COUNCIL OF THE CITY OF ELGIN, ILLINOIS
COUNCIL-MANAGER FORM OF GOVERNMENT
REGULAR MEETING
A regular meeting of the Council of the City of Elgin, Illinois ,
was held on February 25, 1985 at 8 : 20 p.m. , in the Council Chambers
of City Hall . The meeting was called to order by Mayor Verbic.
The Invocation was given by Mayor Verbic and the Pledge of
Allegiance was led by Councilman Schmidt.
ROLL CALL
Roll call was answered by Councilmen Andersen, Gilliam, Hansen,
Schmidt, Shales, Waters and Mayor Verbic. Absent: None.
Also present : Acting City Manager Robert Maim, Corporation
Counsel Erwin Jentsch, City Clerk Marie Yearman, and members
of staff.
MINUTES OF THE FEBRUARY 11 , 1985
COUNCIL MEETING APPROVED AS PUBLISHED
Councilman Waters made a motion, seconded by Councilwoman Shales
to approve the February 11 , 1985 Council Minutes as published.

BID AWARDED FOR 10 POLICE SAFETY
SEDANS
Councilman Gilliam made a motion, seconed by Councilman Waters
to award the bid for 10 1985 Dodge Diplomat Police Safety Sedans
to the low bidder, Schaumburg Dodge for a total net bid price of
$ 100, 250.00. Yeas : Councilman Andersen, Gilliam, Hansen, Schmidt,
Shales, Waters and Mayor Verbic. Nays : None.

Councilman Waters made a motion, seconded by Councilwoman Shales

AN ORDINANCE
RECLASSIFYING PROPERTY LOCATED AT KIMBALL STREET,
NORTH SPRING STREET, NORTH STREET AND DOUGLAS AVENUE
FROM B-3 SERVICE BUSINESS DISTRICT TO B-4 GENERAL SERVICE DISTRICT
WHEREAS, written application has been made to reclassify certain property
located at Kimball Street, North Spring Street, North Street and Douglas Avenue from B-
3 Service Business District to B-4 General Service District; and
WHEREAS, the Land Use Committee has conducted a public hearing after due
notice and submitted its written findings and recommendations to the City Council; and
WHEREAS, the City Council has reviewed the recommendations of the Land Use
Committee and concurs in such recommendations.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS:
Section 1 . That Chapter 19.08, Section 19.08.020, entitled "Zoning District Map" of
the Elgin Municipal Code, 1976, as amended, be and the same is hereby further amended
by adding thereto the following paragraph:
"The boundaries hereinbefore laid out in the 'Zoning District Map', as
amended, be and are hereby altered by excluding from the B-3 Service
Business District and including in the B-4 General Service District, the
following described property:
That part of the Northeast Quarter of Section 14, Township 41 North,
Range 8 East of the Third Principal Meridian described as follows:
Beginning at the Northeast corner of the Northeast Quarter of Section 14;
thence Southerly along the East line of said Northeast Quarter of
Section 14 to the Southerly right of way line of Kimball Street, a distance
I'I of 945.00 feet, more or less; thence Westerly along said Southerly right of
way line of Kimball Street to the point of intersection with the Easterly
right of way line of Douglas Avenue for the place of beginning; thence
Easterly along said Southerly right of way line of Kimball Street to the
point of intersection with the Westerly right of way line of Spring Street;
thence Southerly along said Westerly right of way line of Spring Street to
the point of intersection with the Northerly right of way line of North
Street; thence Westerly along said Northerly right of way line of North
Street to the point of intersection with the Easterly right of way line of
Douglas Avenue; thence Northerly along said Easterly right of way line of
Douglas Avenue to the place of beginning. Excepting that part of the
previously described area as follows: The Northerly 113.50 feet of the
Southerly 200.50 feet of the Westerly 164.00 feet. Being situated in the
City of Elgin, Elgin Township, Kane County, Illinois."

AMENDING ORDINANCE 52-80 ENTITLED "AN ORDINANCE SETTING FORTH THE
DETERMINATION BY THE CITY COUNCIL OF THE CITY OF ELGIN,
COOK AND KANE COUNTIES, ILLINOIS, THAT IT IS IN THE PUBLIC INTEREST
TO ASSIST BUSINESS AND INDUSTRY LOCATED WITHIN AND NEAR
THE CITY IN FINANCING ECONOMIC DEVELOPMENT FACILITIES
AND POLLUTION CONTROL FACILITIES, PRESCRIBING THE PROCEDURES
TO BE FOLLOWED IN THE ISSUANCE OF REVENUE BONDS FOR SUCH PURPOSES
BY THE CITY"
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS:
Section I. That Section 13 of Ordinance S2-80 passed February 13, 1980, as
amended, be and is hereby amended to read as follows:
"Section 13. Deposit. That any person requesting City to finance any
project by issuance of its revenue bonds shall make a non-refundable
deposit with the City Treasurer in the amount of $2,500 to reimburse City
for its preliminary expenses in investigating the desirability and feasibility
of such financing.
That upon receipt of an application for the issuance of revenue bonds
and the deposit required by this section, the application shall be forwarded
to the Economic Development Commission for its review and recom-
mendation to the City Council."
Section 2. That this amendatory ordinance shall be in full force and effect after its
passage in the manner provided by law.

AN ORDINANCE
ADDING POULTRY PROCESSING TO THE LIST OF PERMITTED USES IN THE
B-4 GENERAL SERVICE DISTRICT
WHEREAS, written application has been made to amend the provisions of the
zoning ordinance so as to permit poultry processing, excluding slaughtering and dressing,
as an additional permitted use in the B-4 General Service District; and
WHEREAS, the Elgin Planning Committee held a public hearing concerning the
proposed amendment after due notice in the manner provided by law; and
WHEREAS, the Elgin Planning Committee has submitted its written findings and
recommendation that the requested amendment be granted; and
WHEREAS, the City Council of the City of Elgin, Illinois, concurs in the findings
and recommendations of the Planning Committee.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS:
Section 1. That Section 19.34.020 of Chapter 19.34 of the Elgin Municipal Code,
1976, as amended, be amended by adding the following:
19. Poultry Processing, excluding slaughtering and dressing.
Section 2. That existing numbers 19 through 24 be and are hereby renumbered 20
through 25.
Section 3. That this ordinance shall be in full force and effect from and after its
passage in the manner provided by law.

located outside the corporate limits of the City of Elgin; and
WHEREAS, said owner has requested the City of Elgin furnish fire protection
services for said property on the terms set forth on the attached agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS, that Robert 0. Malm, Acting City Manager, and Marie Yearman, City
Clerk, be and are hereby respectively authorized and directed to execute an agreement
on behalf of the City of Elgin with Illinois Tool Works, Inc. for fire protection service, a
copy of which is attached hereto and made a part hereof by reference.

AN ORDINANCE
AMENDING SECTION 11 .35.155 OF THE ELGIN MUNICIPAL CODE
DEALING WITH THE UNAUTHORIZED USE OF PARKING SPACES
RESERVED FOR HANDICAPPED PARKING
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS:
Section I. That Title 11, Chapter 11.36, Section 11.36.155 of the Elgin Municipal
Code, 1976, as amended, be and is hereby amended to read as follows:
1 1.36.155 Unauthorized Use of Parking Places Reserved for Handicapped
Persons
A. No person shall park any motor vehicle which is not bearing
registration plates or decals issued to a handicapped person, as defined by
Section 1-159.1, pursuant to Sections 3-616 or 11-1301.2, or to a disabled
veteran pursuant to Section 3-609 of the Illinois Vehicle Code, as evidence
that the vehicle is operated by or for a handicapped person or disabled
veteran, in any parking place, including any private or public offstreet
parking facility, specifically reserved, by the posting of an official sign as
designated under Section 11-301, for motor vehicles bearing such registra-
tion plates or decals.
B. Any person found guilty of violating the provisions of this Section
shall be fined $50 in addition to any costs or charges connected with the
removal or storage of any motor vehicle authorized by law.
Section 2. That all ordinances or parts of ordinances in conflict with the provi-
sions of this ordinance be and are hereby repealed.
Section 3. That this ordinance shall be in full force and effect ten days after its
passage and publication in the manner provided by law.

REGULAR MEETING
A regular meeting of the Council of the City of Elgin, Illinois ,
was held on March 11, 1985 at 8:20 p.m. , in the Council Chambers
of City Hall. The meeting was called to order by Mayor Verbic.
The Invocation was given by Reverend E. Dale Kleinschmidt of the
Faith United Methodist Church, and the Pledge of Allegiance was
led by Councilman Andersen.

PROCLAMATION
OF THE RESULTS OF THE PRIMARY ELECTION OF CANDIDATES FOR THE OFFICES
OF COUNCILMEN FOR THE CITY OF ELGIN, KANE AND COOK COUNTIES
WHEREAS, a primary election for the nomination of candidates for the offices of
three Councilmen to be elected at large of and for the City of Elgin, Kane and Cook
Counties, Illinois, was held on the last Tuesday of February, 1985, being February 26,
1985; and
WHEREAS, the election authorities of Kane and Cook Counties transmitted a tally
sheet or certificate of results for each precinct in the City of Elgin; and
WHEREAS, the Election Code of the State of Illinois provides that a canvassing
board composed of the Mayor, City Attorney and City Clerk shall open and canvass the
precinct returns, proclaim the results of the primary election and file its proclamation
certificate with the appropriate election authorities; and
WHEREAS, on March 4, 1985 the canvassing board met to open and canvass the
precinct returns, proclaim the results of the primary election and file its proclamation
certificate with the appropriate election authorities; and
WHEREAS, a quorum of said canvassing board was present; and
WHEREAS, the canvassing board of the City of Elgin has canvassed the precinct
returns as required by the Election Code of the State of Illinois.
NOW, THEREFORE, it is hereby proclaimed by the canvassing board of the City of

Patricia Cook, 977 Illinois - Flooding Problem
Patricia Cook: The reason I am here is because I bought the house
at this address in December, 1984 . I asked the owners if this
area flooded and they said no it does not flood except down the
street and I took their word for it . Last week I flooded and in
talking to the neighbors these homes have flooded, I have pictures
showing these floods in 1982 and 1983 . I am here requesting that
something be done because I put everything that I had into buying
this house.
Robert Malm: Mel Dahl and I were down in the Illinois/Hammond
area during the course of the flooding. The area in question
is in a flood plain and it is prone to flood during periods of
high water by definition. Channel improvements could be con-
sidered, I don' t know how cost effective they would be, but
anytime you have a flooding condition in a flood plain, to
modify that would take land some where else, such as we were
talking up stream in Poplar Creek for that improvement .
A dike would not help in this situation. To store the water you
have to put it somewhere, which requires other land holdings.
Mel Dahl: A study was completed by the Division of Waterways
and the Corps of Engineers for the entire Poplar Creek drainage
shed, and this is only a portion of the maps that were developed
as a result of that study. The shaded area is the flood plain.
To construct a dike would require the purchase of several pieces
of property and the construction of a dike that would go around
some of the houses that are on the south side of Hammond. You
would have to develop some kind of detention basin with a storm
sewer relocated into that , or relocated down stream somewhere.
Constructing a dike would require -- well, at Illinois and
Hammond there is a 24 inch storm sewer that goes south to the
Poplar Creek, there is a gate there I believe that does hold
some of the water, but once it gets over the top that ' s it .
Robert Malm: I think there are some temporary things that can
be done , such as clean out the channel to expedite the water flow,
but the basic problem is that the area is a flood plain and by
definition it will flood from time to time, and unless there
is some other types of things done, other retention storage
areas somewhere else this is going to be a problem.
Gary Miller: Part of the problem with the flooding in this area
involves the fact that even if we had the land on which to build
the dike, there is still a storm sewer system north of Hammond
which is all tributary, it flows south through that 24 inch

storm sewer into Poplar Creek and the fact that you build the
dike and the fact that there is a flat gate on the 24 inch
storm sewer, which would prevent the flow of water backwards
through the storm sewer underneath the dike, the fact is that
you would still have run-off generated from that entire
neighborhood up stream, or further north. That water will
flow in a natural direction down the hill towards Hammond
and towards the creek. You build a dike to keep the water
from flowing in but you prohibit the water from flowing out .
It becomes a very extensive project in terms of land acquisition
and the engineering to do it .
I would also mention that under normal circumstances as a daily
routine we get calls in our office from loaning institutions
and even from real estate people asking if properties , by
specific addresses, if those properties are in a flood plain
and we respond and we keep track of who we talk to and what
our answer is. I don't recall ever having a call relative
to this address at 977 Illinois Avenue.
I would also point out that anyone living in that area has the
option of getting flood insurance at lower rates because of the
flood insurance program which the city got into about three years
ago.
We can pursue a solution if you so desire, but you should realize
it will become a major engineering project and it will take a lot
of time, but if you wish us to proceed we can do that .
Mayor Verbic: I think the flood insurance is one of the first
things the people living in this area should address . When
you look at this map the problem is quite extensive and as to
what can be done will have to be determined by engineering.
We certainly shall make an effort to see if something can be
done.
Tom Rakow, 931 Oakdale
Tom Rakow: I am here representing Illinois Hydraulic who was
and is the prime contractor on the water treatment plant that
was completed and turned on line in November, 1982 . There were
a couple of problems after the thing went on line and we were
having continuous discussions with Black & Veatch, the engineer,
and the city staff and it basically came to an impass on a
couple of things and it was suggested that Illinois Hydraulics
submit a bill. We did do that , we submitted a semi-final bill
back in December, 1984 , and we have yet to hear anything from
the city and the staff.

Robert Malm: I believe Mr. Blondin can respond to the status
of this payment .
Dan Blondin: What Mr. Rakow outlined to you is substantially
correct . He has submitted what entails a semi-final payment
that we have treated as a final payment because in effect it
would exhaust all remaining funds held by the city. The city
has reviewed that along with Black & Veatch and we have submitted
our review back to Black & Veatch and we anticipate that within
the next couple of weeks Black & Veatch should prepare the final
change order which woudl be brought back to you at that time.
Tom Rakow: That is fine, if it happens within two weeks. We
were told this was going to come before you two weeks ago and
then I called to see if it was on the agenda for tonight and I
was informed no and then I thought that maybe I had better come
down and talk to you.
Dan Blondin: I can't guarantee that it is going to be here in
two weeks, we sent off the letter to Black & Veatch and we
anticipate that it should not take that long, but whatever
their response is . That is the last step that has to be taken
before it is brought before you.
Tom Rakow: Will that be a public document so we could receive
a copy of it .
Dan Blondin: Certainly, I will make sure you get a copy.
BID AWARDED FOR REPAIRS TO DEEP WELLS
Councilman Gilliam made a motion, seconded by Councilman Hansen
to award the above bid to the low bidder, Layne-Western, for
$31, 158. 00 plus all the necessary bailing and surging, machining,
and materials for the repair to both wells. Yeas: Councilmen

Jerry Deering: Petition 9-85 concerns approximately 10 , 000
square feet of land located on the east side of Dundee Avenue
between Columbia and Lincoln.
At its regular meeting of February 18 , 1985 , the Land Use
Committee recommended approval of this request for special
use, subject to the three conditions outlined on the Findings
of Fact .
Attorney Lylc C. Brown: This is a presentation that the Council
has heard twice before and really represents the culmination of
work between the staff, the Council and the Petitioner, in amend-
the Zoning Ordinance to include this use as a special use under
B-1.
Based on the response that we had before the Land Use Committee,
I believe that the major objection that was expressed before
the Council before, that is that the possibility that the
property would revert to an unrestricted B-3 use has now been
taken care of. As to the neighbor who wanted the special
conditions there it is I am sure inserted, at that neighbor' s
request , for a stockade or complete blockage of view for the
parking area in the rear for employee' s parking and other than
that the volumn and number of objections has subsided materially,
and I think that based upon the Council ' s previous instructions
to try to work something out that was acceptable use to put a
six year piece of property that has been vacant for that length
of time to use and to have it improved, we have done that and
we have limited the use so that the neighbors donot have to
worry about an unrestricted reversion to B-3 .

PETITION 11-85 REQUESTING A B-2 CENTRAL
BUSINESS DISTRICT SPECIAL USE FOR AN
AMUSEMENT ESTABLISHMENT, PROPERTY
LOCATED AT 13 DOUGLAS AVENUE - APPROVED
Jerry Deering: Petition 11-85 concerns property on the east side
of Douglas Avenue between Highland and Chicago Streets. The
proposed amusement establishment is more specifically a teen
nightclub. At a special meeting on February 25 , 1985 , The Land
Use Committee recommended approval of the requested amusement
establishment , subject to the conditions outlined in their
attached Findings of Fact .
There are three conditions. The first condition refers to
actually an additional thirteen sub-conditions which have been
proposed by the petitioner.
Richard Beyers, 1119 W. Crescent , Park Ridge, Petitioner: There
are a few things that I would like to bring to light on this .
Two weeks ago at the first meeting , concerning security, at
this time I would like to change that . Two or three uniformed
officers now. The second thing I would like to bring to light
on this is the access . Last couple of weeks it was voted down
because the access feeling was that it was not safe enough, the
building in question. All three exits will be completely
accessible at all times when business is open.
I have other plans for this operation with promotions of other
businesses in the area. Specifically with music, sports equip-
ment , clothing and possibly food. I would also like to have on
a Tuesday night adult dancing, big band music, the hours with
that would be 7 to 12 , and admission would more than likely be
$10 .00 per couple on that . I have no intention of serving
liquor, it would be strictly dancing for adults .
Mayor Verbic: Do you have other establishments like this in
the area or is this the first one.
Mr. Beyers: This is the first one.
Councilwoman Shales: You say that you don ' t have any experience
in this field. Have you not worked or do you have observations
of other operations like this .
Mr. Beyers: Yes, I have.
Councilwoman Shales: I would like to know and I did'nt see
this brought out at the public hearing, the experience in
other areas and what kinds of problems there are on the outside.

I believe that we can work out the problems on the inside. I
believe that if you are sincere that you can make it a good
operation and that you can control what is going on inside. I
guess what worries me and what I would like to have more infor-
mation on, and I am not sure that I can get that tonight , is
what would be going on outside. I think that any place where
you have teenagers congregate other peole are going to come
around with drugs, alcohol, or whatever. It just happens , it
happens in High Schools and everywhere. This is a market that
people try to take advantage of. I don't know if our Police
Department has enough personnel, or if we have the ability to
really control this like it should be on the outside of your
building.
I don ' t have problems with you being able to control it on
the inside, my problems are with the outside.
Mr. Beyers: There will be uniformed security, also 5 or 6 adult
employees. Admission will be paid and once admission is paid
and the person enters the premises there will be no leaving,
so the loitering problem should be taken care of in that respect .
Councilwoman Shales: What you are saying is that they will not
be allowed back in without paying again and I think that goes
back to what I said that you can control the inside, I am not
sure what we could do to make the outside safe for the teenagers
who are going there too. I guess I would like to hear more,
perhaps tonight is not even the best for me, I would at least
like another two weeks . I would like the Police Department to
respond to what kind of problems they would foresee and what
kine of problems the community may or may not have on the outside
of these establishments, with loitering, with drugs, with people
handing around, whatever. There is experience with other places
and I would like to know what it has been.
Councilman Hansen: Perhaps we could hear from the Police
Department as to any concerns they may have.
Deputy Heine: I am really not prepared to answer these questions.
I am sure we can come up with the answers , but as of right now I
personally am not very familiar with what is being proposed.
Councilman Andersen: Supposing there were 20 teenagers hanging
around the outside of this place making an impass on the sidewalk,
how would you move them along.
Deputy Heine: Basically we would respond to a call, or perhaps
observe it on patrol. If they were causing some sort of a
disturbance or some kind of an obstruction on the street , we
would simply ask them to move along. If they complied that is
fine, if they did'nt we would have to take some more drastic
action, I suppose the most drastic of which might be an arrest .

Generally speaking the problems that occur, or the lack of
problems that occur at these type of establishments are
directly in relation to the type of management that you have
at the establishment . If the management is good and has a no
nonsense type of approach chances are your problems are going
to be minimal. If the management is other than that chances
are you are going to have other types of problems, more serious
types of problems.
Councilman Gilliam: What you will find when you have an activity
like this , the good kids will go inside and they will dance and
have a good time and they won' t break any laws, or do anything
wrong. Its the kids that hang around the outside that will create
the problems for you. Its that 10% element that you will spend
900 of your time on.
Councilman Schmidt : Is this going to be for the three high
school students here in Elgin, or will we have the problem
of outside students invading us .
Mr. Beyers: It is mainly for the students in Elgin, but
anyone would be allowed in.
David White: I am with Tony White Shoe store directly across
the street from the proposed teenage club. I am not here to
take on kids, because I believe they should have a place like
this, nor am I angry or enemies of the Corns, because I respect
the family.
I would just like to go back a little bit in history with what
has happened downtown in Elgin, some of the things that have gne
on there. One, back in the late sixties and seventies with the
parking lot problems we used to have with teenagers, when they
used to sit on the hoods of cars and would take up the parking
places , and with all respect to the police officers , when they
would try to remove them the kids would get off the cars, slug
the meters and it was a problem for a long time.
Elgin Downtowners, which was formed in 1972 , spent $180 , 000
moving a bar out of downtown, with the help of the Council and
all the organizations down there. That area is still a very
viable retail area. It has nothing to do with kids , but when
you have large gatherings of anyone it is a detriment to
people who feel the area is unsafe. Elgin has had that plague
and I don't think it is right to bring it back.
Lastly, you have Borden Square , you have the library , which is
certainly a positive move in that area. You have the Gromer' s
development , which is another positive move. I question any
shopping area, or commercial office space that you see where
you see a teenage bar or a teenage nightclub intermingled with
that type of use, and I think what we have to be very cautious
of for the next future plans of that particlar area, which
everyone, even the new members running it are very concerned

with is spot situations like this that can create such an
atmosphere that you will then detract from taking the type
of quality tenant to come into that area.
It has nothing to do with Ben Corn or kids , it that we on
Douglas Avenue, and on Spring and on the streets that are still
very viable down there have literary thousands of dollars
invested and we have stuck it out with this community on the
premise that things were going to happen, and things are
turning around, I just hope that we will al think.
Gretchen Vapnar: We are talking about teenagers being a very
large group of consummers who help support the downtown businesses
and also we are not talking about teenagers being a detriment to
our community. We are going to have to invest in the good teen-
agers and I suggest that you keep that in mind when you consider
this proposal.
I am the parent of two teenagers and I see them as young and
positive people contributing to Elgin, who are now coming and
asking for some consideration. I feel it is too easy for us to
lump all teenagers together, just as it is very easy for us to
lump people together. I suggest to you that teenagers in our
downtown, consummers, could be avery positive force in our
downtown and I just ask that you put that together with the
other items that you need to consider in this situation.
Councilwoman Shales: I agree with Councilman Gilliam that the
good kids will go inside and I don't have any problem with that
and I would like to support this project , because I believe if
it is run correctly it will be a good project . Since Mr.
Beyers does not have a track record, he has not done one of
these before, he has no experience. I would like to move that
we table this for two weeks while the staff does some digging,
finds out the experiences of other teen nighclubs like this,
and any problems they may have encountered on the outside of
them and how they have been able to deal with the, and what
kinds of locations these nightclubs are in. I think we would
have the same concerns no matter where we put this, whether it
was downtown or anywhere.
Councilman Andersen: I will second the motion to table.
Yeas: Councilmen Andersen, Gilliam and Shales. Nays: Council-
men Hansen, Schmidt and Mayor Verbic.
Mayor Verbic: The table fails for lack of a majority.
Ben Corn: I have been a businessman in downtown Elgin for 35
years and I also have a lot of money invested down there, and
my own children are in business downtown as well as in other
parts of Elgin. I would be the last person in Elgin to bring
anything in downtown Elgin that would have a tendency to hurt
downtown Elgin in any way.

I have done quite a bit of investigating, I have been over to
Glenview, who has a large facility such as the one this man
wants to open. I have been to Woodfield and they have one over
there. They are very high class operations and they are very
well managed. I visited the retail stores around the one in
Glenview and none of the people that I talked to had any
objections to it .
If the place is not managed right there will not be a place.
In the first place I will lock it up and in the second place
if there were problems down there the parents wuld not let
their children come. I think the young people would behave
and I think it would be an asset to the community.
Attorney Alfred Kirkland, Jr. : Councilwoman Shales you asked
about other experience, we have some experience right here in
Elgin. I was born and raised here in Elgin and went to school
in Elgin and we had a place called the Storm Cellar in the
Methodist Church, when I grew up in Elgin. Lots of kids down-
stairs, same kind of operation, big dark parking lot right nearby.
It was well managed and we never had a single problem.
I have two teenage kids and four kids who are all going to go
through the Elgin School system, if we don' t give them some place
to congregate with their own, then they are going to turn to what
ever alternatives that are available and we don' t like the
alternatives that are available, and I would like to see this
kind of opportunity exist in Elgin for my kids and for everyone
else and I think the kids can handle it .
Councilwoman Shales: I agree with you but I don ' t want someone
hanging around the outside trying to sell them drugs as they go
in ans out , or the loiters and people driving around the block.
It is not the kids that are going to use it that I am worried about ,
its the kids that are not going to use that I worry about . I am
responsible for whats going on in Elgin and I want to be sure
that we are subjecting ourselves to more problems .
Jan Thoma, 1307 Littlejohn Drive: I am a senior at Elgin High
School and a member of the Student Council. SADD ( Students
against driving drunk) the main concept of this program is to
warn the teenagers against the hazards of driving under the
influence and to try and get them not to drive anyone with
anyone who has been drinking or been taking drugs . I also
talked to the Land Use Commitee about the parties that are in
Elgin. The parties are the only place that the teenagers of
Elgin and surrounding area have to go to get together, dance ,
have a good time, whatever they want to do. The only problem
with these parties is that most of the time, probably 90% of
the time there is not adult supervision and there is almost
always the problem of drugs and alcohol. The only solution that
I see is this teen center.

With me I have 31 signed statements from adults saying that
they support this teen center and I also have 168 more signatures
to add to the petition of over a thousand that we brought into
the Committee the last time.
I would just like to add by reading one of these statements that
one of the parents sent in. As the mother of three children
who have been raised in the Elgin High School system, I strongly
support the proposal for a teen center in downtown Elgin. It
is quite easy for adults to criticize youngpeople today and say
they are hopeless . Certainly we live in a time when children
become adults , addicted to adult habits early in pre-teen and
adolescence. Rather than just complain the citizens of Elgin
need to provide an alternative, a place where youngpeople can
enjoy themselves without any pressure to indulge in liquor or
drugs.
Not only will the youngpeople benefit , but all residents of
Elgin will benefit if our young teens are kept away from the
drugs that lead them to wild, illegal behavior and drunk driving.
I urge you to give the youngpeople a chance. Nothing can be lost
by trying. If the center works and maybe one of your children,
grandchildren, will be saved by this program. s/ Janet Thoma,

Councilman Schmidt made a motion, seconded by Councilman
Hansen to approve Petition 11-85 .
Councilman Hansen: I agree with Attorney Kirkland , unfortunately
my children are nolonger teenagers but I wish there would have
been some place like this for them when they were of this age
and in high school. I think it is something what we really
ought to give a try.
Mayor Verbic: As a father myself I prefer having one of my
youngsters go to a supervised place of entertainment rather
than going to home parties like we have heard mentioned may
times.
Councilman Gilliam: I will vote against it for acouple of reasons ,
one, I think it is the wrong location and two, I think that
contrary to what the young lady said the gangs like to go where
the action is. They will be downtown, they like to hang outside
they will drive around the street and create the disturbance,
and there is no control for that . The good kids will be inside
and I think the negative element will stay outside and create
the problems , and that will be about 10% of the population. That
is the way it is in high school and in society 10% of the people
create all the problems.

Section I. That Title 11, Chapter 11.28 of the Elgin Municipal Code, 1976, as
amended, be and is hereby further amended by deleting from the list of one-way streets
in the City of Elgin under Section 11.28.050C the following:

WHEREAS, the Watch City Post No. 1307, Inc., Veterans of Foreign Wars, a
Patriotic Organization of this City, desires to hold its annual Loyalty Day Parade on
Routes 19 and 20 on Sunday, May 5, 1985, 2:00 p.m.; and
WHEREAS, said parade will require the closing of a portion of Routes 19 and 20;
and
WHEREAS, the State of Illinois requires the City of Elgin to assume all responsi-
bility and liability involved in the closing of said highways.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS, that said City of Elgin will assume full responsibility for the direction,
protection and regulation of traffic during the time the detour is in effect, and all lia-
bilities for damages of any kind occasioned by the closing of said state routes.
BE IT FURTHER RESOLVED that efficient, all weather detours will be maintained
conspicuously marked and judiciously police patrolled for the benefit of traffic deviated
from the state routes.

RECOGNIZE PERSONS PRESENT
Councilman Schmidt : I believe we all received a letter dated
February 17th from a Mrs. Sesimmer regarding a problem at
992 Deborah Avenue, what position do we take on something like
this , or what becomes of it .
Mayor Verbic: It is a very interesting letter and I think we
should refer this Corporation Counsel Jentsch and have him
give us an opinion so we can then answer these people .
Councilman Schmidt : I do have another question . We have an
election coming on April 2nd. When do the new members take
over and when do the old ones go out . Is it under new business
when they come in.
Mayor Verbic: Usually the newly elected people are in the
audience and when the meeting is convened the first thing
on the agenda is to seat the newly elected Council persons ,
and the retiring members leave at that point .
Counsel Jentsch: The Statute provides that they take office
at the next regular meeting if the canvass is completed.
