Project Title Chicago Street Station Area Plan
Resolution authorizing applications for and execution of a -chnical Assistance Agreement
under the Regional Transportation Authority's general authorit, to make such Grants.
Whereas,the Regional Transportation Authority(the "Authorit "), is authorized to study public
transportation problems and developments; and to conduct, n cooperation with other public
and private agencies,such studies;and
Whereas,the Authority has the power to expend funds for use in connection with these
studies, and
Whereas, the Authority has the power to make and ex-cute all contracts and other
instruments necessary or convenient to the exercise of its po ers,and
Whereas, approval for said funds will impose certain financi.:l obligations upon the recipient
in the amount of 20%of the not to exceed budget of$100,010 and 100%of any amount that
exceeds the not to exceed budget.
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL 0'THE City of Elgin, Illinois:
Section 1. That the Mayor Ed Schock is authorized to execu - and file applications on behalf
of the City of Elgin, Illinois with the Regional Transport.:tion Authority for a Technical
Assistance Agreement for Chicago Street Station Area Plan.
Section 2. That the Mayor Ed Schock is authorized to fur ish such additional information,
assurances, certifications and amendments as the Region:I Transportation Authority may
require in connection with this Technical Assistance Agreeme t application.
Section 3. That the Mayor Ed Schock is authorized and •irected on behalf of the City of
Elgin, Illinois to execute and deliver grant agreements a d all subsequent amendments
thereto between the City of Elgin, Illinois and the Regio al Transportation Authority for
technical assistance grants, and the City Clerk of the City o Elgin, Illinois is authorized and
directed on behalf of the City of Elgin, Illinois to attest said agreements and all subsequent
amendments thereto.
Section 4. That the Mayor Ed Schock is authorized and directed to take such action as is
necessary or appropriate to implement, administer and e force said agreements and all
subsequent amendments thereto on behalf of the City of Elgi , Illinois.

The City of Elgin, Illinois hereby applies to the Regional Transportation Authority for a
Planning Assistance funding grant. Required resolutions and other documents in
support of this request are attached and are considered a part of this 2011
Community Planning Application.
By signing this Application, the Applicant is committed to and responsible for
securing all local matching funding sources (20% of the total not to exceed amount
specified in the cover letter) and to comply with all federal and/or RTA rules and
requirements (if applicable). If multiple organizations are providing sources of local
funding, the Applicant is responsible for securing these funds. For the Application to
be considered complete, the Applicant must demonstrate to the RTA that there is a
binding agreement among the local funding organizations) that the required local
matching funds will be available for the project. Should the total project budget
surpass the not to exceed amount specified in the cover letter, the applicant will be
responsible for providing those additional project funds.
In support of this Application, I offer the above data and attached supporting
documents as required. I certify that the statements herein and in the supporting
documents are correct and complete.
