HomeMy WebLinkAboutBuidling Commission Mintues march 11 2015MEMBERS PRESENT: MEMBERS ABSENT: STAFF PRESENT: VISITORS: CALL TO ORDER: BUILDING COMMISSION MINUTES Wednesday, March 11, 2015,2:00 p.m. Pat Hudgens, Chuck Kellenberger, Dave Teas and John Shales Tom Lohbauer, Steve Silva and David Ryan. Raoul Johnston, Matt Falco, Marc Mylott, Ron Sessions EFD and Sandra Kolba. None. The meeting was called to order by Pat Hudgens at 2:05 p.m., in the 1st Floor South Conference Room at City Hall, 150 Dexter Court, Elgin, IL. APPROVAL OF MINUTES: The minutes of the March 4, 2015, meeting were presented. A motion was made by John Shales and seconded by Pat Hudgens and the minutes of that meeting were unanimously approved. CONTINUED REVIEW OF THE 2015 INT. RESIDENTIAL CODE: Section R703.13, Insulated Vinyl Siding (new section) and Section R70314 Polypropylene Siding (new section Raoul Johnston indicated that these are new sections and that they are more prevelant in use especially with the Energy Code. These sections gives guidance on the use of insulated vinyl siding or the use of manufacturer instructions and is also addressing injected molded siding now on the market, which siding looks like brick, stone, shingle, etc. He indicated that the city must be aware of its use at the time of plan review and when out in the field. After discussion, it was agreed by the Commission members that these Section should remain as is. Section R703.15, Cladding attachment over foam sheathing to wood framing (new section): Raoul indicated that this section addresses foam sheathing which is in use due to the energy code. After discussion, it was agreed by the Commission members that this Section should remain as is. Section R905.2, Asphalt Shingles (amend to require plan for colo> &ye patterns): Raoul indicated that the reason for this section is because this department ran into a situation where a homeowner decided to reroof his home with patterns and colors and the city received complaints about it. There was nothing in the zoning ordinance to prohibit it. Therefore, per Marc Mylott, if someone wants to do this in the future, the plan must be approved prior to installation. Marc also said that, if using two or more colors of shingles, the permit will describe the arrangement. After discussion, it was agreed by the Commission members that this Section should be amended as proposed. Section 8907, Rooftop- Mounted Photovoltaic Systems (new section), Raoul indicated that this was a new section. He said that he didn't think there would be an issue with the ordinance. There are so many different systems. One thing that needs to be aware of is wind resistence but also need to look at the structure to verify that it is adequate to support such a system. After discussion, it was agreed by the Commission members that this Section should remain as is. Table R908, Reroofing (section renumbered amend ver Section R905.2 above): Raoul indicated that this section has been renumbered. Raoul wants to amend this section to use only nails, not staples, even if shown to be used in the manufacturer's instructions. After discussion, it was agreed by the Commission members that this Section should be amended as proposed. Section R909, Rooftop- Mounted Photovoltaic Panel Systems (new section Raoul indicated that this is also a new section which covers all aspects. He said it was important to verify the structure requirements. After discussion, it was agreed by the Commission members that this Section should remain as is. Upon completion of the remainder of the discussion of the IRC, discussion was opened again regarding some Sections which were tabled at the last meeting: Section 8305.1, Ceiling Heights: Marc Mylott indicated that he had not yet created a ceiling height chart/ table and would work on it and present it at the next meeting. Section 8324, Solar Energy Systems (new): Raoul indicated that he still needed to sit down and compare this code with the zoning ordinance. Once done, he will come back and advise the Commission of his findings. It was agreed that this item will be tabled until the next meeting. Section R326, Swimming Pools, Spas and Hot Tubs (new) : Raoul indicated that he took the opportunity to look over the International Swimming Pool and Spa Code. He said that the code covers both residential and commercial pools. He said that the City is not so concerned with commercial pools because the Illinois Department of Public Health handles all commercial pools in parks, hotels, and so forth, and that agency does all those inspections. Raoul said that, for residential pools, he would prefer to use the previous appendix of the Residental Code and add a section from the International Swimming Pool and Spa Code for more direction to inspectors. He indicated that he would put together something and bring it to a future meeting for the Commission to take a look at. Chuck Kellenberger asked if in- ground pools were included and Raoul said that the new code addresses in- ground pools better so he will add that part of the code to the Appendix. It was agreed that City staff will put something together and bring it to the Commission at a future date for review and approval. NEW BUSINESS: Raoul indicated that the next review, after he returns from his medical leave, will be on 4 -8 -15 for the review of the IRC Mechanical Section Review with the Heating Commission. Raoul also reminded the Building Commission members that the "No Burn" appeal will be on 4- 15 -15. PUBLIC COMMENTS: There were no public comments presented at this meeting. ADJOURNMENT: A motion was made by Chuck Kellenberger to adjourn the meeting at 2:30 p.m., and seconded by John Shales. The motion passed unanimously and the meeting was adjourned.
