COMMITTEE OF THE WHOLE MEETING
October 27 , 1988

'she meeting was called to Order by Mayor VanDeVoorde in the
Council Conference Room at 6 : 35 p.m. Members present : Councilmen
Fox, Moylan, Popple, Shales , Walters and Mayor VanDeVoorde.

(Councilmen Gilliam arrived at 7 :10 ) Absent : None .
Report from the Economic Development Commission.
On behalf of the Economic Development Commission, Rick Jakle
and Frank Pratt presented their 1988 Mid Year Marketing Report .
In addition a slide presentation was made reflecting the
new businesses , and expanded businesses now in Elgin.
The Council congratulated the members of this Commission
for their accomplishments and management of this development
program.
Further consideration of a request to vacate an alley (Huber
Brick Yard.
The City Manager advised the Council that Attorney Boose
has requested that this item be deferred.
Councilwoman Moylan made a motion , seconded by Councilwoman
Shales to defer this item to the November 30th meeting. Yeas:
Councilmen Fox, Moylan, Popple, Shales, Walters and Mayor
VanDeVoorde. Nays: None.
Further consideration of licensing of rental property owners.
The City Manager told the Council the Board of Realtors has
indicated to staff that they are in need of additional time
to gather information and generate a response to this item.
They have requested an extension to November 30th.
Councilman Fox made a motion, seconded by Councilwoman Moylan
to defer this item to the November 30th meeting. Yeas: Councilmen
Fox, Moylan, Popple, Shales , Walters and Mayor VanDeVoorde.
Nays : None.
Human Relations Commission.
The City Manager stated the Human Relations Commission has
invited the Mayor and Council to attend their meeting on
November 1, 1988.
Councilman Fox made a motion, seconded by Councilwoman Shales
to invite the Human Relations Commission to meet with the
Council on November 16th at 6 :00 p.m. Yeas: Councilmen Fox,
Gilliam, Moylan, Popple, Shales , Walters and Mayor VanDeVoorde.
Nays : None .

Consideration of recommendation to approve contract for speaker,
for Martin Luther King Day.
Councilwoman Moylan made a motion, seconded by Councilwoman
Popple to approve the request for $3 , 000 for expenses involved
in securing Dexter Scott King to speak at the annual celebration
of Dr. Martin Luther King, Jr. ' s birthday. Yeas : Councilman
Fox, Moylan, Popple, Shales , Walters and Mayor VanDeVoorde.
Nays: None .
Consideration of a recommendation to approve agreement for
City/State firing range.
Councilman Walters made a motion, seconded by Councilman
Fox to approve the proposed agreement with the Illinois Department
of Law Enforcement for a City/State firing range , with an
estimated cost of $90 , 000. Yeas: Councilmen Fox, Moylan,
Popple, Shales , Walters and Mayor VanDeVoorde. Nays: None.
Consideration of a report regarding a complaint presented
to the City Council from the Spring Oaks Homeowners Association.
Council was furnished with a status report , which resulted
through a meeting between staff and Leo Goldschmidt .
Consideration of a report requested by Council on the split
of projects by geographic area.
The subject report indicated the cost of improvements to
the eastside of Elgin at $4 ,220 , 739 .98 , and to the westside ,
$1, 590 ,549. 34 . These are funds which have been or will be
spent on capital projects with the City during 1988.
Consideration of a report requested by Council on the age
distribution of participants of the Summer Youth-At- Risk-
Program.
Staff furnished Council with the subject report .
Consideration of a report requested by Council on the status
of the Wheeler building demolition.
Staff furnished Council with a current status report on 457
Fremont Street and the garage at the end of Cedar Avenue.
Consideration of a report on a complaint filed at the previous
Council meeting by Mr. Dolinski regarding a building.
Upon investigation by staff as to the current status of this
building, staff has determined the Kane County Forest Preserve
has taken control of this land. After making an inspection
of this garage , staff has contacted the County and asked
them to either repair or demolish it .

Consideration of a report requested by Council on the distribution
of real estate evaluation by catagory.
Status Report
Disposition of housing complaints .
Mayor VanDeVoorde requested staff to look into the possibility
of creating a Housing Court through which only housing complaints
would be heard. With the current load of cases dealing with
traffic and other violations there is not enough time to
look into the housing violations .
Consideration of a counter proposal from the State of Illinois
for the purchase of land adjacent to the Armory.
Councilman Walters made a motion, seconded by Councilwoman
Popple to reject the counter proposal and to have staff continue
negotiate for this property. Yeas: Councilmen Fox, Gilliam,
Moylan, Popple, Shales , Walters and Mayor VanDeVoorde. Nays :
None.
Adjournment
Councilman Walters made a motion, seconded by Councilwoman
Popple to adjourn the Committee of the Whole and go into
Executive Session to discuss personnel, land acquisition
and litigation. Yeas : Councilmen Fox, Gilliam, Moylan, Popple,
Shales , Walters and Mayor VanDeVoorde. Nays: None.
The meeting adjourn ed 7 :20 p.m.
