HomeMy WebLinkAboutd - February 28, 2018 CC73 VOLUME LXXXIII FEBRUARY 28, 2018 COUNCIL OF THE CITY OF ELGIN, ILLINOIS COUNCIL-MANAGER FORM OF GOVERNMENT REGULAR MEETING The regular meeting of the Council of the City of Elgin, Illinois, was held on February 28, 2018, in the Council Chambers. The meeting was called to order by Mayor Kaptain at 7:00 p.m. The Invocation was given by Reverend Janie McCutchen, from the Second Baptist Church and the Pledge of Allegiance was led by Councilmember Tish Powell. ROLL CALL Roll call was answered by Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. MINUTES OF THE FEBRUARY 14, 2018, COUNCIL MEETING APPROVED AS DISTRIBUTED Councilmember Gavin motioned, seconded by Councilmember Steffen, to approve the February 14, 2018, Council Meeting Minutes as distributed. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. RECOGNIZE PERSONS PRESENT Robert Tanner, from the Greater Family Care Center, provided information regarding the services offered and the number of residents served. Joe Galli, IAFF Local 439, congratulated the International Association of Fire Fighters on their 100th anniversary. Mr. Galli also commented on Fire Fighter Ben Rinenbach. He gave an overview of his work ethic, injury and disability pension. Gazpar Perez stated his concerns about parking on the street in front of his home which is adjacent to Elgin High School. BID 18-001 REMAINED TABLED FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PARK PROJECTS Staff requested that Bid 18-001 remain tabled until the next scheduled meeting. FEBRUARY 28, 2018 VOLUME LXXXIII 74 BID 18-002 AWARDED TO MORSE ELECTRIC, INC. FOR MEDIUM VOLTAGE STARTER AND SOURCE TRANSFER CONTROLS Councilmember Steffen made a motion, seconded by Councilmember Gavin, to award a contract to Morse Electric, Inc. in the amount of $440,130 for the LSP No. 2 Medium Voltage Starter and 12.47kV Source Transfer Controls Project to install an automatic transfer switch to allow for the transition from ComEd provided power to generator power to be completed safely, and replace an existing low service pump starter to ensure continued reliability. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. JOINT PURCHASING COOPERATIVE CONTRACTS APPROVED WITH VARIOUS VENDORS FOR THE PURCHASE OF EQUIPMENT AND VEHICLES FOR THE UTILITIES DIVISION Councilmember Gavin made a motion, seconded by Councilmember Shaw, to approve contracts to various vendors in the amount of $426,711 for the purchase of equipment and vehicles for the Utilities Division. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. JOINT PURCHASING AGREEMENT APPROVED WITH CDW GOVERNMENT, LLC FOR THE RENEWAL OF MICROSOFT ENTERPRISE SOFTWARE LICENSE SUBSCRIPTION Councilmember Dunne made a motion, seconded by Councilmember Steffen, to award a contract to CDW Government, LLC in the amount of $131,295 annually for three year term for the renewal of Microsoft Enterprise Software license subscription. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. JOINT PURCHASING CONTRACT APPROVED WITH FIRE SERVICES, INC. FOR A WHEELED COACH FIRE AMBULANCE Councilmember Martinez made a motion, seconded by Councilmember Gavin, to award a contract to Fire Services, Inc in the amount of $250,362 for a wheeled coach fire ambulance to provide reliable transportation for those citizens needing emergency medical care. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. VOLUME LXXXIII FEBRUARY 28, 2018 75 RESOLUTION 18-27 ADOPTED AUTHORIZING EXECUTION OF A PURCHASE OF SERVICES AGREEMENT WITH THE DOWNTOWN NEIGHBORHOOD ASSOCIATION OF ELGIN FOR ECONOMIC DEVELOPMENT SERVICES Councilmember Gavin made a motion, seconded by Councilmember Martinez, to adopt the following resolution. Resolution No. 18-27 RESOLUTION AUTHORIZING EXECUTION OF A PURCHASE OF SERVICES AGREEMENT WITH THE DOWNTOWN NEIGHBORHOOD ASSOCIATION OF ELGIN FOR ECONOMIC DEVELOPMENT SERVICES BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Richard G. Kozal, City Manager, and Kimberly A. Dewis, City Clerk, be and are hereby authorized and directed to execute a Purchase of Services Agreement on behalf of the City of Elgin with the Downtown Neighborhood Association of Elgin for economic development services, a copy of which is attached hereto and made a part hereof by reference. s/ David J. FEBRUARY 28, 2018 VOLUME LXXXIII 78 Ordinance No. G14-18 AN ORDINANCE AMENDING CHAPTER 6.06 OF THE ELGIN MUNICIPAL CODE, 1976, AS AMENDED, ENTITLED “ALCOHOLIC LIQUOR DEALERS” TO AMEND THE NUMBER OF CERTAIN AVAILABLE LIQUOR LICENSE CLASSIFICATIONS NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1. That Section 6.06.050 of the Elgin Municipal Code, 1976, as amended, entitled "Licenses; Number to be Issued:" be and is hereby further amended by amending subparagraph Q thereof to read as follows: "Q. The number of Class F licenses shall not exceed seven (7) in number." Section 2. That all ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed to the extent of any such conflict. Section 3. VOLUME LXXXIII FEBRUARY 28, 2018 85 Resolution No. 18-24 RESOLUTION REGARDING CERTAIN EXECUTIVE SESSION MINUTES OF THE CITY COUNCIL OF THE CITY OF ELGIN WHEREAS, the City Council of the City of Elgin has met from time to time in executive session for purposes authorized by the Illinois Open Meetings Act; and WHEREAS, as required by the Illinois Open Meetings Act, the City Clerk has kept written minutes of all such executive sessions; and WHEREAS, pursuant to the requirements of the Illinois Open Meetings Act, the City Council has met in closed session to review all closed session minutes; and WHEREAS, they have determined that a need for confidentiality still exists as to a portion of the executive session minutes from the meetings set forth on the exhibit referred to herein; and WHEREAS, they have further determined that the remaining portion of the meetings listed no longer require confidential treatment and should be made available for public inspection; and WHEREAS, the Illinois Open Meetings Act further provides for the destruction of the verbatim record of executive session meetings eighteen (18) months after the completion of the meeting recorded and after the public body approves the destruction of a particular recording and the public body approves minutes of the closed meeting. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1. The executive session minutes for the period from July 2017, through December, 2017 are hereby approved as set forth in Exhibit A and are available for public inspection. Section 2. The need for confidentiality still exists as to all or parts of those executive session minutes set forth in Exhibit B. Section 3. The need for confidentiality no longer exists as to all or parts of those executive session minutes set forth in Exhibit C and are available for public inspection. Section 4. The destruction of the verbatim records of executive session meetings conducted more than eighteen (18) months prior to the date of this resolution and for which the minutes of such executive session meetings have previously been approved and released is hereby authorized.
