COUNCIL OF THE CITY OF ELGIN, ILLINOIS COUNCIL-MANAGER FORM OF GOVERNMENT REGULAR MEETING
The regular meeting of the Council of the City of Elgin, Illinois, was held on April 12, 2017, in
the Council Chambers. The meeting was called to order by Mayor Kaptain at 7:00 p.m. The
Invocation was given by Junaid Afeef, from the American Community Muslim Mosque and the
Pledge of Allegiance was led by Councilmember Terry Gavin.
ROLL CALL
Roll call was answered by Councilmembers Gavin, Martinez, Powell, Prigge, Rauschenberger,
Shaw, Steffen, and Mayor Kaptain. Absent: Councilmember Dunne.
MINUTES OF THE MARCH 22, 2017, COUNCIL MEETING APPROVED AS
DISTRIBUTED
Councilmember Steffen made a motion, seconded by Councilmember Martinez, to approve the
March 22, 2017, Council Meeting Minutes as distributed. Upon a roll call vote: Yeas:
Councilmembers Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor
Kaptain. Nays: None.
COMMUNICATIONS
Ina Dews 80th Birthday Proclamation
Mayor Kaptain read the following proclamation:
PROCLAMATION
WHEREAS, Ina Dews is an important treasure and advocate in our community; and
WHEREAS, Ina Dews has great experiences, wisdom and knowledge to share, having
lived through the turbulence and ultimate outcomes of the Civil Rights Movement seeking
justice for disenfranchised people; and
WHEREAS, Ina Dews has personally sacrificed her time, talents and financial
resources, working to end discriminatory practices in Elgin through her involvement with the
Elgin Human Relations Commission, and working to continue the legacy of the work begun

through the efforts of the late Reverend Dr. Martin Luther King, Jr through her leadership and
participation in coordinating celebratory events honoring Dr. King; and
WHEREAS, Ina Dews has helped others to understand the past, and teach timeless
lessons of courage and endurance through her legacy of community activism, service and
responsibility, and has served as a role model for younger generations; and
WHEREAS, her commitment to volunteerism is endless as evidenced by her
involvement in such projects as hosting a quilt show each year, teaching others how to sew and
quilt, and planning programs for Black History Month; and
WHEREAS, the City of Elgin appreciates the efforts of Ina Dews in her life-long
dedication to family and community.
NOW, THEREFORE, I, David Kaptain, Mayor of the City of Elgin, Illinois, do hereby
proclaim March 31, 2017 a day of celebration for Ina’s 80th birthday.

National Public Safety Telecommunicators Week Proclamation
Mayor Kaptain read the following proclamation:
PROCLAMATION
WHEREAS, each day, thousands of Americans dial 9-1-1 for help in emergencies. The
men and women who answer these calls for help, gathering essential information and dispatching
the appropriate assistance, can often make the difference between life and death for persons in
need; and
WHEREAS, the City of Elgin’s Public Safety Telecommunicators are among the more
than 200,000 telecommunications specialists who work daily to protect and to promote public
safety; and
WHEREAS, Public Safety Telecommunicators are more than a calm and reassuring
voice at the other end of the phone. They are knowledgeable and highly trained individuals who
not only work closely with the Police and Fire Departments, but numerous other State and local
agencies as well as other departments within the City; and
WHEREAS, because emergencies can strike at any time, we rely on the vigilance and
the preparedness of these individuals 24 hours a day, 365 days a year; and

WHEREAS, the City of Elgin recognizes the need to maintain the highest standards of
public safety, we owe a great debt to the men and women who, by applying their expertise in
telecommunications, help to make that achievement possible; and
WHEREAS, during this special observance, we acknowledge that debt and extend a
heartfelt thank you to each of them;
NOW, THEREFORE, I, David Kaptain, Mayor of the City of Elgin, Illinois, on behalf of
the entire City Council and Staff, do hereby proclaim April 9 to April 15, 2017 as National
Public Safety Telecommunicators Week.

Elgin Earth Day Proclamation
Mayor Kaptain read the following proclamation:
PROCLAMATION
WHEREAS, the first Earth Day was celebrated on April 22, 1970, with the goal of
inspiring environmental awareness and encouraging the conservation, protection, and
appreciation of our nation’s natural resources; and
WHEREAS, the City of Elgin has demonstrated its commitment to the environment
through adoption of the Sustainability Action Plan on August 10, 2011; and
WHEREAS, the City of Elgin Sustainability Commission continues to implement the
Sustainability Action Plan and sponsor events focused on educating the community; and
WHEREAS, the City of Elgin will host its fourth annual Earth Day Celebration at
Hawthorne Hill Nature Center on Saturday, April 22 to educate our community on ways to
protect our planet and reduce our impact; and
WHEREAS, the City of Elgin Human Relations Commission will sponsor an Earth Day
event celebrating native and cultural heritage at the Gail Borden Public Library on Saturday,
April 22; and
WHEREAS, I, Mayor David Kaptain, have joined mayors across the country in the
Mayor’s National Climate Action Agenda to strengthen local efforts for reducing greenhouse gas
emissions and support federal and global-level policymaking.
NOW, THEREFORE, I, David Kaptain, Mayor of the City of Elgin, Illinois, do hereby
proclaim April 22, 2017, as Elgin Earth Day, and urge all citizens to be mindful of laws which

EDG’S ENHANCING ELGIN COMMITTEE PRESENTATION ON OPEN ELGIN
EVENT ON APRIL 22
Members of the Enhancing Elgin Committee provided information and a video regarding the
upcoming Open Elgin Event.
RECOGNIZE PERSONS PRESENT
Tony Sanders, School District U-46 CEO, stated his opposition to the proposed shooting gallery.
Lauren Prowicz stated her concern about the location of the shooting gallery.
David Lombardo provided information on his background and his work with the owner of the
Fox Valley Shoot Club to ensure safety of patrons and residents.
Margaret Zaryfa, a volunteer at Easter Seals, stated her concerns with the location of the
proposed shooting gallery.
Teresa Forthofer, President of Easter Seals, outlined her concerns regarding the location of the
shooting gallery.
Denyse Stoneback stated concerns regarding the location of the proposed shooting gallery.
Jill Atkinson stated her concerns regarding the impact the shooting gallery could have on the
neighborhood, including increased traffic,
Linda Fletcher stated concerns regarding the impact of the shooting gallery including traffic,
noise, and property values.
Megan Larson stated her concerns regarding the location of the shooting gallery.
Jessica Strauss outlined her concerns regarding the proposed location of the shooting gallery.
Heather Johnson stated her support of an increase in the minimum wage in the City.

BID 17-017 AWARDED TO ANCHOR MECHANICAL FOR CITY HALL HEADER
PIPING
Laura Valdez-Wilson, Management Analyst, provided information regarding the Building
Maintenance staff’s work on revamping the HVAC system in house.
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve a
contract with Anchor Mechanical to install header piping at city hall in the amount of $52,257.
Upon a roll call vote: Yeas: Councilmembers Gavin, Martinez, Powell, Prigge, Rauschenberger,
Shaw, Steffen, and Mayor Kaptain. Nays: None.
BID 17-018 AWARDED TO EARLEY INSULATION INC. FOR CITY HALL PIPE
INSULATION
Councilmember Powell made a motion, seconded by Councilmember Martinez, to approve a
contract with Earley Insulation Inc. to install pipe insulation at City Hall in the amount of
$36,800. Upon a roll call vote: Yeas: Councilmembers Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

BID 17-020 AWARDED TO VARIOUS VENDORS FOR BITUMINOUS PATCHING
MIXTURES GROUPS I AND II
Councilmember Martinez made a motion, seconded by Councilmember Powell, to authorize the
purchase of bituminous patching mixtures (Group I) from Plote Construction, Inc. in the amount
of $141,120 and (Group II) from Arrow Road Construction in the amount of $27,600. Upon a
roll call vote: Yeas: Councilmembers Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw,
Steffen, and Mayor Kaptain. Nays: None.
PETITIONS 31-16, 32-16 AND 33-16 – 780 S MCLEAN BOULEVARD – MOTION
FAILED FOR THE FOLLOWING: A TEXT AMENDMENT TO THE ARC ARTERIAL
ROAD CORRIDOR OVERLAY DISTRICT, MAP AMENDMENT TO PNB PLANNED
NEIGHBORHOOD BUSINESS DISTRICT, AND CONDITIONAL USE FOR FIREARM
SALES AND AMUSEMENT AND RECREATIONAL SERVICE, NOT ELSEWHERE
CLASSIFIED (SHOOTING GALLERY)
Marc Mylott, Community Development Director, provided an overview of Petition 31-16, 32-16,
and 33-16 which would include a text amendment, a map amendment and grant a conditional use
to allow for firearm sales and a shooting gallery. Staff and the Planning and Zoning Commission
approved the petitions subject to the conditions outlined in the memo.
There was discussion regarding the procedures that are followed regarding public notice. Mayor
Kaptain noted that there was pending legislation in Springfield that may impact the petitions.
Councilmember Powell made a motion, seconded by Councilmember Rauschenberger, to table
consideration of the Petitions. Upon a roll call vote: Yeas: Councilmembers Martinez, Powell,
Rauschenberger, and Mayor Kaptain. Nays: Councilmembers Gavin, Prigge, Shaw and Steffen.
Motion failed.
There was discussion regarding the proximity to the Easter Seals facility and the preschool in the
same building. Also discussed were noise issues, air quality, property values, increased traffic
volume and crime statistics. The petitioner addressed questions regarding what types of guns
would be allowed at the shooting gallery and the merchandise to be sold at the location.
Councilmember Shaw made a motion, seconded by Councilmember Gavin, to approve Petition
31-16, 32-16, and 33-16 subject to conditions. Upon a roll call vote: Yeas: Councilmembers
Gavin, Martinez, and Steffen. Nays: Councilmembers Powell, Prigge, Rauschenberger, Shaw
and Mayor Kaptain. Motion failed.

By unanimous consent, Councilmember Powell made a motion, seconded by Councilmember
Steffen, to pass Ordinance Nos. S2-17 and S3-17 and adopt Resolution Nos. 17-49 through 17-
51 by omnibus vote. Upon a roll call vote: Yeas: Councilmembers Gavin, Martinez, Powell,

with SmithGroup JJR for design and engineering services in connection with the Jack E. Cook

that pursuant to Elgin Municipal Code Section 5.02.020B(9) the City Council hereby finds that an
exception to the requirements of the procurement ordinance is necessary and in the best interest of
the city; and
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS,
that Richard G. Kozal, City Manager, be and is hereby authorized and directed to execute a services
agreement on behalf of the City of Elgin with Motorola Solutions for hardware and software
maintenance of Intrado 911 and non-emergency phone systems, a copy of which is attached hereto
and made a part hereof by reference.

DESIGNATING 674 S. LIBERTY STREET, ELGIN, ILLINOIS
AS A THEMATIC HISTORIC DISTRICT PROPERTY
WITHIN THE ELGIN BUNGALOW THEMATIC HISTORIC DISTRICT
WHEREAS, the owner(s) of record of the property commonly known as 674 S. Liberty
Street, Elgin, Illinois, has filed an application with the City of Elgin requesting that such property
be designated as a Thematic Historic District Property within the Elgin Bungalow Thematic
Historic District; and
WHEREAS, on March 7, 2017, the Elgin Heritage Commission conducted a public hearing
and determined whether 674 S. Liberty Street meets the criteria of the Elgin Municipal Code, 1976,
as amended, for designation as a Thematic Historic District Property within the Elgin Bungalow
Thematic Historic District; and
WHEREAS, the Elgin Heritage Commission has submitted its report and findings in
support of its determination and recommendation; and
WHEREAS, the property at 674 S. Liberty Street embodies elements of design, detailing,
materials or craftsmanship that identify it as a Bungalow; and
WHEREAS, the property has been determined by the Elgin Heritage Commission as one
possessing the required characteristics to qualify as eligible to be designated within the Elgin
Bungalow Thematic Historic District; and
WHEREAS, the property has demonstrated character, interest, or value as part of the
development, heritage, or cultural characteristics of the community, county, state, or country; and
WHEREAS, the property retains its architectural and structural integrity and is worthy of
preservation; and
WHEREAS, it is appropriate to promote civic pride through an awareness of Elgin’s
unique development and history; and encourage the conservation and preservation of an important
segment of the man-made environment of the City of Elgin; and
WHEREAS, the City Council has reviewed the recommendation of the Elgin Heritage
Commission and concurs in the recommendation to designate 674 S. Liberty Street as a Thematic
Historic District Property within the Elgin Bungalow Thematic Historic District.

AT 972 WEST HIGHLAND AVENUE AS A HISTORICAL LANDMARK
WHEREAS, the Elgin Heritage Commission has conducted a public hearing and
determined that The Wing Mansion at 972 West Highland Avenue meets the criteria of the Elgin
Municipal Code, 1976, as amended, for designation of a historical landmark; and
WHEREAS, the Elgin Heritage Commission has submitted its report and findings in
support of its determination and recommendation; and
WHEREAS, The Wing Mansion at 972 West Highland Avenue has been identified by the
Elgin Heritage Commission, as a significant historical and architectural structure within the City
of Elgin due to its connection to prominent Elgin citizens and its significant architectural and
structural design; and
WHEREAS, it is appropriate to promote civic pride through an awareness of Elgin’s
unique development and history; and encourage the conservation and preservation of an important
segment of the man-made environment of the City of Elgin; and
WHEREAS, the City Council has reviewed the recommendation of the Elgin Heritage
