December I, 1987
A Special Committee of the Whole Meeting was called to order at 4:00 p.m. in the
Council Conference Room. Members present: Councilmen Fox, Moylan, Popple, Shales,
Walters and Mayor Van DeVoorde. Absent: Councilman Gilliam.
Review of the Proposed 1988 Budqet Material
The Council continued their review with the following department:
Transportation Department
The Transportation Department has requested a part time account clerk to handle payroll
and data entry for bus maintenance.
Pace has not approved any additional services for 1988.
The Council reviewed the following funds:
Non-Departmental
Special Revenue Funds
Corporate Bond Fund
Capital Improvement Funds
Pension Funds
Risk Management Fund
Outstanding Issues
Councilwoman Popple made a motion, seconded by Councilman Walters, to increase the
hotel/motel tax by 1/2%, to develop a contract with the Convention and Visitors Bureau
with half of the funds to go to the Hemmens and half to the Convention and Visitors
Bureau. The budget for the Convention and Visitors Bureau is to be raised to $77,000.
Yeas: Councilmen Fox, Moylan, Popple, Shales, Walters and Mayor Van DeVoorde.
Nays: None.
Councilman Walters made a motion, seconded by Councilwoman Moylan, to accept the
base budget as prepared except for outstanding issues. Yeas: Councilmen Fox, Moylan,
Popple, Shales, Walters and Mayor Van DeVoorde. Nays: None.
Councilman Gilliam Arrived.
Councilwoman Shales made a motion, seconded by Councilman Fox, to remove Item
No. 23, a personnel analyst position. Yeas: Councilmen Fox, Gilliam, Moylan, Popple,
Shales, Walters and Mayor Van DeVoorde. Nays: None.
Councilman Walters made a motion, seconded by Councilwoman Popple, to support Item
No. 71, the Heritage Commission, in the sum of $7,000. Yeas: Councilmen Fox, Gilliam,
Moylan, Popple, Shales, Walters and Mayor Van DeVoorde. Nays: None.
Councilwoman Moylan made a motion, seconded by Councilwoman Shales, to fund Item
No. 78, the Chamber of Commerce, in the sum of $10,980. Yeas: Councilmen Fox,
Gilliam, Moylan, Popple, Shales, Walters and Mayor VanDeVoorde. Nays: None.
Councilman Walters made a motion, seconded by Councilwoman Moylan, to fund Item
No. 146, a Community Service Officer for the Police Department, for one half year, in
the sum of $21,500. Yeas: Councilmen Fox, Gilliam, Moylan, Popple, Shales, Walters
and Mayor VanDeVoorde. Nays: None.
Councilwoman Moylan made a motion, seconded by Councilman Fox, to fund Item
No. 157, a patrol officer for the Police Department, for one half year, in the sum of
$43,350. Yeas: Councilmen Fox and Moylan. Nays: Councilmen Gilliam, Popple, Shales,
Walters and Mayor VanDeVoorde.
Councilwoman Shales made a motion, seconded by Councilman Walters, to fund Item
No. 180, for contractual services associated with the Fire Department Museum, in the
sum of $1,960. Yeas: Councilmen Fox, Gilliam, Moylan, Popple, Shales, Walters and
Mayor VanDeVoorde. Nays: None.
Councilwoman Moylan made a motion, seconded by Councilwoman Shales, to fund Item
No. 294, the Elgin Public Museum, in the sum of $7,400 up front and $5,000 on a
matching basis. Yeas: Councilmen Fox, Gilliam, Moylan, Popple, Shales, Walters and
Mayor VanDeVoorde. Nays: None.
Councilwoman Popple made a motion, seconded by Councilwoman Moylan, to fund Item
No. 184, three firemen for the Fire Department, for three/fourths of a year, in the sum
of $77,800. Yeas: Councilmen Fox, Gilliam, Moylan, Popple, Shales, Walters and Mayor
VanDeVoorde. Nays: None.
Councilwoman Moylan made a motion, seconded by Councilwoman Popple, to fund Item
No. 287, the City operation of the swimming pools, in the sum of $130. Yeas: Council-
men Fox, Gilliam, Moylan, Popple, Shales, Walters and Mayor VanDeVoorde. Nays:
None.
Councilman Walters made a motion, seconded by Councilman Fox, to fund Item No. 290,
a part time parks coordinator, in the sum of $3,000. Yeas: Councilmen Fox, Gilliam,
Moylan, Popple, Shales, Walters and Mayor VanDeVoorde. Nays: None.
