COUNCIL OF THE CITY OF ELGIN, ILLINOIS
COUNCIL-MANAGER FORM OF GOVERNMENT
REGULAR MEETING
The regular meeting of the Council of the City of Elgin, Illinois, was held on March 18, 2009, in
the Council Chambers. The meeting was called to order by Mayor Schock at 7:00 p.m. A
moment of silence was observed in honor of our troops abroad and the Pledge of Allegiance was
led by Mayor Schock.
ROLL CALL
Roll call was answered by Councilmembers Figueroa, Gilliam, Kaptain, Steffen, Walters and
Mayor Schock. Absent: None.
MINUTES OF THE MARCH 4, 2009, COUNCIL MEETING APPROVED AS
DISTRIBUTED
Councilmember Figueroa made a motion, seconded by Councilmember Gilliam, to approve the
March 4, 2009, Council Meeting Minutes as distributed. Upon a roll call vote: Yeas:
Councilmembers Figueroa, Kaptain, Steffen, Walters, and Mayor Schock. Nays: None.
Councilmember Gilliam voted Present.
COMMUNICATIONS
Bob Loquercio, owner of Elgin Toyota, announced that the dealership is celebrating its tenth
anniversary in Elgin. He thanked the Council for the good working relationship between the
business and the city. Mayor Schock thanked Mr. Loquercio for originally selecting Elgin for
their dealership location.
RECOGNIZE PERSONS PRESENT
Deborah Willis spoke regarding the stimulus package. She would like the City to take
accountability for spending and would like to see more transparency in government.
Bill Jones, a member of the Isaac Walton League, said that the pine trees on the League property
were planted in 1946 in honor of the World War II veterans. He announced there will be a
rededication on April 13, 2009, and that the community is invited. He also mentioned that Fish
and Fun will be held again on Walter Island and details will be forthcoming.

Rich Green, a candidate for the Board of Trustees of Elgin Community College, said that he
would like to see the strong relationship between the City and the college continue.
BID 08-096 AWARDED TO WORKPLACE SOLUTIONS FOR AN EMPLOYEE
ASSISTANCE PROGRAM
Councilmember Kaptain made a motion, seconded by Councilmember Figueroa, to award a three
year contract to Workplace Solutions for an Employee Assistance Program at a cost not to
exceed $1.40 per employee per month. Upon a roll call vote: Yeas: Councilmembers Figueroa,
Gilliam, Kaptain, Steffen, Walters, and Mayor Schock. Nays: None.
BID 09-007 AWARDED TO VARIOUS VENDORS FOR GOLF CHEMICAL SUPPLIES
Councilmember Steffen made a motion, seconded by Councilmember Kaptain, to award the bid
for granular fertilizer, specialty chemicals and seed for the City golf courses to the low
responsive bidders; Conserv FS, Lesco Inc., Martenson Turf Products, Growing Solutions, BTSI,
Soil Technologies, Chicagoland Turf, and Reinders, as needed, and not to exceed the estimated
$73,634.34 in total as described in Attachment A in the memo provided to Council. Upon a roll
call vote: Yeas: Councilmembers Figueroa, Gilliam, Kaptain, Steffen, Walters, and Mayor
Schock. Nays: None.
BID 09-011 AWARDED TO VARIOUS VENDORS FOR POOL CHEMICALS
Councilmember Walters made a motion, seconded by Councilmember Figueroa, to award
contracts to Basic Chemical Solutions, Barson Chemical Company, Halogen Supply Company,
and SCP Distributors for pool chemicals for Lords Park Family Aquatic Center, Wing Park
Family Aquatic Center, and The Centre’s Adventure Island in the total amount of $56,532.68.
Upon a roll call vote: Yeas: Councilmembers Figueroa, Gilliam, Kaptain, Steffen, Walters, and
Mayor Schock. Nays: None.
RESOLUTION 09-79 ADOPTING A PURCHASE OF SERVICE AGREEMENT WITH
THE DOWNTOWN NEIGHBORHOOD ASSOCIATION
Councilmember Gilliam made a motion, seconded by Councilmember Figueroa, to adopt the
following resolution. Upon a roll call vote: Yeas: Councilmembers Figueroa, Gilliam, Kaptain,
Walters, and Mayor Schock. Nays: None. Councilmember Steffen abstained due to conflict.

Resolution No. 09-79 RESOLUTION AUTHORIZING EXECUTION OF A PURCHASE OF SERVICE AGREEMENT WITH THE DOWNTOWN NEIGHBORHOOD ASSOCIATION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Olufemi Folarin, City Manager, and Diane Robertson, City Clerk, be and are hereby authorized and directed to execute a Purchase of Service Agreement on behalf of the City of Elgin with the Downtown Neighborhood Association for downtown revitalization, a copy of which is attached hereto and made a part hereof by reference.

ABATING THE ANNUAL TAX FOR 2008 FOR
GENERAL OBLIGATION CORPORATE PURPOSE BONDS, SERIES 1996A
WHEREAS, the City of Elgin will have sufficient funds on hand to pay the tax levied by
Ordinance S14-96, An Ordinance Providing for the Issuance of $21,640,000 General Obligation
Corporate Purpose Bonds, Series 1996A, of the City of Elgin, Kane and Cook Counties, Illinois,
and Providing for the Levy and Collection of a Direct Annual Tax for the Payment of the
Principal of and Interest on said Bonds; and
WHEREAS, the levy of the tax for the year 2008 provided in the ordinance is
unnecessary.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF ELGIN, ILLINOIS:
Section 1. That the County Clerks of Kane and Cook Counties, are hereby authorized
and directed to abate the tax of $121,538 for the year 2008 as provided and levied in the
ordinance providing for the issuance of $21,640,000 General Obligation Corporate Purpose
Bonds, Series 1996A, passed December 4, 1996, a copy of which was filed with each of said
county clerks
Section 2. That the City Clerk is authorized and directed to file a certified copy of this
ordinance with the County Clerks of Kane and Cook Counties, Illinois, on or before April 8,
2009.
Section 3. That this ordinance shall be in full force and effect from and after its
passage in the manner provided by law.

Ordinance S8-97, An Ordinance Providing for the Issuance of $4,860,000 General Obligation
Corporate Purpose Bonds, Series 1997A, of the City of Elgin, Kane and Cook Counties, Illinois,
and Providing for the Levy and Collection of a Direct Annual Tax for the Payment of the
Principal of and Interest on said Bonds; and
WHEREAS, the levy of the tax for the year 2008 provided in the ordinance is
unnecessary.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF ELGIN, ILLINOIS:
Section 1. That the County Clerks of Kane and Cook Counties, are hereby authorized
and directed to abate the tax of $62,425 for the year 2008 as provided and levied in the ordinance
providing for the issuance of $4,860,000 Corporate Purpose Bonds, Series 1997A, passed
May 14, 1997, a copy of which was filed with each of said county clerks.
Section 2. That the City Clerk is authorized and directed to file a certified copy of this
ordinance with the County Clerks of Kane and Cook Counties, Illinois, on or before April 8,
2009.
Section 3. That this ordinance shall be in full force and effect from and after its

Obligation Corporate Refunding Bonds, Series 1998B, of the City of Elgin, Kane and Cook
Counties, Illinois, and Providing for the Levy and Collection of a Direct Annual Tax for the
Payment of the Principal of and Interest on said Bonds; and
WHEREAS, the levy of the tax for the year 2008 provided in the ordinance is
unnecessary.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF ELGIN, ILLINOIS:
Section 1. That the County Clerks of Kane and Cook Counties, are hereby authorized
and directed to abate a portion of the tax of $3,980,378 for the year 2008 as provided and levied
in the ordinance providing for the issuance of $40,775,000 General Obligation Corporate
Refunding Bonds, Series 1998B, passed April 8, 1998, a copy of which was filed with each of
said county clerks; said tax shall be abated by reducing said sum $977,858 and extending a tax
for the year 2008 in the amount of $3,002,520 against all taxable property situated in the City of
Elgin, Kane and Cook Counties, Illinois.

Counties, Illinois, and providing for the Levy and Collection of a Direct Annual Tax for the
payment of the Principal of and Interest on said Bonds; and
WHEREAS, the levy of the tax for the year 2008 provided in the ordinance is
unnecessary.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF ELGIN, ILLINOIS:
Section 1. That the County Clerks of Kane and Cook Counties are hereby authorized
and directed to abate a portion of the tax of $1,783,243 for the year 2008 as provided and levied
in the ordinance providing for the issuance of $24,810,000 General Obligation Corporate
Purpose Bonds, Series 2000, passed April 26, 2000, a copy of which was filed with each of said
county clerks, said tax shall be abated by reducing said sum $1,678,043 and extending a tax for
the year 2008 in the amount of $105,200 against all taxable property situated in the City of Elgin,
Kane and Cook Counties, Illinois.

WHEREAS, the levy of the tax for the year 2008 provided in the ordinance is
unnecessary.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF ELGIN, ILLINOIS:
Section 1. That the County Clerks of Kane and Cook Counties are hereby authorized
and directed to abate a portion of the tax of $1,579,619 for the year 2008 as provided and levied
in the ordinance providing for the issuance of $13,715,000 General Obligation Refunding Bonds,
Series 2001B, passed April 25, 2001, a copy of which was filed with each of said county clerks,
said tax shall be abated by reducing said sum $1,056,319 and extending a tax for the year 2008 in
the amount of $523,300 against all taxable property situated in the City of Elgin, Kane and Cook
Counties, Illinois.

the ordinance providing for the issuance of $8,775,000 General Obligation Corporate Purpose
Bonds, Series 2002, passed April 24, 2002, a copy of which was filed with each of said county
clerks, said tax shall be abated by reducing said sum $450,688 and extending a tax for the year
2008 in the amount of $350,730 against all taxable property situated in the City of Elgin, Kane
and Cook Counties, Illinois.
Section 2. That the City Clerk is authorized and directed to file a certified copy of this

WHEREAS, the City of Elgin will have sufficient funds on hand to pay a portion of the
tax levied by Ordinance S1-03, an Ordinance providing for the issuance of $15,625,000 General
Obligation Refunding Bonds, Series 2003, of the City of Elgin, Kane and Cook Counties,
Illinois, and providing for the Levy and Collection of a Direct Annual Tax for the payment of the
Principal of and Interest on said Bonds; and
WHEREAS, the levy of the tax for the year 2008 provided in the ordinance is
unnecessary.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF ELGIN, ILLINOIS:
Section 1. That the County Clerks of Kane and Cook Counties are hereby authorized
and directed to abate a portion of the tax of $2,161,625 for the year 2008 as provided and levied
in the ordinance providing for the issuance of $15,625,000 General Obligation Refunding Bonds,
Series 2003, passed January 22, 2003, a copy of which was filed with each of said county clerks;
said tax shall be abated by reducing said sum $1,764,000 and extending a tax for the year 2008 in
the amount of $397,625 against all taxable property situated in the City of Elgin, Kane and Cook
Counties, Illinois.
Section 2. That the City Clerk is authorized and directed to file a certified copy of this

Ordinance No. T23-09 AN ORDINANCE REGARDING ABATING A PORTION OF THE ANNUAL TAX FOR 2008 FOR REFUNDING AND CORPORATE PURPOSE BONDS WHEREAS, the City Council has adopted Ordinance Numbers T5-09, T6-09, T7-09, T9-09, T10-09, T11-09, T12-09, and T17-09 providing for abating a portion of the annual tax for 2008 for refunding and corporate purpose bonds for the series bonds referred to in such ordinances; and WHEREAS, depending upon the 2008 assessed valuation figures and the state multiplier it may be necessary to further adjust the amounts of the abatement and resulting tax levy in Section 1 of such ordinances in order to arrive at a 2008 tax rate for the City of Elgin not to exceed $1.9299 per $100.00 of assessed valuation. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1. That the city’s Fiscal Services Director be and is hereby authorized and directed that upon receipt of 2008 assessed valuation figures and the state multiplier to adjust, to the extent reasonably practicable, the amount of the abatement and resulting tax levy in the Section 1 of Ordinance Numbers T5-09, T6-09, T7-09, T9-09, T10-09, T11-09, T12-09, and T17-09 so as to attempt to arrive at a 2008 tax rate for the City of Elgin not to exceed $1.9299 per $100 of assessed valuation. The city’s Fiscal Services Director shall make such adjustments, if any, prior to the filing of a certified copy of Ordinance Numbers T5-09, T6-09, T7-09, T9-09, T10-09, T11-09, T12-09, and T17-09 with the County Clerks of Kane and Cook Counties, Illinois, whereupon the amount of the abatement and tax levy in Section 1 of Ordinance Numbers T5-09, T6-09, T7-09, T9-09, T10-09, T11-09, T12-09, and T17-09 shall be deemed final. Section 2. That this ordinance shall be in full force and effect from and after its passage in the manner provided by law.

AN ORDINANCE
ESTABLISHING FEES FOR VARIOUS CITY SERVICES, PERMITS,
LICENSES, USE OF FACILITIES AND OTHER MATTERS
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS:
Section 1. That the fees, charges and rates for 2009 as set forth in the User Fees
Exhibit from the adopted 2009 Budget 2009-2013 Financial Plan, dated Amended March 18,
2009, attached hereto as Exhibit 1, be and the same are hereby established for the various city
services, permits, licenses, use of facilities and other matters as set forth in such attached User
Fees Exhibit.
Section 2. That all ordinances or parts of ordinances in conflict with the provisions of
this ordinance be and are hereby repealed.
Section 3. That this ordinance shall be in full force and effect from and after its
passage.

AN ORDINANCE
ADOPTING AND PUBLISHING AN OFFICIAL ZONING MAP
WHEREAS, 65 ILCS 5/11-13-19 provides that the corporate authorities shall cause to be
published each year a map clearly showing the existing zoning uses, divisions, restrictions,
regulations and classifications of a municipality.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF ELGIN, ILLINOIS:
Section 1. That the map attached hereto as Exhibit 1 entitled "City of Elgin 2009
Zoning Map" dated March, 2009 be and is hereby adopted as the official zoning map for the City
of Elgin, Illinois.
Section 2. That the city's department of planning and neighborhood services is hereby
directed to cause the publication of the City of Elgin's official zoning map.
Section 3. That the following fees are hereby established to be charged to any person
desiring a copy of such official zoning map or portions thereof to defray the cost of publication
of the official zoning map: The city-wide map - $55.00; each quadrant map - $25.00; the entire
five map set - $145.00.
Section 4. That all ordinances or parts of ordinances in conflict with the provisions of
this ordinance be and are hereby repealed.
Section 5. That this ordinance shall be in full force and effect upon its passage and
publication in the manner provided by law.
