MINUTES
Wednesday, February 18, 2015, 2:00 p.m.

MEMBERS ABSENT: Chuck Kellenberger and Dave Ryan.

CALL TO ORDER:
The meeting was called to order by Pat Hudgens at 2:10 p.m., in the lunchroom at City
Hall, 150 Dexter Court, Elgin, IL.

APPROVAL OF MINUTES:
The minutes of the May 21, 2014, meeting were presented. A motion was made by Tom
Lohbauer and seconded by John Shales and the minutes of that meeting were
unanimously approved.
ELECTION OF NEW CHAIRMAN:
Raoul Johnston indicated to the Commission members that an election was to be
conducted each and every March for a new Chairperson. Since we missed the last
date, the floor was opened for nominations. Steve Silva moved to nominate Pat
Hudgens as the Chairman of the Building Commission; the motion was seconded by
Tom Lohbauer. A vote was taken and the motion was passed unanimously
appointing Pat Hudgens as the new Chairman.

r NEW BUSINESS:
Raoul indicated that the Commission would need to approve a date for an appeal
being made by No Burn. Based on ordinance, it allows citizens/contractors/
manufacturers to appeal any decision of the Building Official or the Building
Commission. No Burn would like to appeal the decision made not to use it's
product. Raoul suggested to NoBurn that the appeal be done at a regularly
scheduled meeting, specifically on March 4, 2015, but NoBurn asked if the appeal
could be done instead on March 5, 2015. Raoul indicated that he would not be
available between March 18, 2015, and April 1, 2015, and Chief Fahy indicated that
he would be unavailable on a few dates in April as well, and,based on this, Raoul
asked the Commission to decide. Pat Hudgens agreed that we should listen to them
and their argument on appeal and will rediscuss and ask for Staff recommendations.
Raoul indicated that he would type something up and get it to the Commission
members in advance of the appeal regarding the limitations insofar as temperatures
and moisture/humidity upon application, specifically, 1) in temperatures below 40
degrees--how would the builders apply the product in the winter? and 2) in
moistures/humidities over 19% --how would the builders apply the product in the
spring, when there is rain or when the product could get wet for whatever reason?
John Shales asked if NoBurn had been made aware of the Commission's concerns
r'' and Raoul indicatd that he has discussed it at length with them as well as sending to
them a copy of the minutes from the meeting of 5-21-14. Chief Fahy added that
NoBurn could work very well in different parts of the country but not so much in
the Midwest. He also indicated that the builders were given four options and he has
received many compliments from builders insofar as the choices they now have.
Raoul Johnston also indicated that he was doing some investigation on flak jacket
and, upon a fire scenario which activates flak jacket, the joists would have to be
replaced and Chief Fahy added that the joists would have to be replaced or sistered.
Raouls suggested that he would like to have a fire engineer give us some
information on this matter.
Pat Hudgens asked the Commission members when they felt that the appeal should
be and all agreed that the appeal should be held during one of our regularly
scheduled meetings. Raoul said he would give NoBurn options for the appeal on
either 3-4-15 or 5-8-15.
REVIEW OF THE 2015 INT. BUILDING CODE:
Pat Hudgens indicated to the Commission that Raoul Johnston had put together a
rschedule of meetings for discussion of the 2015 Int. Building Code as well as the new

Int. Existing Building Code, the Int. Residential Code, the Int. Mechanical Code, the
Int. Fire Code, National Electrical Code, and the State of Illinos Plumbing Code.
This meeting will start with its review of the 2015 Int. Building Code at this time.
Section 101.4.7,Existing Buildings:
Raoul Johnston indicated that this Section was added to the Building Code. In the
past, Chapter 34 dealt with existing buildings but it had been removed and inserted
into the International Existing Building Code to assist in review and evaluation of
existing buildings. He indicated that he would be making a slight amendment so
that the code would be in line with city ordinances. After discussion, it was agreed
by the Commission members that this Section should be amended as suggested.
Section 304.1, Commercial Kitchens <2,500 sq. ft. = "B" Use Group:
Raoul indicated that this Section was added to differentiate smaller kitchens from
restaurants,with a little less fire separation. He thought that it was a good section
provided that Community Development and the Fire Department ensure proper
protection in those types of facilities. After discussion, it was agreed by the
Commission members that this Section should remain as is.
Section 306.2, Commercial Kitchens >2,500 sq. ft. = "F-1" Use Group:
Raoul indicated that his Section covered food processing establishments. After
discussion, it was agreed by the Commission members that this Section should
remain as is.
Sections 402.4.1,402.4.1.1,402.4.1.2,402.4.1.3, Areas and Types of Construction for
Covered and Open Mall Buildings:
Raoul said that the open mall buildings seemed to be the current trend, similar to
Geneva Commons or Algonquin Commons. He indicated that this Section provided
additional coverage on construction types, sprinkler requirements and such. After
discussion, it was agreed by the Commission members that this Section should
remain as is.
Section 403.2.1.2, Shaft Enclosures:
Raoul indicated that, at this time, there is no impact on the City as this Section
controls high rise buildings not over 420 feet tall and none currently exist in the City.
He added that this Section provides for additional fire resistance. After discussion,
it was agreed by the Commission members that this Section should remain as is.

Section 403.3.2,Water Supply to Required Fire Pumps and Section 403.3,
Secondary Water Supply:
Raoul indicated that these Sections requires fire pumps to be supplied by two water
main locations on high rise buildings so that, if one water main goes down, the
second one could be used. After discussion, it was agreed by the Commission
members that this Section should remain as is.
Sections 403.4.8,403.4.8.1,403.4.8.2,403.4.8.3, Standby and Emergency Power:
Raoul indicated that this Section requires a standby and emergency power room
which would create a better standard to assit the fire department and occupants of
the building. Art Peters added that it would give more time for occupants to get out
of high rises. After discussion, it was agreed by the Commission members that this
Section should remain as is.
Section 407.2.5, Nursing Home Housing Units:
Raoul indicated that this Section controls the construction requirements of spaces
open to the corridor and for alarms and the requirement of quick response
sprinklers. Raoul believed that this Section was going in the right direction to
provide safety. Marc Mylott asked what was different from the current Section and
Raoul indicated the difference was in the smoke compartment, ceilings are modified
with higher ratings and quick response sprinkler heads. After discussion, it was
agreed by the Commission members that this Section should remain as is.
Section 407.2.6, Nursing Home Cooking Facilities:
Raoul indicated that this Section states that Nursing Homes could have domestic
cooking appliances in open corridors to allow the occupants to cook their own meals
as a therapueutic way of keeping active. Raoul indicatd that, if allowed, he believed
that it should be ensured that there is adequate protection and suggested that the
criteria under paragraph 8, allowing for a domestic cooking hood be amended to
require a commercial hood with suppression. Pat Hudgens agreed that a domestic
cooking hood would not contain a fire. David Teas suggested that electric, rather
than gas, ranges should be used but Raoul indicated that both would shut off in the
event of a fire. Raoul suggested that the Commission go one step farther and
require a commercial hood and Art Peters agreed with that suggestion. Chief Fahy
was concerned about the allowance of cooking facilities in the corridor and if it
could create a blockage in the means of egress but Raoul said that the area would be
required to be large enough so that means of egress requirements would be met.
Raoul also indicated that this section included a provision that the cooking
appliance would turn off after 120 minutes. Raoul suggested that this Section be

amended to require a commercial hood with suppression and with interlock but to
leave the turn off time at 120 minutes. After discussion, it was agreed by the
Commission members that this Section should remain as is for the 120 minute
timeframe for turning off equipment and to amend for commercial exhaust hood
with suppression.
Section 407.4, Means of Egress (I-2) Occupancy:
Section 407.4.2, 50 ft. travel distance is not an issue to create problem to get out and
provide ample time. Keep suite sizes down for ample time to get out of suite and
into corridor. Tom Lobhauer asked what defense is in place? Raoul said it was to
keep occupants in suite. Chief Fahy added that occupants should stay where they
are at and the Fire Department will come to them instead of the occupants crowding
corridors. After discussion, it was agreed by the Commission members that this
Section should remain as is.
Section 407.4.3, Projections in Nursing Home Corridors:
Raoul indicated that this Section involves placement of furniture in corridors. He
said that this is part of safety plans. Chief Fahy said that there are a lot of machines
and such being placed in the hallways which makes it a smaller area to get through.
After discussion, it was agreed by the Commission members that this Section should
remain as is.
Sections 407.4.4.5,407,.4.4.5.1, Care Suites Containing Sleeping Rooms:
Raoul indicated that nursing home suites are being separated to provide better
direction for shorter distances to get out of the building. Chief Fahy indicated that
this was a good change and that a lot of nursing homes are going to single rooms.
After discussion, it was agreed by the Commission members that this Section should
remain as is.
Sections 407.4.4.6,407.4.4.6.1, Care Suites Not Containing Sleeping Rooms:
Raoul indicated that this Section covers places such as Assisted Living Facilities
where there are other areas not used for sleeping purposes but have rooms that are
interconnecting. Chief Fahy said that this would cover places such as Adult Day
Care. After discussion, it was agreed by the Commission members that this Section
should remain as is.

elk Section 415.5,Emergency Alarms:
Raoul said that this Section covers high hazard facilities and gives a better direction
on the supervision of the emergency alarm systems. Chief Fahy said that this gives
the fire department ability to speak to each floor separately and feels that this is a
good Section. After discussion, it was agreed by the Commission members that this
Section should remain as is.
Section 504.4, Number of Stories:
Raoul passed out to the Commission a separate handout and indicated that he had
made some amendment to this Section. He indicated that there used to be one table
and now there are three tables - 504.3, 504.4 and 506. He said that there should be
less confusion but there actually is more confusion in that the footnotes do not
conform to the City's requirements and, therefore, wants to amend these tables to
indicate notation for footnote "d" to be added to all classifications. Also, Raoul
wants to amend these tables to add a footnote "i" to refer to amended Section
903.2.01 through 903.2.9.1 referring to to the fire sprinkler requirements. Chief Fahy
agreed with the proposed amendment. After discussion, it was agreed by the
Commission members that this Section should be amended as proposed.
Section 506.2, Allowable Area Determination:
A proposed amendment was also included on the handout for this Section with
similar language regarding footnote "d" and "i." After discussion, it was agreed by
the Commission members that this Section should be amended as proposed.
Section 506.2.3, Single-Occupancy, Multi-Story Buildings, Paragraph So Shall be
Amended:
Raoul indicated that the purpose of the discussion on this Section is that there is
what appears to be a printing error. Where it shows what is allowed in equation 5-
2(S)(a), it shows Section 903.3.1.2 (which is 13R) whereas it should be shown as
903.3.1.1 (which is 13 System in a commercial building). After discussion, it was
agreed by the Commission members that this Section should be amended as
proposed.
Section 506.2.4, Mixed-Occupancy, Multi-Story Buildings, Exception Shall be
Amended:
As was the prior Section reviewed, this Section also had a printing error in the
exception where it refers to 13R when it should be shown as a 13 System. After

discussion, it was agreed by the Commission members that this Section should be
amended as proposed.
Section 507.3, Non-Sprinklered, One-Story Building:
Raoul indicated that this Section is for non-sprinklered one-story buildings and
requiring that there be at least 60 feet around the building. However, Raoul believes
that this Section should conform to the City's code that the building needs to be
sprinklered and that there should be no non-sprinklered F2 or S2 just because of the
60 feet around the building. Raoul proposed that this Section be amended that the
building be sprinklered based on the appropriate Section of the Code. After
discussion, it was agreed by the Commission members that this Section should be
amended as proposed.
Section 507.9, Unlimited Mixed Occupancy Buildings With Group H-5:
Raoul indicated that this is for a high hazard facility such as semi-conductor,
fabrication, etc. Chief Fahy said that this type of facility wil need a sprinkler system.
He asked Raoul what was the current code and Raoul indicated that this is a new
Section that has not been addressed in previous codes. Marc Mylott said that the
most similar occupancy code now should be used. Chief Fahy added that insurance
companies are on top of the high hazard classification. Chief Fahy indicated that he
would like to do some more research on this Section and wants to look at unlimited
mixed occupancies. After discussion, it was agreed that this Section will be tabled
and addressed and the next meeting.
Section 903.2.1.6, Assembly Occupancies on Roofs:
Marc Mylott asked Raoul Johnston if this was a new Section and Raoul answered
that it was new to the Code. It covers areas such as roof top beer gardens. Dave
Decker said that he saw structural issues with this code and wondered if it should
be allowed. Chief Fahy said that the condos across from the Riverboat were such an
example as well but Raoul indicated that this Section was specifically for
commercial, not residential. Raoul wondered if the Commission believed it should
be allowed and, if so, with limitations. Matt Falco wondered if sprinklers would be
required on the roof and Raoul indicated that sprinklers would be required between
all floors and the roof and where you would get out of a building. Dave Decker
continued with his concern that there could be real problems if this is allowed but
Marc Mylott indicated that, if this eventually would come up within the City, the
Commission would have to revisit it at that time. Chief Fahy said that he was not
against the Section but believed sprinklers within the building as mentioned would
be required. He also indicated that the City should require a standpipe regardless of
how tall the building was and even suggested a standpipe to the floor below in

addition to the current code requirement. Chief Fahy said that this Section is for
remodeled buildings, not new buildings which require sprinklers. After discussion,
it was agreed by the Commission members that this Section should remain as is.
Section 903.2.1.7, Multiple Fire Areas:
Raoul indicated that he had had conversations on this Section with Ron Sessions of
the Fire Department. Ron had suggested changing the occupancy load from 300 to
100 and if that is done, the Commission would have to look at Group Al, A2, A3
and A4 and would have to change all of those from 300 to 100 as well. Art Peters
suggested that, if over 100, then there should be the addition of heat or smoke
detection besides the sprinkler system as a way of an early warning. Marc asked if
that would be in each area and Art said yes. Chief Fahy said that would be good
cheap protection to triple the occupancy load. After discussion, it was agreed by the
Commission members that this Section should remain as is.
Section 903.2.8, Group R (Group R-3?):
Raoul indicated that this Section had been revised as, before, the Groups R3 and R4
were together. After discussion, it was agreed by the Commission members that this
Section should remain as is.
Section 903.3.8, Limited Area Sprinkler System:
Raoul indicated that this Section lists the number of sprinklers, etc., and believed
there is no issue the way this Section has been laid out. Art Peters indicated that the
Fire Department has no concerns about this Section. After discussion, it was agreed
by the Commission members that this Section should remain as is.
Section 904.11, Automatic Water Mist Systems:
Raoul indicated that this is a new section in the Code. Art Peters indicated that the
Fire Department had no problem with this Section. After discussion, it was agreed
by the Commission members that this Section should remain as is.
Section 904.13, Domestic Cooking Systems in Group I-2 Condition 1:
Raoul indicated that this Section involved domestic cooking in Group I-2 which is
the same as what was discussed regarding Section 407.2.6. All agreed that this
should be the same as Sections 407.2.6 and 407.4. After discussion, it was agreed by
the Commission members that this Section should remain as is.

Section 907.2.11.7, Smoke Detection System:
Raoul Johnston did not need to make a presentation to the Commission on this issue
as the Chief Fahy indicated that the Fire Department is agreeable to this Section as
written.
Section 907.6.3, Initiating Device Identification:
Raoul Johnston did not need to make a presentation to the Commission on this issue
as the Chief Fahy indicated that the Fire Department is agreeable to this Section as
written.
Section 908.7, Carbon Dioxide Systems:
Although Raoul Johnston did not need to make a presentation to the Commission on
this issue as the Chief Fahy indicated that the Fire Department is agreeable to this
Section as written. However, further discussion did ensue regarding systems of 100
pounds or more indicating that the systems should be outside. Raoul asked Art
Peters to put something in writing and send it over so that Raoul can put it in the
Code. These systems are used by bars and restaurants. Dave Decker was concerned
that there might be zoning issues for the placement on the exterior of the buildings.
There was also concern about location as they could be hit by cars if not placed
properly. Marc Mylott wondered if some type of shed should surround the system.
Art indicated that he is still looking for a good way to attach the system. Raoul
asked if the system needed to be heated and Art said no. This item was tabled until
the next meeting so that Chief Fahy could do some research on this.
Section 909.5.3, Opening Protection:
Raoul Johnston did not need to make a presentation to the Commission on this issue
as the Chief Fahy indicated that the Fire Department is agreeable to this Section as
written.
Section 909.21.1, Pressurization Requirements:
Raoul Johnston did not need to make a presentation to the Commission on this issue
as the Chief Fahy indicated that the Fire Department is agreeable to this Section as
written.

Section 910, Smoke and Heat Removal:
Raoul Johnston did not need to make a presentation to the Commission on this issue
as the Chief Fahy indicated that the Fire Department is agreeable to this Section as
written.
Section 912.3, Fire Hose Threads:
Raoul Johnston did not need to make a presentation to the Commission on this issue
as the Chief Fahy indicated that the Fire Department is agreeable to this Section as
written.
Section 915, Carbon Monoxide Detection:
Raoul Johnston did not need to make a presentation to the Commission on this issue
as the Chief Fahy indicated that the Fire Department is agreeable to this Section as
written.
Section 1006.2.1,Egress Based on Occupanty Load and Common Path of Egress
Travel Distance:
�* Raoul indicated that two exits should be required in Exception #2. He also indicated
�€ that the Commission had already addressed this issue in Section 407.4. It was
agreed that, if Section 407.4 is changed, then this Section would need to be amended
as well. After discussion, it was agreed by the Commission members that this
Section should remain as is.
Table 1006.2.1, Spaces With One Exit or Exit Access Doorway:
Raoul indicated that this Table is in line with what there was in the earlier Code but
a little more, and said that buildings without sprinklers will be addressed in a
tighter fashion. He said that it used to be maximum occupancy load but other
considerations were added. After discussion, it was agreed by the Commission
members that this Section should remain as is.
Section 1007, Exit and Exit Access Doorway Configuration (Previously Section
1015):
Raoul indicated that this was previously Section 1015. Steve Silva asked if there
were any real changes otherwise and Raoul indicated that there weren't. After
discussion, it was agreed by the Commission members that this Section should
remain as is.

Section 1008, Means of Egress Illumination (Previously Section 1006):
Raoul indicated that the Sections were renumbered and this Section used to be
Section 1006. He indicated that there were a few minor changes but nothing major
and that, materially, it was the same. After discussion, it was agreed by the
Commission members that this Section should remain as is.
Section 1009.8,Two-Way Communication:
Raoul indicated that the Section number changed from 1007.8 and some exeptions
were added. Steve Silva asked if it was ADA compliant. Art Peters indicated that it
was for safe areas. Chief Fahy said that this Section was good. After discussion, it
was agreed by the Commission members that this Section should remain as is.
Section 1010.1.9.6, Controlled Egress Doors in Groups I-1 and I-2:
Raoul Johnston did not need to make a presentation to the Commission on this issue
as the Chief Fahy indicated that the Fire Department is agreeable to this Section as
written.
Section 1010.1.9.7, Delayed Egress:
Raoul Johnston did not need to make a presentation to the Commission on this issue
as the Chief Fahy indicated that the Fire Department is agreeable to this Section as
written.
Section 1010.1.9.8, Sensor Release of Electrically Locked Egress Doors:
Raoul Johnston did not need to make a presentation to the Commission on this issue
as the Chief Fahy indicated that the Fire Department is agreeable to this Section as
written.
Section 1010.1.9.10, Electromagnetically Locked Egress Doors:
Raoul Johnston did not need to make a presentation to the Commission on this issue
as the Chief Fahy indicated that the Fire Department is agreeable to this Section as
written.
Section 1017.2.2, Group F-1 and S-1 Increase (Travel Distances):
Raoul indicated that low hazard was increased to 400 feet and that smoke vents
were taken out since low hazard was now allowing for longer travel distance. Chief
Fahy said that he was okay with this Section as long as the building was sprinklered.

After discussion, it was agreed by the Commission members that this Section should
remain as is.
Section 1507.1, Scope, Shall be Amended to Prohibit Staples for Asphalt Shingle
Fasteners:
Raoul indicated that asphalt shingles will also be addressed in the Int. Residential
Code. Raoul told a story about a homeowner in a subdivision who found out that
the builder had used staples instead of nails. Upon reading the Code, some sections
said that nails needed to be used while other sections said nails should be used or
whatever manufacturer instructions required. Raoul suggested that this Section be
amended to indicate that only nails are allowed to be used. After discussion, it was
agreed by the Commission members that this Section should be amended as
proposed.
Section 1607.12.5, Photovoltaic Panel Systems:
Raoul indicated that he had a discussion with a facility that wanted the photovoltaic
panel system on its roof. Raoul was concerned about firefighter safety as there is
really no way to turn those systems off in the event of a fire as you can disconnect
but, as long as there is daylight, there is power. Marc Mylott indicated that the
Sustainability Commission is allowing solar systems. Chief Fahy indicated that, in
his opinion, this is really only a training issue and also addressed in the National
Electric Code. He indicated that he has done video training on this issue and
believed that these systems shouldn't be disallowed because of a training issue.
Raoul also indicated that this is addressed in the Int. Residential Code and National
Electric Code but just wanted to make sure that it doesn't affect firefighter safety.
Steve Silva said that he had looked at this issue on a structural standpoint and was
concerned about different load factors and believes that it will be a big issue to be
addressed in the Int. Residential Code. Marc indicated that the City Council set
guidelines on this matter. Chief Fahy asked Raoul to let him know when a
commercial plan comes in with this issue. Matt Falco wondered if we need
accessibility for the Fire Department when items are placed on the roof where there
are penetrations such as a skylight and the placement of the solar panels since
skylights are used for ventilation when fighting a fire. Raoul asked if the Section
should be amended or revised and Tom Lohbauer said he believed it should be
defined in the Code. Marc indicated that the City staff will work something out and
bring it in. Raoul indicated that he would draft an amendment. After discussion, it
was agreed that this Section will be tabled and addressed and the next meeting.
It was agreed that the rest of the 2015 Int. Building Code would be looked at and
discussed at the next meeting.

ADJOURNMENT:
A motion was made by Tom Lohbauer to adjourn the meeting at 4:04 p.m., and
seconded by David Teas. The motion passed unanimously and the meeting was
adjourned.

John Shales and seconded by Tom Lohbauer and the minutes of that meeting were
unanimously approved.
NEW BUSINESS:
Raoul indicated that the NoBurn company requested a different appeal meeting date
since they were not able to be available on the original date of 3-4-15 and asked if the
Commission could meet for the appeal on 4-8-15 instead. Chief Fahy indicated that
he and fire department personnel would not be available for that date and indicated
that the dates of 4-15, 4-22, and 4-29-15 would be his available dates. Raoul indicatd
that he would contact NoBurn with these tentative dates and ask them to pick one
that works for them. He said he will see how they respond.

CONTINUE REVIEW OF THE 2015 INT. BUILDING CODE:
Three items were held over from the last meeting-Sections 507.9, 915 and 1607.12.5.
Section 507.9,Unlimited Mixed Occupancy Buildings With Group H-5:
Raoul indicated there there is no size limit on an unlimited area building and no size
constraint if sprinklered for 60' parameter around a building. Art Peters indicated
that unlimited area seems too much and believes there should be a 2-hour rating
between mixed use occupancies. Raoul asked the Commission if it wants an
amendment with the requirement of a 2-hour rating on other group types other than
only on Group H5? Chief Fahy didn't want to be that restrictive. Raoul indicated
that, currently, there is a 1-hour separation on all Groups and all tenant spaces but, if
the Commission wants to increase it to 2-hours, that could be done. Marc Mylott
asked if it would be done at the time of a build out. Raoul said that the current
requirement is 1 layer of 5/8" drywall on each side of the walls but it can be
changed to 2 layers of 5/8" drywall on each side. Also, on two story buildings,
separation between floors can be changed from 1-hour to 2-hour rating when
tenants are different on each floor. Marc was concerned about those buildings that
are built on a "spec" basis. Matt Falco suggested that the exception be changed from
Group H5 to H to cover all. Tom Lohbauer wondered, on the exceptions, what is the
rmaximum allowable area and Raoul answered that for H5, Type 2B construction, the
maximum floor area would be 92,000 square feet. Tom then asked that, if beyond
that, a 2-hour separation would be required even if it would the the same tenant and
Raoul said yes. Art Peters asked about the exterior doors and the required 250 foot
travel distance. Raoul said that, the bigger the building, more doors would be
required. Marc asked if each plan that comes in is reviewed individually for doors
and Raoul indicated that they were reviewed individually based on wall
placements. After discussion, it was agreed by the Commission members that this
Section should remain as is.
Section 908.7, Carbon Dioxide Systems:
Art Peters suggested that different type occupancies should meet different
requirements when it came to either the inside or outside storage of Carbon Dioxide
Systems and believed that, on a case-by-case basis at the time of application
submission, the City should go out to the location and do a site visit. Pat Hudgens
suggested that ventilation systems can be added to these systems as well. Chief
Fahy said that these systems should require permits. Matt suggested that the size of
the tank should be limited to 100 pounds or gallons, dependent upon how they are
measured. It was agreed that more research needed to be done on this Seciton and
rik therefore it was tabled until the next meeting.

Section 1607.12.5, Photvoltaic Panel Systems:
Concern was raised about the placement of these systems on the roof for access
purposes. Matt Falco said that there should be a 36" access area around roof to the
equipment. Tom Lohbauer wondered if that included roof top units and Raoul said
that it included those as well as skylights. Tom believed that this should be looked
at as well in the Mechanical and Electrical Codes. Raoul said that he would draft up
an amendment to show that there would be a requirement of a 36" access and
clearance to equipment and around skylights. After discussion, it was agreed by the
Commission members that this Section should be amended as proposed.
Section 1609.1.1, Determination of Wind Loads:
Raoul indicated that there was a change of wording and some referenes not referred
to have been updated and rewritten. He added that nothing drastic has changed in
this Section. After discussion, it was agreed by the Commission members that this
Section should remain as is.
Section 1613.5,Amendments to ASCE 7:
Raoul indicated that this is changing a small Section of ASCE 7 but does not appear
to be an issue but to just be aware in the design of a new structure. After discussion,
it was agreed by the Commission members that this Section should remain as is.
Section 1613.6, Ballasted Photovoltaic Panel Systems:
Raoul indicated that, if a Photovoltaic Panel System is added, it needs to be properly
ballasted so that it won't fly off of the roof. After discussion, it was agreed by the
Commission members that this Section should remain as is.
Section 1705.12.7, Storage Racks:
Raoul indicated that this Section requires an inspection on rack systems if rack
storage is over 8' high, it would require a special inspection and the City be supplied
with an inspection report. After discussion, it was agreed by the Commission
members that this Section should remain as is.
Section 1705.15, Mastic and Intumescent Fire-Resistant Coatings:
Raoul indicated that this was another new Section requiring special inspections for
these types of coatings. Those inspection firms need verified credentials and then
get an inspection report to the City. Pat Hudgens said that this could be used with

the NoBurn if allowed. After discussion, it was agreed by the Commission members
that this Section should remain as is.
Section 1708.3.2,Load Test Procedures Not Specified:
Raoul indicated that this Section provides that, if there is unusual loading, a design
professional will go and review the load and structure to verify that it is acceptable.
After discussion, it was agreed by the Commission members that this Section should
remain as is.
Table 2304.10.1,Fastening Schedule:
Raoul indicated that the Table has been expanded to provide for more areas where
fastenings would be required between various elements. This will create more items
to review to make sure that the fastening is sufficient. After discussion, it was
agreed by the Commission members that this Section should remain as is.
Section 2304.12,Protection Against Decay and Termintes:
Raoul indicated that this Section has been expanded insofar as all wood would be
required to be pressure treated. After discussion, it was agreed by the Commission
members that this Section should remain as is.
Section 2308, Conventional Light-Frame Construction:
Raoul indicated that there was very little change other than changing the Section
numbers and moving paragraphs around. After discussion, it was agreed by the
Commission members that this Section should remain as is.
Section 2612, Plastic Composites:
Raoul indicated that, since there are so many new materials available on the market,
the code is finally catching up with those materials. Chief Fahy indicated that he
was good with this code. After discussion, it was agreed by the Commission
members that this Section should remain as is.
Section 3006, Elevator Lobbies and Hoistway Opening Protection (formerly
Section 713.14.1):
Raoul indicated that this Section was previously in Chapter 7 and was moved into
Chapter 30 where all of the elevator requirements are. In the past, when designing a
building, this code would have to be hunted down to find. There aren't a lot of
changes on this code other than just putting it with the other elevator requirements.

After discussion, it was agreed by the Commission members that this Section should
remain as is.
Upon completion of the list of Sections that Raoul put together for the Commission
to discuss, Art Peters indicated that he had a few Sections that he would like
additional discussion on.
Section 406.3.1, Classification (of Parking Garages):
Art Peters said that he believes that, if the structure is not sprinklered, a heat
detection system should be added for early warning on multi-family applications.
After discussion, it was agreed by the Commission members that this Section should
be amended as proposed.
Table 601, Fire-Resistance Rating Requirements for Building Elements (Hours):
Art Peters passed out a handout to the Commission members . He said that footnote
(d) should be removed and add sprinklers. Raoul indicated that this footnote is in
previous codes as (d) and suggested adding it back in as (g). He said (d) was used
in 2A, 3A and 5A construction and will add to those areas again as footnote (g). Art
indicated that this allowance could be used only once. After discussion, it was
agreed by the Commission members that this Section should be amended as
proposed.
Section 603.1, Allowable Materials:
Art Peters suggested the addition of a few words in a subparagraph 603.1.1.4 to read
"Fire retardant wood to be allowed as approved by the Building Offical and the Fire
Code Official." Pat Hudgens reiterated the requirement of the consensus of both the
Building and Fire Official and that both departments review and agree. After
discussion, it was agreed by the Commission members that this Section should be
amended as proposed.
This concluded the discussion of the 2015 International Business Code and, since
there was still time left in this meeting, it was agreed that the Commission start its
review of the 2015 International Existing Building Code.
REVIEW OF THE 2015 INTERNATIONAL EXISTING BUILDING CODE:
Prior to the start of review, Raoul indicated that this code has been written since the
2003 code cycle. Raoul had looked at it at that time but it was so poorly written the
City elected to forego with this code and use Section 34 of the International Building

Code, until now. In 2015, the ICC took Section 34 out of the International Building
Code and integrated it into this 2015 International Existing Building Code. Raoul
indicated that this code is now well written, that it is a good code and will help out
our community with so many older buildings. He also indicted that this code will
be beneficial to the Fire Department as it will raise the bar. He also indicated that it
is not so stringent as to turn older communities into ghost towns as there is some
wiggle room to work with and more control. Marc Mylott had a concern about
when and how this code will take effect compared to the requirements that exist
now. Raoul said that the code would take effect upon change of occupancy, not of a
new tenant, but of a new use group, where some minimum changes would need to
be made. Mark indicated that these are similar questions that would be asked by
City Council.
Raoul indicated that there is another option since Section 14 is basically Section 34.
He said that Section 14 could be taken out and attached to the 2015 International
Building Code and use as an amendment to that code. Marc said that this needs to
be thought out and a good presentation needs to be given to the City Council.
Section 105.2,Work Exempt From Permit:
Raoul indicated that Item 1, Sidewalks and Driveways, should be amended out as
these require zoning review and permit. He also said Item 3, Temporary Motion
Picture, Television and Theater Stage Sets and Scenery, require a permit for
assembly use to ensure that it is done properly without hazard. After discussion, it
was agreed by the Commission members that this Section should be amended as
proposed.
Section 302.2, Additional Codes:
Raoul indicated that this Section makes reference to other codes, some which we do
not use. He said that the International Fuel Gas Code should be amended to
National Fuel Gas Code, the International Plumbing Code should be amended to the
State of Illinois Plumbing Code, and the International Private Sewage Discharge
Code should be amended to State of Illinois Plumbing Code. After discussion, it
was agreed by the Commission members that this Section should be amended as
proposed.
Section 403.1, General:
Raoul indicated that Exception 1 refers to Section 1011 of the International Building
Code and should be amended to include R311.7 of the International Residential
Code. Also, Exception 2 should be amended to include Section R311.7.8. After

discussion, it was agreed by the Commission members that this Section should be
amended as proposed.
Section 405.1.2,Existing Fire Escapes:
Raoul suggested that this Section should be amended to include "will require a
structural inspection/analysis at 5 year intervals," to be sure the fire escapes are safe
for emergency services. Dave Decker suggested that this Section should be
amended further to add that an initial inspection needs to be made within a one year
period and then again at five year intervals. He added that he believes that this
Section does not belong in this Code. Matt Falco asked what would trigger an
inspection. Dave Decker said that, if you look at the scope on page 1, it doesn't
apply to buildings that nothing is being done to. Marc agreed that the inspections
need to be done but may need to be put into a different code. Pat Hudgens asked
who would do the inspections and Raoul said that a structural engineer would be
required to do them. An example of one existing fire escape that there was much
concern about was the one at Medusa's which has a high occupancy load. Medusa's
did one several years ago even when it wasn't required. Marc suggested that
different inspection intervals should be based on the type of occupancy. Raoul
indicated that a structural analysis would be good on a 5-year cycle and would need
the report in writing. Marc said that this needs to be discussed with all building
owners. He asked if it would start with adoption of this code and have five years or
have the analysis done now and another one in five years. Tim Maroder said that he
believes that an inspection should be done now and then again in five years. Chief
Fahy wondered how many fire escapes the city has since there is currently no
inventory of fire escapes. He added that he would like to do some additional
research on this Seciton and therefore it was tabled until the next meeting.
Section 407.1, Conformance:
Raoul indicated that changes were being made in the International Existing Building
Code to comply with the International Building Code and delineates when things
need to come into conformance. As an example, if there is a change in the
occupancy group type, this code would come into play and when it should meet the
requirements of the International Building Code. After discussion, it was agreed by
the Commission members that this Section should remain as is.
Section 410,Accessibility for Existing Buildings:
Raoul indicated that this Section refers to accessability in existing buildings and
suggests that this Section is amended to conform to the requirements of the Illinois
Accessibility Code. After discussion, it was agreed by the Commission members
that this Section should be amended as proposed.

Section 609.1, Materials:
Raoul said that plumbing materials and supplies should reference the requirements
of the State of Illinois Plumbing Code. After discussion, it was agreed by the
Commission members that this Section should be amended as proposed.
Section 702.6.1, International Fuel Gas Code:
Raouls suggested that this code be amended to reflect the National Fuel Gas Code.
After discussion, it was agreed by the Commission members that this Section should
be amended as proposed.
Section 705.1, General:
Raoul suggested that this should be amended to remove Chapter 11 of the
International Building Code and replaced with the Illinois Accessibility Code. After
discussion, it was agreed by the Commission members that this Section should be
amended as proposed.
Section 706.1, General:
Raoul indicated that this Section refers to Chapter 15 of the International Building
Code and should be amended to include Chapter 9 of the International Residential
Code to cover any type of structure. After discussion, it was agreed by the
Commission members that this Section should be amended as proposed.
Section 804, Fire Protection:
Raoul indicated that this Section includes items such as corridor ratings and
sprinkler systems, etc., and it is similar to the International Building Code. He
indicated that nothing stood out and asked if it was okay with the Fire Department
personnel. Art Peters said that he would like to take a better look at this code and
Chief Fahy asked if this Code covered residential sprinklers. Raoul answered
affirmatively but that there was no reference to single family homes. After
discussion, it was agreed that this Section will be tabled and addressed at the next
meeting.
Section 805.3.1.1, Single-Exit Buildings:
Raoul indicated that this Section is in line with the International Building Code
requirements and does not require amending. This Section would be triggered only

r by the change of occupancy. After discussion, it was agreed by the Commission
members that this Section should remain as is.
Section 810, Minimum Fixtures:
Raoul indicated that this Section should be amended to conform with the State of
Illinois Plumbing Code rather than the International Plumbing Code. After
discussion, it was agreed by the Commission members that this Section should be
amended as proposed.
Section 1010.1, Increased Demand:
Raoul indicated that this Section should be amended to conform with the State of
Illinois Plumbing Code rather than the International Plumbing Code. After
discussion, it was agreed by the Commission members that this Section should be
amended as proposed.
Section 1010.2, Food-Handling Occupancies:
Raoul indicated that this Section should be amended to conform with the State of
Illinois Plumbing Code rather than the International Plumbing Code. After
rdiscussion, it was agreed by the Commission members that this Section should be
amended as proposed.
Section 1010.3, Interceptor Required:
Raoul indicated that this Section should be amended to conform with the State of
Illinois Plumbing Code rather than the International Plumbing Code. After
discussion, it was agreed by the Commission members that this Section should be
amended as proposed.
Section 1010.5, Group I-2:
Raoul indicated that this Section should be amended to conform with the State of
Illinois Plumbing Code rather than the International Plumbing Code. After
discussion, it was agreed by the Commission members that this Section should be
amended as proposed.
Section 1101.2, Creation or Extension of Nonconformity:
Raoul indicated that this Section should be amended to ensure conformity with the
City's zoning ordinance. Marc Mylott said that this didn't mean that it would
rchange from one tenant to the other but, rather, it would apply to buildings that

have been vacant for years and a new tenant wants to use the same use as it was
years' prior. He added that, after a property has been vacant and seemingly
abandoned for several years, it would lose its non-conforming use unless there was
a rebuttable presumption that the use would remain the same. Raoul indicated that
this Section should be amended to conform with the State of Illinois Plumbing Code
rather than the International Plumbing Code. After discussion, it was agreed by the
Commission members that this Section should be amended as proposed.
Section 1105, Accessibility:
Raoul indicated that this Section should be amended to make sure that accessibility
is in conformance with the State of Illinois Accessibility Code. Raoul indicated that
this Section should be amended to conform with the State of Illinois Plumbing Code
rather than the International Plumbing Code. After discussion, it was agreed by the
Commission members that this Section should be amended as proposed.
Section 1203.10, Guards:
Raoul indicated that this is regard to historic buildings and would allow the city to
have more leverage to work with houses in the Historic Districts. Marc indicated
that he had written up some guidelines just today and asked if Raoul had a chance
to look at them and compare with this code and Raoul indicated that he hadn't but
would take a look at it. After discussion, it was agreed by the Commission members
that this Section should remain as is.
Section 1302.1, Location on the Lot:
Raoul indicated that this Section refers to the International Building Code and the
International Residential Code but suggested that it is amended to also conform
with the zoning ordinance of the City of Elgin. After discussion, it was agreed by
the Commission members that this Section should be amended as proposed.
This ended the review of the International Existing Building Code. Raoul said that
he was going to ask Dave Ryan, a structural engineer, to review the appendices to
report back to the Commission. All ageed.
Chief Fahy wanted to introduce Assistant Chief of the Fire Department, Tim
Maroder, to the Commission. He indicated that Tim has been the Assistant Chief for
a year but has had 29 years with the city. The Chief indicated that Tim is in charge
of Emergency Management and Administration. Raoul added that he has worked
with Tim and it has been a pleasure since he is easy to communicate with.

CALL TO ORDER:
The meeting was called to order by Pat Hudgens at 2:03 p.m., in the 2nd Floor South
Conference Room at City Hall, 150 Dexter Court, Elgin, IL.

APPROVAL OF MINUTES:
The minutes of the February 25, 2015, meeting were presented. A motion was made by
Tom Lohbauer and seconded by John Shales and the minutes of that meeting were
unanimously approved.
REVIEW OF THE 2015 INT. RESIDENTIAL CODE:
Section R104.11, Alternative materials, design and methods of construction and
equipment:
Raoul Johnston indicated that this is a revision to this Section in that it adds a sentence,
that requires the building official to provide, in writing, denial of alternative materials,
design and methods of construction and equipment. He wondered if it needed to be
amended. Marc Mylott said it seemed like it is a procedural matter which was setting
up for an appeal. Pat Hudgens wondered what if this was not part of the code. Raoul
rindicated that this was verbal but now is in writing and now this would help in

providing a record and documentation. After discussion, it was agreed by the
Commission members that this Section should remain as is.
Section R105.3.1.1,Determination of substantially improved or substantially
damaged existing buildings in flood hazard areas:
Raoul indicated that this section covered damage to existing buildings in a flood hazard
area and gives more direction and guidance on how to deal with substantial
improvements or damage. He said that it would put the City in a better position to
make a determination. Steve Silva asked if the intent was to get buildings out of the
flood plain. Marc ask what this Section was referring to when it mentioned R322 and
was told that it covers flood resistant construction. After discussion, it was agreed by
the Commission members that this Section should remain as is.
Section R301.2.1.1.1, Sunrooms (new section which defines various sunroom
conditions):
Raoul indicate that this was a new section which breaks sunrooms down into five
categories and added that this Section was especially dealing with requirements of the
elk Energy Code. He said that it doesn't change how the sunrooms should be built but just
whether or not the sunroom would be considered habitable or non-habitable space.
After discussion, it was agreed by the Commission members that this Section should
remain as is.
Section R301.2.4,Floodplain construction:
Raoul said that this Section added some language regarding substantial improvements
and restoration and that it assists municipalities to determine damage amounts and
whether it kicks in the flood plain construction. After discussion, it was agreed by the
Commission members that this Section should remain as is.
Section R301.3, Story height:
Raoul indicated that a lot was added to this section. He went over the five points in this
Section and said that it gave direction on the height of a story based on seismic
conditions. He indicated that this Section was modified by taking an exception out.
After discussion, it was agreed by the Commission members that this Section should
remain as is.

rTable R301.7, Allowable Deflection of Structural Members (modify amendment to
maintain footnote f for floors):
Raoul said that the Table was fine but needed to modify the Table by adding a footnote
"f". He indicated that this footnote was also added to Section 502.1 in the amendments
so it should be added to this section as well. After discussion, it was agreed by the
Commission members that this Section should be amended as proposed.
Section R302.2,Townhouses (amend section, modify existing amendment):
Raoul recommended that this Section be amended as it currently allows for a one-hour
separation between common walls with sprinklers. He added, however, that the
Commission amended this in the past to a two-hour separation regardless of whether
there were sprinklers or not. After discussion, it was agreed by the Commission
members that this Section should be amended as proposed.
Section R302.6,Dwelling-garage fire separation (modify existing amendment):
Raoul indicated that this was amended in previous codes because the Table R302.6
refers to 1/2" gypsum board whereas the Commission had revised it to 5/8" in the Fire
Code. He suggested that the Commission make the same change to this Code. Marc
added that we would actually be keeping the existing code by amending this code.
After discussion, it was agreed by the Commission members that this Section should be
amended as proposed.
Section R302.13,Fire protection of floors (previously Section R501.3):
Raoul indicated that this code was previously part of R501.3 but moved it out of the
floor section and put it into this Section. It gives the same exceptions as the last code as
it compensates when sprinklers are not present. It is currently in the amendments but
just needs to be moved accordingly and add some information about flak jacket and
that, if in a fire, it would be removed and replaced or sistered. After discussion, it was
agreed by the Commission members that this Section should be amended as proposed.

Section R305.1, Ceiling heights:
Raoul indicated that one sentence in the first paragraph was modified regarding the
ceiling height in bathrooms being 6'8". As before, this Section needs to be coordinated
with the Property Maintenance Code. Marc indicated that he would like to look at this
Section a little more and suggested that this matter be tabled to the next meeting. Marc
also asked if the requirement is 7' in new construction and Raoul answered
affirmatively and said that, if it currently works at 7', why widdle it down. After
further discussion, it was agreed that this Section will be tabled and addressed at the
next meeting.
Section R308.4.2, Glazing adjacent to doors:
Raoul said that this section is in regard to having hazardous locations for tempered
glass where required near doorways. He said that, in the past, it was confusing and
now this Section spells it out more clearly. He added that there really was no change to
this Section,just clarification. After discussion, it was agreed by the Commission
members that this Section should remain as is.
Section R310, Emer•enc Esca.e and Rescue 0•enin•s rewritten rewrite existin
amendments)and Section R310.6, Alterations or repairs of existing basements
(emergency egress?):
Raoul discussed these two Sections together and indicated that these Sections were
rewritten and expanded considerably. He said that there is currently an amendment
that windows need to be six square feet with minimum width and height. Raoul was
most concerned about Section R310.6 where basements are turned into habitable space
and whether an emergency egress window be added to the area even if there is no
bedroom. After discussion, it was agreed by the Commission members to amend
Section R301.6 out of this Code.
Section R311.7.11, Alternating tread devices and Section R311.7.12, Ships ladder:
Raoul discussed these two Sections together and indicated that these two Sections are
part of the Building Code but are new to the Residential Code. He wasn't sure how
these Sections were pertinent to the Residential Code and Steve Silva said that it may
have something to do with solar panels on the roof although a ladder would work just
as well. Marc said that he believed that it doesn't hurt to have these Sections and

suggested that they stay in. After discussion, it was agreed by the Commission
members that this Section should remain as is.
Section R311.8, Ramps:
Raoul indicated that there were a few revisions to this Section and said that, if a ramp is
not serving as the main egress, it can be built with a 1 in 8 slope rather than a 1 in 12
slope. . He indicated that the exception should remain as it would give more leaway to
use if there is not enough room for a 1 in 12 slope. After discussion, it was agreed by
the Commission members that this Section should remain as is.
Section R312.2.1,Window sills:
Raoul indicated that this Section referred to operable windows. He indicated that this
Section is enforced if the windows are over 30" above grade on exterior and 24" or less
in height above the finished floor. After discussion, it was agreed by the Commission
members that this Section should remain as is. Raoul indicated that he would send out
a memo to all builders regarding this Section to advise them that this Section has been
adopted so that the builders will put in the correct windows.
Section R313.1,Townhouse automatic fire sprinkler systems (Flak Jacket) and Section
R313.2, One- and Two-family dwellings automatic fire systems (Flak jacket):
Raoul discussed these two Sections together and indicated that an exception should be
added to reflect that, if flak jacket is used and damaged by fire, it needs to be removed
and replaced or sistered. Raoul indicated that this should be added to Code so that, if
insurance companies want to know where in the Code this requirement is, the City
could show them the amendment where it was added. Steve Silva asked if a certified
engineer could inspect the damage and possibly make an exception with drywall and
Raoul indicated that that could be possible if there is no structural deterioration of the
TJI. It was agreed that an amendment would add the wording to remove and replace or
sister or other approved method. After discussion, it was agreed by the Commission
members that thess Sections should be amended as proposed.
Section R314, Smoke Alarms (item 4 added):
Raoul indicated that paragraph 4 was added to this Section. He indicated that the
amendments now required that smoke alarms be placed within 15 feet of bedroom

doors. After re-reading the Section over a few times, it was agreed that this Section did
not create a problem. After discussion, it was agreed by the Commission members that
this Section should remain with current amendment.
Section R314.5, Combination alarms:
Raoul indicated that this is a new Section. After discussion, it was agreed by the
Commission members that this Section should remain as is.
Section R314.7, Fire alarm systems:
Raoul indicated that this Section allows for fire alarm systems to be installed in place of
smoke detectors. After discussion, it was agreed by the Commission members that this
Section should remain as is.
Section R315.2,Where required (Carbon Monoxide Alarms,rewrite amendment):
Raoul indicated that the City has in place an amendment that indicates that these
alarms be placed within 15 feet of sleeping rooms. After discussion, it was agreed by
the Commission members that thess Sections should be amended as proposed.
Section R324, Solar Energy Systems (new):
Raoul said that this is a new Section and talks about roof top systems and the loads that
need to be considered such as shingles. Marc asked if this Section conflicts with the
City's zoning ordinance and Raoul said that he would check with Sarosh Saher and
would have to get back to the Commission on this matter. After further discussion, it
was agreed that this Section will be tabled and addressed at the next meeting.
Section R325, Mezzanines (new):
Although Raoul indicated that he has never seen a mezzanine in a house unless it was a
loft, although lofts are considered part of a second floor. However, if there would be a
mezzanine in a house, this Section is okay. After discussion, it was agreed by the
Commission members that this Section should remain as is.

Section R326, Swimming Pools, Spas and Hot Tubs (new):
Raoul indicated that there used to be an appendix for swimming pools but that it was
taken out and added to the new International Swimming Pool and Spa Code. Raoul
said that the Commission needs to decide whether to use the new Code and get those
new books or to adopt Appendix G from the previous code and attach it to this Code.
Currently, this Appendix was adopted and amended to require that any pools over 24
inches deep would need to be permitted. Marc believed that the Commission should
review the new International Swimming Pool and Spa Code. After further discussion, it
was agreed that this Section will be tabled and addressed at the next meeting.
Section R403.1, General (revise amendment?) and Table R403.1(1), R403.1(2),
R403.1(3),Footing Sizes (revised expanded tables):
Raoul indicated that this Section and these tables have been greatly expanded based on
snow loads, height, etc. We currently have an amendment delineating the size of
footings. Raoul asked Dave Ryan and Steve Silva if they could review these tables.
Steve said that these tables are good for those people who do not hire a structural
engineer or architect for a project. Raoul added that, with this code, each hole would
need to be tested and documentation would need to be supplied. Raoul indicated that
the requirements now are either 8" x 16" or 10" x 20". Marc believed that it should
remain the same as it is now or, if the builders use less, they would need to provide
documentation. After discussion, it was agreed by the Commission members that these
Sections should be amended as proposed.
Section R403.1.6,Foundation anchorage (anchor bolts in middle 1/3 of sill plates):
Raoul said that, currently, anchor bolts fall in the middle third of soleplates. He said
that builders have trouble with straight lines and need to be held at a higher standard
and that the carpenters and the concrete people have to do a better job working
together. The end result of this Section would be better and stronger connections. After
discussion, it was agreed by the Commission members that this Section should remain
as is.
Section R404.4, Retaining walls (modified to provide design > 2' in height):
C Raoul indicated that, in the past, retaining walls less than 24" needed to be designed by
a structural engineer but now say that, if a retaining wall is over 48", it must be

designed by a structural engineer. After discussion, it was agreed by the Commission
members that this Section should be amended as proposed.
Section R406.2, Concrete and masonry foundation waterproofing (amend to include
when basements are finished into habitable space):
Raoul indicated that, where there is a high water table and if a home has a finished
basement, the foundation should be waterproofed rather than dampproofed. A
question arose regarding Two-ply hot-mopped felt and whether it was considering 15
or 30 pound felt and it was agreed that this Section should be amended to require 30
pould felt. Tom Lohbauer asked if this was for habitable and non-habitable spaces and,
also, what are the current requirements? Raoul indicated that walkouts and lookouts
should be waterproofed regardless of whether they are habitable or not. After
discussion, it was agreed by the Commission members that this Section should be
amended as proposed.
Section R502.3, Allowable joist spans (amend to include maximum floor joist spacing
to be 16" on center) and Tables R502.3.1(1), R503.3.1(2), Floor joist spans for common
lumber species (modified):
Raoul said that this Section has not been revised but that the tables have been modified
by tightening up some of the requirements. Tom asked if the requirement of 16" on
center is the minimum. Raoul said that the amendment should be amended to be on
16" centers maximum on TJIs and open web trusses. Tom believed this Section should
be amended to show that TJIs and open web trusses should be at 16" on center and
other materials should go by the tables. After discussion, it was agreed by the
Commission members that this Section should be amended as proposed.
Section R502.6.2, joist framing (review amendment):
Raoul indicated that the amendments read "or approved ledger strips in place of 2" x
2"." He asked if this language should be kept or if it should be taken out of the
amendments? Steve said that, in his opinion, 2" x 2" is too flimsy and he would prefer
2" x 4" however Raoul indicated that, in certain cases, there might not be enough room
to use 2" x 4. After discussion, it was agreed by the Commission members that this
Section should be amended as proposed.

Section R507.1, Decks (amend to include decks 4' or more in height to have designed
plans):
Raoul said that there is an amendment to include any decks that are over 4 feet above
grade need to be designed by an architect or structural engineer due to wind uplift and
more lateral loading than on-grade decks. After discussion, it was agreed by the
Commission members that this Section should be amended as proposed.
Section R507.2.4, Deck lateral load connection (remove amendment):
Raoul said that there is an amendment for deck lateral loads and suggested that the
amendment be kept but with minor changes. After discussion, it was agreed by the
Commission members that this Section should be amended as proposed.
Table R507.4, Maximum joist spacing (coordinate with deck handout),Table R507.5,
Deck joist spans for common lumber species (coordinate with deck handout) and
Table R507.6, Deck Beam span lengths (coordinate with deck handout):
Raoul said that these tables were not in the previous code and will have to coordinate
these tables with the current deck handout. After discussion, it was agreed by the
Commission members that this Tables should remain as is.
Sections R507.5, Deck joists, R507.6, Deck beams, R 507.7, Deck joist and Deck Beam
Bearing, R507.8,Deck Posts are new deck sections (will aid in better deck
construction and provide better direction during inspections):
Raoul said that these Sections are new to the code and will aid in better deck
construction and provide better direction during inspections. After discussion, it was
agreed by the Commission members that these Sections should remain as is.
Section R602.3.1, Stud size, height and spacing (amend with existing amendment tied
to Table R602.3(5):
Raoul indicated that a new exception was added and said that this Section should be
amended with the existing amendment tied to Table 602.3(5) which is now listed at 30
pounds per square feet. After discussion, it was agreed by the Commission members
that this Section should be amended as proposed.

Section R602.10.6.2, Method PFH: Portal frame with hold-downs (reduced from 3 sill
plates to 2 sill plates):
Raoul indicated that he felt that this Section was beneficial as it made modifications and
has done further testing. He said that the last Code required 3 sill plates but that has
been reduced to 2 sill plates. He also added that it conforms to 3,500 pounds of hold-
down. Steve asked if this was going to be required on new homes and Raoul indicated
that it will apply to new homes. After discussion, it was agreed by the Commission
members that these Sections should remain as is.
Section R602.10.8.2, Connections to roof framing (inspectors information) and Section
R602.10.11, Cripple wall bracing (inspectors information):
Raoul indicated that these sections have modifications for the connections of top plates
and using different blocking. He said that the inspectors are going to have to be made
aware of this. Steve asked if there would be any training and Raoul indicated that he
will have in-house training. After discussion, it was agreed by the Commission
members that these Sections should remain as is.
Section R606, General Masonry Construction (section reorganized, section numbers
changed):
Raoul indicated that this section has been reorganized with new numbers and the
addition of ASTM requirements. Tom asked if it was all still okay and Raoul answered
in the affirmative. After discussion, it was agreed by the Commission members that
these Sections should remain as is.
Table R703.3(1), Siding Minimum Attachments and Minimum Thickness (inspectors
information) and Section R703.11.1,Vinyl Siding Attachment (new sections
clarifying attachment of vinyl siding):
Raoul indicated that the tables were expanded by adding new types of siding, such as
plastic siding which is similar to vinyl siding but injected. He said that these new
sidings can be made to look many different ways (Raoul passed out a couple of
handouts as an example of the different sidings). Marc said that the siding would have
to adher to the City's design guidelines. Tom asked if there are fire issues related to
some of these new materials and Art responded affirmatively. Steve wondered if there
are certain separation distances and Raoul said that Table R302.1(1) should be referred

to. After discussion, it was agreed by the Commission members that these Sections
should remain as is.
It was agreed that the rest of the 2015 Int. Residential Code would be looked at and
discussed at the next meeting.

CALL TO ORDER:
The meeting was called to order by Pat Hudgens at 2:05 p.m., in the 1st Floor South
Conference Room at City Hall, 150 Dexter Court, Elgin, IL.

APPROVAL OF MINUTES:
The minutes of the March 4, 2015, meeting were presented. A motion was made by
John Shales and seconded by Pat Hudgens and the minutes of that meeting were
unanimously approved.
CONTINUED REVIEW OF THE 2015 INT. RESIDENTIAL CODE:
Section R703.13, Insulated Vinyl Siding (new section) and Section R703.14,
Polypropylene Siding (new section):
Raoul Johnston indicated that these are new sections and that they are more prevelant
in use especially with the Energy Code. These sections gives guidance on the use of
insulated vinyl siding or the use of manufacturer instructions and is also addressing
injected molded siding now on the market, which siding looks like brick, stone, shingle,
etc. He indicated that the city must be aware of its use at the time of plan review and
when out in the field. After discussion, it was agreed by the Commission members that
these Section should remain as is.

Section R703.15, Cladding attachment over foam sheathing to wood framing (new
section):
Raoul indicated that this section addresses foam sheathing which is in use due to the
energy code. After discussion, it was agreed by the Commission members that this
Section should remain as is.
Section R905.2, Asphalt Shingles (amend to require plan for color/type patterns):
Raoul indicated that the reason for this section is because this department ran into a
situation where a homeowner decided to reroof his home with patterns and colors and
the city received complaints about it. There was nothing in the zoning ordinance to
prohibit it. Therefore, per Marc Mylott, if someone wants to do this in the future, the
plan must be approved prior to installation. Marc also said that, if using two or more
colors of shingles, the permit will describe the arrangement. After discussion, it was
agreed by the Commission members that this Section should be amended as proposed.
Section R907, Rooftop-Mounted Photovoltaic Systems (new section):
Raoul indicated that this was a new section. He said that he didn't think there would be
an issue with the ordinance. There are so many different systems. One thing that needs
to be aware of is wind resistence but also need to look at the structure to verify that it is
adequate to support such a system. After discussion, it was agreed by the Commission
members that this Section should remain as is.
Table R908, Reroofing(section renumbered, amend per Section R905.2 above):
Raoul indicated that this section has been renumbered. Raoul wants to amend this
section to use only nails, not staples, even if shown to be used in the manufacturer's
instructions. After discussion, it was agreed by the Commission members that this
Section should be amended as proposed.
Section R909, Rooftop-Mounted Photovoltaic Panel Systems (new section):
Raoul indicated that this is also a new section which covers all aspects. He said it was
important to verify the structure requirements. After discussion, it was agreed by the
Commission members that this Section should remain as is.

Upon completion of the remainder of the discussion of the IRC, discussion was opened
again regarding some Sections which were tabled at the last meeting:
Section R305.1, Ceiling Heights:
Marc Mylott indicated that he had not yet created a ceiling height chart/table and
would work on it and present it at the next meeting.
Section R324, Solar Energy Systems (new):
Raoul indicated that he still needed to sit down and compare this code with the
zoning ordinance. Once done, he will come back and advise the Commission of his
findings. It was agreed that this item will be tabled until the next meeting.
Section R326, Swimming Pools, Spas and Hot Tubs (new):
Raoul indicated that he took the opportunity to look over the International Swimming
Pool and Spa Code. He said that the code covers both residential and commercial
pools. He said that the City is not so concerned with commercial pools because the
Illinois Department of Public Health handles all commercial pools in parks, hotels, and
so forth, and that agency does all those inspections. Raoul said that, for residential
pools, he would prefer to use the previous appendix of the Residental Code and add a
section from the International Swimming Pool and Spa Code for more direction to
inspectors. He indicated that he would put together something and bring it to a future
meeting for the Commission to take a look at. Chuck Kellenberger asked if in-ground
pools were included and Raoul said that the new code addresses in-ground pools better
so he will add that part of the code to the Appendix. It was agreed that City staff will
put something together and bring it to the Commission at a future date for review and
approval.
NEW BUSINESS:
Raoul indicated that the next review, after he returns from his medical leave, will be
on 4-8-15 for the review of the IRC Mechanical Section Review with the Heating
Commission.
Raoul also reminded the Building Commission members that the "No Burn" appeal
will be on 4-15-15.

APPROVAL OF MINUTES:
The minutes of the March 11, 2015, meeting were presented. A motion was made by
Chuck Kellenberger and seconded by Dave Ryan and the minutes of that meeting were
unanimously approved.
PRESENTATION/APPEAL FOR NO-BURN PRODUCT USE:
Lindsey Lenze first passed out a new UES Evaluation Report on the No-Burn
product and then presented a power point presentation regarding her product, No-
Burn. The presentation consisted of items taken from the Building Commission
meeting minutes of May 21, 2014 during which the Commission voted to not use the
No-Burn product and No-Burn's reply to those concerns. During this presentation,
questions and comments were posed by the Fire Department, the Building
Commission and city staff regarding the No-Burn responses.

Chief Fahy wondered why the product was not UL approved and the response was
that, to have the product UL approved would be too expensive and that the
company chose not to and, instead, had other independent field tests done on the
product.
Matt Falco asked what type of environment would be required for a field
application and he was told that it would be an inside environment with some
conditions. No-Burn indicated that the air temperature has to be at least 40 degrees
when applied, takes 60 to 90 minutes to dry and 24 hours to cure.
During the presentation, ASTM E119 was mentioned and Marc Mylott asked where
this was mentioned and the response was in Section 3.5 Fire Resistance on page 2 of
the handout given to the Commission by No-Burn. Also, a question was posed as to
how this new UES Evaluation Report differed from the report that had been given to
the City and Building Commission and the answer was that some of the tables were
amended but, otherwise, was the same.
No-Burn was referring to "certified applicators" and Chief Fahy asked who are
those applicators? No-Burn responded that they train the installers/applicators on
site and on-line and that includes private companies as well as national companies.
It was indicated that the number one installer of the No-Burn product has 190 offices
across the country as well as his company offers field training. No-Burn indicated
that they profile which contractors they wish to use and that those contractors go
through a checklist such as 1) how long in business; 2) background check; etc.
Marc asked, if the owner is certified, does that automatically mean that his
employees are certified and No-Burn indicated that anyone that is doing the
installation would need to be certified and that they receive a wallet card which is
renewed annually with out fee but, if there is any updated training, it would be
required before the installer would receive the new wallet card. Ron Sessions asked
if the training process included an on-line annual test and the answer was yes.
Marc asked who was the distributer of the product and No-Burn indicated that they
were the only ones who distributed it.
Matt Falco asked if there was a third party inspection service in the field to verify if
the installers are licensed and hold a card and No-Burn indicated there was not.
Marc asked if there were any other municipalities with third party inspectors and
the answer was no. Raoul added that he has had 23 years experience in the field and
self-certification is not acceptable. He indicated that the city would require a third-
party inspection (if the Commission would change their decision). Ron Sessions
believed that the special inspectors would need to be certified as well.

Chief Fahy asked if there were any other municipalities in the State of Illinois that
use the No-Burn product and the answer was that there were none at this time and
that Elgin would be the first to approve the use if the Commission's decision was
reversed. Chief also asked why the product was not applied in a factory and the
response was that it has,for all it's history, only been applied in the field. Chief
reiterated that the City now has a sprinkler ordinance and the builders have four
options that they can choose from and, to date, there have been no complaints.
Chief said that the No-Burn product looked like a good product if it was applied
properly but he didn't see a guarantee that that would be done. Flack jacket was
approved because it was factory installed.
Tom Lohbauer asked to verify the procedure -build house, install roof and vapor
barriers,but no mechanicals. Dave Ryan wondered what would happen if the new
homeowners might start drilling through the areas that have been coated. The
response to this was that, if that did happen, during a fire, the product would
expand and close those holes up. Pat Hudgens reminded the No-Burn people that
the climate here in Illinois is very humid with a lot of rain and moisture year round
and asked what the maximum humidity level for the product. No-Burn responded
that the humidity is outside, not on the inside and that, otherwise, there are no
restrictions on humidity with their application. They added that curing of the
product may take longer and be tackier for a longer period of time but that it would
not affect the product.
No-Burn passed out a letter from Dr. Joseph Lstiburek of Building Science
Corporation and everyone perused the letter with no questions.
Raoul asked, if temperatures were in the 40's, how long would the product have to
be maintained and the answer was only during installation. Raoul added that, if the
Commission would reverse its decision, he would require a third party inspector.
He added that he liked the fact that, during application, the product is also applied
to the subflooring. Marc asked No-Burn if the product was not sprayed on the
entire subfloor, would it have the same 2x10 protection and the answer was no.
However, No-Burn added that, the reason applied to the subflooring was because it
was easier to apply to the floor and I-joists at the same time.
Raoul then asked, if after a fire situation, what happens to the treated I-joists - do
they get removed or do they get re-coated? The answer was that it would be up to
the engineer to verify the damage to the structure and, if the product was activiated,
it could be scraped off and re-coated.
Chuck Kellenberger wondered if there was any documentation where the product
had failed and No-Burn indicated that they had one case in a 20-year history in
Oklahoma where there was an arson in a large home on large acreage. Over a six

month period, someone was starting fires; five went out and one took. However,
there were many saves because of the product. Chuck added that maybe a second
application needed to be applied for double protection.
Lindsey finished her presentation by showing a short film as to how the product
was applied from beginning to end.
Upon the completion of the presentation and question and answer session, Pat
Hudgens asked all attendees if they had any final questions or comments that they
would like to add before the Commission members made a motion and decision on
the No-Burn appeal. Chief Fahy said that the No-Burn company was from
neighboring Ohio but that the City of Elgin would be the first in Illinois to try the
product. However, since the building community currently already have four
choices, he asked that the Building Commission take its decision seriously. In sum,
the Chief said that he would not want to approve No-Burn due to the field
application questions and because there are no other municipalities in the State of
Illinois that are using the product. Marc Mylott indicated that he has already
expressed his concerns and echos the concerns of the Chief and stands with the
opinion of the fire department.
Lindsey added that the No-Burn product compares with the same level of
performance as the Flack Jacket product and she is not asking that the Commission
use its product in lieu of the Flack Jacket product but, rather,just as an additional
option. She reminded the Commission that the product is installed by certified
installers as was shown in her presentation. It was also mentioned that the No-Burn
product is currently being used in 25-30 states by seven of the top twenty builders in
the country.
Pat Hudgens then opened the meeting to motion from the Commission members. A
motion was made by Tom Lohbauer to continue to not allow the use of the No-Burn
product, the motion was seconded by Dave Teas, and a vote was taken and the
motion passed unanimously.
Pat Hudgens thanked the No-Burn people for taking the time to come out and ask
the Building Commission to reconsider and indicated that they offered a good
presentation.
NEW BUSINESS:

BUILDING COMMISSION
UNOFFICIAL MINUTES
Wednesday, May 6,2015, 2:00 p.m.
MEMBERS PRESENT: Pat Hudgens, Chuck Kellenberger and Steve Silva.
MEMBERS ABSENT: Tom Lohbauer, Dave Ryan and John Shales.
STAFF PRESENT: Marc Mylott, Raoul Johnston, Matt Falco, Deputy Chief Tim
Maroder EFD, Art Peters EFD, Ron Sessions EFD and Sandra
Kolba.
VISITORS: No visitors were present.
CALL TO ORDER:
Since there was no quorum, the meeting in the 2nd Floor South Conference Room at City
Hall, 150 Dexter Court, Elgin, IL, was not officially called to order.
APPROVAL OF MINUTES:
Since there was no quorum, the minutes of the April 15, 2015, meeting were not
presented.
START REVIEW OF 2015 INTERNATIONAL FIRE CODE:
Although there was no quorum, the Building Commission and City Staff informally
went through the beginning of the list of items set for review.
Section 105.1.6, Annual permits:
Raoul Johnston indicated that he haddiscussed this section with Ron Sessions prior to
the meeting and it was agreed that this section should be deleted. After discussion with
the attending Building Commission members, it was agreed that this Section will be
deleted.

Section 105.1.6.1, Annual permits records:
Raoul again indicated that he had discussed this section with Ron prior to the meeting
and it was agreed that this section should be deleted. After discussion with the
attending Building Commission members, it was agreed that this Section will be
deleted.
Section 106.6.4, Carbon dioxide systems used in beverage dispensing applications:
Raoul wondered if the fire department wanted this permit to be on an annual basis or
on a one-time basis and Ron indicated that it was his opinion that it was sufficient to
have on a one-time basis and added that the fire department can inspect this during its
annual inspections. Matt Falco wondered what would happen if there were some
modifications made on the systems and wondered if some language should be added
saying that, if any changes or modifications made to the existing permit, a new permit
would be required. Marc Mylott wondered if the company with the system should
keep a inspection record on site for viewing by the fire department at its inspection and
Ron answered affirmatively. Ron also added that the State Fire Marshall also monitors
if there is a complaint on the tanks that are contained on the inside of a building while
the fire department monitors those on the outside, all of which new tanks are now
required on the outside of the buildings. After discussion with the attending Building
Commission members, it was agreed that the permits would be issued on a one-time
basis and this Section will be amended accordingly.
Section 105.6.28, L P gas :
Ron added this Section to the items for review. He indicated that he wanted the same
requirements of a one-time inspection be done on propane exchanges as well. Ron also
suggested that the expection be deleted from this Seciton After discussion with the
attending Building Commission members, it was agreed that the permits would be
issued on a one-time basis and the exception be deleted and this Section will be
amended accordingly.
Section 105.6.31, Motor fuel-dispensing facility:
As with the prior to Sections, Raoul suggested that these tanks also require a one-time
permit. Steve Silva asked if the State still inspects these tanks and Ron indicated that
they inspect the underground tanks as well as does the fire department. After
discussion with the attending Building Commission members, it was agreed that the

permits would be issued on a one-time basis and this Section will be amended
accordingly.
Section 105.6.45,Temporary membrane structures and tents:
Raoul indicated that this was a new section for operational permits and he agrees with
the addition of this section. Matt was wondering if this included items such as
commercial use bouncy houses and whether they should be inspected by the fire
department. Marc wondered if those private residential-type bouncy houses, over 400
square feet, should also be inspected by the fire department and Ron said no. Raoul
wondered if an exception should be added indicating that temporary private residential
recreational uses of these types of structures would not require a permit and allow up
for no more than 72 hours. After discussion with the attending Building Commission
members, it was agreed that this Section will be amended accordingly.
Section 105.7, Required construction permits:
This section was another added by Ron to the items for review. He suggested that
"building official" also be added. After discussion with the attending Building
Commission members, it was agreed that this Section will be amended accordingly.
Section 105.7.9, Gates and barricades across fire apparatus access roads:
Raoul indicated that this is a new section and, after discussion, the attending Building
Commission members agreed that this Section should remain as is.
Section 105.7.14, Smoke control or smoke exhaust systems:
Raoul indicated that this also is a new section. He indicated that this section is
addressed in both the building and mechanical codes more extensively and that this
section is not in an conflict with those two codes. Pat Hudgens wondered if there
should be certified technicians looking at the systems and Ron indicated that the fire
department does it. After discussion with the attending Building Commission
members, it was agreed that this Section should remain as is.
Section 311.6,Unoccupied tenant spaces in mall buildings:

Raoul indicated that this was a new section. Ron indicated that he was in agreement
with the section but he wanted it amended by deleting the word "any" and adding the
word "combustible" materials. After discussion with the attending Building
Commission members, it was agreed that this Section will be amended accordingly.
Section 315.6, Storage in plenums:
Raoul indicated that this also is a new section saying that abandoned materials need to
be removed or classified as storage. After discussion with the attending Building
Commission members, it was agreed that this Section should remain as is.
Sections 403.1 to 403.1.23.3.3, Emergency preparedness requirements:
Raoul indicated that this section has been rewritten and Ron indicated that the section
has "cleaned stuff up." Regarding Section 403.2.2, however, Ron suggested that the
announcement time (indicating where the exits are) should be changed from ten
minutes to five minutes prior to the start of a show as that is when people are finally
seated. After discussion with the attending Building Commission members, it was
agreed that this Section will be amended accordingly.
Table 405.2,Fire and evacuation rills:
Raoul indicated that this Table has been expanded. After discussion with the attending
Building Commission members, it was agreed that this Table should remain as is.
Section 503.1.1, Building and facilities:
Raoul indicated that the exceptions have been slightly modified. After discussion with
the attending Building Commission members, it was agreed that this Section should
remain as is.
Section 507.5, Fire hydrant systems:
This section was another that Ron added to the items for review. He indicated that he
wanted this section clarified by hanging the language to read that residential and
commercial be 400 feet and industrial be 600 feet and also that Section 103.1 be deleted.
After discussion with the attending Building Commission members, it was agreed that
this Section will be amended accordingly.

Section 605.11.1.2.5, Allowance for smoke ventilation operations:
Raoul indicated that this is another new section and suggested that it also be added to
the International Residential Code. It was also suggested that the exceptions be
removed. After discussion with the attending Building Commission members, it was
agreed that this Section will be amended accordingly.
Section 605.12, Abandoned wiring in plenums:
Per Raoul, this is another new section. After discussion with the attending Building
Commission members, it was agreed that this Section should remain as is.
Section 609.2,Where required:
Raoul indicated that there was a new exception added to this section. After discussion
with the attending Building Commission members, it was agreed that the exception
should be deleted and the Section will be amended accordingly.
Section 609.3.3.3.1,Tags:
Per Raoul, this is another new section. After discussion with the attending Building
Commission members, it was agreed that this Section should remain as is.
Sections 610.3 to 610.6, Nonmetallic storage tanks, et al.:
Raoul indicated that this section has been rewritten. Per Raoul, this is another new
section. After discussion with the attending Building Commission members, it was
agreed that this Section should remain as is.
Sections 807.1 to 807.3, General, et al:
Raoul indicated that this section was rewritten. After discussion with the attending
Building Commission members, it was agreed that this Section should remain as is.
Section 901.4.6, Pump and riser room size:

This section was added by Ron to the items for review. He indicated that there is an
amendment to add an exterior door so this section is maintaining the previous
exception. After discussion with the attending Building Commission members, it was
agreed that this Section should remain as is. After discussion with the attending
Building Commission members, it was agreed the Section will be amended accordingly.
Section 901.1.8.2, Removal of existing occupant-use hole lines:
Raoul indicated that this was another new section but asked if there were any buildings
in the city which this section would encompass and Ron said that there are some
historic buildings but that,for the most part, the existing occupany-use hole lines have
been removed. He suggested that this section be left in. Pat,with Raoul's agreement
wondered if there are signs that should be posted on those buildings saying that they
are no longer in use or out of service and Ron said that wasn't necessary. Ron said that,
alternative, if the Historic District would allow, the lines should be completely
removed. However, Marc believed that the Historic Preservation Committee would not
allow the removal on historic buildings. After discussion with the attending Building
Commission members, it was agreed that the word "all" should be added before
existing occupant-use hose lines.
Sections 903.2.8.1 to 903.2.8.3.2, Group R-3, et al.:
Raoul indicated that this section should be amended to coordinate with the building
and residential codes so that they conform with each other. After discussion with the
attending Building Commission members, it was agreed the Section will be amended
accordingly.
Section 903.3.8, Limited area sprinkler systems:
Raoul said that this is another new section. Ron indicated that Section 903.3.8.1 is
reducing the number to 6 sprinklers but wanted this section amended back to 20. After
discussion with the attending Building Commission members, it was agreed the Section
will be amended accordingly.
Section 904.13, Domestic cooking systems in Group I-2 condition 1:

Raoul indicated that this is another section that he would like to be coordinated with
the building code. After discussion with the attending Building Commission members,
it was agreed the Section will be amended accordingly.
Section 905.1, General:
Ron added this section to the items for review. He indicated that the current
requirement is 26 feet with a change of a maximum of 150 feet of hose line. He asked
that the section be amended to add 150 feet of hose line. Matt was concerned about
how this requirement would be conveyed to people and Raoul said that he would work
with Ron to write something up and bring to the next meeting for review. This item
was therefore tabled to the next meeting.
Section 907.2.3, Group E:
Another section that Ron added to items for review. Ron suggested that exception 1 be
removed and Raoul indicated that that exception has already been removed in the
current amendments. After discussion with the attending Building Commission
members, it was agreed that this Section should remain as is.
Section 910, Smoke and heat removal:
Ron added this section to the items for review. On big-box stores, he suggested a
manual override sisytem for smoke removal. Raoul asked Ron if he was suggesting
that, rather than smoke and heat vents, a manual override system be used to turn on
after the fire is out and Ron acknowledged affirmatively. Raoul said that he needs to
take a look at Section 910.4.5 and delete the section about smoke and heat vents.
However, he said he needed to go over the section carefully to make sure it reads
properly based on Rori s suggestion and the subsequent discussion. This section was
tabled so that Raoul and Ron could write something up.
At this point in the meeting, it was agreed to unofficially adjourn the meeting and
continue the review at the next scheduled meeting.

Since ther was no quorum, there was no new business discussed at this meeting.
