April 13 , 1988
The meeting was called to order by Mayor VanDeVoorde at
6 : 30 p.m. , in the Council Conference Room. Members present :
Councilmen Fox, Moylan, Popple, Shales , Walters and Mayor
VanDeVoorde. Absent : Councilmen Gilliam.
Consideration of presentation of a water distribution study
in the northwest area.
This report was prepared to enable the City of Elgin to
evaluate the water system requirements in District 1, which
encompasses the Northwest Development Area prior to completing
a study of the City' s entire water distribution system.
Councilwoman Moylan made a motion, seconded by Councilman
Fox to approve this report as presented. Yeas : Councilmen
Fox, Moylan, Popple, Shales , Walters and Mayor VanDeVoorde.
Nays: None.
Consideration of proposed development standards for the
Randall Road development area.
The Planning Committee and Planning Department have undertaken
work toward a revision of the Comprehensive Plan for the
Northwest Subarea. The objective of this Northwest Planning
Area effort has been to create a plan to guide the development
of the area in light of new opportunities for growth associated
with the construction of the Northwest Tollway/Randall Road
interchange . The proposed design standards as recommended
were reviewed by the Council.
Representatives of CMD Elgin Associates have indicated that
they view various elements of the proposed design standards
as problematic with respect to their proposed development
of the former Teeple property, and they believe requiring
compliance with the proposed design standards would create
a harship for them in the development of their property.
Considering the fact the the CMD development proposal and
application precede the development of proposed design standards ,
staff recommends that the Council concur in the request
for site specific standards as part of the annexation agreement
with the property exempted from changes in standards which
may be adopted by future Council action.
Councilman Walters made a motion, seconded by Councilwoman
Popple to approve the requested exemption for the development
of the CMD property. Yeas : Councilmen Fox, Moylan, Popple,
Shales , Walters and Mayor VanDeVoorde. Nays : None.

Request for funds from the Youth Fest Committee.
Councilwoman Popple made a motion, seconded by Councilman
Fox to approve a contribution to the Elgin Youth Fest in
the amount of $3 ,250. 00 . Yeas: Councilmen Fox, Moylan, Popple,
Shales , Walters and Mayor VanDeVoorde. Nays: None .
Consideration of an ordinance establishing limits for boating
on the Fox River during periods of high water.
High water on the Fox River poses problems to the several
dwelling units located on the east bank along McBride Street .
This situation is further compounded when boating traffic
causes wakes and further endangers the dwellings and erodes
the shore line. Passage of this ordinance will lend uniformity
to contolling boating traffic in Elgin.
Couuncilwoman Moylan made a motion, seconded by Councilwoman
Shales to approve the preparation of said ordinance. Yeas :
Councilmen Fox, Moylan, Popple, Shales , Walters and Mayor
VanDeVoorde . Nays : None.
Consideration of recommendation for parking restrictions
on Owasco.
The Traffic Committee reviewed this request which came from
the Housing Authority of Elgin, the Committee feels that
a parking restriction on the north side of Owasco will enhance
safety and improve the overall appearance of the area.
Councilwoman Shales made a motion, seconded by Councilwoman
Popple to approve this recommendation. Yeas: Councilmen
Fox, Moylan, Popple, Shales , Walters and Mayor VanDeVoorde.
Nays: None.
Consideration of replacement of engine on Sanitation Vehicle.
Councilman Walters made a motion, seconded by Councilwoman
Popple to approve the purchase of a remanufactured engine
at an estimated cost of $6 , 330. 00. Yeas : Councilmen Fox,
Moylan Popple, Shales , Walters and Mayor VanDeVoorde. Nays:
None.
Consideration of the use of employment firm to fill the position
of Data Program Analyst .
Based on the City' s experience in recruiting a Programmer/
Analyst in 1986 and again recently, it has become obvious
that a professional recruiter is needed to find an experienced
Programmer and staff is recommending approval to work with
a recruitment firm to fill this position.

The Mayor felt perhaps if this position was re-evaluated
perhaps the position would become more stable.
Councilwoman Shales made a motion, seconded by Councilwoman
Moylan to approve staff' s recommention to hire an employment
firm to fill this position. Yeas : Councilmen Fox, Moylan,
Popple , Shales and Walters. Nays: Mayor VanDeVoorde.
Consideration of sole source purchase of signal controller
for intersection of Kimball and Spring.
Councilman Fox made a motion, seconded by Councilwoman Popple
to approve the purchase of a Multisonics 820A Signal Controller
from Bell and Gustus, Inc, for $9 , 043 . 00. Yeas : Councilmen
Fox, Moylan, Popple , Shales , Walters and Mayor VanDeVoorde.
Nays: None.
Consideration of sale of property at Highland and Larkin.
The staff has concluded that this property should either
be sold or seek a person or group to accept the maintenance.
A Mrs. Crosby, who owns the adjacent property has indicated
she is willing to purchase this land. The parcel is to
be sold for $10 .00 , and it will be returned to the tax roles.
The savings for city maintenance is approximately $761.30 .
Councilwoman Shales made a motion, seconded by Councilman
Walters for staff to proceed with the sale of this property.
Yeas: Councilmen Fox, Moylan , Popple, Shales , Walters and
Mayor VanDeVoorde. Nays : None.
Consideration of change order to the contract for lagoon
dredging.
After the lagoon project was awarded, it became evident
that without another outlet , the dredging operation would
be hampered. The flow line at the gate is one and one half
foot higher than the proposed low point of the lagoon after
dredging.
A decision was made to install a diversion pipe west of
the Middle Dam. The contractor agreed to install the pipe
for only the cost of the material. Staff is recommending
approval of Change Order No. 1 in the amount of $1,978 . 00 ,
for a total project cost of $63 , 695 . 00.
Councilman Walters made a motion, seconded by Councilman
Fox to approve the subject Change Order. Yeas : Councilmen
Fox, Moylan, Popple, Shales , Walters and Mayor VanDeVoorde.

Consideration of a report on training opportunity at the
Riverside water facility.
Council received a status report on the scheduled use of
the training room at the Riverside Water Treatment Plant
by the Environmental Resources Training Center of Southern
Illinois University.
Consideration of a recommendation to sell obsolete police
radios .
These units were manufactured in the mid-1960s and, since
the inception of Elgin ' s new communications system in 1985 ,
have been of no value to the police department due to their
incompatibility with the new, technologically advanced system.
Storage of these surplus units has become problematic and
staff is recommending they be sold for $5 . 00 each, which
will result in a revenue of $115 . 00 .
Councilwoman Moylan made a motion, seconded by Councilman
Walters to proceed to sell this equipment . Yeas : Councilmen
Fox, Moylan, Popple, Shales , Walters and Mayor VanDeVoorde.
Nays : None.
Consideration of a report on 1987 operations of the Ann
Street garage .
Council was furnished a status report on the Ann Street
Garage Fund.
Consideration of a report on reserve training in the Police
Department .
Council was furnished with a status report on the reserve
training in the Police Department .
Consideration of a report on towing for the year 1987 .
Council was furnished with a status report on accidents
and abandoned vehicles for January thru December, 1987 .
Consideration of proposed notice on lead as required by
the Environmental Protection Agency.
Council was furnished with a proposed notice relative to
lead contamination in drinking water. Staff is recommending
this notice be placed in the Daily Courier-News , both in
English and Spanish. The total cost for such publication
is approximately $1,200 . 00 .
Councilman Walters made a motion, seconded by Councilwoman
Moylan to approve the staff recommendation. Yeas: Councilmen
Fox, Moylan, Popple, Shales , Walters and Mayor Van De Voorde.

Consideration of a report on water accounts .
Council was furnished with a fifth quarterly report on delinquent
water accounts , which reflected an overall improvement during
the past year.
Adjournment
Councilwoman Popple made a motion, seconded by Councilman
Fox to adjourn the Committee of the Whole Meeting to go
into the regular Council Meeting. Yeas : Councilmen Fox,
Moylan, Popple, Shales , Walters and Mayor VanDeVoorde. Nays :
None.
The meeting adjourned at 8:00 p.m.
