RESOLUTION
ACCEPTING FOR OWNERSHIP AND MAINTENANCE THE PUBLIC
IMPROVEMENTS IN LONGCOMMON PARKWAY AND
BECKMAN TRAIL OF THE EDGEWATER SUBDIVISION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,ILLINOIS,that
the City of Elgin hereby accepts for ownership and maintenance in Longcommon Parkway and
Beckman Trail of the Edgewater Subdivision the following public improvements: 660 lineal feet of
twelve-inch storm sewer, 1,085 lineal feet of fifteen-inch storm sewer, 480 lineal feet of eighteen-
inch storm sewer, 570 lineal feet of twenty-one-inch storm sewer, 630 lineal feet of twenty-seven-
inch storm sewer, 23 catch basins, 15 street lights, 12 street signs, 2,880 lineal feet of improved
street(including curb and gutter and sidewalk on both sides of the street and median),a 7 foot-by-3-
foot box culvert and their appurtenances to the city maintained facilities.

Acceptance of Public Improvements in Longcommon Parkway and Beckman Trail of the Edge-
water Subdivision
($13,109 estimated five-year maintenance cost)
OBJECTIVE:
Fulfill the city's duties to maintain reliable infrastructure for business and recreation.
RECOMMENDATION:
Acceptance of the public improvements for ownership and maintenance in Longcommon Park-
way and Beckman Trail of the Edgewater subdivision.
BACKGROUND
As part of the requirements to allow construction of an active adult single-family residence de-
velopment named Edgewater Subdivision (located at the northeast corner of Bowes Road and
Water Road), Pulte Homes was required to build a new collector street just east of the existing
Water Road and north of Bowes Road, along the limits of the referenced subdivision. A location
map is attached as Attachment A.
Pulte Homes provided engineering plans which were reviewed and subsequently approved by
the engineering department in May of 2005. To ensure the complete installation of the pro-
posed improvements, Pulte Homes provided a performance bond in the amount of $985,209
which is 110 percent of the approved estimated cost of construction ($895,644).
The city approved and subsequently recorded a plat of dedication for Longcommon Parkway,
Beckman Trail and South Water Road in January of 2007. The plat dedicates the land to the city
of Elgin for public roadway purposes. This section of Longcommon Parkway, starting at Bowes
Road, eventually connects with Route 20. Beckman Trail connects Longcommon Parkway with
the existing South Water Road.
Throughout the construction process of the proposed public improvements, the engineering
department provided field inspection services. For stormwater management issues, a consul-
tant was utilized for both the review and inspection to ensure compliance with the adopted
Kane County Stormwater Ordinance.
Pulte Homes requested the city to accept the public improvements of Longcommon Parkway
and Beckman Trail for ownership and maintenance. The public improvements include a storm
sewer system, sidewalks, parkways, street lights, curb and gutter and pavement,
In order to process acceptance of public improvements by the city council, the engineering de-
partment, with assistance from public works, developed a final punch list of items to be ad-
dressed. After Pulte Homes addressed all of the punch list items, a final field inspection was
performed by the engineering department. All items were properly addressed and therefore
considered acceptable.
OPERATIONAL ANALYSIS
Acceptance of the public improvements will add approximately 660 lineal feet of twelve-inch
storm sewer, 1,085 lineal feet of fifteen-inch storm sewer, 480 lineal feet of eighteen-inch
storm sewer, 570 lineal feet of twenty-one-inch storm sewer, 630 lineal feet of twenty-seven-
inch storm sewer, 23 catch basins, 15 street lights, 12 street signs, 2,880 lineal feet of improved
street (including curb and gutter and sidewalk on both sides of the street and median), a 7 foot-
by-3-foot box culvert and their appurtenances to the city maintained facilities.
By owning and maintaining the described infrastructure,the city will ensure reliable services for
residents and visitors doing business or recreational activities.

Staff made contact with Pulte Homes to insure all requirements were met.
FINANCIAL ANALYSIS
There are no direct, immediate costs associated with this acceptance. However, maintenance
and operating costs for the water main, the sanitary sewer main, storm sewer and their appur-
tenances will increase over time and will be included as part of the annual budgeting process.
The estimated five year maintenance cost is $13,109.

LEGAL IMPACT
None.
ALTERNATIVES
The city council may choose not to accept the public improvements for ownership and main-
tenance. The developer may seek legal action against the city since its obligations have been
met. Also,the improvements will deteriorate.
NEXT STEPS
1. Request Pulte Homes to provide a one-year guarantee of the improvements against de-
fects caused by faulty workmanship or inferior materials
2. If no defects are found within one year after city council's acceptance of the public im-
provements, return the guarantee documents to Pulte Homes
