HomeMy WebLinkAbouts - October 22, 2014 CC437 VOLUME LXXIX OCTOBER 22, 2014 COUNCIL OF THE CITY OF ELGIN, ILLINOIS COUNCIL-MANAGER FORM OF GOVERNMENT REGULAR MEETING The regular meeting of the Council of the City of Elgin, Illinois, was held on October 22, 2014, in the Council Chambers. The meeting was called to order by Mayor Kaptain at 7:00 p.m. The Invocation was given by Pastor Raul De la Matta Maranatha from Worldwide Ministries and the Pledge of Allegiance was led by Mrs. Elinor Richoz ROLL CALL Roll call was answered by Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. MINUTES OF THE OCTOBER 8, 2014, COUNCIL MEETING APPROVED AS DISTRIBUTED Councilmember Prigge made a motion, seconded by Councilmember Steffen, to approve the October 8, 2014, Council Meeting Minutes as distributed. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. COMMUNICATIONS Extra Mile Day Proclamation Mayor Kaptain read the following proclamation: PROCLAMATION WHEREAS, the city of Elgin is a community that acknowledges that a special vibrancy exists within the entire community when its individual citizens collectively “go the extra mile” in personal effort, volunteerism, and service; and WHEREAS, Elgin is a community that encourages its citizens to maximize their personal contribution to the community by giving of themselves wholeheartedly and with total effort, commitment, and conviction to their individual ambitions, family, friends, and community; and OCTOBER 22, 2014 VOLUME LXXIX 438 WHEREAS, Elgin chooses to shine a light on and celebrate individuals and organizations within its community who “go the extra mile” in order to make a difference and lift up fellow members of their community; and WHEREAS, Elgin acknowledges the mission of the Extra Mile America Foundation to create 500 Extra Mile cities in America and is proud to support “Extra Mile Day”. NOW, THEREFORE, I, Dave Kaptain, Mayor of the City of Elgin, Illinois, do hereby proclaim November 1, 2014, to be Extra Mile Day in Elgin, and encourage each individual in our community to take time on this day to “go the extra mile” in his or her own life and to acknowledge all those around who are inspirational in their efforts to make their organizations, families, community, country, or world a better place. Kaptain Mayor RECOGNIZE PERSONS PRESENT Victor Pierce expressed his concerns about traffic issues and accidents at Shady Oaks and Summit (Route 58). He asked the city to look into options for traffic control to alleviate this problem. BID 14-040 AWARDED TO DAVEY TREE EXPERT COMPANY FOR TREE SERVICES IN REMINGTON MEADOWS AND REMINGTON SUBDIVISIONS IN PROVIDENCE Councilmember Shaw made a motion, seconded by Councilmember Gavin, to table the bid and rebid for a lower cost. Gregory J. Rokos, Public Services Director, provided information regarding the history of the project and the results of a previous request for bids. After a discussion Councilmember Shaw and Councilmember Gavin withdrew their motion and second. Councilmember Dunne made a motion, seconded by Councilmember Powell, to award Davey Tree Expert Company a contract in the amount of $131,120 for the removal of failing trees and plant replacements in the Remington Meadows and Remington at Providence subdivisions. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. VOLUME LXXIX OCTOBER 22, 2014 439 BID 14-042 AWARDED TO CARBON ACTIVATED CORPORATION FOR THE GAC FILTER MEDIA REMOVAL AND REPLACEMENT Councilmember Gavin made a motion, seconded by Councilmember Steffen, to award the GAC filter media removal and replacement bid to Carbon Activated Corporation in the amount of $149,000. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. CONTRACT APPROVED WITH F.H. PASCHEN FOR THE MCLEAN BOULEVARD PEDESTRIAN RAIL REPAIR AND REPLACEMENT There was discussion about other options for the location and why the railing was put in place. Councilmember Steffen made a motion, seconded by Councilmember Shaw, to approve a contract with F.H. Paschen in the amount of $83,126 to repair and replace the pedestrian rail along Wing Street and McLean Boulevard. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. RESOLUTION 14-156 ADOPTED APPROVING ANNUAL MEMBERSHIP RENEWAL WITH METRO WEST COUNCIL OF GOVERNMENT Councilmember Steffen made a motion, seconded by Councilmember Powell, to adopt the following resolution. Upon a roll call vote: Yeas: Councilmembers Dunne, Martinez, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Nays: Councilmembers Gavin, Prigge, and Shaw. Resolution No. 14-156 RESOLUTION APPROVING ANNUAL MEMBERSHIP RENEWAL WITH METRO WEST COUNCIL OF GOVERNMENT BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that it hereby approves the annual membership renewal with Metro West Council of Government. s/ David J. RESOLUTION 14-155 ADOPTED DETERMINING THAT CERTAIN REAL ESTATE LOCATED AT 1717 GIFFORD ROAD IS APPROPRIATE FOR CLASS 6B COOK COUNTY REAL PROPERTY ASSESSMENT CLASSIFICATION (THE PACKAGING WHOLESALERS) Councilmember Dunne made a motion, seconded by Councilmember Steffen, to adopt the following resolution. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Resolution No. 14-155 RESOLUTION DETERMINING THAT CERTAIN REAL ESTATE LOCATED AT 1717 GIFFORD ROAD IS APPROPRIATE FOR CLASS 6B COOK COUNTY REAL PROPERTY ASSESSMENT CLASSIFICATION (The Packaging Wholesalers) WHEREAS, the Packaging Wholesalers (the “Petitioner”) has applied for or is applying for a Class 6b Cook County Real Property Assessment Classification for the property located property located at 1717 Gifford Road, Cook County, Illinois, consisting of Permanent Index Numbers 06-31-202-001-0000; 06-31-202-003-0000; 06-31-202-007-0000; 06-31-202-008-0000; 06-31- 202-009-0000; 06-31-201-014-0000; and 06-31-201-015-0000 as further described in the legal description attached hereto as Exhibit “A” and made a part hereof (the “Property”); and WHEREAS, the Property is a vacant industrial property consisting of 1,432,643 square feet of total land area and 407,400 square feet of an existing building located thereon; and VOLUME LXXIX OCTOBER 22, 2014 441 WHEREAS, the Petitioner has applied for or is applying for a Class 6b property status for the Property based on the occupation of abandoned property for less than 24 months continuous vacancy with a purchase for value, special circumstances and substantial rehabilitation; and WHEREAS, has the Petitioner proven to the City Council of the City of Elgin, Illinois that such incentive is necessary for development to occur on this specific real estate and that special circumstances as described in Exhibit “B” attached hereto and made a part hereof justify finding that the Property is “abandoned” for purposes of the Class 6b even though the Property has been vacant and unused for less than 24 months and there has been a purchase for value. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that it hereby finds and determines that the Property is appropriate for classification 6b under the Cook County Real Property Assessment Classification Ordinance. BE IT FURTHER RESOLVED that the City of Elgin supports and consents to the Class 6b Cook County Real Property Assessment Classification for the Property based on the occupation of abandoned property for less than 24 months continuous vacancy with a purchase for value, special circumstances and substantial rehabilitation. BE IT FURTHER RESOLVED that the City of Elgin finds that the Class 6b Classification is necessary for development to occur on the Property. BE IT FURTHER RESOLVED THAT THE City Clerk be and is hereby authorized and directed to furnish the Office of the Cook County Assessor with two certified copies of this resolution. s/ David J.
