COUNCIL OF THE CITY OF ELGIN, ILLINOIS
COUNCIL-MANAGER FORM OF GOVERNMENT
REGULAR MEETING
The regular meeting of the Council of the City of Elgin, Illinois, was held on March 21, 2007, in
the Council Chambers. The meeting was called to order by Mayor Schock at 7:00 p.m. The
Invocation was given by Ms. Ina Dews and the Pledge of Allegiance was led by Fire Chief
Michael Falese.
ROLL CALL
Roll call was answered by Councilmembers Figueroa, Gilliam, Kaptain, Rodgers, Sandor,
Walters and Mayor Schock. Absent: None.
COMMUNICATIONS
Presentation of Trophy won by the Water Department Operators
Kyla Jacobsen, Water System Superintendent, presented an award to the operators of the City’s
Water Department from the American Waterworks Association, which is an organization
dedicated to the promotion of American health and welfare in the provision of drinking water in
sufficient quality and quantity. Several years ago the National Water Waterworks Association
began a Top Ops competition, and the Illinois section started a Top Ops competition last year.
The competition is a fast-paced jeopardy style tournament to display the knowledge and
competency of water operators. Elgin competed in 2006, the team won, and then they traveled to
San Antonio to compete at the national level. This year Elgin again won the Top Ops
competition and earned the right to represent the State of Illinois and City of Elgin at the national
competition to be held in June. A traveling trophy indicating that Elgin won in 2006 and 2007
will be displayed by the City. On behalf of the American Waterworks Association, Ms. Jacobsen
presented a very large permanent trophy to the Elgin operators, who she has always said are the
best.
Mayor Schock said that the City Council is very proud of the Elgin Water Department and Elgin
operators. He congratulated them for winning for two years and thanked them for everything
they do on a daily basis to provide the City with great water.

BID 06-108A AWARDED TO ELGIN CAR WASH AND BRITTAIN’S CAR WASH FOR
THE CLEANING OF CITY VEHICLES
Councilmember Gilliam made a motion, seconded by Councilmember Walters, to approve a
three-year contract for the cleaning services for city vehicles to Elgin Car Wash, for east side full
service car washes, and Brittain’s Car Wash for west side basic services car washes, for an
annual amount not to exceed $48,000. Upon a roll call vote: Yeas: Councilmembers Figueroa,
Gilliam, Kaptain, Rodgers, Sandor, Walters, and Mayor Schock. Nays: None.
BID 07-002 AWARDED TO ENTRE COMPUTER SOLUTIONS FOR THE PURCHASE
OF ONE HUNDRED (100) 19” LCD MONITORS
Councilmember Sandor made a motion, seconded by Councilmember Walters, to approve the
purchase of one hundred (100) 19” LCD monitors from Entre Computer Solutions at a total cost
of $17,600. Upon a roll call vote: Yeas: Councilmembers Figueroa, Gilliam, Kaptain, Rodgers,
Sandor, Walters, and Mayor Schock. Nays: None.
BID 07-015 AWARDED TO VARIOUS VENDORS THE PURCHASE OF GOLF
COURSE CHEMICALS
Councilmember Rodgers made a motion, seconded by Councilmember Figueroa, to award
contracts for granular fertilizer, specialty chemicals and seed for the City of Elgin golf course to
the various vendors below as detailed for a not to exceed estimated total amount of $69,275.

Councilmember Sandor made a motion, seconded by Councilmember Walters, to award the
purchase of three (3) 2008 four wheel drive pick-up trucks with plows to Ron Hopkins Ford in
the amount of $69,006 and for one (1) 2008 four wheel drive pick-up truck with plow to
Landmark Ford in the amount of $20,946, and that the four existing vehicles be used as trade-ins
for the purchases. Upon a roll call vote: Yeas: Councilmembers Figueroa, Gilliam, Kaptain,

PETITION 10-07 REQUESTING APPROVAL OF AN AMENDMENT TO PGI
PLANNED GENERAL INDUSTRIAL DISTRICT ORDINANCE NO. G65-00 TO
PERMIT THE DEVELOPMENT OF THREE INDUSTRIAL BUILDINGS; PROPERTY
LOCATED AT 300 AIRPORT ROAD BY NORTHERN BUILDERS, INC., AS
APPLICANT, AND HARRIS, N. A. AS TRUSTEE UNDER TRUST NO. HTB 1020, AS
OWNER
Community Development Director Deering stated that the subject property involves 26 acres on
Airport Road on which the applicant proposes to construct three industrial buildings to be used
for a manufacturing business.
Councilmember Walters made a motion, seconded by Councilmember Figueroa, to approve
Petition 10-07 subject to conditions. Upon a roll call vote: Yeas: Councilmembers Figueroa,
Gilliam, Kaptain, Rodgers, Sandor, Walters, and Mayor Schock. Nays: None.
FINAL PUBLIC HEARING REGARDING FISCAL YEAR 2007-2008 COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
Mayor Schock declared the public hearing open.
Community Development Director Deering stated that on February 14, 2007, the City Council
preliminarily approved five projects for the 2007-2008 CDBG year totaling $777,000.
Subsequent to that meeting, HUD informed Elgin that it will receive an additional $85,946 for a
total budget of $862,946. At the City Council’s direction, these additional funds were allocated
to the Housing Authority of Elgin’s Rear Entry Door Project and the Residential Rehabilitation
Grant Program.
Councilmember Rodgers stated that in future years she would like to have consideration given to
Habitat for Humanity for CDBG funding.
Mayor Schock declared the public hearing closed.

RESOLUTION 07-79 ADOPTED AUTHORIZING FILING OF APPLICATION AND
ONE YEAR ACTION PLAN FOR A GRANT UNDER THE HOUSING AND
COMMUNITY DEVELOPMENT ACT OF 1974
Councilmember Figueroa made a motion, seconded by Councilmember Walters, to adopt the

RESOLUTION
AUTHORIZING FILING OF APPLICATION AND ONE YEAR ACTION PLAN FOR
A GRANT UNDER THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974
WHEREAS, Title 1 of the Housing and Community Development Act of 1974 provides
for block grant funding assistance to units of local governments for the purpose of strengthening
the ability of said governments and elected officials to determine the community development
needs, set priorities, and allocate resources to various activities; and
WHEREAS, the City Council of Elgin, Illinois, has determined that additional emphasis
is needed in the area of community development in order that beneficial solutions to the
preservation and rehabilitation of affordable housing, the rehabilitation of public facilities, and
support for public service activities may be addressed.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF ELGIN, ILLINOIS:
Section 1. That a submission be made to the Department of Housing and Urban
Development for a grant in the amount of Eight Hundred Sixty-Two Thousand, Nine Hundred
and Forty-Six Dollars ($862,946) for the following projects:
1. RESIDENTIAL REHABILITATION GRANT PROGRAM
CDBG funds will be used to provide grants and loans for the rehabilitation of
housing owned and/or occupied by low and moderate income families.
Submitting Agency: City of Elgin’s Community Development Group
Location: City-wide activity
Proposed Level of Funding: $529,946
2. CDBG PROGRAM ADMINISTRATION
CDBG funds will be used for program administration, including program
oversight, management, monitoring and coordination; the preparation and
submission of reports as required by federal regulations; and public information
and assistance.

from needed social services.

4. BETHESDA CHILD CARE SUBSIDY PROGRAM
CDBG funds will be used to pay staff salaries associated with the operation of the
traditional and extended care child care programs and for the first week of child
care for new low and moderate income families.

5. YWCA BOILER REPLACEMENT PROJECT
CDBG funds will be used to install two new boiler units.

6. HOUSING AUTHORITY OF ELGIN REAR ENTRY DOOR PROJECT
CDBG funds will be used to restructure the rear building entrance at the Housing
Authority’s senior apartment building.
Submitting Agency: The Housing Authority of Elgin
Location: 120 S. State St., Elgin
Proposed Level of Funding: $56,000
Section 2. That the City Manager is hereby authorized and directed to execute and file
such submission with the Department of Housing and Urban Development and to provide
additional information and furnish such documents as may be required by said Department to
execute such agreements as are required by said Department, and to act as the authorized
correspondent of the City of Elgin.

WHEREAS, the levy of the tax for the year 2006 provided in the ordinance is
unnecessary.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY

Section 1. That the County Clerks of Kane and Cook Counties, are hereby authorized
and directed to abate the tax of $121,538 for the year 2006 as provided and levied in the
ordinance providing for the issuance of $21,640,000 General Obligation Corporate Purpose
Bonds, Series 1996A, passed December 4, 1996, a copy of which was filed with each of said
county clerks
Section 2. That the City Clerk is authorized and directed to file a certified copy of this

and directed to abate a portion of the tax of $4,044,190 for the year 2006 as provided and levied
in the ordinance providing for the issuance of $40,775,000 General Obligation Corporate
Refunding Bonds, Series 1998B, passed April 8, 1998, a copy of which was filed with each of
said county clerks; said tax shall be abated by reducing said sum $919,048 and extending a tax
for the year 2006 in the amount of $3,125,142 against all taxable property situated in the City of
Elgin, Kane and Cook Counties, Illinois.
Section 2. That the City Clerk is authorized and directed to file a certified copy of this
ordinance with the County Clerks of Kane and Cook Counties, Illinois, on or before April 11,
2007.

payment of the Principal of and Interest on said Bonds; and
WHEREAS, the levy of the tax for the year 2006 provided in the ordinance is
unnecessary.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF ELGIN, ILLINOIS:
Section 1. That the County Clerks of Kane and Cook Counties, are hereby authorized
and directed to abate the tax of $396,423 for the year 2006 as provided and levied in the
ordinance providing for the issuance of $9,750,000 General Obligation Corporate Purpose

Counties, Illinois, and providing for the Levy and Collection of a Direct Annual Tax for the
payment of the Principal of and Interest on said Bonds; and
WHEREAS, the levy of the tax for the year 2006 provided in the ordinance is
unnecessary.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF ELGIN, ILLINOIS:
Section 1. That the County Clerks of Kane and Cook Counties, are hereby authorized
and directed to abate a portion of the tax of $1,810,320 for the year 2006 as provided and levied
in the ordinance providing for the issuance of $24,810,000 General Obligation Corporate
Purpose Bonds, Series 2000, passed April 26, 2000, a copy of which was filed with each of said
county clerks, said tax shall be abated by reducing said sum $1,694,770 and extending a tax for
the year 2006 in the amount of $115,550 against all taxable property situated in the City of Elgin,
Kane and Cook Counties, Illinois.
Section 2. That the City Clerk is authorized and directed to file a certified copy of this
ordinance with the County Clerks of Kane and Cook Counties, Illinois, on or before April 11,
2007.
Section 3. That this ordinance shall be in full force and effect from and after its
passage in the manner provided by law.

WHEREAS, the City of Elgin will have sufficient funds on hand to pay the tax levied by
Ordinance S4-01, an Ordinance providing for the issuance of $5,525,000 General Obligation
Refunding Bonds, Series 2001A, of the City of Elgin, Kane and Cook Counties, Illinois, and
providing for the Levy and Collection of a Direct Annual Tax for the payment of the Principal of
and Interest on said Bonds; and
WHEREAS, the levy of the tax for the year 2006 provided in the ordinance is
unnecessary.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF ELGIN, ILLINOIS:
Section 1. That the County Clerks of Kane and Cook Counties, are hereby authorized
and directed to abate the tax of $555,618 for the year 2006 as provided and levied in the

WHEREAS, the City Council has adopted Ordinance Numbers T2-07, T3-07, T4-07, T6-
07, T7-07, T8-07, T9-07, and T14-07 providing for abating a portion of the annual tax for 2006
for refunding and corporate purpose bonds for the series bonds referred to in such ordinances;
and
WHEREAS, depending upon the 2006 assessed valuation figures and the state multiplier
it may be necessary to further adjust the amounts of the abatement and resulting tax levy in
Section 1 of such ordinances in order to arrive at a 2006 tax rate for the City of Elgin not to

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY

Section 1. That the city’s Fiscal Services Director be and is hereby authorized and
directed that upon receipt of 2006 assessed valuation figures and the state multiplier to adjust, to
the extent reasonably practicable, the amount of the abatement and resulting tax levy in the
Section 1 of Ordinance Numbers T2-07, T3-07, T4-07, T6-07, T7-07, T8-07, T9-07, and T14-07
so as to attempt to arrive at a 2006 tax rate for the City of Elgin not to exceed $1.9299 per $100

prior to the filing of a certified copy of Ordinance Numbers T2-07, T3-07, T4-07, T6-07, T7-07,

RESOLUTION 07-81 ADOPTED AUTHORIZING A LOAN AGREEMENT WITH
PUBLIC ACTION TO DELIVER SHELTER OF ELGIN, INC. IN THE AMOUNT OF
$300,000
At Councilmember Walters’ request, Dennis Hewitt, Executive Director of PADS, explained that
PADS’ homeless shelter doesn’t qualify for Super Nova funding from HUD. An article in
today’s Courier News stated that a number of other agencies received money from HUD for
different homeless issues. Mr. Hewitt explained that this funding is for the specific purpose of
transitional or permanent supportive housing and isn’t available for this specific PADS need.
Councilmember Kaptain stated that he believes the City has an obligation to the homeless people
within the City of Elgin and also has an obligation to the not-for-profit organizations to support
them in times of need. He believes this certainly qualifies. However, he expressed concern
about this loan setting a precedent. He asked that the City Manager establish guidelines if there
are similar requests in the future.
Councilmember Sandor stated that he is fully supporting this loan because of the circumstances
which make this loan necessary. He is surprised that due to a technicality, the State government
at the last minute is pulling a grant that has been in effect for years. He further stated that
requiring PADS to return the grant funds is government at its worst.
Councilmember Walters stated that he is delighted that this is finally going to close the gap to get
this done. He is ashamed of the State of Illinois and is delighted that the City of Elgin cares for
its citizens.
Councilmember Rodgers stated that when she found out PADS was in jeopardy of losing the
grant, she e-mailed the Governor about the importance of the grant for the homeless shelter.

Although she received a response, it was not favorable. She stated that she believes it is very
important to have this facility, and she will continue working to try to obtain the money.

B. Composition: The Design Review Subcommittee shall consist of four (4)
members from the Heritage Commission and one representative from each of the
City's historic districts. Members of the Subcommittee who are members of the
Heritage Commission shall be elected by the entire Heritage Commission.
Members of the Subcommittee who are historic district representatives shall be
appointed by the City Council. In those instances where there is no qualified
nominee, as determined in the sole discretion of the City Council, from a
