The meeting was called to order at 5:03 p.m. by Chair Rouse.

Approval of the Minutes
Cmmr. Muetterties made the motion, seconded by Cmmr. Bowman to approve the
December 8, 2003 minutes.
Review of Civil Service Rules
Tim provided a summary listing of positions that had personnel removed, dismissed
from their position, and also positions that had probations extended.
Tim suggested that the Commission look into including language in the rules and
regulations regarding the extension of probationary periods. Much discussion
continued on this issue.
A review was made on the rules and regulations.
Tim will inquire with the Union regarding seniority points and whether or not they should
be with rank/grade or with the city and report back to the Commission.
Interview Schedule
Nine (9) Grounds Worker interviews is set for January 20th
Sixteen Arborists will be tested in two weeks
911 Telecommunications interviews set for a future date
Commissioners are to contact Tim if they are interested in visiting the 911
Communications Center so as to gain knowledge for the interview process.
Monday July 5th and September 6th are holidays, so please be ready to discuss at the
next meeting if the date should be changed or the meetings canceled.
Election of Chairperson
Tabled until the February meeting.

There being no further business to discuss, Chair Rouse called for a motion to adjourn.
Cmmr. Muetterties made the motion, seconded by Cmmr. Bowman to adjourn the
meeting at 6:22 p.m. The motion carried 3-0

The meeting was called to order at 5:00 p.m. by Chair Rouse.
Approval of the Minutes
Cmmr. Muetterties made the motion, seconded by Cmmr. Kelley to approve the
February 2, 2004 minutes as written. Motion carried 3-0
Rules and Regulations
Tim gave an update on the Rules and Regulations. They are being reviewed by legal to
ensure that the language is correct.
Mark McQueen from the SEIU Union came to address the Commission. He questioned
the changed proposed earlier by Tim Bennett. The two sections that you voiced
concern about were: Section III, General Provisions, section 3 and Section V,
Examinations of Original Appointment, section7. He felt that the rules should be left the
same and allow the Commission to interpret the rules on a case by case basis if there
were any challenges to these sections.
Chair Rouse thanked Mark McQueen and said that they would take his points into
account when the Rules and Regulations are voted on for final approval.
Update on 911
Tim gave an update on the 911 process and what the next steps would be.
Election of a Chairperson
A motion was made to re-elect Paul Rouse for Chairperson by Cmmr. Muetterties. It
was seconded by Cmmr. Kelley.
Motion carried 4-0.

Chair Rouse asked for a motion to move into Executive session. Cmmr. Bowman made
the motion, seconded by Cmmr. Kelley to adjourn to executive session at 5:30 p.m. to

Welcome of New Members
fir•. Chair Rouse welcomed the two new members, Katy McMullin and Michael Robins to
the Civil Service Commission.
Review of Civil Service Rules and Regulations
Page 3 — Powers Duties & Purposes - no changes
Page 5 — Section 3 — Leave of Absence — Change the language to indicated that the
City will not hold a job for an employee to take a position as an elected official. Jobs will
only be held for those individuals that have been injured or are in a national defense
position.
The Commission agreed that an employee should not be allowed to leave for an elected
position and have his job held for him.
Page 9 — Section 7 — Medical and Physical Evaluations
Failure of medical examination will become grounds for removal of name from eligibility
list.

Once testing of candidates is complete, candidates will be ranked in order. Interview
will be completed by one person from Human Resources, Department Hiring Manager
and 2 Commissioners. The Rule of Three will apply.
Page 12 — Promotional
Deletion of one year on the job qualification.
Cmmr. Zapata made the motion, seconded by Cmmr. McMullin to accept the changes
proposed to the Civil Service Rules and Regulations with the following changes. The
motion carried.
A second medical option should be allowed and brought to the attention of the
Commission.
Interview Process panel will be limited to no more than three Commissioners. If only
one Commissioner is available, the interview process will proceed.
There were two items that the Union had a discrepancy with and the City is asking the
Commission to revisit these two items.

A public meeting will be set up for the ratification of the new rules and regulations.

The meeting was called to order at 5:07 p.m. by Chair Rouse.
Cmmr. Zapata made the motion, seconded by Cmmr. Bowman to adjourn to executive
session at 5:10 p.m. for the purpose of conducting interviews for the position of
Customer Service Clerk. Motion carried 3-0
Cmmr. Zapata made the motion, seconded by Cmmr. Bowman to return to open
session at 5:45 p.m. Motion carried 3-0
Approval of the Minutes
Cmmr. Bowman made the motion, seconded by Cmmr. Zapata to approve the August
2nd minutes as written. Motion carried 3-0.
Discussion of Rules and Regulation Update
Tim reviewed the proposed changes that are to be made to the Civil Service Rules and
Regulations.
Cmmr. Zapata made the motion, seconded by Cmmr. Bowman to approve the proposed
changes to the Civil Service Rules and Regulations. Motion carried 3-0.

The meeting was called to order at 5:10 p.m. by Chair Rouse.
Approval of Minutes
Cmmr. Zapata made the motion, seconded by Cmmr. McMullin to approve the
November 1st minutes as written. Motion carried 5-0
Public Hearing on Rules and Regulation Changes
This public hearing was held to discuss proposed changes to the Civil Service Rules and
Regulations.
There were three (3) areas that the Union was questioning.
1. Rule of Three
The Union was concerned that the Rule of Three only applies to new hires. Tim
informed the Union that the notification and proposed changes had been sent to Mark
McQueen, Union Representative. The Rule of Three only applies to new hires and not
the promotional process.
Members were concerned that changes were being made without their knowledge.

The group was informed that the Commission votes on any proposed changes before they
come before a public hearing and that any Union Representative is invited to attend any
of the Commission's meetings.
The reason for the proposed changes is that the Commission's rules and regulations have
not been updated since 1995.
The Commission agreed that the word "all"would be inserted on page 11.
2. Reclassification
The Union would like to have all reclassified positions become tested positions.
3. Right to Appeal
The Union's position is that any Candidate should have the right to appeal to the
Commission.
Chair Rouse indicated that the right to appeal with its original language would be re-
instated into the rules.
Corporate Counsel will be consulted regarding the changes to Article 12. This section
had no changes since 1988.
Discussion of Rules and Regulations
Clerical/Technical Union Representative (Gene Belmonte)will be e-mailed a copy of the
proposed Rules and Regulations.
There was a misunderstanding on the Union's part regarding the verbiage for the
proposed changes to the Rules and Regulations.
Reclassification verbiage will not change.
No rules regarding the interview team will become apart of the process. Minor changes
will be made to the conflict clause that was inserted by Legal.
Cmmr. Robins made the motion, seconded by Cmmr. McMullin to table the approval of
the proposed changes to the Rules and Regulations. Motion carried 5-0
