MINUTES
January 27, 2010
1. CALL TO ORDER:
The meeting was called to order by William Lauderdale at 3:io p.m. in the First
Floor Conference Room.
ROLL CALL:
Members Present: William Lauderdale, Ronald Ruffle, Pat Hines, and Ron
Sessions.
Members Absent: Tom Lohbauer
Staff Present: Raoul Johnston, Dave Decker, Steve Bone, and John
Edwards
2. MINUTES:
No Minutes to be approved.
3. DISTRIBUTION OF 2009 INTERNATIONAL ENERGY
CONSERVATION CODE BOOKS.
Raoul distributed the 2009 International Energy Code Books.
4. REVIEW/DISCUSSION OF CODE CHANGES AND AMENDMENTS.
Items discussed were based on the memo dated October 20, 2009.
Each item was individually discussed:
1. Section 210.8 A 5, GFCI outlets in unfinished basements? Will they trip
when washing machines start? Can a single dedicated outlet be approved
for sump and/or ejector pumps?: After a brief discussion regarding the
pros and cons of only using a single device, it was decided that no changes
would be made.
2. Section 210.12 B AFCI protection: It was decided that no changes would
be made to this section.
3. Section 210.52 Switched Outlets: After a brief discussion regarding
whether switched outlets should be used, it was decided by members to
come back to this item when reviewing the International Energy Code.
4. Section 210..2 E 3, outlets at balconies, decks, and porches: It was
decided by members that no changes need to be made to this section.
5. Section 240.24 F, location of overcurrent devices: This is an informational
section and no changes need to be made to this section.
6. Section 250.52 A, minimum number/type of grounding electrodes to be
installed: After a brief discussion it was decided that section 250.52 B
should be changed to bond fire sprinkler to ground.
7. Section 250.94, intersystem bonding termination: It was decided by
members that no changes need to be made to this section.
8. Section 250.146, allows deletion of local amendment Section 16.24.090 E:
It was decided by members to keep the amendment as is.
9. Section 300.4 E, cables and raceways installed under roof decking: It was
decided by members to keep the exception in this section.
10. Section 300.9, receways in wet locations: It was decided by members that
no changes need to be made to this section.
11. Table 300.50, new provisions for depth reduction: It was decided by
members that no changes need to be made to this section.
12. Section 310.15 B 2 c, conduits exposed to sunlight on roofs: It was decided
by members that no changes need to be made to this section.
13. Section 348.30, securing and supporting fished flex: It was decided by
members that no changes need to be made to this section.
14. Section 352.10 F, exposed PVC conduit: After a brief discussion on
whether this should be allowed or have provisions with approval. It was
decided by members that it should be re-written to say upon review by city
PVC schedule 8o may be used with written permission from building
official.
15. Section 3sf1.10, permitted uses for HDPE conduit: It was decided by
members that no changes need to be made to this section.
16. Section 354.10 [51, nonmetallic underground conduit: It was decided by
members that no changes need to be made to this section.
17. Section 362.30 A exception #3, use of ENT: It was decided by members to
delete section of ENT in its entirety.
18. Section 376.100, wireway construction specifications: It was decided by
members that no changes need to be made to this section.
19. Section 404.8 C, multipole snap switches: After a brief discussion it was
decided by members that this would be discussed at a later date.
20.Section 406.11, listed tamper-resistant receptacles: Raoul brought a
display for members to look at. After a brief discussion it was decided by
members that no changes need to be made to this section.
21. Section 410.6,listing required for luminaires and lampholders: : It was
decided by members that no changes need to be made to this section.
22.Section 410.62 C 1, raceway sleeves for flexible cord penetrations: It was
decided by members that no changes need to be made to this section.
23.Section 411.4, specific location requirements for low voltage systems: Item
was being discussed by members and there was no conclusion, due to the
meeting ending.
5. NEW BUSINESS:
Next meeting is scheduled for February 10, 2010 at 3 p.m.
6. ADJOURNMENT:
A motion was made by Ronald Ruffle to adjourn the meeting at 4:58 p.m.
seconded by Ron Sessions. The motion passed unanimously.

MINUTES
February 10, 2010
1. CALL TO ORDER:
The meeting was called to order by William Lauderdale at 3:26 p.m. in the First
Floor Conference Room.
ROLL CALL:
Members Present: William Lauderdale, Pat Hines, and Ron Sessions.
Members Absent: Tom Lohbauer and Ronald Ruffle
Staff Present: Dave Decker, Steve Bone, and John Edwards
2. MINUTES:
A motion was made by Pat Hines to approve the January 27, 2010 minutes,
seconded by Ron Sessions. Motion passed unanimously.
3. REVIEW/DISCUSSION OF CODE CHANGES AND AMENDMENTS.
Discussion of remaining items from the memo dated October 20, 2009.
Each item was individually discussed:
19. Section 404.8 C, multiple snap switches: After a brief discussion it was
decided by members that no changes need to be made to this section.
23.Section 411.4, specific location requirements for low voltage system: After
a brief discussion it was decided by members that no changes need to be
made to this section.
24.Section 422.51, cord and plug connected vending machines: It was
decided by members that no changes need to be made to this section.
25.Section 422.52, electric drinking fountains: It was decided by members
that the changes would be made to this section.
26.Section 501.10 B, class 1, division 2 locations: After a brief discussion it
was decided by members that no changes need to be made to this section.
27.Section 525.2, carnivals, circuses, fairs, and similar events: It was decided
by members that this is a Fire Department issue, and no changes need to
rib* be made to this section.
28.Section 645.5, cord and plug under raised floors: After a brief discussion it
was decided by members that no changes need to be made to this section.
(9- 29.Section 700.9, emergencysystem wiring: After a brief discussion it was
decided by members that section (5)b and exception should be omitted, as
well as change the wording in this section to read overcurrent protection at
the source.
30.Section 700.12, outdoor generator sets: It was decided by members that
this is a Fire Department issue, and no changes need to be made to this
section.
31. Section 830.25, abandoned cables: It was decided by members that no
changes need to be made to this section.
Members came back to items previously discussed:
a. Section 210.12 B,AFCI protection: After a brief discussion members
decided to re-write section to say City of Elgin requires Arch-Fault in
bedroom receptacles only.
b. Section 406.11,listed tamper-resistant receptacles: After a brief
discussion it was decided by members to omit this section upon further
review.
Other changes discussed by members that were not included in
the memo:
1) Amendment 16.24.090: It was decided by members that 3/4"ground rod
should be eliminated. Eliminate this amendment completely.
2) Any centered ceiling mounted luminaries box in family room, dining
room, and kitchen, or other habitable space must be fan rated, which
would eliminate bathroom.
3) Members decided to create amendments to read drywall screws and
roofing nails are not allowed to secure electrical boxes.
4) Members decided to create amendment to read no sub-panels allowed in
new residential construction.
5) After a brief discussion regarding smoke detectors and placement, it was
decided by members that this is a plan review issue, as to where they
should be placed.
4. NEW BUSINESS:
� Next meeting date was not scheduled at this time.

A motion was made by Pat Hines to adjourn the meeting at 4:32 p.m. seconded
by Ron Sessions. The motion passed unanimously.
