COUNCIL OF THE CITY OF ELGIN, ILLINOIS
COUNCIL-MANAGER FORM OF GOVERNMENT
SPECIAL MEETING
A special meeting of the Council of the City of Elgin,
Illinois was held on June 3 , 1985 at 5:20 p.m. , in the
Council Conference Room of City Hall. The meeting was
called to order by Mayor Verbic.
ROLL CALL
Roll call was answered by Councilmen Andersen, Gilliam,
Moylan, Shales, Van De Voorde, Waters and Mayor Verbic.
Absent : None.
CONSIDERATION OF APPOINTMENT
OF A NEW CITY MANAGER
Jim Aydt read the following memorandum from Corporation
Counsel Jentsch:
"Several questions have been posed concerning
the application of the Open Meetings Act , III.
Rev. Stat . , 1983 , Ch. 102 , Par. 41, et seq. ,
on the search for a city manager. Relevant
parts of the Act permit , but do not require,
closed sessions to establish a salary schedule
and to consider information regarding the
appointment of particular candidates. The
establishment of criteria for the selection
of candidates does not appear to be permitted
in a closed session.

Paul A. Reaume of Paul A. Reaume Associates reviewed with
the Council a Recruitment Profile for the position of
city manager.

Councilman Van De Voorde stated that after reading the
Profile he felt that it covered any points that he had.
Mr. Reaume stated that if the Profile is approved by the
Council his firm will search out persons meeting the
criteria contained in the Profile. The Profile will
be sent to any persons making inquiry. These applicants
will be screened.
Mr. Reaume further stated the Council could sue the Profile
as a check list for evaluations and it can become a cental
document in the process.

Councilman Andersen expressed concern with a starting salary
of $65 ,000 , and felt the candidate who is hired should be
on the job for at least one year in order for the Council
to evaluate this individual and the salary being paid for
said services.
Councilwoman Moylan indicated she would rather see a salary
reange established.
Councilman Van De Voorde stated that Council is looking
for quality and it is important to get this by putting
the range where we can attract such an individual.
Mr. Reaume stated that usually there is a $20 , 000 spread
between any department heads and the city manager' s
position. Mr. Reaume further stated they need a ballpark
figure and the key to remember is that you have to be
competitive with the market, and it looked like you are
looking at a figure of about $58,000 .
Councilwoman Moylan suggested a figure of $50 ,000 to $60 ,000 .
Mayor Verbic felt this was too broad.
Mr. Reaume pointed out that youu already have department
heads in the $55, 000 range.
Mayor Verbic did not feel that salary should not be the
entire criteria.
Councilman Van De Voorde stated that the Profile does not
reflect that .
Councilman Waters stated that the city is asking for a
professional and they will have to expect professional
compensation. Councilman Waters further stated that
he would be comfortable with a salary range of $55 ,000
to $60,000.
Mayor Verbic suggested $52 , 000 to $57,000 .
Councilman Gilliam stated that would put this position
under less than what the Corporation Counsel makes.
Councilwoman Shales stated she would like to see $55 ,000
or $56 , 000 to start .
Mr. Reaume stated that he did not feel that he would get
the right candidates at $52 ,000.

Councilman Waters suggested $55, 000 to $58,000.
Councilwoman Moylan suggested they start at $55, 000.
Councilman Van De Voorde stated he did not know if we could
get what we wanted starting at $55,000.
Councilman Gilliam stated he was comfortable with $55, 000.
Mr. Reaume stated that he thought they would need to be
able to negotiate Up to $60, 000.
Councilman Waters thought it would also be helpful to send out
information from the Chamberof Commerce and the Elgin Board
of Realtors, which might give the candidates further
information about the City and the real estate situation.
Mr. Reaume stated that they could send this information out .
The Council indicated their approval for Reaume and
Associates to use the subject Profile and proceed with
the search for a city manager with a salary range of
$55, 000 to $58, 000 . (no official motion or vote was
given by the Council) .
Mr. Reaume stated they would need 45 to 60 days before
they would come back to the Council with screened candidates,
but they would keep the Council posted.
ADJOURNMENT
Councilman Gilliam made a motion, seconded by Councilwoman
Moylan to adjourn the Council Meeting to go into Executive
Session to discuss appointments to Boards & Commissions.
Yeas: Councilmen Andersen, Gilliam, Moylan, Shales, Van
De Voorde, Waters and Mayor Verbic. Nays: None. The
�meeting was adjourned at 6: 25 p.m.
