March 11, 1987
The meeting was called to order at 6 :40 p.m. , in the Hemmens
Building. Members present : Councilmen Andersen, Moylan, Shales ,
Van De Voorde and Waters. Absent : Councilman Gilliam and Mayor
Verbic.
Appointment of Mayor Pro Tem
Councilwoman Moylan made a motion, seconded by Councilwoman
Shales to appoint Councilman Van De Voorde Mayor Pro Tem for
the subject meeting. Yeas: Councilmen Andersen, Moylan, Shales ,
Van De Voorde and Waters. Nays: None.
Consideration of school officer liaison program.
The City Manager advised the Council this program involves the
assignment of a sworn police officer to a specific school. Although
remaining an employee of the City, the responsibility for direction
and supervision of the officer when assigned to school duties
shifts from the department to the identified school' s administrator
and/or staff.
A program of this type is presently in place at Streamwood High
School, and according to both the school and Streamwood Police
Department , appears to be very successful and beneficial.
The proposal is to have two officers placed in each of the two
schools (Elgin and Larkin ) beginning in September, 1987 . The
total cost projection for 1987 , based on 4 months - City' s share
$18, 826 , U-46 ' s share $16 ,213 . The 1988 cost projection based
on 12 months , City' s share $61, 506 , U-46 ' s share $33 , 760.
Councilman Andersen asked if these officers would be rotated.
Mr. Cook stated the City would identify the officers suitable
for this type of work, and then the school would interview these
officers and make the selection.
Councilwoman Moylan asked if these officers would be armed.
Mr. Cook stated yes , but they would wear civilian clothes .
Staff recommendation is that the program, as proposed, be approved.
U-46 ' s contribution towards program maintenance will go to offset
the addition of 1 fulltime officer to the department ' s authorized
strength, while the second officer will be drawn from current
department personnel. Should the District , in the future , terminate
the program, the additional officer position will be absorbed
through attrition into the previous (pre-program) authorized
strength.

Councilman Waters made a motion, seconded by Councilwoman Moylan
to approve the staff recommendation. Yeas : Councilmen Andersen,
Moylan, Shales , Waters and Mayor Pro Tem Van De Voorde. Nays :
None.
Consideration of modification to the police pistol range plans.
The Council reviewed 13 alternatives for this project . The estimated
costs of the identified alternatives range from $2 , 604 to $200 , 000
with Alternative No. 13 costing approximately $30 , 000 in capital
expenditures and $2 , 604 in additional overtime costs .
The staff recommends Alternative 13 which is to use the existing
range with existing ventilation and exhaust system and restrict
all firing to the booths. Use this facility for all standard
qualification and familiarization shoots , new recruit training.
Outside training to be done at the Illinois State Police facility.
Councilman Andersen made a motion, seconded by Councilwoman
Shales to approve the staff recommendation. Yeas : Councilmen
Andersen, Moylan, Shales , Waters and Mayor Pro Tem Van De Voorde.
Amendment to the Elgin Community College lease on the downtown
campus .
The proposed amendment to the subject lease would provide for
a joint agreement as to the extension and will apparently eliminate
the requirement for State Board approval. The other terms of
the lease, including payment terms will remain the same.
Councilwoman Shales made a motion, seconded by Councilman Andersen
to approve the proposed amendment . Yeas: Councilmen Andersen,
Moylan, Shales , Waters and Mayor Pro Tem Van De Voorde. Nays:
None.
Review of the county hearing on the Elgin Labor Temple rezoning
The subject property is located within the city' s one and one-
half mile jurisdictional area and within the area included in
the City' s Comprehensive Plan. On March 24 , 1986 the City Council
adopted a resolution protesting the reclassification of this
property in Kane County.
Following adoption of this resolution the City staff and Sanitary
District of Elgin attempted to negotiate an annexation agreement
with representative of the Elgin Labor Temple, including a cost
sharing arrangement for the extension of the Big Timber interceptor
sewer from its present location at the westerly property line
of Spring Oaks to the Labor Temple property. On July 31, 1986
representatives of the Labor Temple submitted a proposed annexation

agreement , which the staff reviewed and returned.
Mr. Cook stated representatives have now met with the Sanitary
District officials and they are going to repackage their deal.
Mr. Cook felt they now appear to be back on the right track.
Councilman Waters made a motion, seconded by Councilwoman Shales
to have staff resubmit a resolution to Kane County protesting
any reclassification of this property. Yeas: Councilmen Andersen,
Moylan, Shales , Waters and Mayor Pro Tem Van De Voorde. Nays:
None.
Consideration of a recommendation for 1987 swimming pool rates.
The City Manager stated the Parks and Recreation Board is recommending
that the daily fees , coupon books and family season passes remain
at the 1986 rates . The Board further recommended instituting
individual season passes for adults ( $30.00 ) and youth ( $20 . 00 ) .
The Board also concurs with a staff recommendation to discontinue
the use of the photo ID pass system dand recommends returning
to the cloth season passes which are sewn to the swimsuits.
Councilwoman Moylan made a motion, seconded by Councilman Andersen
to approve the Board' s recommendation. Yeas : Councilmen Andersen,
Moylan, Shales , Waters and Mayor Pro Tem Van De Voorde. Nays:
None.
Consideration of a recommendation to purchase replacement turf
mower for the golf courses.
Councilman Andersen made a motion, seconded by Councilwoman
Shales to approve the purchase of a hydraulic turf mower at
a cost of $15 , 600. Yeas : Councilmen Andersen, Moylan, Shales ,
Waters and Mayor Pro Tem Van De Voorde. Nays : None .
Consideration of the RFP for the Woolworth Building.
The City Manager advised Council the Legal staff reviewed the
relevant statute authorizing the Elgin Civic Center Authority
and concludes that the proposed rental and sale of the Woolworth
property by the Civic Center Authority is not permitted by the
statute creating such authority.
As an alternative process , the City staff could solicit proposals .
Staff is recommending a minimum bid proposal of $42 , 000, said
proposals to be submitted on or before April 24 ,1987 .

Councilwoman Moylan made a motion, seconded by Councilman Andersen
to approve staff proceeding with a request for proposal, with
a minimum bid of $42 ,000 and a closing date of April 24 , 1987 .

Consideration of a report on insurance proposals .
The Council reviewed a report from Steven Coombs of CPC, which
indicates that while some proposals were received, circumstances
had arisen that prevented R.C. Hanchette & Associates to meet
our deadline and an extension to April lst was granted to them.
Councilman Waters made a motion, seconded by Councilwoman Shales
to receive said report . Yeas : Councilmen Andersen, Moylan,
Shales , Waters and Mayor Pro Tem Van De Voorde. Nays: None.
Consideration of a request from the Elgin Housing Authority
for fire lane enforcement .
In response to this request the City Manager recommended that
staff meet with the Housing Authorities to ascertain what is
needed in order to comply with their request .
Yeas : Councilmen Andersen, Moylan, Shales , Waters and Mayor
Pro Tem Van De Voorde. Nays : None.
Consideration of a report on Dial-A-Ride charter service.
Pace has advised the City that Elgin should receive three new
buses scheduled for delivery to Elgin during the mid-March of
this year. With the arrival of the new vehicles , Elgin will
have a fleet of four buses. A four bus fleet would allow the
City to place three vehicles in operation and still have a spare
for maintenance purpose.
The staff recommended that service for handicapped persons to
the mall be offered on a charter basis , but that the service
not be instituted until after the new paratransit vehicles have
been placed in operation.
Consideration of a recommendation for additional TV inspection.
Councilwoman Shales made a motion, seconded by Councilman Andersen
to approve additional televising of sewers on Diane Avenue,
Silver Street , and Brook St . , at a cost not to exceed $3 , 000.

Consideration of a proposal for an agreement for telephone changeover.
Councilman Andersen made a motion, seconded by Councilwoman
Shales to hire Holland Communications to modify the telephone
system at a cost not to exceed $2 , 100. Yeas : Councilmen Andersen,
Moylan, Shales , Waters and Mayor Pro Tem Van De Voorde . Nays:
None.
Consideration of a recommendation to participate in Law Enforcement
Appreciation Day.
Councilwoman Moylan made a motion, seconded by Councilman Waters
to have the Elgin Police Department participate in Spring Hill
Mall' s Law Enforcement Appreciation Day on May 2 , 1987 . Yeas:
Councilmen Andersen, Moylan, Shales , Waters and Mayor Pro Tem
Van De Voorde. Nays: None.
Consideration of a report on the lime sludge fill.
The City Manager furnished the Council with a status report
on the cleanup of the lime sludge transmission main break. The
City Manager stated a final report will be made to Council when
we have clearance from the IEPA.
Consideration of a report on South McLean paving, phase II .
This project has been placed in the State Bulletin advertising
it for an April 3 letting. If the bidding is reasonable, this
project will be under construction this summer.
The estimated cost of this improvement is $2 , 520, 000 with FAU
funds paying for approximately $1, 900,000 of the cost . Therefore
the City' s share is about $620 ,000.
Consideration of a report on proposed crack fill program.
Councilman Andersen made a motion, seconded by Councilwoman
Moylan to approve the proposed locations for the crack sealing
program. Yeas: Councilmen Andersen, Moylan, Shales, Waters
and Mayor Pro Tem Van De Voorde. Nays: None.
Consideration of 1987 MFT seal coat program.
Councilwoman Moylan made a motion, seconded by Councilman Waters
to approve the 1987 seal coat program. Yeas: Councilmen Andersen,
Moylan, Shales , Waters and Mayor Pro Tem Van De Voorde. Nays:
None.

Consideration of a request for authorization to purchase radios
to install in the new ambulance.
Councilman Andersen made a motion, seconded by Councilman Waters
to award a contract to Motorola, Inc. , for a total amount of
$2 ,280 for certain radio equipment in our new ambulance. Yeas:
Councilmen Andersen, Moylan, Shales , Waters and Mayor Pro Tem
Van De Voorde. Nays: None.
Determination of availability of quorum for meeting of March
25th.
The Council determined they might not have a quorum for the
March 25th meeting and agreed to meet on April lst instead.
Engine replacement in Vehicle #200 .
Councilman Andersen made a motion, seconded by Councilman Waters
to authorize staff to purchase an engine replacement . Yeas:
Councilmen Andersen, Moylan, Shales , Waters and Mayor Pro Tem
Van De Voorde. Nays: None.
Board of Police and Fire Commissioners .
The City Manager distributed a report from the Human Relations
Commission detailing the results of their study of the Board
of Fire and Police Commissioners, with recommendations for changes
believed desirable by the Human Relations Commission.
The City Manager stated that recommendations from staff will
be prepared and placed on the April lst Council Agenda.
Councilman Waters suggested that a fee be charged for taking
these tests because there are individuals who take the test
just for testing experience, and there should be a minimum fee
to cover expenses.
The City Manager stated he would look into this , but he would
not want to do anything which might effect minorities applying
to take the tests.
Adjournment
Councilman Andersen made a motion, seconded by Councilwoman
Shales to adjourn the meeting to go into Executive Session to
discuss litigation, personnel, and acquisition of property.
