RESOLUTION
ACCEPTING FOR OWNERSHIP AND MAINTENANCE THE PUBLIC IMPROVEMENTS
IN UNIT 3 OF THE EDGEWATER SUBDIVISION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,ILLINOIS,that
the City of Elgin hereby accepts for ownership and maintenance in Unit 3 of the Edgewater
Subdivision the following public improvements: 9,540 lineal feet of eight-inch water main,26 eight-
inch valves in four-foot vaults,36 fire hydrants, 10,220 lineal feet of eight-inch sanitary sewer main,
74 sanitary manholes and their appurtenances to the city maintained facilities.

Acceptance of Public Improvements within the Edgewater Unit 3 Subdivision
($29,654 estimated five-year maintenance cost)
OBJECTIVE:
Fulfill the city's duties to maintain reliable infrastructure for business and recreation
RECOMMENDATION:
Approve the acceptance of the public improvements for ownership and maintenance in the Ed-
gewater Unit 3 Subdivision
BACKGROUND
Pulte Homes constructed an active adult single-family residence development named Edgewa-
ter Unit 3 Subdivision. The development is located on the north side of Bowes Road, approx-
imately 3,500 feet west of Randall Road. A location map is attached as Exhibit A. Pulte Homes
provided engineering plans which were reviewed and subsequently approved by the engineer-
ing department on April 5, 2006.
The city approved and subsequently recorded the final plat for Edgewater Unit 3 Subdivision in
June, 2006. The plat subdivided the parcel into 261 residential lots and four common parcels
(one of them reserved for ingress and egress and public utilities). The private streets are named
Edgewater Drive, Stoney Creek Drive, Abbey Mist Court, Rambling Brook Circle, Flowerwood
Lane, Beacon Point Circle and Cascade Falls Circle. Access to Bowes Road or Longcommon Drive
(existing public streets) is through the Edgewater Unit 1 and Unit 4 private streets. Easements
were granted over two of the common parcels to the city.
The engineering department provided field inspection throughout the construction process of
public and quasi-public improvements. A consultant was utilized for review and inspection in
compliance with city stormwater regulations.
Pulte Homes requested that the city accept the public improvements of the subdivision for
ownership and maintenance. The public improvements include water main and sanitary sewer
main. In order to process acceptance of public and quasi-public improvements by the city coun-
cil, the engineering department, with assistance from public works, developed a final punch list

of items to be addressed. After Pulte Homes addressed all of the punch list items, a final field
inspection was performed by the engineering department. All items were properly addressed
and therefore considered acceptable.
Pulte Homes turned over for ownership and maintenance the four common parcels, the storm
sewer system and all surface improvements to the Edgewater Unit 3 Subdivision homeowners
association.
OPERATIONAL ANALYSIS
The homeowners association will own and maintain all surface improvements such as pave-
ments, sidewalks, lights, trees, parkway and lawn areas, parking areas, common drives and ap-
proaches and their appurtenances. The homeowners association will also own and maintain
storm sewers within the subdivision limits. The homeowners association will be responsible for
snow removal within the subdivision, including pavement, drives and parking areas.
Acceptance of the public improvements will add approximately 9,540 lineal feet of eight-inch
water main, 26 eight-inch valves in four-foot vaults, 36 fire hydrants, 10,220 lineal feet of eight-
inch sanitary sewer main, 74 sanitary manholes and their appurtenances to the city maintained
facilities.

Staff made contact with Pulte Homes to insure all requirements were met.
FINANCIAL ANALYSIS
There are no direct, immediate costs associated with this acceptance. However, maintenance
and operating costs for the water main, the sanitary sewer main and their appurtenances will
increase over time and will be included as part of the annual budgeting process. The estimated
five year maintenance cost is$29,654.

ALTERNATIVES
The city council may choose to delay the acceptance of the public improvements for ownership
and maintenance.
NEXT STEPS
1. Request Pulte Homes to provide a one-year guarantee of the improvements against de-
fects caused by faulty workmanship or inferior materials
2. If no defects are found within one year after city council's acceptance of the public im-
provements, return the guarantee documents to Pulte Homes
