Saher, Senior Planner SUBJECT: Final Plat Review (Petition 09-11) Edgewater Subdivision—First Resubdivision of Phase Four PURPOSE Consideration of Petition 09-11 Requesting Final Plat Approval of a First Resubdivision of Phase Four of the Edgewater Subdivision; Property Located at 2700 Bowes Road, by Pulte Home Corporation, as Applicant and Owner. RECOMMENDATION The Community Development Department recommends approval of Petition 09-11, subject to the following conditions: 1. Revisions to the proposed final plat of subdivision per the Community Development Department and the Engineering Division. 2. Compliance with all applicable codes and ordinances. The Planning and Development Commission concurred with the Community Development Department. On a motion to recommend approval, the vote was six (6) yes and zero (0) no. Therefore,the motion to recommend approval of Petition 09-11 was adopted(reference the attached Final Plat Review, dated April 13, 2011). BACKGROUND An application has been filed by Pulte Home Corporation requesting approval of a resubdivision of Phase Four of the Edgewater Subdivision. The subject property is located at 2700 Bowes Road. The subject property was annexed and zoned PSFR1 Planned Single Family Residence District, PSFR2 Planned Single Family Residence District and PCF Planned Community Facility District on February 11, 2004. The subdivision is an age-restricted community with a total of 1044 single- Mayor and Members of City Council May 4, 2011 Page 2 family lots, a community center, and active and passive open spaces. Final Plats for Phases One through Four of the subdivision were approved by the City Council on March 9,2005,November 9, 2005, June 14, 2006 and June 27, 2007 respectively. The final plat for Edgewater Subdivision—Phase Four was originally approved in 2007 with 219 single-family lots containing between 4,950 and 29,317 square feet of lot area. A portion of the subdivision along Longcommon Parkway was dedicated to the City of Elgin for the construction of a new municipal fire station on 3.86 acres of land. The subdivision also included several open space parcels. The applicant is currently requesting approval to divide Phase Four into two units. The northerly unit to be known as"Edgewater Subdivision—Phase Four—First Resubdivision"will be located to the north of Beacon Point Circle and consist of 104 single-family lots ranging in size from 5,040 to 14,232 square feet. The proposed First Resubdivision will result in the following: a. Reconfiguration of larger lots within the resubdivision to include smaller lots of lot areas already provided for within Phase Four. The reconfiguration will result in a net increase of 10 lots within the entire subdivision. The increase in the total number of single-family lots to 1054 is below 1068 that was originally approved in the 4411) annexation agreement for Edgewater; b. Relocation of the pedestrian pathway easement to connect to Gazebo Way at its easterly end; c. Elimination of the private street known as "Driftwood Circle,"thereby increasing the size of the open space contained within Lot HH and located to the south of the adjacent residential lots; d. Widening and naturalization of the channel leading to the open space contained within Lot HH; and e. Reconfiguration of the block bounded by Stoney Creek Drive and Voyage Way to provide for open space contained within Lot GG. No changes are proposed to the remaining portions of Phase 4 located to the south of Beacon Point Circle and to west of Longcommon Parkway.
