Resolution No. 11-157 RESOLUTION ACCEPTING FOR OWNERSHIP AND MAINTENANCE THE PUBLIC IMPROVEMENTS IN PROVIDENCE UNIT 3C SUBDIVISION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS,that the City of Elgin hereby accepts for ownership and maintenance the public improvements in the Providence Unit 3C Subdivision which include sanitary sewer,water main, storm sewer,pavement, sidewalk, street lights, signs,parkway trees, and their appurtenances within the public right-of-way and will add the following city-maintained facilities: approximately 1,974 lineal feet of 8-inch water main;four, 8-inch valves in 4-foot vaults;7 fire hydrants; 1,525 lineal feet of 8-inch sanitary sewer; 12 sanitary manholes; 1,333 lineal feet of 12-inch storm sewer; 166 lineal feet of 15-inch storm sewer; 105 lineal feet of 18-inch storm sewer; 40 lineal feet of 21-inch storm sewer; 359 lineal feet of 30-inch storm sewer; 11 catch basins; 18 storm manholes; 6 street lights; 7 street signs; 1,537 lineal feet of improved street(including curb and gutter,parkway and sidewalk on both sides of the street). s/David J. ELGIN THE CITY IN THE SUBURBS' AGENDA ITEM: E MEETING DATE: August 24, 2011 ITEM: Acceptance of Public Improvements within Providence Unit 3C Subdivision ($9,997 estimated five-year maintenance cost) OBJECTIVE: Fulfill the city's obligation to maintain reliable infrastructure for serving businesses and resi- dents. RECOMMENDATION: Approve the acceptance of the public improvements for ownership and maintenance in the Providence Unit 3C Subdivision. BACKGROUND r Town & Country constructed 30 single-family residential lots in the development named Provi- dence Unit 3C Subdivision. The development is located west of Randall Road, east of Nesler Road and south of Route 20. A location map is attached as Exhibit A. Town & Country provided engineering plans which were reviewed and subsequently approved by the engineering department in 2005. The city approved and subsequently recorded the final plat for Providence Unit 3C Subdivision on June 21, 2005. The plat subdivided the parcel into 30 single-family residential lots and public right of way. The public streets are named Mooresfield Street, Humbolt Avenue and Hopkins Street. Access to the subdivision from Route 20 is provided via Longcommon Drive and South Street. The engineering department provided field inspection services throughout the construction process of public and quasi-public improvements. A consultant was utilized for review and the inspection to insure compliance with city stormwater regulations. Town & Country requested that the city accept the public improvements of the subdivision for ownership and maintenance. The public improvements include sanitary sewer, water main, storm sewer, pavement, sidewalk, street lights, signs, parkway trees and their respective appur- tenances within the public right of way. In order to process acceptance of public and quasi- public improvements by the city council, the engineering department, with assistance from public works, developed a final punch list of items to be addressed. After Town & Country ad- dressed all of the punch list items, a final field inspection was performed. All items were prop- erly addressed and therefore considered acceptable. Town & Country turned over for ownership and maintenance the common parcel and certain sections of the storm sewer system to the homeowners association. A private storm sewer map is attached as Exhibit B. OPERATIONAL ANALYSIS Acceptance of the public improvements will add approximately 1,974 lineal feet of 8-inch water main; four 8-inch valves in 4-foot vaults; 7 fire hydrants; 1,525 lineal feet of 8-inch sanitary sewer; 12 sanitary manholes; 1,333 lineal feet of 12-inch storm sewer; 166 lineal feet of 15-inch storm sewer; 105 lineal feet of 18-inch storm sewer; 40 lineal feet of 21-inch storm sewer; 359 lineal feet of 30-inch storm sewer; 11 catch basins; 18 storm manholes; 6 street lights; 7 street signs; 1,537 lineal feet of improved street (including curb and gutter, parkway and sidewalk on both sides of the street); and their respective appurtenances to the city maintained facilities. The city's acceptance of the public improvements will ensure proper snow removal and general maintenance, providing residents and visitors with reliable infrastructure for business and lei- sure activities. INTERESTED PERSONS CONTACTED None. FINANCIAL ANALYSIS There are no direct, immediate costs associated with this acceptance. However, maintenance and operating costs for the water main, the sanitary sewer main, the storm sewer system, pavement, streets lights, signs, sidewalk, parkway and their respective appurtenances will in- crease over time and will be included as part of the annual budgeting process. Request a one-year guarantee of the improvements against defects caused by faulty workmanship or inferior materials. 2. If no defects are found within one year after city council's acceptance of the public im- provements, return the guarantee documents to Town & Country.
