Adjournment r ELECTRIC COMMITTEE MINUTES Wednesday, May 20,2015,2:00 p.m. MEMBERS PRESENT: Thomas Lohbauer, Patrick Hines and William Lauderdale MEMBERS ABSENT: Chief John Fahy. STAFF PRESENT: Raoul Johnston, Matt Falco and Sandra Kolba. VISITORS: No visitors were present. CALL TO ORDER: The meeting was called to order by Tom Lohbauer at 2:01 p.m. in the 2nd Floor South Conference Room at City Hall,150 Dexter Court, Elgin, IL. APPROVAL OF MINUTES: The minutes of the March 27,2012,meeting was presented. A motion was made by Tom Lohbauer and seconded by Bill Lauderdale to approve the minutes;a vote was taken and the vote to approve the minutes passed unanimously. REVIEW OF 2014 NATIONAL ELECTRIC CODE: Section 110.21(B),Field-Applied Hazard Markings: Raoul Johnston indicated that this was an expanded section. After discussion, it was agreed that his Section should remain as is. Section 110.25, Lockable Disconnecting Means: Raoul indicated that this is new section. After discussion, it was agreed that his Section should remain as is. Section 200.4,Neutral Conductors: 1 Raoul indicated that this section has been expanded. After discussion, it was agreed that his Section should remain as is. Section 210.5(2), Branch Circuits Supplied from Direct-Current Systems: This is another new section added. After discussion, it was agreed that his Section should remain as is. Section 210.8(A)(9)(10): This is another new section which basically adds GFCI in laundry rooms. After discussion, it was agreed that his Section should remain as is. Section 210.8(D),Kitchen Dishwasher Branch Circuit: Raoul said that this is another new section. After discussion, it was agreed that his Section should remain as is. Section 210.12(A), Dwelling Units: Raoul indicated that this section expanded arc-fault requirements. He indicated that the City does not allow Romex or BX wiring now as a current amendment. After discussion, it was agreed to keep this amendment. Section 210.12(C), Dormitory Units: This is another new section. It was agreed that this section should be amended as the previously discussed Section and amend out all rooms except bedrooms. After discussion, it was agreed that this Section should be amended accordingly. Section 210.13, Ground-Fault Protection of Equipment: Raoul indicated that this is another new section. After discussion, it was agreed that his Section should remain as is. Section 210.17, Electric Vehicle Branch Circuit: 2 This is another new section added. After discussion, it was agreed that his Section should remain as is. Section 210.52(G)(1), Garages: A question was raised whether this covered exterior outlets? Also, is it important that there is an outlet for every car in a garage? What about ceiling outlets? The answer was no to those questions. The thought was that this Section was to reduce the number of extension cords being used. After discussion, it was agreed that his Section should remain as is. Section 215.12(C),Identification of Ungrounded Conductors: Raoul indicated that this section has been expanded. After discussion, it was agreed that his Section should remain as is. Section 230.30(B),Wiring Methods: Raoul wondered if this section should be amended. After discussion, it was agreed that the wiring method (3), (7), (8), (9) and (10) should be taken out. After discussion, it was agreed that this Section should be amended accordingly. Section 250.186, Ground-Fault Circuit Conductor Brought to Service Equipment: Raoul indicated that this is a new section. After discussion, it was agreed that his Section should remain as is. Section 250.194,Grounding and Bonding of Fences and Other Metal Structures: Raoul indicated that this is a new section and Tom said it was similar to ComEd codes. After discussion, it was agreed that his Section should remain as is. Section 300.38,Raceways in Wet Locations Above Grade: Raoul indicated that this is another new section. After discussion, it was agreed that his Section should remain as is. Section 300.50(A)(2),Industrial Establishments: 3 Raoul indicated that this was a new section. He indicated he did not like the direct burial cables and already had language and suggested it is not allowed and this should be deleted out. He suggested amend all installations in approved raceways. He said he would come in with actual language of the paragraph "General." Section 310.15.(B)(7),120/240-Volt, Single Phase Dwelling Services and Feeders: Raoul indicated that this section has been rewritten. Tom said it was a little bit more lenient. After discussion, it was agreed that this section should remain as is. Section 404.2(C), Switches Controlling Lighting Loads: This is a rewritten section as well. Raoul indicated that this was already in the 2011 amendments. It was agreed that the words "for other than the following:" be deleted as well as the items listed as (1) through (7). After discussion, it was agreed that this section would be amended accordingly. Section 406.3(E),Controlled Receptacle Markings: Raoul said that this was another new section. After discussion, it was agreed that this section should remain as is. Section 406.5(F), Receptacles in Seating Areas and Other Similar Surfaces: Raoul indicated that this was another new section which Tom indicated made sense. After discussion, it was agreed that this section should remain as is. Section 406.15, Dimmer-Controlled Receptacles: This is a new section as well. Tom thought it was a good idea. After discussion, it was agreed that this section would remain as is. Section 408.3(F)(3), (4) and (5): Raoul indicated that this was a new section added. After discussion, it was agreed that this section would remain as is. 4 Section 410.10(F),Luminaires Installed In or Under Roof Deckingj Raoul indicated that this section was new. After discussion, it was agreed that Item (F) should be deleted in its entirety and this section will be amended accordingly. Section 430.130, Branch-Circuit Short-Circuit and Ground-Fault Protection: Raoul indicated that this was a new section adding ground fault protection. After discussion, it was agreed that this section should remain as is. Section 430.131,Several Motors or Loads on One Branch Circuit: Another new section added. After discussion,it was agreed that this section should remain as is. Section 445.20,Ground-Fault Circuit-Interrupter Protection: This is another new section added. After discussion, it was agreed that this section should remain as is. Section 450.10, Grounding: Raoul said that this is another new section. After discussion, it was agreed that this section should remain as is. Section 480.1,Scope: Raoul indicated that this was new section as well. After discussion, it was agreed that this section should remain as is. Section 480.3,DC Disconnect Methods: Raoul indicated that this section was rewritten. After discussion, it was agreed that this section should remain as is. Section 480.6, DC Disconnect Methods: 5 Raoul indicated that this was a new section. After discussion, it was agreed that this section should remain as is. Section 480.9, Battery Locations: Raoul indicated that this also was a new section. After discussion, it was agreed that this section should remain as is. Section 490.25, Backfeed: Another new section added. After discussion, it was agreed that this section should remain as is. Section 490.48, Substations: This is also another new section. After discussion, it was agreed that this section should remain as is. Section 506.6,Materials Group: Raoul indicated that this was another new section. After discussion, it was agreed that this section should remain as is. Section 516.2,Definitions: Raoul said that this section has been expanded. After discussion, it was agreed that this section should remain as is. Section 516.3,Classifications of Locations: Raoul indicated that this section has been expanded. After discussion, it was agreed that this section should remain as is. Section 516.4(C), Illuminations: Raoul indicated that this section has been rewritten and expanded. After discussion, it was agreed that this section should remain as is. 6 Section 516.4(F), Static Electric Discharge: Raoul said that this was a new section added. After discussion, it was agreed that this section should remain as is. NEW BUSINESS: There was no new business discussed at this meeting. PUBLIC COMMENTS: There were no public comments presented at this meeting. ADJOURNMENT: A motion to adjourn was made by Pat Hines at 4:00 p.m.,seconded by Bill Lauderdale. STAFF PRESENT: Raoul Johnston, Matt Falco, Gary Line and Sandra Kolba. VISITORS: No visitors were present. CALL TO ORDER: The meeting was called to order by Tom Lohbauer at 2:11 p.m. in the 2nd Floor South Conference Room at City Hall, 150 Dexter Court, Elgin, IL. APPROVAL OF MINUTES: Due to the lack of Electrical Committee members present at the meeting of May 20, 2015, now present at the current meeting, the Committee was unable to approve those minutes. Approval will take place at the next Electric Committee meeting. REVIEW OF 2014 NATIONAL ELECTRIC CODE (CONT.): Section 517.19(C), Operating Room Receptacles: Raoul Johnston indicated that this is a new section. After discussion, it was agreed that this Section should remain as is. . Section 517.30(F)(G): Raoul indicated that this also is a new section. After discussion, it was agreed that this Section should remain as is. 1 Section 590.40), Support: Raoul indicated that this section has been revised. This concern was that this section might affect carnivals and the ground electric. Pat Hines pointed out Section 525.5 Carnivals as taking precedence over other codes. After discussion, it was agreed that this Section should remain as is. Section 600.6(A)(1),At Point of Entry...: This is another new section added. After discussion, it was agreed that this Section should remain as is. Section 625.17, Cords and Cables: Raoul indicated that this section was rewritten and expanded. After discussion, it was agreed that this Section should remain as is. Section 625.44, Electric Vehicle Supply Equipment Connection: Raoul said that this is another new section. After discussion, it was agreed that this Section should remain as is. Section 645.14, System Grounding. This is another new section. After discussion, it was agreed that this Section should remain as is. Section 680.26(C),Pool Water: Raoul indicated that this Section has been rewritten. After discussion, it was agreed that this Section should remain as is. Section 680.22(2), Gary Line added this Section to the items for review. After discussion, it was agreed that this Section should remain as is. Section 680.42(B), Bonding: 2 Raoul indicated that this is another section that has been expanded and rewritten. After discussion, it was agreed that this Section should remain as is. Section 690.7(F), Disconnects and Overcurrent Protection: This is another new section added. After discussion, it was agreed that this Section should remain as is. Section 690.9,Overcurrent Protection: Raoul indicated that this section has been expanded and rewritten. After discussion, it was agreed that this Section should remain as is. Section 690.12, Rapid Shutdown of PV Systems on Buildings: Raoul indicated that this section has been added. After discussion, it was agreed that this Section should remain as is. Section 690.15, Disconnection of Photovoltaic Equipment: This section has been expanded and rewritten. After discussion, it was agreed that this section should remain as is. Section 690.17, Disconnect Type: Raoul indicated that this is a new section. After discussion, it was agreed that this Section should remain as is. Section 690.31,Methods Permitted: Raoul indicated that this is another section that has been expanded and rewritten. After discussion, it was agreed that this Section should remain as is. Section 690.47(D),Additional Auxiliary Electrodes for Array Grounding: Raoul indicated that this is another new section. After discussion, it was agreed that this Section should remain as is. 3 Section 690.71(H), Disconnects and Overcurrent Protection: Raoul indicated that this was a new section. After discussion, it was agreed that this section should remain as is. Section 694.23, Turbine Shutdown: This is another new section. After discussion, it was agreed that this section should remain as is. Section 695.3(F),Transfer of Power: This is a new section as well. After discussion, it was agreed that this section would be amended accordingly. Section 700.8, Surge Protection: Raoul said that this was another new section. After discussion, it was agreed that this section should remain as is. Section 702.7(C),Power Inlet: Raoul indicated that this was another new section. After discussion, it was agreed that • this section should remain as is. Section 705.12(D)(2), Bus or Conductor Ampere Rating: Raoul indicated that this section has been expanded and rewritten. After discussion, it was agreed that this section would remain as is. Section 705.31, Location of Overcurrent Protection: Raoul indicated that this was a new section added. After discussion, it was agreed that this section would remain as is. Section 725.135,Installation of Class 2, Class 3 and PLTC Cables: 4 Raoul indicated that this section was new. After discussion,it was agreed that this section should remain as is. Section 760.135,Installation of PLFA Cables in Buildings: Raoul indicated that this was a new. After discussion, it was agreed that this section should remain as is. Section 770.47,Underground Optical Fiber Cables Entering Building: Another new section added. After discussion, it was agreed that this section should remain as is. Section 830.110,Raceways and Cable Routing Assemblies...: This is another section that has been expanded and rewritten. After discussion, it was agreed that this section should remain as is. After completion of the review, Raoul indicated that he would put the amendments together and will e-mail them to the Committee members for their review prior to scheduling a meeting to discuss them. Tom asked about the solar panel clearance on roofs which was discussed at the Building Commission meeting and wondered how it would be brought into the electric code as well. Raoul indicated that he would fit it into the electric code where it fits best. Tom also had a brief question about the wording in Section 250.53(A)(3) and, after discussion it was agreed that he was reading it correctly. Gary brought up Section 410.10(D) regarding bathtub and shower areas and, after discussion, it was agreed that check comments on Gary's sheet. Raoul said that, in the electric portion of the 2015 International Energy Code, a lot of stuff has been rewritten. The State adopted the code with amendments, mostly in the residential portion. Matt asked if the code can be modified and Raoul indicated that only in the Commercial portion, but only to make more stringent but that no changes can be made in the residential code. The City will be following the International Energy Code as amended by the State of Illinois. Raoul advised that all members should take a look at the code for things that may affect installations. 5 Pat asked about the Americans With Disabilities Code (ADA) and wondered if the City will follow the Illinois Accessibility Code or the ADA. He wondered if some language should also be added to the electric code on this matter and wondered if the amendments should indicate which code guidelines should be followed. Tom wondered if Raoul would be setting up a meeting on the energy code and Raoul indicated that he was not but, rather,just wanted to bring the Committee's attention to it. NEW BUSINESS: There was no new business discussed at this meeting. PUBLIC COMMENTS: There were no public comments presented at this meeting.
