citizens, committee members and other governmental
bodies ( such as the Sanitary District of Elgin, Elgin
Public Housing, etc. ) .
After careful consideration, the committees have reported
to the Steering Committee; and we have worked to shape
and develop a program to rebuild Elgin and to prepare
for the growth which we face. This four year program
is now proposed to total $92 , 717 ,430.
Mr. Jones reviewed the rating system used by the committee
in setting priorities, and the Council proceeded to
review the Summary Report .
Councilmen Popple and Walters felt the Wing Park Resurfacing
should have been ranked higher.
Councilwoman Moylan stated she thought the City was
in the process of waiting for the Parks Board evaluation
of Lord' s Park.
Mayor VanDeVoorde questioned the study for removal
of the Wing Park Pool, which is followed by expensive
repair items to the present pool.
Mr.Cook stated the recommended computer system for
the Cemetery would have to be studied to see what the
cost would be.
The Mayor requested further information on the Computer
Base and Mapping System.
Ralph Ridley stated Kane County is in the process
of a comprehensive mapping system, which could be beneficial
to Elgin.

Mr. Cook stated this item will require extensive consideration
because of the cost , which would be shared with Kane
County.
Councilman Fox stated that the items under Safety and
Health is one area where the Council should not cut .
Mr. Fox suggested that an amount be set for Form B
Items, and the staff would decide which items are needed
the most .
Mayor VanDeVoorde stated he would like to see the Casa
Linda project cut from the 1992 budget , because the City
could be expected to do the same for other properties
in the City which are in the same condition as Casa
Linda.
Councilman Gilliam stated this site is a cancer out
there and it might attract a developer if it were cleaned
up. Mr. Gilliam stated he was not pushing this project
to just spend money, but he would like to be able to
do something with it because that part of town will
not development with that out there.
Raymond P. Kriske, Vice President of Elgin Molded Plastics ,
stated they would like to be on record opposing any
utility tax.
Delores Vasvily, Fleet Sales Manager for Biggers Chevrolet ,
stated they were opposed to any increase in the sales
tax.
Councilman Gilliam suggested the Council set another
meeting to make preliminary cuts in the proposed capital
budget , with further cuts to be made during the budget
process.
Mr. Cook suggested another meeting with each Council
member making their deletions prior to the meeting,
because the staff needs some framework to work with.
The Council indicated their approval of Mr. Cook' s
suggestion.
Councilman Gilliam made a motion, seconded by Councilwoman
Moylan to adjourn the meeting. Yeas: Councilmen Fox,
Gilliam, Moylan, Popple, Shales , Walters and Mayor
VanDeVoorde. Nays: None.
