HEATING COMMISSION
MINUTES
April 8, 2015
1. CALL TO ORDER:
The meeting was called to order by Pat Hudgens at 2:15 p.m. in the second floor south
conference room.
2. ROLL CALL:
Members Present: Jim Biewer and Pat Hudgens
Members Absent: Richard Beebe
Staff Present: Raoul Johnston and Matt Falco
3. MINUTES:
A motion was made by Jim Biewer to approve the March 06, 2012 minutes, seconded by
Pat Hudgens. Motion passed unanimously.
4. REVIEW OF 2015 INTERNATIONAL RESIDENTIAL& MECHANICAL CODE CHAPTERS:
Each item was individually discussed:
2015 INTERNATIONAL RESIDENTIAL CODE
1. Section M1302.2, Protection against physical damage(sections M1308.2.1,
M1308.2.2 and M1308.2.3 are new sections): Consensus of the Commission
members was that these sections are good as written.
2. Section M1401.3, Equipment and appliance sizing(Exceptions added): After a
brief discussion regarding conforming to ACCA Manual S. Consensus of the
Commission members was that this section was good as written.
3. Section M1411.4, Condensate pumps (new section): Consensus of the
Commission members was that this section was good as written.
4. Section 1502.4.4, Dryer exhaust duct power ventilators (new section):
Consensus of the Commission members was that this section was good as
written.
5. Section M1503.4 Makeup air required (modified +added M1503.4.1): After a
brief discussion it was agreed by Commission Members to add 400 cfm and over
should be an engineered system, amendment to be drawn by staff.
6. Section M1506.2/Table M1506.2, Duct length (new section and table):
Consensus of the Commission members was that this section was good as
written.
7. Table M1601.1.1, Duct construction minimum sheet metal thickness (modified
table): After a brief discussion regarding SMACNA Standards, It was agreed by
staff members to amend per current amendment.
8. Section M1601.4, Installation (modified to clarify sealing): Council members
discussed techniques that are approved; Pat Hudgens asked if arrow seal was
allowed. It was agreed by Commission members amendments allow us to use
such techniques. Therefore it was agreed this section is good as written.
9. Section M2105, Ground-Source Heat-Pump System looping piping(expanded
section to provide better direction for installation and inspection): Consensus
of the Commission members was that this section was good as written.
10. Chapter 23,Solar Thermal Energy Systems(rewritten to only include thermal
energy, 2012 chapter also included photovoltaic. Better direction for
installation and inspection requirements): Consensus of the Commission
members was that this section was good as written.
11. Section 2404.11, Condensate pumps (units to shut down upon failure):
Consensus of the Commission members was that this section was good as
written.
12. Section G2411.1.1, G2411.1.1.1, CSST(not allowed per amendment, amend
sections to delete CSST): After a brief discussion it was decided by Commission
members to extend amendment to eliminate this section.
13. Section G2415.5, Fittings in concealed locations: Consensus of the Commission
members was that this section was good as written.
14. Section G2415.7, Protection against physical damage: Raoul stated this section
is giving direction on protecting piping in walls. Consensus of the Commission
members was that this section was good as written.
15. Section G2426.7.1, Door Swing: Consensus of the Commission members was
that this section was good as written.
16. Section G2427.8, Venting system termination location (new paragraph 5):
Consensus of the Commission members was that this section was good as
written.
17. G2439, Clothes Dryer Exhaust (revised several sections): Consensus of the
Commission members was that this section was good as written.
Discussion was raised by Pat Hudgens separate from amendments regarding the
National Fuel Gas regarding Appendix B & C and it was determined both of these were
adopted.
2015 INTERNATIONAL MECHANICAL CODE
1. Section 304.11, Guards (exception added): Consensus of the Commission
members was that this section was good as written.
2. Section 307.2, Evaporators and cooling coils (added exception): Consensus of
the Commission members was that this section was good as written.
3. Section 307.2.4.1, Ductless mini-split system traps (new section): Consensus of
the Commission members was that this section was good as written.
4. Section 307.2.5, Drain line maintenance (new section): Consensus of the
Commission members was that this section was good as written.
5. Section 307.3, Condensate pumps (new section): Consensus of the Commission
members was that this section was good as written.
6. Section 401.2, Ventilation required (added sentence for Ambulatory care
facility requirements): Consensus of the Commission members was that this
section was good as written.
7. Section 403.1, Ventilation System (added sentence for R-2, R-3, R-4
occupancies to conform to IECC requirements): Raoul Johnston and Matt Falco
added R-2 would be for apartments and dormitories, R-3 for hotels, and R-4 for
Single Family. Consensus of the Commission members was that this section was
good as written.
8. Section 403.3,Outdoor air and local exhaust airflow rates (new section to
conform with IECC): Consensus of the Commission members was that this
section was good as written.
9. Section 403.3.2, Group R-2, R-3, and R-4 occupancies,three stories and less (
new section for conformance with IECC) (including Sections 403.3.2.1,
403.3.2.1,403.3.2.2,403.3.2.3 and table 403.3.2.3): Consensus of the
Commission members was that this section was good as written.
10. Section 407,Ambulatory Care Facilities and Group 1-2 Occupancies(new
section): Consensus of the Commission members was that this section was good
as written.
11. Table 403.3.1.1, Minimum Ventilation Rates (previously Table 403.3) (removed
section for hospitals, nursing, and convalescent homes;garages, separate for
each dwelling unit; modified footnotes g& h): Consensus of the Commission
members was that this section was good as written.
12. Section 501.3, Exhaust discharge (added exception 3): Consensus of the
Commission members was that this section was good as written.
13. Section 504.5, Dryer exhaust duct power ventilators (new section): Consensus
of the Commission members was that this section was good as written.
14. Section 505.3, Common exhaust systems for domestic kitchens located in
multistory structures (new section): Matt Falco asked the commission members
if they also wanted to add over 400 cfm needs to be an engineered system to
section 505.2. It was agreed this should be added to section 505.2.
15. Section 505.4, Other than group R (new section)(amend to provide for
commercial hoods where required by Building and Fire Official): Consensus of
the Commission members was that this section was good as written.
16. Section 506.3.8, Grease duct cleanouts and openings (added cleanout spacing
in paragraph 2): Consensus of the Commission members was that this section
was good as written.
17. Sections 506.3.11, 506.3.11.1, 506.3.11.2,506.3.11.3, Grease duct enclosures
(modified to provide more clearly explain fire-resistance requirements):
Consensus of the Commission members was that this section was good as
written.
18. Section 506.5.1.2, In-line fan location (new location): Consensus of the
Commission members was that this section was good as written.
19. Section 507.1, General (Commercial Kitchen Hoods) (section rewritten and
expanded): Consensus of the Commission members was that this section was
good as written.
20. Section 507.4, Hood size and location (new section): Consensus of the
Commission members was that this section was good as written.
21. Section 508.1.2,Air Balance(new section): Consensus of the Commission
members was that this section was good as written.
22. Section 510.5, Incompatible materials and common shafts (new section for
hazardous exhaust): Consensus of the Commission members was that this
section was good as written.
23. Section 510.9, Duct construction (section expanded): Consensus of the
Commission members was that this section was good as written.
24. Section 513.4.7, smoke control system interaction (new section): Consensus of
the Commission members was that this section was good as written.
25. Section 513.5.2,Testing of leakage area (new section): Consensus of the
Commission members was that this section was good as written.
26. Section 513.5.3, Opening protection (expanded exceptions): Consensus of the
Commission members was that this section was good as written.
27. Section 513.12.1, Verification (new section): After a brief discussion it was the
consensus of the Commission members to amend this section to say as approved
by Building Official or Fire Code Official.
28. Section 601.5, Return air openings (new section): It was the consensus of the
Commission members to add the following to this section, don't see larger
closets as long they have supply air provided equal to the return air.
29. Table 603.4, Duct Construction Minimum Sheet Metal Thickness for Single
Dwelling Units (decreased material thicknesses): It was the consensus of the
commission members to add will conform to prior amendment for this section.
30. Section 607.5.4, Corridors/smoke barriers(expanded section): Consensus of
the Commission members was that this section was good as written.
31. Section 701.2, Dampered openings (new section): Consensus of the
Commission members was that this section was good as written.
32. Section 908.8, Cooling Towers (new section): Consensus of the Commission
members was that this section was good as written.
33. Section 1004.1, Standards (Boilers) (Expanded): Consensus of the Commission
members was that this section was good as written.
34. Section 1210, Plastic Pipe Ground-Source Heat Pump Loop System (new
section): Consensus of the Commission members was that this section was good
as written.
After a brief discussion it was the consensus of the Commission members to
recommend adoption of the National Fuel Gas.
Heating Committee concludes that the energy code is considered to be state and
recommended adoption into building code.

A motion was made by Jim Biewer to adjourn the meeting at 4:00 p.m. seconded by Pat
Hudgens.
