HomeMy WebLinkAboutDecember 06, 1988 COW Committee of the Whole Meeting December 6 , 1988 Mayor VanDeVoorde called the meeting to order at 4 :00 p.m. , in the Council Conference Room. Members present : Councilmen Fox, Gilliam, Moylan, Popple, Shales , Walters and Mayor VanDeVoorde. Absent : None. Budget Review The City Manager stated that in order the balance the 1989 budget , the City Council can remove any capital items which are proposed, but unfunded in the Captial improvement fund and/or can provide for additional revenue. Staff prepared the following tables containing the following information: Table I provides a comparison of tax and user fees charged by other communities in the Chicago area. Table II shows the additional revenue available from those sources recommended by the Integrated Capital Budget Steering Committee. This chart does not include the sales tax recommendation due to the recent changes in the state law. Table III shows the impact on homehowners of several alternative financing methods . Table IV gives the cost for additional G.O. Bonds ranging from $1,500.00 to $3 ,500 .00 . The City Manager recommended that the Council decide which additional revenue sources and/or expenditure reductions will be used in order to obtain a balance budget for 1989 . Council proceeded to review the outstanding budget issues as of the current date . Councilman Fox made a motion, seconded by Councilwoman Moylan to fund three additional policement for one- half year, and three additional firemen for one-quarter year. Yeas : Councilmen Fox, Moylan, and Popple. Nays: Councilmen Gilliam, Shales , Walters and Mayor VanDeVoorde. Councilman Walters made a motion, seconded by Councilwoman Popple to fund three additional policement for one- half year. Yeas: Councilmen Fox, Moylan, Popple and Walters. Committee of the Whole Meeting December 6 , 1989 Page 2 Councilwoman Popple made a motion, seconded by Councilman Fox to retain the $6 ,000 appropriated for the Elgin Heritage Commission Survey. Yeas : Councilmen Fox, Gilliam, Moylan, Popple, Shales , Walters and Mayor VanDeVoorde. Nays : None . The following decisions by the Council were by oral approval and not by motion: Remove Westlaw Research System: Contractual Service $10 , 380 and Personal Computer $4 , 600 . Retain Elgin Image Advisory Commission Solar Lights $600.00 and Awards $150. 00 . Hold for further consideration Full-time Clerk Typist in Planning Dept . $3 , 600 .00 . Retain Northeastern Ill. Planning Commission request $3 ,540 .00. Hold for further consideration the Housing Authority of Elgin request for $3 ,000. Remove Horticultural Supplies-Parks Maintenance $11, 395 . 00 . Councilman Gilliam made a motion, seconded by Councilwoman Moylan to retain the Elgin Public Museum Employee Benefit $2 , 600 . Yeas: Councilmen Fox, Gilliam, and Moylan. Nays : Councilmen Popple , Shales , Walters and Mayor VanDeVoorde. Councilwoman Popple made a motion, seconded by Councilman Fox to fund a full-time clark typist for the Planning Dept . $3 , 600. Yeas: Councilmen Fox, Moylan, Popple and Walters. Nays: Councilmen Gilliam, Shales and Mayor VanDeVoorde. Councilman Gilliam made a motion, seconded by Councilman Fox to fund the Housing Authority of Elgin request for $3 , 000 . Yeas : Councilmen Fox, Gilliam, Moylan Popple, and Walters. Nays : Councilwoman Shales and Mayor VanDeVoorde. Councilwoman Moylan made a motion, to approve a refuse charge to cover the upfront project costs fo a solid waste program. (This motion died for lack of a second) Councilwoman Shales made a motion, seconded by Councilwomn Moylan to provide for a $1. 00 per week refuse charge . Yeas : Councilwoman Shales . Nays: Councilmen Fox, Gilliam, Moylan, Popple , Walters and Mayor VanDeVoorde. Committee of the Whole Meeting December 6 , 1989 Page 3 Councilwoman Moylan made a motion to provide for a $2 . 00 per week refuse charge. This motion died for lack of a second. Adjournment Councilman Fox made a motion, seconded by Councilman Walters to adjourn the Committee of the Whole Meeting.
