January 27 , 1986
The Committee of the Whole Meeting was called to order
at 6 :35 p.m. , in the Council Conference Room of City Hall.
Members present : Councilmen Andersen, Gilliam, Moylan,
Shales , Van De Voorde, Waters and Mayor Verbic. Absent :
None.
Consideration of a recommendation authorizing City staff
to appear on behalf of the City in the zoning case for
the landfill site north of Bartlett Road held by the Village
of Bartlett .
The City Manager advised the Council the Village of Bartlett
has published notice of a zoning case for the subject property
which presumably would be the initial steps to an annexation
and approval of the land use by Bartlett . The notice states
said meeting will be held on February 6 , 1986 at 7 :00 p.m.
The City Manager recommended that the Council direct the
Corporation Counsel to appear at said meeting and oppose the
zoning and- annexation process .
Councilman Andersen made a motion, seconded by Councilwoman
Moylan to have Corporation Counsel Jentsch present at said
meeting and to register opposition to the proposed zoning
and annexation. Yeas : Councilmen Andersen, Gilliam, Moylan
Shales , Van De Voorde, Waters and Mayor Verbic. Nays: None.
Tom Rolando, President of the Village of South Elgin addressed
the Council and stated he had been President of said Village
for 17 years and since 1971 the Village had been fighting
landfills . The Mayor pointed out that the Village has one
of the largest shallow well acquifers in Northern Illinois
and said well has produced 2 . 6 billion gallons of water
since 1962 . The proposed landfill is onlyl. 7 miles from
this well.
Mayor Rolando stated he and the Village of South Elgin would
appreciate any assistance Elgin might be able to provide and
he warned Elgin they should not rely upon too much assistance
from the EPA based on their experience with them.
The City Manager asked the Council if they wished to appoint
a sub-committee to meet with the Northwest Municipal Conference
regarding the landfill.
Councilman Waters made a motion, seconded by Councilwoman
Shales for a sub-committee to be appointed. Yeas:
Councilmen Andersen, Gilliam, Moylan, Shales , Van De Voorde,
Waters and Mayor Verbic. Nays: None.

Councilman Gilliam made a motion, seconded by Councilman
Van De Voorde to appoint Councilwoman Moylan and Mayor
Verbic to said sub-committee, or task force. Yeas: Councilmen
Andersen, Gilliam, Moylan, Shales, Van De Voorde, Waters
and Mayor Verbic. Nays: None.
Consideration of a recommendation to proceed with a sole
source authorized Trane maintenance of the water chillers
in City Hall.
The City Manager advised the Council this work would consist
of the following:
1. The complete tear down, inspection of hearings and
replacement of all gasketing on the machines .
2 . The eddy current tube analysis of both the condenser
and evaporator heat exchangers .
The cost of the above work amounts to $4 , 898 per machine.
We have two machines for a cost of $9 , 796 .
Councilman Waters made a motion, seconded by Councilwoman
Moylan to approve the staff' s recommendation to procced
with the above work. Yeas : Councilmen Andersen, Gilliam,
Moylan, Shales , Van De Voorde, Waters and Mayor Verbic.
Nays : None.
Consideration of a recommendation of the Traffic Committee
for the installation of stop signs on Sheffield and Lyle.
Councilman Van De Voorde made a motion, seconded by Councilman
Andersen to have staff prepare the neccesary ordinance
to accomplish this recommendation. Yeas: Councilmen Andersen,
Gilliam, Moylan, Shales, Van De Voorde, Waters and Mayor
Verbic. Nays : None.
Report from City Manager regarding planned absence.
The City Manager advised the Council he would be absent
from January 31st through February 3rd.
Consideration of sponsoring a Kid' s Day in Elgin.
Councilmen Moylan and Waters furnished the Council with
a packet of material which they brought back from Seattle,
which deals with the city setting one day each year as
Kid' s Day.
Councilman Waters felt this was a worthwhile project and
asked if staff could investigate to see if there would
be any interest by other agencies in forming a partnership
with the City to sponsor such an event .

The City Manager stated that with the Fox Trot coming on
it might be late September or even a year from now before
anything could really be accomplished. Mr. Cook agreed
the program would be worthwhile and he would be happy to
investigate the possibilities with staff and outside agencies
and bring back their imput .
Councilwoman Moylan stated she would want the schools contacted
because many of the complaints she has revolve around
the teenage group having nothing to do outside school activities .
Mayor Verbic: stated he thought the Parks and Recreation
Department had a rather complete program of activities
for the youth in the community.
Councilwoman Moylan made a motion, seconded by Councilwoman
Shales to have the staff investigate this project . Yeas:
Councilmen Andersen, Gilliam, Moylan, Shales , Van De Voorde,
Waters and Mayor Verbic. Nays: None.
Hoffman Estates Boundary Meeting
The City Manager announced that Hoffman Estate would be
holding a public meeting at the Gail Borden Public Library
on February 4 , 1986 , at 7 :00 p.m.
Adjournment
Councilman Gilliam made a motion, seconded by Councilwoman
Moylan to adjourn the Committee of the Whole Meeting to
go into Executive Session to discuss litigation, personnel
and boards and commissions. Yeas : Councilmen Andersen,
Gilliam, Moylan, Shales, Van De. Voorde, Waters and Mayor
Verbic. Nays : None.
The meeting was adjourned at 7 :26 p.m.
