December 14 , 1988
The Committee of the Whole Meeting was called to order by
Mayor VanDeVoorde at 6 :40 p.m. , in the Council Conference
Room. . Members present : Councilmen Fox, Gilliam, Moylan,
Popple , Shales , Walters and Mayor VanDeVoorde . Absent : None.
Consideration of request from Little Angels regarding modification
to Annexation Agreement .

Council reviewed a request from Petitioner for alternative
language in the proposed annexation agreement regarding
dedication of right-of-way for the extension of Ginger Lane.
The staff submitted the following alternatives for Council ' s
consideration:
1. Revise the submitted site plan to remove the parking
lot and building from the required yard.
2 . File a subsequent petition seeking a variation of the
required yard.
3 . Propose revised language for the annexation agreement
providing for right-of-way dedication "on demand" at the
time it may be required during the term of the annexation
agreement .
Councilwoman Moylan made a motion, seconded by Councilwoman
Popple t
pp o approve Alternative 2 . Yeas: Councilmen Fox,
Gilliam, Moylan, Popple, Walters and Mayor VanDeVoorde.
Nays: Councilwoman Shales .
Consideration of setting a date for an election to provide
for funding enhanced 911 Emergency Telephone Service.
Councilwoman Shales made a motion, seconded by Councilmen
Fox to approve passage of an ordinance imposing a surcharge
subject to referendum approval at the April 1989 Election,
allowing for a surcharge of $ . 65 per month per network
connection to fund installation, upgrading, and maintenance
of a 911 Emergency System. Yeas : Councilmen Fox, Gilliam,
Moylan, Popple, Shales , Walters and Mayor VanDeVoorde. Nays:
None.
Consideration of a resolution creating the Fox River Development
Task Force.
This resolution provides for an ad hoc task force to be
known as the Fox River Task Force , whose members shall undertake
the study of the Fox River and surrounding land and make
recommendations to the Council for the preservation and
enhancement of the Fox River and surrounding lands in the
interest of the general public.

Formal adoption of the subject resolution was made in the
regular Council Meeting.
Consideration of a recommendation for enhancement of the
System 38 computer system.
Councilman Walters made a motion, seconded by Councilman
Gilliam to approve staff ' s recommendation to purchase a
report writer software package from Michaels , Ross & Cole
for the purchase price of $14 ,231, plus $1500. 00 for in-
house training for two days . Yeas: Councilmen Fox, Gilliam,
Moylan, Popple, Shales , Walters and Mayor VanDeVoorde. Nays:
None.
Consideration of a recommendation for award of contract
for design of northwest water improvements .
Councilwoman Popple made a motion, seconded by Councilwoman
Moylan to approve staff ' s recommendation to award this contract
for engineering services for the design of the northwest
elevated tank, booster station, and distribution system
modifications to the low bidder, Donohue & Associates , for
an amount not to exceed $112 , 000 . Yeas : Councilmen Fox,
Gilliam, Moylan, Popple , Shales , Walters and Mayor VanDeVoorde.
Nays: None.
Consideration of a recommendation for amendments to the
1988 City Budget .
Councilwoman Popple made a motion, seconded by Councilman
Walters to approve the proposed amendments and to direct
staff to prepare an ordinance for the December 28th Council
Meeting reflecting said amendments . Yeas : Councilmen Fox,
Gilliam, Moylan, Popple, Shales , Walters and Mayor VanDeVoorde.
Nays: None.
Consideration of a recommendation establishing rates for
1989 for Police details .
The 1989 budget includes a proposal to increase the existing
recovery rates to $17 . 50/hour for regular officers and $11. 50/hour
for reserve and auxiliary personnel. If the proposed increases
are approved, approximately $10 ,950 in additional revenue
will be generated in 1989 .
Councilwoman Moylan made a motion, seconded by Councilman
Walters to approve the foregoing recommendation. Yeas:
Councilmen Fox, Gilliam, Moylan, Popple, Shales , Walters
and Mayor VanDeVoorde. Nays : None .

Consideration of a recommendation for acceptance of improvements
in Summerhill Unit #4 .
Staff recommended that the City Council accept both the
underground and surface improvements on Packard and Concord
Drives in Summerhill Unit 4 . The usual one year maintenance
bond will be required prior to the original bond being released.
Councilman Fox made a motion, seconded by Councilman Walters
to approve the staff ' s recommendation. Yeas: Councilmen
Fox, Gilliam, Moylan, Popple, Shales , Walters and Mayor
VanDeVoorde. Nays: None.
Consideration of a report on the joint meeting with City
staff and Elgin Housing Authority staff.
A summary report of the quarterly joint staff meeting held
in December.
Consideration of the Capital Projects Report for the month
ending November 30 , 1988.
Illinois State Toll Highway Authority Bridge Work Trout
Park Storm Sewer.
Staff provided a report on the work presently underway at
the site of the structures that carry I-90 over Duncan Avenue/Fox
River. The Illinois State Toll Highway Authority began work
on the widening of their bridges over the Fox River in early
December, 1988. As part of the work, it is necessary to
install new bridge foundations . The excavation for the
easterly foundations found that the storm sewer installed
in 1976 was in the way.
The Toll Highway Authority has requested that the work to
relocate the storm sewer be completed as soon as possible
in order to continue work on the bridge. This cost of this
work is estimated to be approximately $12 , 000 , and there
are sufficient funds available in the Sewer Fund to pay
for this work.
Councilwoman Moylan made a motion, seconded by Councilman
Fox to approve the relocation of the storm sewer and to
pay for this work out of the Sewer Fund. Yeas: Councilmen
Fox, Gilliam, Moylan, Popple , Shales , Walters and Mayor
VanDeVoorde . Nays : None .

Adjournment
Councilman Gilliam made a motion, seconded by Councilwoman
Popple to adjourn the Committee of the Whole Meeting and
go into Executive Session to discuss personnel, acquisition
of property and litigation. Yeas : Councilmen Fox, Gilliam,
Moylan, Popple, Shales , Walters and Mayor VanDeVoorde. Nays :
None.
The meeting adjourned at 7 :25 p.m.
