September 15 , 1986
A Committee of the Whole Meeting was held on September 15 ,
1986 , in the Council Chambers of City Hall. The meeting
was called to order at 6 : 10 p.m. Members present : Councilmen
Andersen, Gilliam, Moylan, Shales, Van De Voorde, Waters
and Mayor Verbic. Absent : None.
Consideration of the Integrated Capital Budget Revenue Sources.
The City Manager advised the Council the citizens ' committees
reviewing the Integrated Capital Budget have proposed a
total program of approximately 71.5 million dollars of re-
habilitation and development . Of this amount $38, 300, 000
is expected from federal, state, county, water and golf
revenues . The additional $33,200,000 would be required
to be raised.
Mike McGrath, Phil Bloom and Gary McGrath opposed any increase
in sales tax, stating that many of the Elgin auto dealers
are already paying additional tax dollars because they are
situated in Cook County.
Hansen Plastics, Component Plastics, Elgin Molded Plastics,
Elgin Corrugated Box, Woodruff & Edwards , Visa and various
other manufacturers were present to object to the proposed
utility tax. Many stated this tax could increase their
their overhead by hundreds of dollars.
Cheker, Marathon, Barnhart and Gas & Grub Station Owners
were also present to protest any gas tax. Jeffrey Davidson,
President of the Western Division of Cheker Outlets in Elgin
stated gasoline is a price sensititve item and customers
will change their buying habits for a small amount of money,
and this proposed tax will drive gasoline customers out
of Elgin.
Jan Small, of Gas & Grub stated Elgin will not get the anticipated
increased revenue, but will have many additional closed
unsellable gasoline stations.
After lengthy Council discussion Councilwoman Shales made
a motion, seconded by Councilwoman Moylan to raise the vehicle
stickers to $20. 00, with the condition that the funds be
earmarked for vehicle equipment , replacement and street
maintenance.
Councilman Van De Voorde stated that the ordinance itself
dictates that the vehicle sticker funds should be used in
the street budget .

The City Manager stated the ordinance could be amended.
Mayor Verbic stated they could also be used for the bridge.
Councilwoman Shales stated she would like to amend her motion
that these funds be used only for street maintenance. Councilwoman
Moylan stated she would second the amendment . Yeas: Councilmen
Andersen, Gilliam, Moylan, Shales, Van De Voorde, and Waters.
Nays: Mayor Verbic.
After further discussion, Councilwoman Shales made a motion,
seconded by Councilman Andersen to raise the vehicle stickers
to $25 .00, the funds the to be directed to street maintenance
as the ordinance currently dictates. Yeas : Councilmen
Andersen, Gilliam, Moylan, Shales and Van De Voorde. Nays :
Councilman Waters and Mayor Verbic.
Councilman Van De Voorde stated the services performed by
the Bureau of Inspection should be paid for by the users
of said service. Councilman Van De Voorde made a motion
seconded by Councilman Andersen to raise the Bureau of Inspection
permits by 600 . Yeas: Councilmen Andersen, Gilliam, Moylan,
Shales, Van De Voorde, Waters and Mayor Verbic. Nays : None.
Councilman Van De Voorde made a motion, seconded by Councilwoman
Moylan to increase the ambulance fees to $75 .00. Yeas:
Councilmen Andersen, Gilliam, Moylan, Shales, Van De Voorde
and Waters. Nays: Mayor Verbic.
Councilwoman Moylan made a motion, seconded by Councilman
Gilliam to institute a sewer fee, as recommended by the
Steering Committee, said fee income to be used for sewer
maintenance costs. Yeas: Councilmen Andersen, Gilliam,
Moylan, Shales, Van De Voorde, and Waters. Nays: Mayor Verbic
Adjournment
Councilman Andersen made a motion, seconded by Councilwoman
Moylan to adjourn the meeting. Yeas: Councilmen Andersen,
Gilliam, Moylan, Shales, Van De Voorde, Waters and Mayor
Verbic. Nays: None.
The meeting adjourned at 9:00 p.m.
