May 12 , 1986
The Committee of the Whole Meeting was called to order
at 6 :35 p.m. , in the Council Conference Room of City Hall.
Members present : Councilmen Andersen, Gilliam, Moylan,
Shales, Van De Voorde, Waters and Mayor Verbic. Absent : None.
Consideration of a request for additional funds for the
Elgin Public Museum.
Councilman Van De Voorde made a motion, seconded by Councilman
Gilliam to authorize an additional $6 , 000 to the Museum
budget . Yeas: Councilmen Andersen Gilliam, Moylan, Shales,
Van De Voorde, Waters and Mayor Verbic. Nays: None.
Consideration of the 1986 swimming pool fees.
The City Manager advised the Council the Park Board recommended
that all categories of swimming fees remain the same as
the 1985 fees . The Council indicated their concurrence.
Consideration of a recommendation to amend the contract
with Alan Wendland and Associates for computer contract
programming.
The City Manager advised the Council staff has been unable
to recruit an Analyst/Programmer in April, so another
effort is in progress to fill this position with more
pronounced advertising. The goal is to fill the position
in mid-June. To reduce the delay in the conversion while
recruiting the Analyst/Programmer, we are requesting an
additional 400 hours of contract programming with Alan
Wendland and Associates.
Councilman Waters made a motion, seconded by Councilwoman
Moylan to approve the staff recommendation. Yeas: Councilmen
Andersen, Gilliam, Moylan, Shales, Van De Voorde, Waters
and Mayor Verbic. Nays: None.
Consideration of of a recommendation for payment of legal
service costs for negotiations.
The Council reviewed a memorandum from the City Manager
summarizing the involvement of the law firm of Seyfarth,
Shaw Fairweather and Geraldson in the recent negotiations
with the Service Employee ' s International Union ( SEIU) .
Approximately $11, 000 will have been expended on the SEIU
negotiations in 1986 . This is $8, 000 over budget, and
staff is seeking authorization of payment .

Councilman Waters made a motion, seconded by Councilman
Andersen to approve the subject legal service costs. Yeas:
Councilmen Andersen, Gilliam, Moylan, Shales, Van De Voorde,
Waters and Mayor Verbic. Nays: None.
Consideration of license agreement for batting cage services.
Councilman Van De Voorde made a motion, seconded by Councilman
Gilliam to approve this recommendation. Yeas: Councilmen
Andersen, Gilliam, Moylan, Shales, Van De Voorde, Waters
and Mayor Verbic. Nays: None.
Consideration of a recommendation for closing Douglas
Avenue.
The City Manager stated it is staff' s recommendation that
the request from the Elgin Jaycees to close Douglas Avenue
between Highland Avenue and Chicago Street from 8:00 a.m. ,
to 6 : 00 p.m. , Saturday, June 21, 1986 and from 10 :00 a.m.
to 6:00 p.m. , Sunday, June 22 , 1986 to hold the Fifth
Annual Ethnic Fest be granted subject to formal approval
of the Fest .
Councilman Waters made a motion, seconded by Councilman
Andersen to approve the above request. Yeas: Councilmen

Consideration of a report on the loading zone requirements.
The City Manager stated there are approximately 17 loading
zones in the CBD which could provide a revenue of $425 .00.
It is staff' s recommendation that Section 11.40.020 of
the Code be amended to delete this annual permit fee of
$25 .00 because loading zones are provided for the benefit
of businesses and non-profit organizations. In most areas,
the loading zone serves more than one establishment so
we would not know who to assess the annual fee.
Councilman Waters made a motion, seconded by Councilwoman
Shales for an amendment change to the code eliminating
the subject fee. Yeas: Councilmen Andersen, Gilliam, Moylan,
Shales, Van De Voorde, Waters and Mayor Verbic. Nays:
None.
Consideration of a rebate agreement for sanitary sewers.
The Council reviewed a recommendation that an ordinance
be adopted which will enable the city to recover the cost
incurred by Seigle ' s Home and Building Center to install
the sanitary sewer.

Councilman Waters made a motion, seconded by Councilwoman
Shales for staff to draw up the appropriate documents
for Council to adopt . Yeas: Councilmen Andersen, Gilliam,
Moylan, Shales, Van De Voorde, Waters and Mayor Verbic.
Nays: None.
Consideration of a proposal for funding for the Gifford
Park Fair.
The City Manager advised the Council the Greater Downtown
Elgin Commission voted to reduce the number of Brown-
Bage Concerts from 8 events to 4 events in 1986 . As a
result there is approximately $2 , 500 available in the
budget for additional activities. The GDDEC proposes to
provide $500 as public participation in the proposed Restoration
Fair. If successful the Restoration Fair sponsor (Gifford
Park Association) has agreed to pay back the city.
Councilman Van De Voorde made a motion, seconded by Councilman
Waters to approve the above proposal. Yeas : Councilmen
Andersen, Gilliam, Moylan, Shales, Van De Voorde, Waters
and Mayor Verbic. Nays: None.
Consideration of Employee Appreciation Night at the Summer
Theater.
Councilman Waters made a motion, seconded by Councilman
Gilliam for staff to proceed with an Employee Appreciation
Night for this year. Yeas: Councilmen Andersen, Gilliam,
Moylan, Shales, Van De Voorde, Waters and Mayor Verbic.
Nays:None.
Consideration of a report on bank stabilization.
The City Manager stated his memorandum would provide the
Mayor and Council with a report on the completion of the
work included in the subject project .
Consideration of additional reports on committee attendance
Current status report for Council.
Report on delays in the issuance of junk certificates.
Status report for Council.
Consideration of a resolution amending the contract with
the Golf Professional.
Councilwoman Moylan made a motion, seconded by Councilman
Andersen to approve the recommended amendment to the above
contract. Yeas: Councilmen Andersen, Gilliam, Moylan,
Shales, Van De Voorde, Waters and Mayor Verbic. Nays:
None.

Consideration of repairs to Transformer that operates
the lights at the Wing Park hardball field.
Councilwoman Moylan made a motion, seconded by Councilman
Andersen to approve the repair of this transformer at
an approximate cost of $14 , 000. Yeas: Councilmen Andersen,
Gilliam, Moylan, Shales, Van De Voorde, Waters and Mayor
Verbic. Nays: None.
Adjournment
Councilwoman Moylan made a motion, seconded by Councilman
Andersen to adjourn the Committee of the Whole Meeting
to go into Executive Session to discuss litigation and
acquisition of property. Yeas: Councilmen Andersen, Gilliam,
Moylan, Shales, Van De Voorde, Waters and Mayor Verbic.
Nays: None.
