HomeMy WebLinkAboutMay 28, 1985 CC VOLUME L May 28, 1985 294 COUNCIL OF THE CITY OF ELGIN, ILLINOIS COUNCIL-MANAGER FORM OF GOVERNMENT REGULAR MEETING A regular meeting of the Council of the City of Elgin, Illinois was held on May 28, 1985 at 8:05 p.m., in the Council Chambers of City Hall. The meeting was called to order by Mayor Pro Tem Gilliam. The Invocation was given by The Reverend James Conrod of the First Baptist Church, and the Pledge of Allegiance was led by Councilman Andersen. ROLL CALL Roll call was answered by Councilmen Andersen, Gilliam, Moylan and Shales. Absent: Councilmen VanDeVoorde, Waters and Mayor Verbic. APPOINTMENT OF ACTING CITY CLERK Councilwoman Shales made a motion, seconded by Councilman Andersen, to appoint Nancy Roll as Acting City Clerk. Yeas: Councilmen Andersen, Gilliam, Moylan and Shales. Nays: None. APPOINTMENT OF MAYOR PRO TEM Councilman Anderson made a motion, seconded by Councilwoman Moylan, to appoint Robert Gilliam as Mayor Pro Tem. Yeas: Councilmen Andersen, > Y Gilliam Moylan and Shales. Nays: None. COMMUNICATIONS Presentation of Art Work from American Association of University Women, Elgin B � 9 i ranch. A representative from the American Association of University Women and the Art Show- case Committee stated, we would like to thank the City Council members and the City of Elgin for your continued support of the Art Showcase which is held every May on the plaza of the Hemmens. To show our appreciation we purchased two pieces of artwork from our exhibiting artists, one to be hung in the Hemmens Building and one to be hung in the City Hall. Presentation of Certificate of Appreciation to Larry Hintz. Mayor Pro Tem Gilliam stated that Larry Hintz has been very active and supportive in helping the City develop the softball complex. He has taken his time, money and effort to fertilize the softball fields so they would be ready for use. The certificate reads, "Certificate of Appreciation. In appreciation of service on the Elgin Softball Complex. This certificate is presented to Larry Hintz in honor of outstanding contribution and dedicated service to the community. Presented on the 13th of May, 1985. This will be given to Larry at another time. 295 VOLUME L Presentation of Pioneer Medal to City by Trygve Rovelstad. Roger Bear, representing Trygve Rovelstad, stated that the Pioneer Medal is being presented to the citizens of Elgin in honor of the Elgin Sesquicentennial celebration. The reverse side of the medal reads: To the men who have blazed the trails, who have conquered the soil and who have built an empire in the land of the Illini, we erect this memorial statue--Pioneers. This evening, in addition to presenting the Pioneer Medal, we would also like to present to the City Council a copy of a petition containing over 1,000 signatures of area people who seek the erection of the Pioneer Memorial Statue in our City. We would like to invite you to visit the Rovelstad Ryerson Avenue studio to witness this great work. As the foundation continues to work to raise the funds needed to erect the Pioneer Statue, we would benefit greatly from a re-affirmation of support that the Elgin City Council gave the project many years ago. At this time we are asking for either a vote of support from the City Council or a sense of the Council that the Pioneer Memorial Statue is desired for erection in Elgin. The words of encouragement from the elected officials of our community will go far to aid us in securing private and public funding. It is with great pleasure that on behalf of the Pioneer Memorial Founda- tion we present the Pioneer Medal to the citizens of Elgin and with great hope for the future we present our petition of individual signatures and letters of commercial support for the Pioneer Memorial Statue. Mr. Bear introduced Trygve Rovelstad's daughter, Gloria-Ann Rovelstad. Mr. Bear then introduced the great-grandson of James T. Gifford, the founder of the City of Elgin, Nathaniel Warner. Nathaniel Warner then presented the Pioneer Medal to the City of Elgin. Councilman Anderson made a motion, seconded by Councilwoman Moylan, to consider a resolution in support of this project. CONSIDERATION OF PETITION NO. 10-85 REQUESTING AN AMENDMENT TO CHAPTER 19.45 ENTITLED COMMUNITY GRAPHICS OF THE ELGIN MUNICIPAL CODE BY THE PLANNING COMMITTEE Councilwoman Moylan made a motion, seconded by Councilman Andersen, to approve Petition No. 10-85. ORDINANCE PASSED RECLASSIFYING PROPERTY AT 1200 EAST CHICAGO STREET FROM B-3 BUSINESS SERVICE DISTRICT TO B-4 GENERAL SERVICE DISTRICT Councilman Andersen made a motion, seconded by Councilwoman Shales, to pass the aforementioned ordinance. VOLUME L 296 Ordinance No. G35-85 AN ORDINANCE RECLASSIFYING PROPERTY AT 1200 EAST CHICAGO STREET FROM B-3 BUSINESS SERVICE DISTRICT TO B-4 GENERAL SERVICE DISTRICT WHEREAS, written application has been made to reclassify certain property located at 1200 East Chicago Street from B-3 Business Service District to B-4 General Service District; and WHEREAS, the Land Use Committee has conducted a public hearing after due notice and submitted its written findings and recommendations to the City Council; and WHEREAS, the City Council has reviewed the recommendations of the Land Use Committee and concurs in such recommendations. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section I. That Chapter 19.08, Section 19.08.020, entitled "Zoning District Map" of the Elgin Municipal Code, 1976, as amended, be and the same is hereby further amended by adding thereto the following paragraph: "The boundaries hereinbefore laid out in the 'Zoning District Map', as amended, be and are hereby altered by excluding from the B-3 Business Service District and including in the B-4 General Service District, the following described property: That part of Section 17 and 18, Township 41 North, Range 9 East of the Third Principal Meridian, described as follows: Commencing at the Northeast corner of Section 19, Township 41 North, Range 9, East of the Third Principal Meridian, in Cook County, Illinois, thence South on the East line thereof 8.95 chains; thence South 63 degrees West 24 chains to the corner of what was known as Burritt Land; thence North 3 1/2 degrees East 19.26 chains to the North line of Section 19; thence in the some direction 7.68 chains on Section 18 aforesaid to the highway leading to Elgin; thence following the center of said highway South 73 314 degrees East 8.81 chains for the point of beginning; thence North 16 1/2 degrees East 4.46 chains; thence South 73 3/4 degrees East 10.60 chains to the East line of said Section 18; thence in the some direction on Section 17 aforesaid 5.10 chains to L. VOLUME L 298 Ordinance No. G36-85 AN ORDINANCE GRANTING A SPECIAL USE FOR A CHURCH AT 228 NORTH STREET WHEREAS, written application has been made for a special use for the establish- ment, maintenance and operation of a church at 228 North Street; and WHEREAS, the Land Use Committee conducted a public hearing after due notice by publication and has submitted its findings of fact and recommended approval; and WHEREAS, the City Council of the City of Elgin concurs in the findings and recommendation of the Land Use Committee. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section I. That the City Council of the City of Elgin hereby adopts the findings of fact made by the Elgin Land Use Committee, a copy of which is attached hereto and made a part hereof by reference as Exhibit A. VOLUME L 300 Ordinance No. G37-85 AN ORDINANCE AMENDING CERTAIN PARKING RESTRICTIONS WITHIN THE CITY OF ELGIN BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section I. That Title 119 Chapter 11.36 of the Elgin Municipal Code, 1976, as amended, be and is hereby further amended by deleting from the list of streets where parking is prohibited under Section 11.36.050M the following: Liberty Street, both sides thereof from Congdon Avenue to Slade Avenue. Liberty Street on both sides thereof from Slade Avenue to Summit Street (Illinois Route 58) on Saturday all day, and from seven a.m. to nine a.m. and three p.m. to six p.m. on Monday through Friday. Liberty Street on both sides thereof from Summit Street (Illinois Route 58) to Oakland Avenue and on the east side thereof from Oakland Avenue to Grand Avenue. Liberty Street on the west side thereof from Oakland Avenue to Grand Avenue on Saturday all day, and from seven a.m. to nine a.m. and three p.m. to six p.m. on Monday through Friday. Liberty Street on both sides thereof from Grand Avenue to Division Street on Saturday all day, and from seven a.m. to nine a.m. and three p.m. to six p.m. on Monday through Friday. That Title 11, Chapter 11.36 of the Elgin Municipal Code, 1976, as amended, be and is hereby further amended by adding to the list of streets where parking is prohibited under Section 11.36.050M the following: Liberty Street, both sides, from Congdon Avenue to Bluff City Bou levard. Section 3. That all ordinances or parts of ordinances in conflict with the provi- sions of this ordinance be and are hereby repealed. Section 4. That Ordinance No. G24-85 entitled "An Ordinance Amending Article IV. Resume Associates - PARA Incorporated has submitted its written proposal to provide professional services incident to the recruitment of candidates for the position of city manager; and WHEREAS, the City has determined that it is in its best interest to accept said proposal. Councilman Andersen stated that a raise in any management salary at this time in view of the current situation with the bargaining units is ill-advised, as the bargaining units look to see what we do for management and they base their demands accordingly. I will vote against this proposition at this time. Mayor Pro Tern Gilliam stated that this is an increase for the acting city manager in reference to the job he has done and it in no way reflects any increase to the entire staff. I I i I 319 VOLUME L Gary Miller stated that in the past the Division of Water Resources did not recommend improvements because of the high cost in proportion to the small number of homes effected. The City Council directed the staff to meet with the Division of Water Resources to find several solutions to the problem and to then give a progress report to the City Council in two weeks.
