HomeMy WebLinkAboutv - November 28, 2012 CC675 VOLUME LXXVII NOVEMBER 28, 2012 COUNCIL OF THE CITY OF ELGIN, ILLINOIS COUNCIL-MANAGER FORM OF GOVERNMENT REGULAR MEETING The regular meeting of the Council of the City of Elgin, Illinois, was held on November 28, 2012, in the Council Chambers. The meeting was called to order by Mayor Kaptain at 7:20 p.m. The Invocation was given by Pastor Paris Donehoo from the 1st Congregational Church and the Pledge of Allegiance was led by Nancy Roder. ROLL CALL Roll call was answered by Councilmembers Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Absent: Councilmember Dunne. MINUTES OF THE NOVEMBER 14, 2012, COUNCIL MEETING APPROVED AS DISTRIBUTED Councilmember Moeller made a motion, seconded by Councilmember Steffen, to approve the November 14, 2012, Council Meeting Minutes as distributed. Upon a roll call vote: Yeas: Councilmembers Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. RECOGNIZE PERSONS PRESENT Todd Martin, representative of the Sustainability Commission, asked the council for their support for the proposed Mighty Acorns program. He noted that Hillcrest Elementary expressed their interest in participating in the program if approved, and would have the students walk to the Hawthorne Hill Nature Center. Chuck Keysor, representative of the Elgin Octave, announced a candidate’s forum to be held on January 12, 2013 at the New Covenant Church. He noted a survey would go out to the candidates to ask about their positions on important issues. NOVEMBER 28, 2012 VOLUME LXXVII 676 RESOLUTION 12-173 AUTHORIZING EXECUTION OF AN AGREEMENT WITH CONSERVATION FOUNDATION FOR THE MIGHTY ACORNS EDUCATIONAL PROGRAMMING AT THE HAWTHORNE HILL NATURE CENTER Councilmember Moeller made a motion, seconded by Councilmember Gilliam, to remove from the table Resolution 12-173. Upon a roll call vote: Yeas: Councilmembers Gilliam, Moeller, Powell, Prigge, Steffen and Mayor Kaptain. Nays: None. There was discussion regarding the transportation to the Nature Center. Also discussed was the number of sessions and how many students the program would serve. Staff noted there would be one class of thirty students this year and two classes of thirty students in the second year. Councilmember Gilliam made a motion, seconded by Councilmember Moeller, to approve Resolution 12-173. Upon a roll call vote: Yeas: Councilmembers Gilliam, Moeller, Powell, Steffen and Mayor Kaptain. Nays: Councilmember Prigge. Resolution No. 12-173 RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT WITH CONSERVATION FOUNDATION FOR THE MIGHTY ACORNS EDUCATIONAL PROGRAMMING AT THE HAWTHORNE HILL NATURE CENTER BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Sean R. Stegall, City Manager, and Kimberly A. Dewis, City Clerk, be and are hereby authorized and directed to execute an agreement with Conservation Foundation on behalf of the City of Elgin for the Mighty Acorns Educational Programming at the Hawthorne Hill Nature Center, a copy of which is attached hereto and made a part hereof by reference. s/ David J. Upon a roll call vote: Yeas: Councilmembers Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. RESOLUTION 12-174 ADOPTED AUTHORIZING EXECUTION OF PLAT OF EASEMENT FOR WATER SERVICE SHUT-OFF BOX ACCESS FROM VALLEY BELL CREDIT UNION (1950 BIG TIMBER) Councilmember Gilliam made a motion, seconded by Councilmember Steffen, to adopt the following resolution. Upon a roll call vote: Yeas: Councilmembers Gilliam, Moeller, Powell, Prigge, Steffen, and Mayor Kaptain. Nays: None. Resolution No. 12-174 RESOLUTION AUTHORIZING EXECUTION AND ACCEPTANCE OF A PLAT OF EASEMENT FOR WATER SERVICE SHUT-OFF BOX ACCESS FROM VALLEY BELL CREDIT UNION (1950 Big Timber Road) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that David J. Kaptain, Mayor, and Kimberly A. Dewis, City Clerk, be and are hereby authorized and directed to execute a plat of easement for water service shut-off box access from Valley Bell Credit Union for the property legally described on Exhibit A, a copy of which is attached hereto. BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to cause the grant of easement to be recorded in the office of the Recorder of Deeds of Kane County, Illinois. s/ David J. There was concerns regarding the total paid to this vendor during the year and the payment threshold that the city manager is authorized to approve. City Manager Stegall noted that this was a month to month arrangement and qualified for the city manager’s approval under the current policy. He noted that this payment could be brought forward to the Council for their review and approval in the future. Councilmember Steffen made a motion, seconded by Councilmember Gilliam, to place the following reports and minutes on file.
