RESOLUTION
CHANGING THE NAME OF CROSBY STREET TO DOMINICAN WAY
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,ILLINOIS,that
the public street known as Crosby Street between Elm Street on the east and Perry Street on the west
be and the same is hereby redesignated and renamed Dominican Way.
BE IT FURTHER RESOLVED that all city signs and maps shall be altered to read
Dominican Way at the aforesaid places.
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to give
written notice by certified or registered mail to the election authorities having jurisdiction in the area
in which the street name is hereby changed and to the United States Post Office branch serving said
area.
BE IT FURTHER RESOLVED that the resolution shall be in effect thirty (30) days after
notice is given to the election authorities and the United States Post Office as provided herein.

1. Send Planning department notice of change for distribution to those on the
plat distribution listing.
2. Send memo to DCA, Engineering, Fire, Police Public Works and Planning
department heads alerting them to the name change, attaching copy of
resolution(does not require sending recorded copy).

Public Hearing Regarding Proposal to Change the Name of Crosby Street to Dominican Way
(No Cost to the City)
OBJECTIVE:
To honor an Elgin institution, St. Edward Catholic High School, by permanently changing a street
name.
RECOMMENDATION:
To change the name of Crosby Street between Elm Street on the east and Perry Street on the
west to Dominican Way.
BACKGROUND
St. Edward Central Catholic High School opened in 1941. Housed in the former Lord School
Building, classes began on September 8, 1941.
Over its nearly seventy year operation, the school has seen several additions, resulting in the
complex seen today. The school's rich history is eclipsed only by its academic and
extracurricular achievements. In 2010, 99 percent of St. Edward students attended the college
of their choice. Students consistently score 2.5% higher on the ACT than state and national
averages. St. Edward's provides over 36 elective courses and boasts an average class size of 22.
Over the last five years, St. Edward has produced state-qualifying teams and individuals in
baseball, basketball, golf, gymnastics, soccer, softball, swimming, track, volleyball and wrestling.
To commemorate its 70th anniversary, it has been proposed that the city permanently rename
Crosby Street between Elm Street and Perry Street to "Dominican Way".
The significance of the name "Dominican Way" stems from Saint Edward's membership in the
Dominican Order, a catholic sect created by Saint Dominic in early thirteenth century France.
Also, for the first part of St. Edward's operation, the Sisters of St. Dominic from Adrian,
Michigan staffed the school.
The Elgin city council can permanently change the name of a public street. To do so, there are
three procedural requirements: (1) only a member of the city council may introduce the
resolution naming or changing the name of a public facility or right of way; (2) any change must
be approved by all city council members; and (3) a public hearing must be held a minimum of
two weeks before final action on naming a right of way. Councilman Dunne has requested the
matter be presented to the city council.
OPERATIONAL ANALYSIS
It is desired that the change of this street name be completed before July 1, 2011. To meet this
timeline, a public hearing needs to be held at the city council's June 8 meeting. A resolution
providing for the name change could then be placed on the city council agenda for adoption on
June 22, 2011.
Upon approval, staff will create new street signs, make any necessary administrative changes
and notify any required parties.
INTERESTED PERSONS CONTACTED
A public hearing in which any interested person can speak to the proposal is scheduled for the
city council's June 8 meeting.
FINANCIAL ANALYSIS
There is a minimal financial impact of approving this item. The cost of creating new street signs
will be absorbed by the public works traffic division's operating budget.
