Wilbur Daniel Call to Order The meeting was called to order at 6:05 p.m. by Chair Stolt. Communications Prom Monica Meyers Cmmr. Krueger made the motion, seconded by Cmmr. Wendt to remove Daniel Zaeske from the employment eligibility list. The motion carried. The Commission tentatively scheduled the following dates for interviewing beginning at 6:00 p.m. March 6'h& 13th - Community Service Officer March 27th - Grounds Keeper April - Communications Operator Chair Stolt requested that a work session for the purpose of revisions on the Civil Service rules and regulations be scheduled for the May meeting. All comments and revisions will be given to Femi to be forward to the Legal Counsel for review following the Commission's work session. Cmmr. Krueger made the motion, seconded by Cmmr. Zamudio to adjourn to executive session to conduct oral interviews. The motion carried. Wendt to approve the February 7, 2000 minutes as presented. The motion carried. Certification of Probationary Civil Service Employees Cmmr. Wendt made the motion, seconded by Cmmr. Krueger to accept the performance evaluations collectively and to certify the following individuals. The motion carried. Wilbur Daniel Cmmr. Edna Krueger Cmmr. Peter Wendt Absent: Cmmr. Arturo Zamudio Call To Order The meeting was called to order at 6: 10 p.m. by Chair Stolt. Communication It was with deep regret that Cmmr. Peter Wendt indicated that he must tender his resignation from the Civil Service Commission. Cmmr. Wendt indicated the reason for his resignation is due to job commitments . A letter will be sent to the Mayor and City Clerk with the effective resignation date of May lst. Cmmr. Wendt indicated that he is willing to stay on the Commission until a replacement can be appointed. Cmmr. Wendt indicated that for the past two (2) years his working with fellow Commissioners has been a great joy. Chair Stolt expressed her regret at the resignation of Cmmr. Wendt, but thanked him for his tenure on the Commission. Communication from Wayne Schultz Cmmr. Krueger thanked Wayne Schultz for his communication regarding the performance evaluation on Prezel Hardy, as it answers their questions . It was much appreciated. Certification of Civil Service Employees Cmmr. Krueger made the motion, seconded by Cmmr. Wendt to certify the following individuals . The motion carried. Bill Wolf, Police Department Audrai Johnson Carl Fruend, Water Meter Supervisor Tom Bauer The meeting was called to order at 6: 02 p.m. by Chair Stolt. Approval of Minutes Cmmr. Krueger made the motion, seconded by Cmmr Daniel to approve the October 4, 1999 minutes with the following correction: "psychological" testing. The motion carried Cmmr. Krueger made the motion, seconded by Cmmr. Daniel to approve the December 6, 1999, March 6, 2000 and April 3, 2000 minutes as presented. The motion carried. Review of CSO Elicyibility List Dated March 14, 2000 There was much discussion and questioning of Audrai Johnson and Det. Bill Wolf regarding the police department' s request for removal of Mr. Johnson' s name from the eligibility list. When asked about the Police Department' s position on how much weight is put on background investigations, Det . Wolf indicated that it was the department' s position that if an applicant was untruthful on the questionnaire for a background search, that it would have a bearing the applicant' s job in that he could be untruthful on the job. After weighing all of the information brought out during the discussion, the following motion was made. Civil Service Commission Minutes May 1, 2000 Page 2 Cmmr. Krueger made the motion to remove Audrai Johnson' s name from the eligibility list for Community Service Officer. Motion died for lack of a second. Cmmr. Stolt then asked if this lack of action meant that the name stays on the eligibility list. Femi indicated yes . Review of Probationary Employee After much discussion with the Water Meter Supervisor, the following decision and motion was made. Cmmr. Krueger made the motion, seconded by Cmmr. Zamudio to not certify Tom Bauer as a water meter servicer for the Water Department. Motion carried 3-1 . Cmmr. Daniels opposed to the motion. The Committee adjourned at 6: 49 p.m. to go into executive session. Adjournment Cmmr. Krueger made the motion, seconded by Cmmr. Zamudio to adjourn out of executive session at 7 : 10 p.m. for the purpose of conducting oral interviews for the positions of: Hispanic Outreach Worker Communications Operator The motion carried. Present: Cmmr. Janice Stolt, Chairperson Cmmr. Wilbur Daniel Cmmr. Edna Krueger Cmmr. Arturo Zamudio Absent: Cmmr. Odalie Kelley Staff Femi Folarin Guests: Audrai Johnson Deputy Chief Bob Duffy, Police Department Det. Greg Welter, Police Department Det. Bill Wolf, Police Department Review of CSO Eligibility List Due to a memo from the Corporation Counsel, the Committee was to revisit the request from the Police Department to remove Audrai Johnson's name from the eligibility list. Cmmr. Krueger made the motion, seconded by Cmmr. Zamudio to place the discussion on the table to remove Audrai Johnson's name from the Community Service Officer eligibility list. Motion carried. Deputy Chief Duffy explained the position of the Community Service Officer and how sensitive this position is within the department, and also how this position is responsible for bond money and jail inmates. He indicated that integrity plays an important role in the CSO position. Due to the level of supervision given this position, and the access to very sensitive and personal information of all individuals, integrity must be beyond reproach. A background check is performed to determine if the individual can perform the job with honesty and integrity. Det. Welter explained that his involvement in the background check dealt primarily with obtaining information from Mr. Johnson through conversation. Civil Service Commission May 15, 2000 Minutes Page 2 Det. Wolf reinterated what had been discussed at the previous meeting regarding Mr. Johnson's honesty in providing information. Cmmr. Krueger expressed her concern regarding Mr. Johnson's honesty in providing information during the background check. After much discussion, Chair Stolt called for an open vote on the removal of Audrai Johnson's name from the CSO eligibility list. The vote to remove Audrai's Johnson's name from the CSO eligibility went as follows: Chair Stolt - Yes Cmmr. Daniel -No Cmmr. Krueger- Yes Cmmr. Zamudio -No Due to the lack of an action, the issue will be placed on the agenda for the July 10th meeting. 41) Femi informed the Commission and the representatives from the Police Department that since 411) there are three(3)positions available, only two (2)positions will be filled at this time. The third position will go unfilled until a decision is made regarding Audrai Johnson. Cmmr. Krueger made the motion, seconded by Cmmr. Zamudio to place the removal of Orin Keoman from the CSO eligibility list on the table for discussion. Motion carried. Deputy Chief Duffy indicated that most of the background information obtained came from Orin Keoman. However, due to past employment problems, and background information received, the Police Department is recommending the removal of Orin Keoman's name from the eligibility list. Chair Stolt requested that if possible, background information on all candidates be supplied before the individual comes before the Commission for their oral interview. Deputy Chief Duffy indicated that due to the nature of the job and the sensitivity of the position, he would recommend that the Commission consider all the information presented in their request to have Mr. Keoman's name removed from the eligibility list. Cmmr. Daniel inquired if candidates were informed that his/her job would be contingent on their passing a background check and drug testing. The following is the result of the open vote request regarding the removal of candidate Orin Keoman from the Community Service Officer eligibility list. Chair Janice Stolt - Yes Cmmr. Wilber Daniel - Yes Cmmr. Edna Krueger - Yes Cmmr. Arturo Zamudio - Yes The result being all in agreement, Mr. Keoman's name will be removed from the Community Service Officer eligibility list. Correspondence At the request of Chair Stolt, the September 4, 2000 meeting has been rescheduled to August 28th due to the meeting date being a holiday. Correspondence from Mr. Ryan Bahe Cmmr. Krueger made the motion, seconded by Cmmr. Daniel to remove Ryan Bahe from the eligibility list. The motion carried. Correspondence from Ms. Gladys Boe The Commission accepted her letter declining the position as Communications Operator, and requested that a letter be sent to Ms. Boe thanking her for applying for a job with the city. rik Civil Service Commisson Minutes August 8, 2000 Page 2 Correspondence from Ms. Kathleen Duffy Cmmr. Krueger made the motion, seconded by Cmmr. Daniel to have candidate Kathleen Duffy's name remain on the eligibility list for secretary. The motion carried. Correspondence from Mr. Jeff Morisse The Commission accepted Mr. Morisse's letter requesting his name be removed from the utility worker eligibility list. Review of CSO Eligibility List Dated March 14, 2000 After much discussion, the following motion was placed before the commission to vote openly. Cmmr. Krueger made the motion, seconded by Cmmr. Zamudio to allow Audrai Johnson's name to remain on the eligibility list dated March 14, 2000. Chair Stolt -No Cmmr. Daniel-Yes Cmmr. Krueger- Yes Cmmr. Zamudio - Yes The open vote was 3-1. The motion carried. Femi will ask Chief Miller to attend the next meeting to discuss the strategies for the Communications Division of the Police Department. Zamudio to approve the minutes of the August 28, 2000 meeting as presented. Motion carried. Open Session The commission was addressed by representatives of the Service Employee International Union reference Rule XI, §3 (c). The Union requested that the Commission consider reversing the rule to remove the two year restriction on applying for promotional positions by employees granted voluntary demotion. Following a discussion of the request of the ways the rule change could be worded, Cmmr. Zamudio moved, seconded by Cmmr. Krueger that legal department be asked to draft the appropriate language to amend the rule. Motion carried. Adjournment Cmmr. Krueger moved, seconded by Cmmr. Zamudio to adjourn to executive session at 6:40 p.m. to conduct interviews for Engineering Inspectors and Automotive Service Workers. The motion carried. Janice Stolt Staff: Femi Folarin Holly Holtz-Paris The executive session of the Civil Service Commission of the City of Elgin, Illinois was held November 10, 2000 in the first floor conference room at 4:05 p.m. There was much discussion regarding the request to terminate employee J.W. Perry of the Parks Department. Supervisors Bell and Larson were allowed by the Commission to express the concerns and reasons for requesting the termination of Mr. Perry. They had indicated that much effort had been extended in working with Mr. Perry, however, to no avail. There were many safety issues in which Mr. Perry showed lack of concern for other Parks employee safety. There being no further business to discuss, Cmmr. Zamudio made the motion, seconded by Cmmr. Zamudio to adjourn to executive session at 4:05 p.m. for the purpose of discussing personnel. Motion carried.
