HomeMy WebLinkAboutJune 09, 1986 COW Committee of the Whole Meeting June 9, 1986 The Committee of the Whole Meeting was called to order at 6. 35 p.m. , in the Council Conference Room of City Hall. Members present : Councilmen Andersen, Moylan, Shales, Van De Voorde, Waters and Mayor Verbic. Absent: Councilman Gilliam. License agreement for Elgin Historical District Signs. Councilman Van De Voorde made a motion, seconded by Councilman Waters to approve the proposed license agreement for installation of the Elgin Historic District entryway sign at 600 East Chicago St . Yeas: Councilman Andersen, Moylan, Shales, Van De Voorde, Waters and Mayor Verbic. Nays: None. Revised report on 1986 Revenue Sharing Funds . The Council reviewed staff' s recommended changes from previously approved revenue sharing fund expenditures, and Councilwoman Shales made a motion, seconded by Councilman Andersen to approved the proposed changes. Yeas: Councilmen Andersen, Moylan, Van De Voorde, Waters and Mayor Verbic. Nays: None. Report recommending Bureau of Inspection Services uniforms . Councilman Van De Voorde made a motion, seconded by Councilwoman Moylan to approve the amount of $1,628.10 needed to uniformly outfit all inspectors. Yeas: Councilmen Andersen, Moylan, Shales, Van De Voorde, Waters and Mayor Verbic. Nays: None. An Ordinance amending the Animal Control Ordinance. The Council reviewed the proposed animal control ordinance, which is being proposed in the hope it will alleviate weaknesses and shortcomings of the present ordinance. Several citizens were present and stated that this amended ordinance would not work unless there was some real enforcement . Another citizen commented there should also be an ordinance covering the control of cats, who also contribute to damage throughout the city. Councilman Waters suggested that a public hearing be scheduled for public imput on the proposed amendment to this ordinance. Councilwoman Shales requested staff to bring something back on a cat ordinance. Councilman Waters made a motion, seconded by Councilwoman Moylan to schedule a public hearing for June 23rd. Yeas: Councilmen Andersen, Moylan, Shales, Van De Voorde, Waters and Mayor Verbic. Nays : None. i Committee of the Whole Meeting June 9, 1986 Page 2 Consideration of the proposed installation of four-way stop signs at Gifford and Division Streets. The City Manager advised the Council this matter was discussed by the Traffic Committee and they felt that due to the number of accidents at this location the recommend the four-way stop intersection. The approximate cost is $200 .00. Councilwoman Moylan made a motion, seconded by Councilwoman Shales to approve said recommendation. Yeas: Councilmen Andersen, Moylan, Shales, Van De Voorde and Waters. Mayor Verbic was called away from the meeting responding to an emergency. Councilwoman Moylan made a motion, seconded by Councilman Andersen to appoint Councilman Van De Voorde Mayor Pro Tem. Yeas : Councilmen Andersen, Moylan, Shales and Waters. Nays : None. Consideration of a report on the status of the agreement with the Neighborhood Housing Service. This report was distributed to the Council for informational purposes . Consideration of a report on swimming rates. i This report from staff recommended that no change be made in the rate structure at this time. Consideration of a report on a pollution control hearing on the waiver request of the Sanitary District and the City of Elgin. i This report was distributed to the Council for informational purposes. Consideration of a report on the draft agreement for the Tyler Creek grant from Build Illinois. Councilwoman Moylan made a motion, seconded by Councilman Andersen to approve the draft agreement and authorize the staff to work with the Department of Transportation to complete the contract . Yeas: Councilmen Andersen, Moylan, Shales, Van De Voorde and Waters . Nays: None. Committee of the Whole Meeting June 9, 1986 Page 3 Consideration of a request for a statement of City position from the Elgin Sanitary District . The Council was advised a request has been filed for a service outside the Sanitary District and City of Elgin boundaries . Upon research of the zoning, a special use permit would be required from the Kane County Board. It would appear that provision of service without annexation would not be advantageous to the City since it would mke it even more difficult to accomplish annexation at a future date. Also, the proposed use is questionable, located adjacent to residential areas. Councilman Andersen made a motion, seconded by Councilwoman Shales to ask the Sanitary District to deny this request unless annexation is to take place. Yeas: Councilmen Andersen Moylan, Shales, Van De Voorde and Waters. Nays: None. Consideration of a report on modifications to City refuse collection routes. This report was distributed to the Council for informational purposes. Proposed reimbursement ordinance for water improvement . The Council reviewed the staff ' s recommendation that an ordinance be adopted whereby the City can recover the construction cost of an 8-inch watermain installed along South McLean Blvd. Councilman Andersen made a motion, seconded by Councilwoman Moylan to approve the proposed ordinance. Yeas: Councilmen Andersen, Moylan, Shales, Van De Voorde and Waters. Nays: None. Adjournment Councilman Andersen made a motion, seconded by Councilwoman Moylan to adjourn the Committee of the Whole Meeting to go into Executive Session to discuss personnel, litigation and property acquisition. Yeas: Councilen Andersen, Moylan, Shales, Van De Voorde and Waters. The meeting adjourned at 7 :35 p.m. Marie YearmaM City Clerk
