The Elgin Building Commission meeting was held on March 21,2000 in the Dept of Code
Administration conference room at City Hall. In the absence of the chairman the meeting was
called to order by Ron Gadberry of Code Administration. The first order of business was to elect
an acting chairman for this meeting.Richard Sumett Jr nominated Jerry Roberts and the second
was made by Preston Bussard. The motion carried yeas 6 nays 0. The meeting was turned over to
Mr Roberts.The first item to be considered was the approval of the Phunbing Code amendments
passed by the Plumbing committee on October 5,1999. The floor was turned over to Mr
Gaddberry of the city staff to present the new amendments. After discussion and questioning of
Mr Gadberry a motion was made by Joseph Nickels and seconded by Joe DeSerto to accept the
amendments as presented. This motion passed with yeas 6 nays 0.
The next item presented for discussion was the possibility ofrequiring people working in the city
to resister and give proof of liability insurance to the city.Mr Gadberry presented a sample
ordinance creating a new subsection under Chapter 16 of the EMC requiring liability insurance.
This new subsection would also include the licensing and bonding requirements of the plumbing,
warm air beating and electrical codes. Mr Gadberry informed the commission that he had
contacted surrounding communities and they all had a liability insurance requirement in their code.
After discussion, a motion was made by Thomas Lohbeuer and seconded by Joe DeSerto to
authorize Mr Gadberry to prepare the amendment and present it to the Plumbing,Warm Air
Heating and Electrical committees for their approval and return it to the commission at their next
meeting.
A motion was made by Preston J. Bussard and seconded by Joseph Nickels that the meeting be
adjourned. Yeas 6 nays 0
