COUNCIL-MANAGER FORM OF GOVERNMENT
REGULAR MEETING
The regular meeting of the Council of the City of Elgin, Illinois, was held on April 24, 2013, in
the Council Chambers. The meeting was called to order by Mayor Kaptain at 7:00 p.m. The
Invocation was given by Pastor Tim Beam from the Elgin Bible Church and the Pledge of
Allegiance was led by Joan and Almeida Dominguez.
ROLL CALL
Roll call was answered by Councilmembers Dunne, Moeller, Powell, Prigge, Steffen, and Mayor
Kaptain. Absent: Councilmember Gilliam.
MINUTES OF THE APRIL 10, 2013, COUNCIL MEETING APPROVED AS

Councilmember Dunne made a motion, seconded by Councilmember Moeller, to approve the
April 10, 2013, Council Meeting Minutes as distributed. Upon a roll call vote: Yeas:

COMMUNICATIONS
YMCA Healthy Kids Day Proclamation
Mayor Kaptain read the following proclamation:
PROCLAMATION
WHEREAS, The YMCA is a cause-driven organization that strengthens community
through youth development, healthy living and social responsibility; and
WHEREAS, A strong community can only be achieved when we invest in our kids, our
health, our education and our neighbors; and
WHEREAS, YMCA’s Healthy Kids Day is the Y’s national initiative to improve the
health and well-being of families and to help them get a jump on creating a healthier summer for
their kids; and

WHEREAS, YMCA Healthy Kids Day celebrates kids’ health and teaches healthy habits
for kids and families, encourages active play, and inspires a lifetime love of physical activity;
and
WHEREAS, On April 27, 2013, Taylor Family Branch of the Prairie Valley Family
YMCA will sponsor YMCA Healthy Kids Day to inspire kids to carry a spirit of fun and
exploration throughout their summer, and give them the tools to keep growing and achieving all
year long.
NOW, THEREFORE, I, David Kaptain, Mayor of the City of Elgin, Illinois, do hereby
proclaim that Saturday, April 27, 2013 shall be observed as:

National Bike Month Proclamation
Mayor Kaptain read the following proclamation:
PROCLAMATION
WHEREAS, for more than a quarter of a century, the bicycle has been an important part
of the lives of most Americans; and
WHEREAS, today, millions of Americans engage in bicycling as an environmentally
sound, economical, healthy and recreational form of transportation; and
WHEREAS, the education of cyclists and motorists as to the safe and proper operation of
bicycles is important to ensure the safety of all road users; and
WHEREAS, the Elgin Bicycle and Pedestrian Advisory Committee and other advocacy
groups and independent cyclists throughout our city, state and national are promoting greater
awareness of bicycle operation and safety education in an effort to reduce accidents, injuries and
fatalities; and
WHEREAS, in 2010, the City of Elgin was named on the Honorable Mention list of
Bicycle Friendly Communities by the League of American Bicyclists.
NOW, THEREFORE, I, David Kaptain, Mayor of the City of Elgin, do hereby proclaim
the month of May, 2013 as NATIONAL BIKE MONTH in the City of Elgin and command its
observance to all citizens.

Illinois Association of Retired Firefighters - Deputy Chief Gerald Knust Retirement
Proclamation
Mayor Kaptain read the following proclamation:
PROCLAMATION
WHEREAS, The Illinois Association of Retired Firefighters was founded on November
19, 1983; and
WHEREAS, The Illinois Association of Retired Firefighters Association was formed to
keep retired firefighters in contact with each other after they officially left their positions and as a
way to promote fellowship and to stay abreast of issues that affect all retired firefighters like
insurance, pension and other benefits;
WHEREAS, Deputy Chief Gerald Knust is a founding member of the Elgin Retired
Firefighters Association, the local branch of the Illinois Association of Retired Firefighters, and
served as Secretary from approximately January of 2008.
WHEREAS, Deputy Chief Knust has announced his retirement from the Elgin Retired
Firefighters Association after faithful service to the firefighting community.
NOW, THEREFORE, I, Dave Kaptain, Mayor of the City of Elgin, Illinois on behalf of
the citizens of our community sincerely extend our gratitude to an extraordinary public servant
and citizen in recognition of his years of distinguished service.

WHEREAS, The Illinois Association of Retired Firefighters was founded on November

WHEREAS, the Illinois Association of Retired Firefighters Association was formed to

Firefighters Association after faithful service to the firefighting community.

RECOGNIZE PERSONS PRESENT
Bob Bedard, Elgin Fire Department, and Veronica Noland, U-46 School Board Member Elect,
presented Mayor Kaptain with a proclamation and gifts from Elgin’s Sister City Cauquenes,
Chile.
Jason Pawlowski, Downtown Neighborhood Association, announced upcoming events including
a brainstorming session on April 30th at the Centre and Out to Lunch on April 29th at Indulge.
Anthony Pedote invited the public to attend the Community Carnival starting on May 2, 2013
and the National Bike Show being held July 6, 2013
Vernon Joy expressed his concerns about employment opportunities for minorities, and
specifically for African Americans.

Ina Dews stated her concerns about diversity in the city and with city contracts.
City Manager Stegall outlined the efforts the city has made and the programs in place to address
diversity.
BID 13-022 AWARDED TO PLOTE CONSTRUCTION, INC., FOR INTERMITTENT
RESURFACING PROGRAM
Councilmember Steffen made a motion, seconded by Councilmember Prigge, to award the 2013
intermittent resurfacing bid to Plote Construction, Inc. in the amount of $1,576,778 to maintain
and enhance city infrastructure. Upon a roll call vote: Yeas: Councilmembers Dunne, Moeller,
Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None.
BID 13-030 AWARDED TO BOLDER CONTRACTORS FOR UNION AND SHERIDAN
STREET REHABILITATION AND SEWER SEPARATION PROJECT
Councilmember Powell made a motion, seconded by Councilmember Steffen, to award the
Union and Sheridan Street Rehabilitation and Sewer Separation Project bid to Bolder Contractors
in the amount of $5,141,136 to improve water mains, sanitary, storm and pavement
infrastructures on Union and Sheridan Streets and on several adjacent streets. Upon a roll call
vote: Yeas: Councilmembers Dunne, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain.
Nays: None.
CONTRACT AWARDED TO STANDARD EQUIPMENT COMPANY THROUGH THE
NORTHWEST MUNICIPAL CONFERENCE/SUBURBAN PURCHASING
COOPERATIVE JOINT PURCHASING PROGRAM TO PURCHASE A STOCK 2013
VACTOR MODEL 2112 PLUS FOR THE SEWER DIVISION
Councilmember Steffen made a motion, seconded by Councilmember Dunne, to award a contract
to Standard Equipment Company in the amount of $361,096 for the purchase of a Stock 2013
Vactor Model 2112 Plus for the Sewer Division. Upon a roll call vote: Yeas: Councilmembers
Dunne, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None.
PETITION NO. 01-13 APPROVED REQUESTING CONDITIONAL USE APPROVAL
TO ALLOW THE EXPANSION OF A PACKAGE LIQUOR ESTABLISHMENT
(571 NORTH MCLEAN BLVD, D/B/A WING PARK LIQUOR)
Marc Mylott, Community Development Director, provided an overview of the project. He
noted that staff and the Planning and Zoning Commission recommended approval subject to the
outlined conditions.

Councilmember Dunne made a motion, seconded by Councilmember Moeller, to approve
Petition 01-13 subject to conditions. Upon a roll call vote: Yeas: Councilmembers Dunne,

By unanimous consent, Councilmember Dunne made a motion, seconded by Councilmember
Powell, to pass Ordinance No. G20-13 and adopt Resolution Nos. 13-72 through 13-78 by

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS,
that David J. Kaptain, Mayor, and Kimberly A. Dewis, City Clerk, be and are hereby authorized
and directed to execute an intergovernmental agreement with the Huntley Fire Protection District
on behalf of the City of Elgin for automatic fire and emergency medical services, a copy of
which is attached hereto and made a part hereof by reference.

COMMUNICATIONS SYSTEM TELEPHONY INFRASTRUCTURE AND COMMAND
AND CONTROL SYSTEMS OF WEATHER WARNING SIREN NETWORK
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS,
that pursuant to Elgin Municipal Code Section 5.02.020B(9) the City Council hereby finds that
an exception to the requirements of the procurement ordinance is necessary and in the best
interest of the city; and
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS,
that Sean R. Stegall, City Manager, be and is hereby authorized and directed to execute a
services agreement on behalf of the City of Elgin with Motorola Solutions for maintenance of
emergency radio communications system telephony infrastructure and command and control
systems of weather warning siren network, a copy of which is attached hereto and made a part
hereof by reference.

AN ORDINANCE
AMENDING CHAPTER 6.06 OF THE
ELGIN MUNICIPAL CODE, 1976, AS AMENDED,
ENTITLED “ALCOHOLIC LIQUOR DEALERS”
TO AMEND THE NUMBER OF CERTAIN
AVAILABLE LIQUOR LICENSE CLASSIFICATIONS
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF ELGIN, ILLINOIS:
Section 1. That Section 6.06.050 of the Elgin Municipal Code, 1976, as amended,
entitled “Licenses; Number to be Issued:” be and is hereby further amended by amending
subparagraphs N and O thereof to read as follows:
“N. The number is class F licenses shall not exceed ten (10) in number.
O. The number of class F-1 licenses shall not exceed three (3) in number.”
Section 2. That all ordinances or parts of ordinances in conflict with the provisions of
this ordinance are hereby repealed to the extent of any such conflict.

Section 3. That this ordinance shall be in full force upon its passage and publication
in the manner provided by law.
