The meeting was called to order at 5:10 p.m. by Chair Rouse.
Approval of the Minutes
Cmmr. McMullin made the motion, seconded by Cmmr. Zapata to approve the
December 6, 2004 minutes as written. Motion carried 4-0
Discussion of Rules and Regulations
Tim provided a brief summary on the changes to the Civil Service Commission Rules
and Regulations.
„ , The Rule of Three is to include the word "All” in promotional candidates.

Right to Appeal is being returned to the original language.
Gene Belmonte, Clerical/Technical representative asked the Commission to grant the
Union a 30 day extension to review the proposed changes.
There was much discussion based on the changes made to the proposed 2004 Rules
and Regulations.
Following an extensive discussion, the following motion was made.
Cmmr. McMullin made the motion, seconded by Cmmr. Zapata to give the
Clerical/Technical Union a 30 day extension to review the proposed changes to the
Rules and Regulations and the City would include a cover letter to be handed out with
rules for any new hires during the 30 extension. Motion carried 4-0
Interview Dates
There are five (5) internal candidates to be interviewed for the position of Utility Worker.
Tim will contact the Commission members to establish a testing date.

There will be 35 external candidates taking the exam for the position of Code
Enforcement Officer. Interview dates will be set up in the near future.

There being no further business to discuss, Chair Rouse called for a motion to adjourn.

6:24 p.m. Motion carried 4-0

SEW and Corporation Counsel have met regarding the proposed changes to the Civil
Service Rules and Regulations, all sections have been approved with the exception of
the following:

The Commission agreed to table the above items in question until the April meeting to
allow the SEIU Union the opportunity to discuss the issues with their Attorney.

The meeting was called to order at 5:12 p.m. by Chair Rouse.
Approval of the Minutes
Cmmr. McMullin made the motion, seconded by Cmmr. Zapata to approve the March
7th, 2005 minutes. The motion carried 3-0.
Discussion of Rules and Regulations
Ms. Boardman stated that the proposed change to the Civil Service Commission Rules
and Regulations is changing the Management Rights clause. She also stated that the
Union reserves the rights to grieve any issues that might affect the Bargaining unit
according to the Illinois Public Relations Act.
There was much discussion regarding many facets relating to the proposed changes to
the Rules and Regulations.
Ms. Boardman indicated that the Union does not feel that the Department Head should
be apart of the interview process.
Mr. Gehrman indicated that the Union has the authority to have the Human Resources
Director and Department Head sit in on the interview process, however, they have no
input in the voting process.
The suggestion was made to have a minimum of three (3) Commissioners on the
interview panel. It was also mentioned that the purpose of having a Department Head

or his designee in the interview process is to allow the Department the ability to select
an individual compatible to their management team.
Mr. Gehrman suggested that the Human Resources Director and the Department Head
act as an advisor during the interview process, however, the ultimate decision lies with
the Commission.
Section 8 —Violation of Law— No change
Section 2 — Hearing of Charges — Okay. The Complainant refers to the City.
XII. Conflict
The Collective Bargaining language supersedes the ordinance. The City Council must
approve any ordinance changes
There was much discussion regarding who the interview team should consist of and
whether or not the Department Head should have a vote in the process
Article, Section 1 - Remove the phrase "in the best interest of the City".
Executive Session
Cmmr Zapata made the motion, seconded by Cmmr. McMullin to adjourn to executive
session at 7:01 p.m. The motion carried 4-0.
Cmmr. McMullin made the motion, seconded by Cmmr. Robbins to return to open
session at 7:52 p.m. The motion carried 4-0.
Cmmr. McMullin made the motion, seconded to approve the proposed changes to Civil
Service Rules and Regulations as discussed. The motion carried 4-0.
Adjournment
There being no further business to discuss, Chair Rouse called for a motion to adjourn.
Cmmr. Robbins, made the motion, seconded by Cmmr. McMullin to adjourn the meeting
at 7:55 p.m. The motion carried 4-0.

Discussion of Rules and Regulations
Cmmr. McMullin made the motion, seconded by Cmmr. Robbins to approve the rules
and regulations as amended with an effective date of April 24, 2005. The motion
carried 5-0.

Interviewing Class

Tim discussed the City's plan to conduct an interview class for the Civil Service
Commissioners and the Fire and Police Board. A date was set for July to have the
session. Discussion was made to cancel the July meeting and have the interview
session in its place.
Set Interview Dates for Open Positions
Tim discussed the current jobs awaiting interviews. Discussion opened for possible
dates to conduct the interviews. Availability was given to Tim to set up dates with
Commissioners.

No items were needed to be discussed.

Re: July Meeting
We will be canceling our July meeting and replacing the meeting with an interviewing training session.
The training session is geared to give the Commission a background and knowledge of conducting a
successful interview. We would request that you all make every effort to attend this session as it is an
opportunity that we can all benefit from and gain valuable knowledge.
The training session will be held at 5:30 p.m., July 11th, at the Centre of Elgin. It will take place in the
East Conference Room,from 5:30 p.m.to 7:30 p.m.

Discussion on this item was postponed until September meeting.
Employee issues
John Edwards brought to the Commissions attention some issues that people from his
union have had with the City and Human Resources. John passed out hand outs for
the Commission to view. Discussion ensued about the issues. No action was needed
to be taken, as the issues were for informational purposes.
Executive Session
No further items were needed to be discussed in open session. Cmmr. McMullin made
a motion to go into executive session for purposes of conducting the Parks Ground
Laborer interviews. Cmmr. Robbins seconded the motion. The motion carried 5-0.

The meeting was called to order at 5:07 p.m. by Chair Rouse.
Approval of the Minutes
Cmmr. McMullin made the motion, seconded by Cmmr. Robbins to approve the August
1, 2005 minutes. The motion carried 5-0.
Interviewing Class
Discussion on this item consisted of ways to improve the interview process for the Civil
Service Commission. The Commissioners felt that there should be more participation
from the managers of the departments. They found a lot of value with having them the
managers ask questions and provide input. The Commission also suggested that HR
limit the candidate questions to job specific questions and in the event the candidate
should start to ask benefit questions, that they be deferred until another day and
through HR specifically. They felt this would speed up the process.
Executive Session
No further items were needed to be discussed in open session. Cmmr. Bowman made
a motion to go into executive session for purposes of conducting the Code Enforcement
Officer interviews. Cmmr. McMullin seconded the motion. The motion carried 5-0.
Adjournment
There being no further business to discuss, Chair Rouse called for a motion to adjourn.
Cmmr. Zapata made the motion, seconded by Cmmr. Bowman to adjourn the meeting
at 6:20 p.m.
