COUNCIL OF THE CITY OF ELGIN, ILLINOIS
COUNCIL-MANAGER FORM OF GOVERNMENT
REGULAR MEETING
The regular meeting of the. Council of the City of Elgin,
Illinois, was held on April 14, 1999, in the Council Chambers.
The meeting was called to order by Mayor Kelly at 7:30 p.m.
The Invocation was given by Marie Maupine, and the Pledge of
Allegiance was led by Mayor Kelly.
ROLL CALL
Roll call was answered by Councilmembers Gavin, Gilliam, Schock,
Walters, Yearman, and Mayor Kelly. Absent: None.
MINUTES OF THE MARCH 24 19.99 COUNCIL MEETING APPROVED AS
DISTRIBUTED
Councilman Walters made a motion, seconded by Councilwoman
Yearman,,to approve the March 24, 1999, Council Meeting Minutes
r as distributed. Yeas: Councilmembers Gavin, Schock, Walters,
Yearman and Mayor Kelly. Nays: None. Councilmember Gilliam
voted present.
COMMUNICATIONS
Proclamation Declaring Aril as Boys and Girls Club of America
Month
Mayor Kelly read and presented a proclamation to representatives
of the Boys and Girls Club of Elgin proclaiming April as Boys
and Girls Club of America month. Charles Gruber, a member of
the. Board of Director of Boys and Girls Club of Elgin, thanked
the City Council for their continuing support of the Boys and
Girls Club. He presented a plaque to Mark Abate in recognition
of the Illinois Council of the Boys and Girls Club of America
naming Mr. Abate as the 1998 Outstanding Board Volunteer for the
State of Illinois.

ad for Winninq the State Championship
School Pom Pam
Mayor Kelly read and presented a proclamation to the St. Edward
High School Pom Pom Squad in recognition of their earning the
Illinois Drill Team Association State Championship Title in the
Pam/Dance Division A Category on March 20, 1999, at the
University of Illinois in Champaign, Illinois.

Presentation of Mothers Against Drunk Driving "Individual
Achievement Awards" to Police Officers Larr Jenco and Brian
Lawrence
Robbi Migacz, representing Mothers Against Drunk Driving,
presented an award to Brian Lawrence for making the second
highest number of DUI arrests in Elgin and Kane County and to
Larry Jenco for making the highest number of DUI arrests in
Elgin and Kane County and llth highest in the State of Illinois.
RECOGNIZE PERSONS PRESENT
Miriam Scott, announced that there will be a city-wide
Neighborhood Watch meeting at the Hemmens Cultural Center on
April 27 at 7 p.m. The program, which is cosponsored by Elgin
Township Triad, will be about Scams, Frauds and Con Artists and
will feature speaker Bruce Walstad, an investigator with the
Franklin Park Police Department, who is nationally recognized as
an expert in confidence crimes.
BID 99-028 AWARDED FOR SWEEPER AND GUTTER BROOMS
Councilman Waiters made a motion, seconded by Councilwoman
Yearman, to award this contract to the following low bidders:

Councilwoman Yearman made a motion, seconded by Councilman

separate companies as follows:

Councilman Walters made a motion, seconded by Councilwoman
Yearman, to award this contract to Enviro Vision Company in the
amount of $67,445.82. Yeas: Councilmembers Gavin, Gilliam,
Schock, Walters, Yearman and Mayor Kelly. Nays: None.
BID 99-036 AWARDED FOR T-SHIRTS FOR VALLEY FOX TROT
Councilwoman Yearman made a motion, seconded by Councilman
Schack, to award this contract to the overall low bidder for
each grouping as follows:
Chicago T-Shirt Authority for various recreation programs and
staff shirts for an estimated quantity of 3,750 shirts for an
estimated total amount of $14,581 and to Propaganda for a total
quantity of 2,450 Valley Fox Trot t-shirts for a total amount of
$5,390. Yeas: Councilmembers Gavin, Gilliam, Schock, Walters,
Yearman and Mayor Kelly. Nays: None.
BID 99-029 AWARDED FOR ELEVATOR SERVICE AGREEMENT FOR CITY
BUILDINGS
Councilman Schock made a motion, seconded by Councilman Gavin,
to award this contract to the low bidder, Long Elevator, for a
total amount of $13,776. Yeas: Councilmembers Gavin, Gilliam,
Schock, Walters, Yearman and Mayor Kelly. Nays: None.

ANNEXING CERTAIN TERRITORY TO THE CITY OF ELGIN
(2650 Big Timber Road)
WHEREAS, a petition signed by all the owners of record of
certain territory has been filed with the City Clerk requesting
annexation of said territory to the City of Elgin, Illinois; and
WHEREAS, said petition includes therein a statement under
oath by all the owners of record that no electors reside on the
subject territory; and
WHEREAS, said territory is contiguous to the City of Elgin
and is not within the corporate limits of any municipality; and
WHEREAS, legal notice of the intent of the City of Elgin to
annex said territory.have been forwarded to all public bodies
required to receive said notice in the manner provided by law.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS:
Section 1. That the territory and lands described as
follows be and are annexed to and made a part of the City of

CLASSIFYING NEWLY ANNEXED TERRITORY
IN THE PORI PLANNED OFFICE RESEARCH INDUSTRIAL DISTRICT
(2650 Big Timber Road)
WHEREAS, the territory herein described has been annexed to
the City of Elgin; and
WHEREAS, written application has been made to
classify said territory in the PORI Planned Office Research
Industrial District; and.
WHEREAS, the Planning and Development Commission has
conducted a public hearing concerning said application and has
submitted its written findings and recommendation that the
subject property be classified; and
WHEREAS, the City Council has reviewed the findings and
recommendation of the Planning and Development Commission and
concurs in such recommendations.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS:

the classification of PORI Planned Office Research Industrial
District on Big Timber Road in accordance with the following
provisions:

A. Purpose and Intent. The purpose of the PORI Office
Research Industrial District is to provide a
planned industrial environment that fosters a sense
of place and destination within a coordinated
campus or park setting, subject to the provisions
of Chapter 19.60, Planned Developments. A PORI
zoning district is most similar to, but departs
from the standard requirements of the ORI zoning
district.
B. Supplementary Regulations. Any word or phrase
contained herein, followed by the symbol "(SR)",
shall be subject to the definitions and the
additional interpretive requirements provided in
Chapter 19.90, Supplementary Regulations, of the
Elgin Municipal Code, as amended. The exclusion of
such symbol shall not exempt such word or phrase
from the applicable supplementary regulation.
C. General Provisions. In this PORI zoning district,
the use and development of land and structures
shall be subject to the provisions of Chapter
19.05, General Provisions, of the Elgin Municipal
Code, as amended.
D. Zoning Districts - Generally. In this PORI zoning
district, the use and development of land and
structures shall be subject to the provisions of
Chapter 19.07, Zoning Districts, of the Elgin
Municipal Code, as amended.
E. Land Use. In this PORI zoning district, the use
and development of land and structures shall be
subject to the provisions of Chapter 19.10 Land
Use, of the Elgin Municipal Code, as amended. The
following enumerated "land uses" (SR) shall be the
only land uses allowed as a "permitted use" (SR),
as a "conditional use" (SR), or as a "similar Ilse"
(SR) in this PORI district.
Permitted Uses. The following enumerated land uses
shall be the only land uses allowed as a permitted
use in this PORI zoning district:

1. Public parks, recreation, open space (UNCL) on
a "zoning lot" [SR] containing less than two
acres of land.
Offices Division.
2. "Offices" [SR] (UNCL).
Finance, Insurance, and Real Estate Division.

Landscaping. The depth of the transition
landscape yard shallbe one half of the
required transition setback calculated in
Section 19.40.135, E., 1., c. Transition

b. Vehicle Use Area Landscape Yards. The
yards established by vehicle use area
setbacks shall be used as "vehicle use
area landscape yards" [SR] with the
exception of access driveways as provided
in Section 19.45.100, Access Driveways to

9. Floor Area. In this PORI zoning district, the
maximum "floor area" [SR] for a zoning lot
shall not exceed 100 percent of the zoning lot

10. Building Coverage. In this PORI zoning
district, the maximum "building coverage" [SR]
for a zoning lot shall not exceed 70 percent
of the zoning lot area.
G. Off Street Parking. In this PORI zoning district,
off street parking shall be subject to the
provisions of Chapter 19.45, Off Street Parking, of
the Elgin Municipal Code, as may be amended with

one half employees base on peak demand shift, or
from 0 to 20,000 square feet of floor area, there
shall be one parking stall per 1,500 square feet,
from 20,001 to 50,000 square feet of floor area,
there shall be one parking stall per 1,750 square
feet,
from 50,001 to 75,000 square feet of floor area,
there shall be one parking stall per 2,000. square
feet,
from 75,001 square feet of floor area and greater,
there shall be one parking stall per 2,500 square
feet;
whichever is greater.
H. Off Street Loading. in. this PORI zoning district,
off street loading shall be subject to the
provisions of Chapter 19.47, Off Street Loading, of
the Elgin Municipal Code, as may be amended.
1. Signs. In this PORI zoning district., signs shall
be subject to the provisions of Chapter 19.50,
Signs, of the Elgin Municipal Code, as may be
amended.
J. Nonconforming Uses and Structures. In this PORI
zoning district, nonconforming uses and structures
shall be subject to the provisions of Chapter
19.52, Nonconforming Uses and Structures, of the
Elgin Municipal Code, as may be amended.
K. Planned. Developments. This PORI zoning district
shall be subject to the provisions of Chapter
19.60, Planned Developments, of the Elgin Municipal
Code, as may be amended.. A conditional use for a
planned development may be requested by an
individual property owner for a zoning lot without
requiring an amendment to this PORI zoning district
and without necessitating that all other property
owners authorize such an,application.

L. Conditional Uses. In this PORI zoning district,
conditional uses shall be subject to the provisions
of. Chapter 19.65 Conditional Uses, of the Elgin
Municipal Code, as may be amended. A conditional

owner for a zoning lot without requiring an
amendment to this PORI zoning district and without
necessitating that all other property owners
authorize such an application.
M. Variations. Any of the requirements of this
ordinance may be varied, subject to the provisions
of Section 19.70, Variations, of the Elgin
Municipal Code, as may be amended. A variation may
be requested by an individual property owner for a
zoning lot without requiring an amendment to this
PORI zoning district and. without necessitating that
all other property owners authorize such an
application.
N. Appeals. Any requirement, determination, or
interpretation associated with the administration
and enforcement of the provision of this ordinance
may be appealed subject to the provisions of
Chapter 19.75, Appeals, of the Elgin Municipal
Code, as may be amended.
O. Subdivisions - Generally. In this PORI zoning
district, subdivisions shall be subject to the
provisions of Title 18., Subdivisions, of the Elgin
Municipal Code, as may be amended, except as may be
specifically provided otherwise in this planned
industrial district ordinance.
The final plats and the final engineering
plans and specifications shall be in substantial
conformance with this PORI district and the
Preliminary Development Plan for the C. W. M.
Subdivision (Sheets CWM-1 through CWM-7) prepared
by Hagensee Surveying Group Ltd.; Gary A. Wiss,
Incorporated; and Richard Borvansky Inc.; dated
August 9, 1998
P. Subdivisions - Design Standards. In this PORI
zoning district, subdivisions shall be subject to
the provisions of Chapter 18.24, Design Standards,
of the Elgin Municipal Code, as may be amended,
with the exception that a 60 Linear foot right of
way shall be allowed. Additionally, all utilities
shall be located under the street pavement, as
required by the City Engineer.
Q. Subdivisions - Required Improvements. In this PORI
zoning district, subdivisions shall be subject to

the provisions of Chapter 18.28, Required
Improvements, of the Elgin Municipal Code, as may
be amended, with the exception that public
sidewalks shall be required only on one side of the
street.
R. Building and Construction - Generally. In this
PORI zoning district, building and construction
shall be subject to the provisions of Title 16,
Building and Construction, of the Elgin Municipal
Code, as may be amended, except as may be
specifically provided otherwise in this planned
industrial district ordinance.

plumbing, electrical, and mechanical
improvements, as follows:
The developer shall submit site and
architectural plan for each phase as required
by Title 16, Building and Construction, of the
Elgin Municipal Code, as may be amended.
The city shall act on each application
for a building permit for site and foundation
including installation of storm sewer, water,
and appurtenances thereto within 14 calendar
days of the date of application, as may be
practical.
The city shall act on each application
for a building permit for shell, plumbing,
electrical, and mechanical improvements within
21 calendar days of the date of application,
as may be practical.
If the application is disapproved, the
city shall provide the applicant with a
statement in writing specifying the reasons
for denial of the application, including
specifications of the requirements of law
which the application and supporting
documentation fail to meet. The city shall
issue such building permits upon the

applicant's compliance with the requirements
of law so specified.
No application for a building permit for
construction of some or all components of a
building or other structure on the property
shall be subject to review or approval by the
Planning and Development Commission, Zoning
and Subdivision Hearing Board or the City
Council, except upon the appeal of a denial of
such application pursuant to the procedures
set forth in the ordinances and Regulations,
including the Building Code.
Notwithstanding the foregoing, subject to
the provisions of Chapter 21.04, Soil Erosion
and Sedimentation Control, of the Elgin
Municipal Code, as may be amended, and prior
to application for and approval of a building
permit, the developer or its representatives
may undertake excavation, mass grading, fill,
landscaping, lawn irrigation and soil
stockpiling, and installation of temporary
construction trailers and equipment in an upon
the Property, and other site preparation in
the various portions of the Property, provided
that such work is undertaken at the risk of
the Developer and without injury to the
property of surrounding property owners.
3. Occupancy Permits. The city shall issue
occupancy permits within 2 working days of
application therefore or issue a letter of
denial within said period of time informing
the applicant specifically as to what
corrections are necessary as a..condition to
the issuance of an occupancy permit and
quoting the section of the Ordinances and
Regulations of Elgin relied upon by Elgin in
its request for correction, as may be
practical.
Notwithstanding any provisions contained
in the Ordinances and Regulations of the city,
the city shall grant temporary occupancy
permits for facilities which lack only items
which are not complete due to weather
conditions and/or installation of street
lights, provided that all other requirements
for such temporary occupancy permits are
otherwise satisfied. In connection with the
issuance of such temporary occupancy permit,
the developer shall be required to deliver to
Elgin a bond for the completion of such items
on a timely basis.
Additionally, and notwithstanding any
provisions contained in the Ordinances and

Regulations of the city, the city shall grant
occupancy permits for completed portions of a
building or facility provided those completed
portions of the building or facility meet all
occupancy requirements.
S. Exterior Building Materials. No metal shall be
used as an exterior wall surface.
T. Site Lighting. Site lighting shall be controlled
to prevent excessive spill and glare onto adjoining
properties. This is to be accomplished by use of
boxed fixtures or by fixtures of reduced height, as
may be approved by the Planning Department.
Section 3. That this ordinance shall be in full force
and effect from and after its passage in the manner provided
by law.

AMENDING SECTION 6.06.090H OF THE ELGIN MUNICIPAL CODE, 1976,
AS AMENDED, ENTITLED "LICENSE --ISSUANCE LIMITATIONS"
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS:
Section 1. That Section 6.06.090 of the Elgin Municipal
Code, 1976, as amended, entitled "License ---Issuance Limitations"
be and is hereby further amended by amending Subparagraph H
thereof to read as follows:
"H. No license sha.1l be issued for the sale at
retail of any alcoholic liquor within one hundred
feet of any church, school other than an institution
of higher learning, hospital, home for aged or
indigent persons or for veterans, or any military or
naval station.
This prohibition shall apply only to an initial
license at a premises and shall not apply to the
renewal of a license or to a subsequently issued new
license for the sale at retail of alcoholic liquor
on premises within one hundred feet of any church or
school where such church or school has been
established within such one hundred feet since the
issuance of the original. license. In the case of a
church, the distance of one hundred feet shall be
measured to the nearest part of any building used
for worship services, or educational programs and
not to property boundaries. In all other cases, the
distance of one hundred feet shall be measured from
lot line to lot line.
Nothing in this section shall prohibit issuance
of a retail license authorizing the sale of
alcoholic beverages to a restaurant or hotel having
not fewer than one hundred fifty guest room
accommodations notwithstanding the proximity of such
hotel or restaurant to any church, if the licensed
premises described on the license are located within
an enclosed mall or building of a height of at least
six stories and if the sale of alcoholic liquors is
not the principal business carried on by such
license.

Nothing in this section shall prohibit the
issuance of a license to a church or private school
to sell at retail alcoholic liquor if any such sales
are limited to periods when groups are assembled on

Simultaneously with the adoption of this Ordinance,- the
City Council has adopted a Resolution approving a final plat
of subdivision for Randall Point Executive Center II.
Section 2. That the City Council of the City of Elgin
hereby adopts the Findings of Fact made by the Planning and
Development Commission, a copy of which is attached hereto as
Exhibit A and incorporated herein by reference, and grants the
reclassification in the PORI Planned Office Research
Industrial District of the subject property in accordance with
the following provisions:
A.
Purpose and Intent. The purpose of this PORI
Planned Office Research Industrial District is to
provide a corporate environment for office,
research, and industrial uses; and to provide for
other ancillary uses supportive to the community
and region. A PORI zoning district is most similar
to, but departs from the standard requirements of
the PORI zoning district.
B.
Supplementary Regulations. Any word or phrase
contained herein, followed. by the symbol "(SR)",
shall be subject to the definitions and the
additional interpretive requirements provided in
Chapter 19.90, Supplementary Regulations, of the
Elgin Municipal Code, as amended. The exclusion of
such symbol shall not exempt such word or phrase
from the applicable supplementary regulation.
C.
General Provisions. In this PORI zoning district,
the use and development of land and structures
shall be subject to the provisions of Chapter
19.05, General Provisions, -of the Elgin Municipal
Code, as amended.
D.
Zoning Districts Generally. In this PORI zoning
district, the use and development of land and
structures shall be subject to the provisions of
Chapter 19.07, Zoning Districts, of the Elgin
Municipal Code, as amended.
E.
Land Use. In this PORI zoning district, the use
and development of land and structures shall be
subject to the provisions of Chapter 19.10 Land
Use, of the Elgin Municipal Code, as amended. In
addition to the "permitted uses" (SR) listed under
(A) the ORI Office Research Industrial District
classification or (B) the Annexation Agreement, the
following enumerated "land uses" (SR) shall be the
only land uses allowed as a "permitted use" (SR) in
this PORI district:

4. Conference facility (UNCL).

F. Site Design. in this PORI zoning district, the use
and. development of land and structures shall be
subject to the provisions of Chapter 19.12, Site
Design, of the Elgin Municipal Code, as amended,
except as may be otherwise provided in this
section. In this PORI zoning district, site design
for a zoning lot, lot area, lot width, setbacks,
accessory structures and buildings, yards,
landscape yards, floor area, and building coverage
shall be in substantial conformance to the
following
1. Statement of Purpose, Departures and
Conformance (Rider) concerning Planned
Development and Subdivision establishing
Randall Point Executive Center II, submitted
by Peter C. Bazos, Esquire, a copy of which is
attached as Exhibit B.
2. Planned Development Plan (07/22/98) prepared
by Landmark Engineering Group, a copy of which
is attached as Exhibit C.
3. All other applicable codes and ordinances.
G. Off Street Parking. In this PORI zoning district,
off street parking shall be subject to the
provisions of Chapter 19.45, off Street Parking, of
the Elgin Municipal Code, as may be amended.
H. Off Street Loading. In this PORI zoning district,
off street loading shall be subject to the
provisions of Chapter 19.47, Off Street Loading, of
the Elgin Municipal Code, as may be amended.
I. Signs. In this PORI zoning district, signs shall
be subject to the provisions of Chapter 19.50,
Signs, of the Elgin Municipal Code, as may be
amended, except that a development identification
sign advertising Randall Point Executive Center II
may be located along Interstate 90 (the Northwest
Tollway), in substantial conformance with the

J. Nonconforming Uses and Structures. In this PORI
zoning district, nonconforming uses and structures
shall be subject to the provisions of Chapter
19.52, Nonconforming Uses and Structures, of the
Elgin Municipal Code, as may be amended.
K. Planned Developments. This PORI zoning district
shall be subject to the provisions of Chapter
19.60, Planned Developments, of the Elgin Municipal
Code, as may be amended.
L. Conditional Uses. In this PORI zoning district,
conditional uses shall be subject to the provisions
of Chapter 19.65 Conditional Uses, of the Elgin
Municipal Code, as may be amended.
M. Variations. Any of the requirements of this
ordinance may be varied, subject to the provisions
of Section 19.70, Variations, of the Elgin
Municipal Code, as may be amended. A variation may
be requested by an individual property owner for a
zoning lot without requiring an amendment to this
PORI zoning district and without necessitating that
all other property owners authorize such an
application.
N. Appeals. Any requirement, determination, or
interpretation associated with the administration
and enforcement of the provision of this ordinance
may be appealed subject to the provisions of
Chapter 19.75, Appeals, of the Elgin Municipal
Code, as may be amended.
Section 3. That this ordinance shall be in full force and
effect from and after its passage in the manner provided by law.

Elgin Municipal Code, 1976, as amended, be and is hereby further
amended by amending Section 11.44.010 to read as follows:
11.44.010 ADOPTED.
The regulations of the Illinois Vehicle Code,
Chapter 111 "Rules of the Road," Article 15,
"Bicycles," as amended (625 ILCS 5/11-1501 through
5/11-1515, inclusive), are hereby adopted as the
regulations for the operation and ownership of
bicycles.
Section 2. That Chapter 11.44 entitled "Bicycles" of the
Elgin Municipal Code, 1976, as amended, be and is hereby further
amended by amending Section 11.44.020 to read as follows:
11.44.020 REGISTRATION --TAGS.
No person who resides within the city shall
ride or operate a bicycle upon any roadway or public
place within the city unless the bicycle has been
properly registered and tagged in accordance with
the following regulations:
A. Every owner of any bicycle who resides
within the city shall make application for the
registration of the bicycle with. the chief of police
on a form provided for that purpose.
B. Registration of bicycles shall be serially
numbered and kept on file by the chief of police in
this office as a public record.
C. The chief of police, upon receiving proper
registration of a bicycle, shall affix or cause to
be affixed to the frame of the bicycle, an
identification tag or plate, serially numbered to
correspond to the bicycle's registration, in such
position to be plainly visible. A registration card
shall be issued to the owner of each properly
registered bicycle.
D. The chief of police shall keep a record of
the following:

1. The number of each registration;
2. Date issued;
3. Name and address of person to whom
issued;
4. The make and number of each bicycle
frame.
E. Bicycle registration tags issued under
these provisions shall remain affixed to the
bicycles as long as the ownership remains the same
as at the time of registration. A new registration
of a bicycle shall be required with any change in
the ownership of the bicycle. The chief of police
shall affix or cause to be affixed a registration
tag or plate to each bicycle at the time of
registration.
F. The chief of police shall affix or cause
to be affixed on any bicycle not having a serial
number on its frame, a serial number placed on the
underside of the bicycle's sprocket and shall
maintain a public record of such serial number and
the bicycle so stamped.
G. It is unlawful for any person willfully or
maliciously to remove, destroy, mutilate, or alter
the identification tag or plate, frame number of the
bicycle, or registration card issued to the owner
thereof.
Section 3. That Chapter 11.44 entitled "Bicycles" of the
Elgin Municipal Code, 1976, as amended, be and is hereby further
amended by del.eting.Section 11.44.040 in its entirety.
Section 4. That all ordinances or parts of ordinances in
conflict with the provisions of this ordinance be and are hereby
repealed.
Section 5. That this ordinance shall be in full force and
effect immediately after its passage in the manner provided by
law.

HISTORIC ARCHITECTURAL REHABILITATION GRANT PROGRAM
WHEREAS, the Historic Architectural Rehabilitation Grant
Program has been established to provide financial assistance and
incentives for property owners in Elgin's historic districts and
individual landmarks in the restoration of their properties; and
WHEREAS, in 1999 applications have been made for
twenty-eight projects under the Historic Architectural
Rehabilitation Grant Program; and

WHEREAS, said applications have been submitted to the Elgin
Heritage Commission which conducted a review and scored
applications based upon objective criteria and forwarded an

MAYOR AND COUNCILMEMBER COMMENTS
Councilman Gavin said he was very thankful to have had the
opportunity to serve on the Elgin City Council and it had been
an honor to work with a great staff and City Council committed
to moving the City forward. He stated that the bar has
certainly been raised in Elgin --not only for the Mayor's
office but also for the Council's office. He wished the new
Council and citizens of Elgin good luck.
Mayor Kelly thanked and congratulated Councilman Gavin for
doing a great job on the Elgin City Council.. He further
stated: "It has been an honor and a privilege to have served
as Mayor of Elgin these past four years. I would like to
thank all the people who have supported me throughout the
experience and let the citizens of Elgin know I always tried
to do my best. I am very proud of the progress Elgin has made
during my term as well as the part I played in our success. I
want to thank all of the people who have worked so hard to
make this progress possible. I also want to extend my best
wishes to Mayor- Ed Schock as he assumes the leadership of the
city. In addition, I want to congratulate the other newly
elected members of the Elgin City Council and wish them well.
Lastly I want to thank all of the people, whether elected
officials, employees, volunteers or residents, who have made

NEWLY -INAUGURATED MAYOR AND COUNCILMEMBER C9MMENTS
Councilwoman Munson stated that it is an exciting time to
serve on the City Council, and she's honored to be part of
Elgin's future. She said that what you can expect from her is
to represent all the residents of Elgin, to work together with
the members of the Council to move Elgin forward, to listen
and weigh all the issues, and to demand excellence in all
things.
Councilman Wasilowski said he is looking forward to serving
with those who are on the Council. He stated that positive
change takes time, and he asked for everyone's patience as
well as guidance to building the kind of community everyone
wants.
Councilwoman Yearman expressed her appreciation to the voters
who have supported her for the third time. She stated that
she'll continue to serve in a manner she hopes people are
comfortable with.
Mayor Schock.thanked Kevin Kelly and Terry Gavin for their
service to the citizens of Elgin, and expressed his
appreciation to Kevin for the graciousness and personal
courtesy extended to him since the election. He further
stated, "I am excited about Elgin's future. We face many
challenges but we have even more opportunities as we strive to
improve the quality of life for all citizens of Elgin. With
the leadership and commitment that this Council brings, in
combination with the talent and dedication of our staff and
every City employee, our potential to meet those challenges
and seize. those opportunities move our community forward and
is unlimited. I look forward to serving you the next four
years as Mayor."
RECOGNIZE PERSONS PRESENT
Clare 011ayos, 225 McClure, congratulated the new Council,
thanked Kevin Kelly and Terry Gavin for their service to the
community, and asked that the Council consider appointing
JoAnn Armenta to fill the vacant Council position.
John Steffen and Steven Stroud, representing ABODE and

ILLINOIS, that the public street known as North Street from
North Grove Avenue to Dundee Avenue be and the same is hereby
redesignated and renamed Symphony Way.
BE IT FURTHER RESOLVED that all city signs and maps shall
be altered to read Symphony Way at the aforesaid places.
BE IT FURTHER RESOLVED that the City Clerk is hereby

Wayne Barthel advised the Council that he currently holds a
Class B liquor license for the White Hen Pantry store on South
McLean Boulevard. He has applied for a Class B-1 liquor license
for the White Hen Pantry at 1195 N. McLean Boulevard, and, if
approved, he would not renew his. Class B license at the
e South
McLean store. The Liquor Commission approved his application
subject to the City Council increasing the number of B-1
licenses by one. Mayor Schock stated that there are three other
package liquor licensees within a quarter of a mile of the
subject location, and he believes that approving this request
would result in an over saturation of package liquor stores in
this area.

THE SENIOR SERVICES ASSOCIATES FOR BUILDING REHABILITATION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Joyce A. Parker, City Manager, and Dolonna Mecum,
City Clerk, be and are hereby authorized and directed to execute
a Reversion of Assets Agreement on behalf of the City of Elgin
with the Senior Services Associates for building rehabilitation
at 101 S. Grove Avenue, a copy of which is attached hereto and
made a part hereof by reference.

APPROVING CHANGE ORDER NO. 1 IN THE CONTRACT WITH
MARTAM CONSTRUCTION, INC. FOR REPAIRS AT THE HEMMENS AUDITORIUM
WHEREAS, the City of Elgin has heretofore entered into a
contract with Martam Construction, Inc. for exterior repairs at
the Hemmens Auditorium; and
WHEREAS, it is necessary and desirable to modify the terms
of the contract as is described in Change Order No. 1, attached
hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that Joyce A. Parker, City Manager, be
and is hereby authorized and directed to execute Change Order
No. 1, a copy of which is attached hereto and made a part hereof
by reference.
