RESOLUTION
APPOINTING MEMBERS TO VARIOUS BOARDS AND COMMISSIONS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Delvin Johnston be and is hereby
reappointed as a member of the Elgin Development Corporation
for a term to expire April 30, 1994.
BE IT FURTHER RESOLVED that Robert Carlile be and is
hereby reappointed as a member of the Elgin Development
Corporation for a term to expire April 30, 1994.
BE IT FURTHER RESOLVED that George VanDeVoorde be and is
hereby reappointed as a member of the Elgin Development
Corporation for a term to expire April 30, 1994.
BE IT FURTHER RESOLVED that Marie Yearman be and is
hereby appointed as a member of the Liquor Commission for a
term to expire May 1, 1993.
BE IT FURTHER RESOLVED that Jerome McGill be and is
hereby reappointed as a member of the Police Pension Board
for a term to expire May 1, 1993.

RESOLUTION
ACCEPTING THE PROPOSAL OF MOTOROLA COMMUNICATIONS
AND ELECTRONICS, INC.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Larry L. Rice, City Manager, be and is hereby
authorized and directed to accept the proposal on behalf of
the City of Elgin of Motorola Communications and Electronics,
Inc. for radio conmlunications equipment, a copy of which is
attached hereto and made a part hereof by reference.

Councilman Gilliam made a motion, seconded by Councilman Fox,
to place the above reports on file as published. Yeas:
Councilmembers Fox, Gilliam, Moylan, Popple, Walters,
Yearman, and Mayor VanDeVoorde. Nays: None.
RECOGNIZE PERSONS PRESENT
Bill Sarto of 55 South Edison Avenue addressed the Council
regarding Commonwealth Edison,restringing power lines in his
southwest side neighborhood and the tree trimming being -
performed around the power lines. He circulated photographs
which reflected the manner in which the trees had been
trimmed.
Larry Rice stated that a stop work order had been issued
prohibiting any further tree trimming by any subtractors
working in the parkways. The stop work order will not be
lifted until the city forester is satisfied that there is a
"meeting of the minds" on how to trim trees.
Mr. Sarto stated that there was another issue he wanted to
bring to the Council's attention. He is very concerned about
the electromagnet fields that emanate from power lines. He
advised the Council that there has already been quite a bit
of media coverage concerning this issue. He furnished the
councilmembers with a packet of newspaper clippings, .and told
them he has a video tape, which they are welcome to view,
which contains various programs concerning this subject. He
stated that he had done quite a bit of research, has taken
magnetic field readings in various parts of the City, and has
learned that there are other communities which have already
reacted to this situation.
He asked that Commonwealth Edison be stopped from restringing
power lines in the neighborhoods until more information can
be gathered, or that the power company be required to bury
the lines.
Mayor VanDeVoorde advised Mr. Sarto that he had discussed
with Commonwealth Edison the possibility of putting the power
_. lines underground when the curbs, streets, and gutter work is
performed in Area II. He was told that this would more than

double the price of the whole operation, and this would have
to be paid by the City --not Commonwealth Edison.
The Mayor thanked Mr. Sarto for bringing this matter to the
Council's attention. He is going to direct the staff to
obtain additional facts and get back to him on it.
Mr. Beckemeyer of 875 West Chicago Street asked why the
streets were torn up, conduit put underground, and then heavy
wires strung overhead on new poles rather than putting the
wires in the conduit under the ground. The Mayor stated that
he believed wire was put underground in the conduit and that
the overhead wires were in addition to that.
The City Manager added that the bottom line is that the City
does not have the authority to force the utilities to go
underground. Unless the City is willing to pay for putting
the lines underground, there is no way the utilities will do
it.

Mayor VanDeVoorde made announcements regarding forthcoming
meetings.
Councilman Gilliam made a motion, seconded by Councilman Fox,
to adjourn the Council meeting and return to the Committee of
the Whole meeting. Yeas: Councilmembers Fox, Gilliam,
Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde.
Nays: None.
