June 8 , 1988
The meeting was called to order by Mayor VanDeVoorde
at 6 : 30 p.m. , in the Council Conference Room. Members
present : Councilmen Fox, Gilliam, Moylan, Popple, Shales ,
Walters and Mayor VanDeVoorde. Absent : None.
Consideration of renewal of the contract with Jayne
Shover Easter Seal Center for recreation programs.
Councilman Walters made a motion, seconded by Councilwoman
Popple to approve renewal of the contract with the Jayne
Shover Easter Seal Rehabilitation Center through December
31, 1988. Yeas: Councilmen Fox, Gilliam, Moylan, Popple ,
Shales , Walters and Mayor VanDeVoorde. Nays : None.
Consideration of a recommendation to submit a grant
application for a Performing Arts for Young People Series
Councilman Gilliam made a motion, seconded by Councilman
Staff to have the Hemmens Staff proceed with the 1988
ARTSTOUR grant proposal. Yeas : Councilmen Fox, Gilliam,
Moylan, Popple, Shales , Walters and Mayor VanDeVoorde.
Nays: None.
Consideration of a recommendation that a City bus be
donated to the YMCA.
Councilman Gilliam made a motion, seconded by Councilwoman
Shales to approve staff recommendation to donate a 1975
International Harvester School Bus to the YMCA. Yeas :
Councilmen Fox, Gilliam, Moylan, Popple , Shales , Walters
and Mayor VanDeVoorde. Nays: None.
Consideration of a recommendation for approval of a
crisis intervention program to assist the Police Department .
The Elgin Police Department seeks to enter into an agreement
with the DuKane Clinic , 1970 Larkin Avenue, to establish
a crisis intervention program which police officers
may use as a resource. Persons who are in need of counseling
(with whom the police department comes into contact )
could be referred to the DuKane Clinic as an alternative
or adjunct to their introduction into the criminal or
juvenile justice systems .
There would be no cost to the City. DuKane Clinic would
provide up to eight sessions free of charge. The clinic
would benefit from that percentage of persons referred
who would opt to continue counseling at their own expense .

Councilwoman Shales made a motion, seconded by Councilwoman
Popple to appove the subject program. Yeas : Councilmen
Fox, Gilliam, Moylan, Popple , Shales , Walters and Mayor
VanDeVoorde. Nays : None.
Consideration of a recommendation of a street vacation.
The existing right-of-way of Ethelwyn is land locked
and can not serve any public purpose, and there staff
is recommending the vacation of that part of Ethelwyn
Place lying east of and adjacent to Lot 12 , Block 17
of Sadler' s Addition.
Councilman Gilliam made a motion, seconded by Councilwoman
Popple to approve this recommendation. Yeas: Councilmen
Fox, Gilliam, Moylan, Popple, Shales, Walters and Mayor
VanDeVoorde. Nays : None.
Consideration of proposed intergovernmental agreement
with Kane County for Randall Road intersections.
The subject agreement calls for direct access to Randall
Road to be limited to three points; Mason Road realigned,
Fox Lane realigned and Holmes Road extended. The City
and the County would be committed to exerting their
best efforts to obtain the closing of all other points
of direct access to Randall Road in the I-90/Big Timber
corridor. The elimination of existing direct access
to Randall Road would occur as alternative means of
access became available for the various affected ro erties .

Northwest Subarea planning anticipates alternate roadways
paralleling Randall Road.
Councilman Gilliam made a motion, seconded by Councilman
Walters to approve the proposed agreement . Yeas : Councilmen
Fox, Gilliam, Moylan, Popple, Shales , Walters and Mayor
VanDeVoorde. Nays: None.
Consideration of a recommendation to make repairs to
Fire Department truck #2
Councilman Gilliam made a motion, seconded by Councilwoman
Popple to approve the expenditure of $5 , 000 . 00 to repair
the hydraulic systems on the 1981 Fire Department 100 '
Aerial Ladder. Yeas : Councilmen Fox, Gilliam, Moylan,
Popple, Shales , Walters and Mayor VanDeVoorde. Nays:
None.

Consideration of proposed engineering agreement for
design of Grove Avenue improvements .
The Council authorized staff to send out requests for
for proposals for the engineering services necessary
to complete the design of the improvement to North Grove
Avenue Those improvements are to be similar to the
work done on Douglas between Highland Avenue and Chicago
Street .
Staff is recommending the design services contract be
awarded to Hampton, Lenzini and Renwick for the not
to exceed amount of $13 ,490. 00 based on their qualifications
and submitted proposal.
Councilman Gilliam made a motion, seconded by Councilman
Walters to approve the staff' s recommendation. Yeas:
Councilmen Fox, Gilliam, Moylan, Popple , Shales , Walters
and Mayor VanDeVoorde . Nays : None.
Consideration of interim route for bike path connections .
The Traffic Committee received a request from the Elgin
Area Convention and Visitors Bureau to designate a temporary
bicycle path linking the south terminus of the path
at Prairie St . , to the north Terminus at Slade Avenue
Water Treatment Plant . The acquisition of the riverfront
property needed to permanently link the two terminuses
is currently being pursued. Staff has estimated that
it may take up to two years to acquire the property
and construct the permanent path.
The route recommended by the Traffic Committee is to
direct traffic along Spring Street north through the
downtown from the Prairie Street Terminus. The path
follows Spring Street north to North Street and west
along North Street to North Grove Avenue. Bicyclers
would then travel north on North Grove Avenue through
the near east neighborhood to the western extension
of Slade Avenue just north of the D.C. Cook Publishing
Company property.
Councilman Fox asked staff to look into the possibility
of restricting parking to one side of the street , because
parking on both sides of the street makes it too narrow
for any traffic.
Councilman Gilliam thought Douglas Avenue might be better
because it is a wider street .
Mr. Cook stated Douglas is one-way and this would necessitate
extending the Spring Street extension.
Mayor VanDeVoorde stated he thought the proposed route
was too hazardous with the amount of traffic which is
carried on these streets.

Councilwoman Shales made a motion, seconded by Councilwoman
Moylan to approve the proposed route. Yeas: Councilmen
Fox, Gilliam, Moylan, Popple, Shales, and Walters. Nays:
Mayor VanDeVoorde.
Consideration of proposed route adjustments for bus
operations.
Councilwoman Popple made a motion, seconded by Councilwoman
Moylan to approve the proposed bus route changes. Yeas:
Councilmen Fox, Gilliam, Moylan, Popple, Shales, Walters
and Mayor VanDeVoorde. Nays: None.
Housing Authority of Elgin.
Council was provided with a summary of the joint staff
meeting between the City of Elgin and the Housing Authority
which was held in May.
Capital Improvement Projects
Council was furnished with a copy of the capital improvement
report for the month of May.
Engine Replacement in Sanitation Truck #280
Councilman Gilliam made a motion, seconded by Councilwoman
Moylan to approve the replacement of this engine at
an estimated cost of $4 , 730 . 00. Yeas: Councilmen Fox,
Gilliam, Moylan, Popple, Shales , Walters and Mayor VanDeVoorde.
Nays: None.
Daily Courier News Centennial Salute to Sherman Hospital.
The Council agreed to provide a 1/4 page ad honoring
Sherman Hospital for an approximate cost of $382 . 80 .
Adjournment
Councilman Gilliam made a motion, seconded by Councilman
Walters to adjourn the Committee of the Whole Meeting
to go into Executive Session to discuss boards and commissions,
personnel, acquisition of property and litigation. Yeas :
Councilmen Fox, Gilliam, Moylan, Popple, Shales, Walters
and Mayor VanDeVoorde. Nays: None .
The meeting adjourned at 7 :15 p.m.
